건강도시 모델 개발을 위한 고베시 사례 연구 (The Case Study of Kobe City for Modeling of Healthy City)

  • 시민들은 도시생활에서 얻는 편리한 생활 및 소득의 증가와 더불어 도시의 환경과 건강, 생명에 대해 관심을 가지게 되었고, 그들의 삶과 밀접히 연관된 안전한 도시공간에 대한 인식이 높아졌다. 도시의 환경이 곧 삶의 질과 연결된다는 것을 인식하면서 도시의 건조 환경에 대한 반성과 더불어 청결하고 건강한 도시를 개발하기 위한 계획에 주안점을 두기 시작하였다. 1986년 유럽을 중심으로 확산되기 시작하였던 건강도시에 관한 관심이 세계보건기구의 실천적인 노력과 함께 각 지역사회 차원에서 물리적 사회적 환경을 개선하고자 하는 운동으로 추진되고 있다. 시민의 건강과 삶의 질을 향상시키기 위한 전략으로 전개되고 있는 건강도시 정책은 각 지자체를 중심으로 추진되고 있으며, 전 세계적 네트워크를 구성하여 건강도시 사업에 관한 정보를 교류하고 있다. 건강도시 사업의 추진을 위해 도시계획적 관점에서 건강악화 요인을 규제하고 건강증진 요인을 장려할 수 있는 구체적인 전략이 우선되어야 한다. 본 연구에서는 건강도시 프로젝트를 체계적으로 수행하여 건강하고 친환경적인 도시로 주목받고 있는 일본 고베시의 사례연구를 통하여 건강도시 개발 방안을 모색해보고자 한다.

도시 환경용량평가에 관한 연구 -청주시를 사례로- (A Study on the Environmental Carrying Capacity Assessment of Chongju City)

  • The purpose of this study is to assess the environmental carrying capacity of Chongju City for the environmental management and the urban growth management. The urban environmental carrying capacity assessment of the city by the index of ecological footprint(EF), shows that the ecosystem of the city has been overloaded and most of the deficiencies has come from outside of the city. The EF index, the area of land per capita required for production and consumption in the city, was 1.731 ha per capita in 1989 and 1.901 ha per capita in 1999. On the other side, the ecologically productive land is 0.0175 ha per capita. It means that every citizen owes 1.88 ha per capita to the ecosystem in 1999. The land consumption of the city has increased by 0.1705 ha per capita during the last 10 years. The capacity of infrastructure and the service supply estimated by the Onishi model does not exceed the demand of the city in 1999. But the rapidly increasing population and fast urban growth need the expansion of the capacity. The water supply capacity of the city appears to be sufficient in 1999, but the water supply demand will increase in the future. The capacity of sewage treatment facilities seems to be sufficient, but the higher level of sewage treatment facilities should be adopted for the improvement of water quality as the generation of sewage will increase and its characteristics will also make the wastewater treatment difficult. Due to the decrease of solid waste generated, the land fill capacity for solid waste disposal is not insufficient at present, but the capacity will be saturated in the near future. Therefore, the scientific management system of solid wastes should be introduced. The air quality of the city meets both the national air quality standard and WHO recommendation standard, but the strong regulation and control of automobile emission gas such as CO, $CO_2$, NOx and HC is required for clean air.

Treatment Planning in Smart Medical: A Sustainable Strategy

  • With the rapid development of both ubiquitous computing and the mobile internet, big data technology is gradually penetrating into various applications, such as smart traffic, smart city, and smart medical. In particular, smart medical, which is one core part of a smart city, is changing the medical structure. Specifically, it is improving treatment planning for various diseases. Since multiple treatment plans generated from smart medical have their own unique treatment costs, pollution effects, side-effects for patients, and so on, determining a sustainable strategy for treatment planning is becoming very critical in smart medical. From the sustainable point of view, this paper first presents a three-dimensional evaluation model for representing the raw medical data and then proposes a sustainable strategy for treatment planning based on the representation model. Finally, a case study on treatment planning for the group of "computer autism" patients is then presented for demonstrating the feasibility and usability of the proposed strategy.

난개발 발생원인 분석과 개선방안 (A Reason of Reckless Development and Method of Improvement)

  • Virtues and advantages of urban areas would be tarnished if benefits and convenience of the cities were overwhelmed by the logics of selfish development and reckless expansion. Reckless development, which is not limited to a certain point of time and space, has become a social and environmental problem for a long period of time, taking advantage of legal and administrative loopholes. In the metropolitan area surrounding the capital, especially Yongin, where semi-agricultural zones have been developed recklessly, serious problems have already emerged including the lack of infrastructure, environmental contamination, destruction of scenic landscapes, encroachment of good farmland and forest and invitation of natural disasters. This study assumed all these problems as the consequence of the inadequacy of the legislative system and analyzed the causes. The study also suggests some countermeasures. Most of all, a "planning-first, development-later" practice should be brought into place so that various experts could participate for a detailed planning. Public development should also be expanded so that beneficial public facilities could be set up in the first place. A system for reasonable development charges should also be come up with. In this process, the role of the administrators becomes yet more important for a long-term, systematic planning of future cities, accompanied by public housing developments.

전라남도 중소도시의 공간계획 관리 방안 연구 (A Study on Spatial Planning Management Methods in Small and Medium Cities in Jeollanam-do)

  • This study conducted a management system and business analysis related to urban and architecture in local small and medium cities. The current status of the management department of the master plans, which were established based on the laws related to the spatial environment and implemented projects based on them, was analyzed, and the problems were derived. The basic urban master plan of the local government is classified as a hierarchical higher plan than other plans established within the same city, but there was a problem in that the timing of each plan was different. As a problem, the contents of the sub-plan were not included in the upper plan, or the opposite phenomenon occurred. In addition, the management entity of the master plan and sub-projects was different. To solve this problem, it is necessary to form a consistent structure of systematic planning and management subjects. In addition, in the future planning stage, it is necessary to establish a master plan establishment system according to hierarchies. This study is meaningful in that it can be used to establish a master plan establishment system according to hierarchy in the future planning stage and to establish the same management entity as the master plan in the projects stage.

From Excluded Ghettos to Exclusionary Enclaves: A Private Sector Initiative in Guangzhou, China

  • Massive migration is underway in rapidly urbanizing Guangzhou, the south gate of P. R. China. Over half the migrants choose to rent in "villages-in-the-city" in the downtown area because of the low-cost and prime location. The overpopulation and resulting poor environment and high crime-rate turn villages-in-the-city into de facto ghettos. As a result, these ghettos are undergoing a manner of demolition-development, leaving migrants' housing needs unmet. A private-sector initiative-the Tulou Commune-intends to address this considerable market potential. Targeting low-income groups, the Tulou Commune creates a socio-spatially exclusionary enclave. This paper analyzes the Tulou Commune and the implications if more low-income migrants shifting from village-in-the-city (excluded ghetto) to Tulou Commune (exclusionary enclave). This study argues that the intervention of the private sector causes the demographic, social, and spatial similarities and differences of the two living arrangements. Socioeconomic and institutional factors also affect the initiative. This study also provides more empirical evidence in the field of low-cost housing and socio-spatial development in transitional Chinese cities. As the first project of its kind, the analysis of the case can suggest how to improve strategies for accommodating migrants in the future.

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

지방 중소도시의 인구감소추세에 따른 도시 축소 시뮬레이션 (City Shrinking Simulation followed by a Decrease of Population Trend in Small and Medium-Sized Local Cities)

  • Recently, the city development policies are being switched to the policies focusing on recession worldwide. Even though South Korea is also facing the phenomena that small and medium-sized cities are downsized because of a decrease in population and an aging society problem, there is lack of solutions and even they are still planning city development policies based on prospect of high growth. This study is featuring 4 viewpoints depending on shrinking population trend in 7 small and medium sized local cities, which are chosen as downsized cities. It is dealing with population peak, current population, 2030 population, and 2040 population viewpoints. And this study uses downsizing simulation that suggests optimum area that fits population and then shows visual check of the status of the small and medium sized local cities. The area of the small and medium sized local cities are expanded more than needs when they are on population peak point. However, they need only 20% to 25% of current area in 2030 and 2040. The most important thing is realizing the seriousness and facing up to the 'shrinking' phenomena that each small and medium-sized cities suffer. Therefore, this study has significance for presenting the status of small and medium-sized cities' problems in South Korea.

Smart-City Development Management: Goals and Instruments

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

Qualitative Approach: Business Scenarios for Sustainable Smart Cities Development

  • Purpose: Smart city has been observed to benefit most urban areas in different nations. Despite its advantages in the promotion of environmental sustainability and improving business competency in the current context, various literature review papers should be introduced to analyze its drawbacks. The present research aims to provide valuable suggestions for sustainable smart cities development. Research design, data and methodology: Using the qualitative content analysis (QCA), the current author could understand the target audience's motivations and habits by gathering data. This implies that the author may predict the kinds of future initiatives. As a result, the current researcher could ensure developed pertinent research questions and a well-planned method for analyzing the replies. Results: The implementation of green city development suggests encouraging the greening of public spaces and reducing heat from the atmosphere caused by the emission of gases from vehicles and companies. Smart cities are offering a new industrial paradigm that is based on the convergence of information technology. Conclusions: The projection illustrates that most people are migrating to the cities, which calls for an immediate transformation to overcome the immense pressure of making the city accessible, sustainable, prosperous, and safer. Therefore, implementing smart cities within the current world promotes efficiency and increases business sustainability.
