A Study on the Establishment and Application of Evaluation Criteria for Old Railway Station Considering the Level of Railway Service (철도 서비스수준을 고려한 노후철도역사 평가기준 마련 및 적용방안)

  • The total number of railroad stations managed in Korea is 322 (including general and wide-area railways), and a considerable number of stations are aging. In terms of the size of the existing railway station and the number of entrances, it has not been possible to secure adequate service capacity, and the demand for station improvement is increasing due to changes in surrounding conditions such as urban development. In the past, railroad stations were focused on the simple function of a connection passage in terms of maintenance or management, but in recent years, railroad stations are also changing to an atmosphere that they should be reborn as a user-centered comfortable, convenient, and safe service provision space. In this study, a case study related to the improvement of the old railway station was conducted to derive an improvement plan that meets the improvement standard of the old station, and the service level evaluation standard was developed. By introducing the concept of service level (LOS) in the development model, station congestion, station movement convenience, and station safety were selected as evaluation indicators. In addition, this development model applied an analytical stratification technique to divide various evaluation elements of each indicator into major and detailed elements and derive the relative importance of the elements by class. Priority for improvement was derived using the ratio of the number of E and F on the LOS for each facility. Based on this study, it is expected to be helpful in using it as an evaluation criterion for improving objective and equitable railway station.

  • Estimation of passive earth pressure is an important factor in anchor block, temporary retaining wall and support block of raker that resist lateral earth pressure. In practice, due to ease of use, it is common to estimate the earth pressure using the theory of Coulomb and Rankine, which assumes the failure plane as a straight line. However, the passive failure plane generated by friction between the wall surface and the soil forms a complex failure plane: a curve near the wall and a flat plane near the ground surface. In addition, the limit displacement where passive earth pressure is generated is larger compared to where the active earth pressure is generated. Thus, it is essential to calculate the passive earth pressure that occurs at the allowable displacement range in order to apply the passive earth pressure to the design for structural stability reasons. This study analyzed the mobilized passive earth pressured to various displacement ranges within the passive limit displacement range using the semi-empirical method considering the complex failure plane.

  • Yemen has been faced with the worst cholera epidemic of modern times, with more than 1 million suspected cases and 3000 deaths at the time of writing. This problem is largely due to the longstanding civil war between pro-government forces and the Houthi armed movement, which has severely damaged already vulnerable sanitation and healthcare facilities and systems in the country. It is further compounded by a dire lack of basic amenities, chronic malnutrition, and unfavourable weather conditions. Another contributory component may be aerial transfer by cholera-infected chironomid insects. To contain the spread of cholera in Yemen, a nation-wide armistice should be negotiated, and national and local committees must be convened to coordinate efforts on the ground. Community isolation facilities with proper sanitation, reliable disposal systems, and a clean water supply should be set up to isolate and treat sick patients. The continuity of vaccination programmes should be ensured. Public health campaigns to educate local communities about good hygiene practices and nutrition are also necessary. The One Health paradigm emphasizes a multi-sectoral and transdisciplinary understanding and approach to prevent and mitigate the threat of communicable diseases. This paradigm is highly applicable to the ongoing cholera crisis in Yemen, as it demands a holistic and whole-of-society approach at the local, regional, and national levels. The key stakeholders and warring parties in Yemen must work towards a lasting ceasefire during these trying times, especially given the extra burden from the mounting severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) outbreak worldwide.

A Study of the Court-Annexed ADR and Its Implications in the United States (미국의 사법형 ADR제도와 그 함의에 대한 연구)

  • This paper is to illustrate a variety of court-annexed ADR programs and vindicate its implications of court-annexed ADR in United States. It has been almost three decades since Frank Sender articulated his vision of the multi-door courthouse. The court-annexed ADR originated from the concept of multi-door court house. Professor Sander argued that the court must transform from the court that provides litigation, only one type of dispute resolution, to the multi-door courthouse which provides a variety of dispute resolution methods including a number of ADR programs. The types of court-annexed ADR on which this paper focus are court-annexed mediation, court-annexed arbitration, mini trial, early neutral evaluation(ENE), summary jury trial, rent-a-judge, and med-arb in United States. The findings of this paper is as follows. First, the ADR movement is the irreversible and dominant phenomenon in the US court. The motivation of incorporating ADR into court is to reduce the cost of court to handle the civil disputes and to eliminate the delay of litigation process in the court. At the same time, a couple of studies of ADR revealed that the ADR program satisfied users of ADR. Second, the landscape of ADR has not been fixed. In 1970's, the court-annexed arbitration has been popular. In 1980's, the diverse kinds of ADR programs were introduced into the federal court as well as state courts, such as mini trial, early neutral evaluation(ENE), summary jury trial, and court-annexed mediation. But in 2000s, the court-annexed mediation has been the dominant type of ADR in United States. Third, the each type of ADR program has its own place for the dispute resolution. Since Korean society enters into the stage in which diverse kind of disputes occur in the areas of environment, construction, medicare, etc, it is desirable to take into consideration of the introduction of ADR to dispute resolution in Korea.

  • Trucking is the most frequently used mode for freight movement due to relatively lower shipping costs and its operational flexibility. However, truck traffic can contribute to serious safety problems where they occupy high percentage of the total traffic. Heavy truck crashes arc more likely to result in serious injuries and fatalities than are crashes involving light vehicles. Therefore, safety issues for truck traffic are very significant both for public agencies and for general travelers. The objective of our study is to find truck-involved accident patterns according to traffic conditions and main factors as well as to find the most critical factor through conventional statistical techniques. A vailable data were obtained from TASAS (Traffic Accident Surveillance and Analysis System). Once critical factors are identified, effective and efficient truck management strategies can be discussed.

Analysis of Ground Movement During Diaphragm Well Panel Constructions in Sedimentary Marine Deposit (해성점토층에 실시된 지중연속벽 시공에 의한 지반의 변위 분석)

  • The ground movements during three. full-scale trial diaphragm wall (DW) panel constructions were monitored and analysed. The DW panels were constructed in reclaimed fill where sedimentary marine deposit and residual weathered soils are being consolidated. The monitoring data showed exceptionally large lateral ground movements of up to 293 mm near a trench due to the DW panel constructions, which is about 0.8$\%$ D, where D is the maximum excavation depth. It was observed that deliberate holding period of the trench resulted in a significant increase in the lateral ground movements of about 50-225$\%$. A pre-treatment of the marine deposit by installing a single line of jet grout columns around the trench prior to the excavation was found to be a very effective way of reducing the ground movements. The measured ground settlements were compared with some relevant case histories. DW panel constructions in sedimentary marine deposit are likely to cause maximum ground surface settlement up to 0.225$\%$ D.

Abundance and Breeding Migration of the Asian Toad (Bufo gargarizans)

  • We monitored a breeding population of the Asian toad (Bufo gargarizans), in the Wonheunge pond at Sannamdong, Chungju, from 5 March to 11 April, 2006 and 14 February to 31 March, 2007 to investigate their movement patterns, breeding population sizes, and physical characteristics. Terrestrial migration to the pond started on 5 March in 2006 and 14 February in 2007. We captured a total of 266 immigrating individuals (213 males, 53 females) in 2006 and 307 (222 males, 85 females) in 2007, and found 50 adults apparently killed by motor vehicles while migrating to the pond in 2007. Emigration from the pond to terrestrial sites started on 15 March 2006 and 5 March 2007. We captured a total of 245 emigrating toads (181 males, 65 females) in 2006 and 99 (92 males, 7 females) in 2007. An additional 10 emigrating adults were found dead on the road. During both the immigration and emigration periods, two peaks in capture frequency appeared for each sex in each breeding season. The immigration peaks corresponded with higher temperatures, while the emigration peaks corresponded with high humidity. Migrating Asian toads showed sexual size dimorphism and a male-biased sex ratio. Body weights and SVL (snout-vent length) of immigrating and emigrating individuals were negatively related with migration dates.

FEM Numerical Formulation for Debris Flow (토석류 유동해석을 위한 유한요소 수식화)

  • Recent researches on debris flow is focused on understanding its movement mechanism and building a numerical simulator to predict its behavior. However, previous simulators emulating fluid-like debris flow have limitations in numerical stability, geometric modeling and application of various boundary conditions. In this study, depth integration is applied to continuity equation and force equilibrium for debris flow. Thickness of sediment, and average velocities in x and y flow direction are chosen for main variables in the analysis, which improve numerical stability in the area with zero thickness. Petrov-Galerkin formulation uses a discontinuous test function of the weighted matrix from DG scheme. Presented mechanical constitutive model combines fluid and granular behaviors for debris flow. Effects on slope angle, inducing debris height, and bottom friction resistance are investigated for a simple slope. Numerical results also show the effect of embankment at the bottom of the slope. Developed numerical simulator can assess various risk factors for the expected area of debris flow, and facilitate embankment design in order to minimize damage.

  • Existence of core stone at the inside of the Rock mass is reacting as unstable element. In particular, in case of the cut slope, even when it is not exposed, slope's discontinuity increases or strength level decreases depending on the difference in the weathering grade when it comes to the core stone, and reacts as an important element of the slope movement such as slope's rock fall or collapse. As for the slope that is subject to study, incision was completed after 20 years or so, and parts of the slope reinforcement was completed, but frequent rock fall occurs despite small amount of rainfall, and permanent stability measures are urgent. Refractional seismic survey and geological survey results were compared and analyzed, and reliability was improved by complementing the two survey methods, and stereo-graphic projection using DIPS program was conducted to analyze the characteristics of oore stone in the weathered soil slope.

  • Real time location system was development for safety management at road and bridge maintenance field. The system can check the real-time location detection, movement history, behavior of a number of laborers. The system consisted of a Bluetooth and ZigBee that uses low-power. It had a very large error that the previous method for the position recognition by triangulation using the RSSI. Because This study proposed a new distance measurement and correction scheme using RSSI and accelerometer. It was evaluated in the maintenance field. A development system were evaluated in the field, the results are shown an error between 0.2 m and 0.4 m. And through the acceleration of history it was confirmed by determining possible to determine the safety situation of the laborers.
