A Study on Citizen Participation System based on Design Thinking, Design Science - Smart City case

  • Purpose: The importance of creativity has been emphasized in the transition from industrial society to knowledge-based society. Recently, design thinking has attracted great attention as one of the ways to increase the creativity of the organization. From the perspective of solving urban problems through collaboration between technology and citizens, the active participation of citizens is indispensable for realizing smart cities. Research design, data and methodology: From the perspective of solving urban problems through collaboration between technology and citizens, the active participation of citizens is indispensable for realizing smart cities. Results: Therefore, the purpose of this research was to design a citizen-participation type system and contents using a specific space to realize a smart city. This system utilizes the concept of space as a tool to promote innovation activities with the participation of citizens and makes it easy for users of space to participate based on urban problems derived from living labs and the internal structure and user flow line have been designed. Conclusions: It was been also used voice recognition, artificial intelligence, the Internet of Things, and big data as important technologies for experiencing smart cities. The system and content were designed with an emphasis on allowing citizens to directly recognize and experience smart city technology, especially through space-based information visualization and multi-faceted stimulus elements.

A Study of Leisure Constraints, Leisure Activities Participation and Life Satisfaction of the Elderly (노인의 여가제약, 여가활동참여와 생활만족도의 관계 분석)

  • The purpose of this study is to find out leisure constraints of the elderly and to examine how these constraints influence their participation in leisure activities and life satisfaction. The data analysis of 291 senior citizens over 60 years old were conducted, the research results are as follows: first, leisure constraints of senior citizens stem from individual, societal, economic, family constraints. It indicates that anyone of constraints did not exclusively determine leisure constraints. Rather, the result implies that leisure constraints for the elderly is from multifaceted levels of social system. Second, participation in leisure activities positively worked on life satisfaction. Third, leisure constraints of the elderly directly influenced their participation in leisure activities and life satisfaction. In conclusion, to revitalize senior citizens' participation in leisure activities is critical in advancing their life satisfaction. Nationwide positive and supportive social environment for their leisure participation should be established first, on which social and legal systems should be consequently organized. At the same time, social supports to provide opportunities for their leisure participation are required for the future senior citizens.

Citizens' Perception on Resident Participation in Community Activities of Gwangju City (커뮤니티 활동의 주민참여에 대한 광주시민 의식 조사)

  • Citizen participation or resident participation is perceived as an effective way to correspond to the diverse urban problems, especially in the area of residential environment improvement projects and community activities. As the leading city of the Honam region and a core middle city leading the development of the southwestern region, Gwangju city is planning and under-developing new Housing Complexes and Urban Renewal Projects. The purpose of this study is to identify the perception of Gwangju citizens on resident participation in community activities to suggest diverse strategies for improving quality of citizen's life and making better living environment. For the research purpose, 1,380 questionnaires were distributed to the Gwangju citizens who live in 5 autonomous districts -Dong-gu, Seo-gu, Nam-gu, Buk-gu, and Gwangsan-gu- and 601 were used in data analysis. Although citizens in Dong-gu showed the lowest settlement consciousness, they required the highest level of need for resident self-help activities. Contrastingly, Seo-gu showed the highest level of settlement consciousness and the lowest need for resident self-help activities. Based on the results, high quality community facility should be provided to promote residential satisfaction and consciousness of residential participation and self-help activity must be improved. And also, diverse strategies for resident participation including development of resident education programs and search for regional resources should be covered in further research.

The Influences of Political Participation Awareness upon Citizens' Political Participation Action (정치참여의식이 시민의 정치참여행동에 미치는 영향)

  • In this research, we analyzed the structural (influence) of citizens' political awareness and political participation on the settlement of political culture. The results are as follows. Firstly, the analysis of the relationship between the citizens' political awareness and political reliability in Hypothesis 1 showed that the higher their election sense and self-efficacy, the higher their satisfaction with and evaluation of politics. Secondly, the analysis of the relationship between the citizens' political awareness and social sense of belonging in Hypothesis 2 showed that the higher the election sense and recognition in society, the higher the social sense of belonging. Thirdly, the analysis of the influence of political reliability on political participation in Hypothesis (3) showed that the higher the political satisfaction and political assessment, the higher the positive participation in politics and negative participation in politics. Fourth, in the analysis of the influence of social sense of belonging on political participation in Hypothesis 4, it was found that the higher the citizens' social belonging awareness, the higher the positive political participation and negative political participation. Therefore, it was found that the higher the political awareness of the citizens, such as their election sense and knowledge about their politicians, the more positive were their political reliability and political participation.

  • The Local Agenda21 is an action program of local dimension to realize of sustainable development. The citizen participation is prime issues and very important f3r successful practice of the Local Agenda21. The purpose of this research is to analyze the citizen participation problem and to suggest the improvement plan at the advanced course of the Local Agenda21. The research results are as follows; 1. The recognize of citizen about the Local Agenda21 is very low. Namely, the citizen of about 50% answered not to know about the Local Agenda21, 2. However, citizens showed the participation opinion to be very active by simple explanation about the Local Agenda21. 3. Also, citizens showed the result to be very affirmative in the environment problem consciousness investigation. Namely, citizens were recognizing the environment problem as the problem of the society synergic.

The Effects of the SNS Activities of Politicians on Political Efficacy and the Intention to Participate in Voting

  • Political activities through social networking service (SNS) are common in the political communication environment. The main aim of this study is to present logical and empirical evidence on the effects of politicians' SNS activities. To achieve this goal, this research analyzed the relationship between the SNS activities of politicians and the political efficacy and political participation of citizens through a survey of 644 people. The results of the survey analysis showed that politicians' SNS activities have a positive effect on both the internal and external efficacies of citizens and that these efficacies positively influence political participation. This finding means that the SNS activities of politicians promote political participation by increasing the political efficacy of citizens and states. The results also suggest that SNS, with its characteristics of communication and interaction, plays a crucial role as a political communication medium. Therefore, with SNS, a variety of information sources on politics can be offered, suggestions from citizens can be embraced, and such suggestions can be revealed to politicians as a means of promoting political efficacy and participation.

Democratic Participation Under Authoritarianism in Hong Kong and Singapore

  • Scholars have long debated the factors that drive political participation and have recently applied theories, developed from analyses of citizens from Europe and the United States, to respondents in the democratizing countries of Asia. In both Hong Kong and Singapore, however, citizens attend rallies and contact officials - yet do so under authoritarian governance. Are the causes of political participation in these cities similar to what is observed in other groups of respondents across Asia? Or, do institutions influence whether individuals participate? In this paper, I evaluate the development of liberal norms of engagement in both cities as a function of traditional models of participation. As citizens in these cities possess some of the highest standards of living in the region, they should also face frustrations with the limited democratic accountability of their leaders. Ultimately, individuals in each city have developed support for democracy but, given the differing goals of each regime, the nature of democratic engagement differs considerably. In Singapore, citizens are mobilized to engage and participate but support the status quo. By contrast, engaged Hong Kong residents participate out of a frustration with the government, a function of their high levels of internal efficacy and institutional detachment.

  • The development of IT technology help citizens demand information and public services through internet that they want, and the changes also help the government converge public opinions and become important measures for citizens to participate in deciding governmental policies. So, this thesis makes an overture of a possibility for utilizing PCRM, a way for citizens to participate in Police Administration, by utilizing IT technologies in which everybody can participate without difficulty. The utilization ways are, on a large scale, classified with a macroscopic aspect and microscopic aspect. One of the macroscopic aspects is, first, the consideration of access to services and convenience in utilization. Second, services should have a both-sidedproperty. Ultimately, citizens'participation should have a positive mutual participation level. One of the microscopic aspects is, first, that the police organizations have to establish a strategy to analyze and fractionate customers. Second, the police organizations have to make an effort to develop policy services and P.R strategies. Third, police organizations have to make an effort to manage customers. Fourth, police organizations have to execute customer management in general. So, all of the police organizations have to maintain unity, to some extent, about citizen participation plazas. In addition, at the same time, consciousness aspects have to be accompanied for the reasonable utilization of PCRM. Citizens have to cultivate citizen consciousness, ownership consciousness for society, and positive participation consciousness to solve social problems.

The History and the Role of Citizens' Organizations in Science and Technology (과학기술 관련 시민사회운동의 역사와 그 역할)

  • The korean society confronts with social problems which are resulted from the rapid development of science and technology. While the governments politic has concentrated on the economic application of science and technology, various citizens groups have been organized to solve the social problems by themselves. Historically the so called citizens movement in the field of science and technology was formed with the influence of students movement in 1970s. The activities and the aim of the movement have changed in accordance with the state of the korean society. They pay more attention to the enhancement of citizens participation in the development of science and technology. This paper is intended to evaluate the role of the citizens organizations in terms of their participation in the policy-making, formation of alternative scientist and engineer. The practices of the organizations are classified in three periods which corresponds to the process of social movement in Korea. It is further attempted to suggest the future role of those organizations.

  • Citizens' activities in making village are to create urban future. It means that it is not civil organizations, but is cooperation in making village. Accordingly, the various arrangements for the cooperation among civil organizations, administration and enterprises which have been established and developed should be made. For these, strengthening of policies to foster the establishment of civil organizations is needed on the basis of way of thinking that ${\ulcorner}$Making village should be through citizens' cooperation${\lrcorner}$. In this case, connections among administration, private NPO center, enterprise and civil organizations are needed as shown in cases of Sendai, Japan.
