종관바람장에 따른 대구시의 계절별 대기질의 일변화 (Diurnal Variations of Air Quality under the Various Synoptic Wind Fields for Each Season over Taegu City)

  • Diurnal variations of air quality for each season over Taeau city were analyzed using the characteristic features of the various synoptic wind fields. The air quality data which were monitored by four stations are the hourly averaged sulfur dioxide($SO_2$), total suspended particulate(TSP) and oxidants ($O_3$) during the period of 1989 to 1992. The various synoptic wind fields obtained from the 850 hPa geopotential height were divided in to four geostrophic wind directions and two geostrophic wind speeds for each seasons. The synoptic weather conditions were again subdivided info two categories using the lotal cloud amounts, The results shows that diurnal and seasonal variations of the air quality over Taegu city, such as sulfur dioxide, total suspended particulate and oxidants reseal the various characteristics under the same synoptic weather conditions.

  • This study aims to investigate the changing roles of Local Government and the ways to improve the space plan, especially focusing on the Local Government civil service space of Seoul City. Recently, many Local Government have endeavored to get rid of the authoritative images and change themselves to a space featuring cultural functions and efficient performance. Local Government buildings in Seoul City are trying to decorate the inner and outer images through new construction or extension of buildings so as to become more friendly to residents. Such efforts are visualized especially in civil service space. Civil service space represents the whole image and role of the Local Government. In addition, civil service space and resting space, which are frequently used, are correlated and more and more accessible to each other as administrative and civil services are increasing. By integrating and developing such features, civil service space of Local Government that meets the requirements of the new era will be presented.

  • The smart cities are evolving constantly and are responsible for the current transformation of cities and countries into a completely connected network of information and technology This interconnected network of a huge number of smart devices is capable of exchanging complex information and provides tremendous support including enhanced quality of life within urban locations. Unfortunately this set-up is vulnerable to security attacks and requires the widespread ubiquitous network to authorize access through privacy and thus offer security in order to ensure civilian participation in a country. The smart network should benefit the individuals of the country by developing potential strategies to protect the smart cities and their participating entities from the unauthorized attacks. Trustworthy data sharing strategies based on the utilization of advanced technology features via smart communication network could solve some issues of privacy and security. This paper presents the challenges and issues related to protection and highlights the important aspects of securing the smart cities and its components. It also presents the role of cloud security for building a secure smart city.

Using Non-Local Features to Improve Named Entity Recognition Recall

  • Named Entity Recognition (NER) is always limited by its lower recall resulting from the asymmetric data distribution where the NONE class dominates the entity classes. This paper presents an approach that exploits non-local information to improve the NER recall. Several kinds of non-local features encoding entity token occurrence, entity boundary and entity class are explored under Conditional Random Fields (CRFs) framework. Experiments on SIGHAN 2006 MSRA (CityU) corpus indicate that non-local features can effectively enhance the recall of the state-of-the-art NER systems. Incorporating the non-local features into the NER systems using local features alone, our best system achieves a 23.56% (25.26%) relative error reduction on the recall and 17.10% (11.36%) relative error reduction on the F1 score; the improved F1 score 89.38% (90.09%) is significantly superior to the best NER system with F1 of 86.51% (89.03%) participated in the closed track.

시나리오 경영기법을 적용한 U-City 서비스 시나리오 개발 방안 연구: u-수질 모니터링 서비스를 중심으로 (A Study on the Development Methodology of the U-City Service Scenarios which Apply the Scenario Management Techniques)

  • U-City의 구현을 위해서는 다양한 분야의 u-Service를 필요로 한다. 각 지자체들이 경쟁적으로 U-City 건설 및 u-Service 발굴을 추진하고 있으며 여러 연구들을 통해 그 경제적 파급효과도 클 것으로 기대된다. 이에 정부도 다양한 정책 및 시책을 내놓고 있다. 하지만, U-City 서비스 관련 많은 연구들은 기술 중심으로 접근하고 있으며, 복잡하고 다원적인 U-City 환경을 명확히 반영하고 있지 못하다. 이러한 현상은 U-City를 기획함에 있어서 미래의 환경변화를 예측하기 어려운 상황에 기인한 것이다. 이에 본 연구에서는 불투명한 U-City 방향성을 가시화하기 위하여 시나리오 경영기법을 적용하였다. 그 과정에서 U-City 전문가들과 인터뷰 및 설문조사를 시행하여 U-City 구축에 있어서의 불투명성을 확인 하였다. 시나리오 적용 타당성을 살펴보기 위해서 'u-수질 모니터링 서비스를 적용하여 설명하였다. 여러 논의를 거친 후, 유관기관과의 상호연계 서비스, 지자체간 상호연계 서비스 등 두 가지의 시나리오를 개발하여 제시하였다. 제시된 시나리오를 바탕으로 U-City 서비스 전략을 제안한다. 본 연구를 통해 U-City 개발 관련자들은 U-City의 특정을 예측하고 서비스 시나리오를 개발하는 프레임워크의 기초로 활용할 수 있을 것으로 기대된다.

디지털 3D 인프라 구축을 위한 대규모 CityGML 객체 생성 방법 (Building Large-scale CityGML Feature for Digital 3D Infrastructure)

  • 최근 도시에서 생산되는 수많은 디지털 데이터를 저장, 운용, 분석하기 위한 3차원 도시 공간정보 인프라에 대한 수요가 증가하고 있다. CityGML은 OGC (Open Geospatial Consortium)의 3차원 공간정보 데이터 표준으로서 도시 데이터의 교환 및 속성 표현에 강점을 가지고 있으며, 최근 싱가폴, 뉴욕 등 몇몇 도시를 중심으로 CityGML 형식의 3차원 도시공간 데이터를 구축한 사례가 등장하였다. 그러나 현재 CityGML 데이터의 제작 및 편집을 위한 생태계는 sketchup이나 3d max 등 3차원 데이터 구축에 활용되고 있는 상용프로그램과 비교할 때 완성도가 부족하여 대규모로 CityGML 데이터를 구축하는 데 한계가 있다. 따라서 본 연구에서는 항공 LiDAR (Light Detection and Ranging) 나 RGB (Red Green Blue) 카메라를 이용하여 신속하고 자동으로 제작되는 3D mesh 데이터 및 2차원 폴리곤을 활용하여 3차원 공간정보 표준인 CityGML 데이터를 구축하는 방법을 제시하였다. 데이터 구축과정에서는 각 객체가 다양한 CityGML LoD (Level of Detail)로 표현될 수 있도록 원본 3D mesh 데이터를 변형하였고 공간정보로서 활용도를 높이기 위해 2차원 공간정보 데이터로부터 추출한 속성정보를 보조적으로 활용하였다. 본 연구에서 제작한 도시 3D 객체는 CityGML 건물, 교량, 도시시설물, 도로, 터널이며 객체별 데이터 변환, 속성 구축 방법을 제시하고 가시화 및 유효성 검정을 진행하였다.

Crime amount prediction based on 2D convolution and long short-term memory neural network

  • Crime amount prediction is crucial for optimizing the police patrols' arrangement in each region of a city. First, we analyzed spatiotemporal correlations of the crime data and the relationships between crime and related auxiliary data, including points-of-interest (POI), public service complaints, and demographics. Then, we proposed a crime amount prediction model based on 2D convolution and long short-term memory neural network (2DCONV-LSTM). The proposed model captures the spatiotemporal correlations in the crime data, and the crime-related auxiliary data are used to enhance the regional spatial features. Extensive experiments on real-world datasets are conducted. Results demonstrated that capturing both temporal and spatial correlations in crime data and using auxiliary data to extract regional spatial features improve the prediction performance. In the best case scenario, the proposed model reduces the prediction error by at least 17.8% and 8.2% compared with support vector regression (SVR) and LSTM, respectively. Moreover, excessive auxiliary data reduce model performance because of the presence of redundant information.

The System of City Planning and Development in North Korea: Focused on Development of Kaesong Industrial Complex (KIC)

  • South and North Korea, the divided nations on the Korean peninsula, began with the same modern city planning system, but following the adoption of different national ideologies-capitalism and socialism-, they established their own city planning system and developed their cities accordingly. However, the process of planning and developing a joint city of Kaesong Industrial Complex (KIC) led to the recognition about the need to bridge the differences and prepare for future joint development. This study examines North Korea's city planning system by comparing the two Koreas' systems, and identify the characteristics of North Korea's city planning system through a case analysis of the KIC. By comparing two cases, we found two distinct characteristics of North Korea's. The one is a tool for realizing ideologies and maintaining national system. The other one is that it is ideology-oriented system for the supreme leader and party while South Korea has control-oriented system for the public. We analyze the KIC case based on four pillars: planning system, development system and procedure, master plan, and use behaviors. Result of analysis shows that in KIC there are many socialistic features as we mentioned above in terms of planning system, urban design & structure, and use behavior even though a private enterprise-Hyundai Asan, in South Korea led the whole process. This study is meaningful in that it identifies the specific characteristics of North Korea's city planning focusing on the KIC and is expected to serve as a baseline material to set the future direction for North Korea's development.

Jumpstarting the Digital Revolution: Exploring Smart City Architecture and Themes

  • Over the last few decades, various innovative technologies have emerged that have significantly contributed to making life easier for humans. Various information and communication technologies (ITCs) have emerged as a result of the global technological revolution, including big data, IoT, 4G and 5G networks, cloud computing, mobile computing, and artificial intelligence. These technologies have been adopted in urban planning and development, which gave rise to the concept of smart cities in the 1990s. A smart city is a type of city that uses ITCs to exchange and share information to enhance the quality of services for its citizens. With the global population increasing at unprecedented levels, cities are overwhelmed with a myriad of challenges, such as the energy crisis, environmental pollution, sanitation and sewage challenges, and water quality issues, and therefore, have become a convergence point of economic, social, and environmental risks. The concept of a smart city is a multidisciplinary, unified approach that has been adopted by governments and municipalities worldwide to overcome these challenges. Though challenging, this transformation is essential for cities with differing technological and social features, which all have the potential to determine the success or failure of the digital transformation of cities into smart cities. In recent years, researchers, businesses, and the government have all turned their attention to the emerging field of smart cities. Accordingly, this paper aims to represent a thorough understanding of the movement toward smart cities. The key themes identified are smart city definitions and concepts, smart city dimensions, and smart city architecture of different layers. Furthermore, this article discusses the challenges and some examples of smart cities.

일본의 녹지정책 변화 특성에 관한 비교 연구 - 2004년 개정된 도시녹지법과 도시공원법을 중심으로 - (Comparative Study About the Features of the Japanese Green Area Policy Changes - In Case of the Urban Green Area Law and Urban Park Law Amended in 2004 -)

  • A green area plan is getting attention as a way to solve the recent urban problems such as the rise of environment problems. To correspond to this change, there were dramatic amendments for the green area related laws. These amendments are appraised as the epochal turning point for the green area policies. This study is to introduce the main contents of amended urban green area law and urban park law in Japan, to compare with the Korean green area related laws, and to summarize the special features of both countries' green policies and the comments about the Korean green area policy structures. As a result, this amendment of Japan established the unified green area policy structure supporting the green area policies of municipal governments and is inducing living environment improvement by securing green area in the center of city, support, and the participation of residents. On the other hands, this amendment of Korea is a lack of the systemization of green area policy and the phased establishments of green area plan in spite of the scope of whole city because of absence of the unified high level plan.
