A Study on Strategies of Smart Green City - The Priority Analysis and Application of Planning Technique -

  • Purpose: The goal of this research is to identify the planning techniques of Smart Green City with Ubiquitous method and carbon-neutral city planning techniques and to induce the main planning techniques through the analysis of relative importance and practical adaptation. Method: First of all, eighteen planning techniques were derived and categorized into three organization systems and six sectors through literature review and FGI analysis considering the applicability of Ubiquitous service for carbon-neutral city planning techniques. Secondly, based on expert surveys and AHP analysis, the importance of Smart Green City planning techniques was evaluated. Thirdly, using case study, six cases related to Smart Green City were analyzed for the current status of application of planning techniques. Lastly, considering the importance of planning techniques and practical aspects, the characteristics of Smart Green City and its implication were estimated. Result: Energy, Resource and Waste and Transportation sector were identified as important sectors for Smart Green City. In addition, 'Construction of Smart Grid', 'System for Utilization of New & Renewable Energy', 'Smart Resource Circulation Management System', 'Establishment of Public Transportation Information System basis', 'Construction of Pedestrian / Bicycle oriented Road Environment' are essential planning techniques to create Smart Green City.

  • Throughout the modernization which was dominated by development theory in Korea, land use planning for housing tended to spoil the environment. Numerous studies, however, pointed out the problem of this development-led planning and there was a broader consensus that the past planning was part of the environmental problem of inner city. These observations changed the development-led planning into the environmental friendly development planning. In particular, Seoul Metropolitan Government held the international planning competition to develop 'Sangam' as an environment friendly residential area. With this plan 'Sangam' would be the sustainable residential area with the harmony of nature, human and technology. Furthermore it would be the outset of the long-term plan to develop 'Seoul' as a 'gate-city, an 'information-city' and an 'eco-city'. To do this, it needs especially the planners' and the constructors' constant concerns and efforts as well as the citizen's participation.

  • 2008년 2월 $\ulcorner$유비쿼터스도시의건설등에관한법률$\lrcorner$이 국회를 통과하였다. 이 법에는 유비쿼터스도시 계획, 건설, 관리에 관한 사항들이 정해져 있다. 범국가 차원의 법 추진체계가 마련됨에 따라 향후 도시들이 u-City로 계획되고 건설될 수 있는 법적 근거를 가지게 된다. 앞으로 이 법률에 근거하여 국가차원의 u-City 종합계획 등 계획적 수요가 크게 증대할 것으로 기대된다. 본 연구는 이러한 새로운 수요에 대응하기 위해 u-City를 실제 구현하고 현실화하기 위한 수단으로 계획적 접근방법을 찾아보고자 수행되었다. 저마다 다른 내용과 범위를 가지고 난립하고 있는 u-City 사업을 보다 구조화되고 체계화된 관점에서 수립되도록 규정하기 위한 틀을 제공하고자 하였다. 이에 본 연구는 u-City 구현을 위한 종합적인 계획체계의 틀을 정립하는데 목적을 두고 u-City 계획과 관련된 이론적 근거를 살펴보고 기존 u-City관련 사례 및 관련 계획을 분석하고 이를 바탕으로 u-City 계획체계의 개념, 특성, 구성요소를 정립하였다.

  • u-City 사업은 도시개발 프로세서와 IT 사업 프로세서가 결합된 구축 프로세서로 도시개발 계획 단계에서 u-City 계획 및 설계 내역이 반영되어야 효율적으로 구축이 가능하며, 비용 절감을 할 수 있다. 본고에서는 도시개발 프로세서와 u-City 사업 프로세서 간 연계방안을 제시하고 각 단계별 주요업무를 설정하여 제시하였으며, 특히 도시개발 프로세서와 연계한 u-City 사업을 성공적으로 이끌기 위한 단계별 핵심 업무 중 USP(u-City Strategic Planning)수립 방안들에 대하여 고찰하고자 한다.

  • Nowadays, interests on Eco-city planning as Solution for problems of energy demand and environmental change has grown. so Eco-city planning became a major political topic for urban planning and urban design in many advanced nation cities. The purpose of this study is to find out the organized characteristics of Eco-City planning by analyzing successful overseas case where wasted historic port area in city is are regenerated with a environment-friendly concept for Eco-City "HafenCity". It is located on Hamburg-mitte in Hamburg, Germany and is currently the largest construction project in Europe. HafenCity as Home to about 12,000 and the workplace of 40,000 people is being created to accommodate a variety of uses including residential buildings, business, office and retail space as well as cultural and leisure facilities. First of all, HafenCity impresses because of its size as well as because of its Urban planning for eco-city. It presents the excellent change from wasted historic port to the ecological urban space.

한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로- (A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.

사회연결망 분석을 활용한 스마트도시종합계획과 스마트도시계획간 연결성 연구 - 광명시와 춘천시의 스마트도시 서비스를 중심으로 (A Study on the Connectivity between the Smart City Comprehensive Plan and Smart City Planning Using the Social Network Analysis - Focusing on Gwangmyeong and Chuncheon Smart City Services)

  • 스마트도시계획은 스마트도시 건설사업의 기본방향, 추진전략, 서비스 구축 및 운영방안 등을 제시하여야 하고, 상위계획인 스마트도시종합계획의 내용을 반영해야 한다. 그러나 스마트도시계획 위계에 따라 계획 내용이 체계적으로 수립되고 있는지에 대한 실증적 연구는 미흡한 실정이다. 이에 본 연구에서는 지자체의 스마트도시계획이 국가 차원의 마스터플랜인 스마트도시종합계획과 실제로 연결성이 높은지를 네트워크 분석을 활용하여 파악하고자 한다. 이를 위하여 최근에 스마트도시계획이 승인된 광명시와 춘천시를 대상으로 사회연결망 분석을 실시하였다. 먼저 제2차 스마트도시종합계획에서 108개의 키워드를 도출하였고 이러한 키워드와 스마트도시계획의 연결성을 분석하였다. 사회연결망 분석결과, 광명시의 스마트도시계획의 총연결수가 371개로 춘천의 307개 보다 높았고, 키워드당 평균 연결정도와 네트워크 밀도도 광명 스마트도시계획이 춘천 스마트도시계획보다 높게 나타났다. 연구결과에 의하면, 스마트도시계획은 스마트도시종합계획과 실제로 연결성이 높았으며 연결중심성이 높은 키워드는 지자체마다 상이하게 나타났다. 본 연구결과는 지자체가 수립한 스마트도시계획이 상위계획과 계획간 연관성이 높은지 판단하기 위한 근거로 활용될 수 있을 것이다.

The System of City Planning and Development in North Korea: Focused on Development of Kaesong Industrial Complex (KIC)

  • South and North Korea, the divided nations on the Korean peninsula, began with the same modern city planning system, but following the adoption of different national ideologies-capitalism and socialism-, they established their own city planning system and developed their cities accordingly. However, the process of planning and developing a joint city of Kaesong Industrial Complex (KIC) led to the recognition about the need to bridge the differences and prepare for future joint development. This study examines North Korea's city planning system by comparing the two Koreas' systems, and identify the characteristics of North Korea's city planning system through a case analysis of the KIC. By comparing two cases, we found two distinct characteristics of North Korea's. The one is a tool for realizing ideologies and maintaining national system. The other one is that it is ideology-oriented system for the supreme leader and party while South Korea has control-oriented system for the public. We analyze the KIC case based on four pillars: planning system, development system and procedure, master plan, and use behaviors. Result of analysis shows that in KIC there are many socialistic features as we mentioned above in terms of planning system, urban design & structure, and use behavior even though a private enterprise-Hyundai Asan, in South Korea led the whole process. This study is meaningful in that it identifies the specific characteristics of North Korea's city planning focusing on the KIC and is expected to serve as a baseline material to set the future direction for North Korea's development.

신도시계획의 계획지표를 반영한 U-City의 U-방범서비스 개선방안 연구 (A Study on U-Service for Security in U-City Newtown Planning)

  • 본 연구에서는 정보화시대를 선도하는 U-City 추진이나 U-City 관련기술의 연구개발도 중요하지만, 오랜 역사적 경험과 지속적 연구로 성숙되어진 공간계획기법들과 연계되는 U-City의 추진이 필요하다는 시점에서 연구를 시작하였다. 연구방법으로서, 최근의 신도시계획에서 나타나는 각종 공간계획지표의 변화특성, 특히 안전이나 방범에 대한 계획지표의 특성을 분석하였으며, 이어서 안전한 도시공간 형성을 위한 유비쿼터스 기법과 전통적인 안전도시구상을 위한 방어공간이론, 최근의 환경설계를 통한 범죄예방(CPTED) 등과 비교분석하였다. 결과, 각각의 계획적 지표들이 계획단계부터 통합되어지지 않고 추진되어지고 있다는 것을 파악할 수 있었으며, 각각의 장단점을 보완, 연계하려는 시도가 부족하다는 것을 알 수 있었다. 특히, 본 연구의 주된 관심사였던 범죄예방를 위한 공간계획의 시점에서 보면, 건축적인 접근과 함께 비건축적인 접근이 상호보완적으로 추진되어야 함에도 불구하고, 기계적인 감시 등 비건축적 접근에 치중하는 경향을 파악할 수 있었다. 즉, CCTV 등의 활용이 시대적 요구라고 할지라도 물리적 공간계획의 효과를 상승시키는 방향에서 고려가 되어야 할 것이나 이에 대한 배려는 미약한 실정이었다.

지자체 U-도시계획 수립방법 개선에 관한 연구 (A Study on Improving Ubiquitous Strategy Planning for Local Governments)

  • Korean local governments have been planning for u-City construction with great efforts. Such efforts are needed in order to reflect the urban characteristics of each city, to promote local economic growth, and to have a sustainable operation model. Thus it is critical at an earlier stage to set a strategic direction based on urban environment analysis, which will lead to a feasible implementation of u-City. This paper derives issues and suggests improvement methods based on a case study on the USPs (u-City Strategy Planning's) of ten local governments. It is expected that the improvement methods will greatly reduce risks involved in u-City construction and contribute to better provided local-specific u-services.
