Comparative Analysis of Circling Approach Procedure Design Standards Applied to Domestic Airports (국내 공항에 적용된 선회접근 절차 설계기준의 비교 분석)

  • In most countries, instrument flight procedures are designed by applying one of the following standards: the International Aviation Organization's DOC 8168, Air Navigation Services and Operation Procedures (PANS-OPS), or the US Federal Aviation Administration's TERPS, Terminal Procedures. In particular, the circling approach procedure has many differences between the two standards, and the US terminal procedure (TERPS) has become more complicated since 2013 by applying expanded standards depending on altitude. The circling approach procedures are more risky than straight-in approach procedures because it involves maneuvering the aircraft close to the ground at low energy for landing. In order to accurately understand these differences, this study provides to distinguish by what criteria the circling approach procedure is designed according to individual domestic airports in Korea, to calculate the radius for the range of circling approach areas that guarantee minimum obstacle avoidance during circling approach maneuvers, and to present methods for performing safe circling approach procedures.

  • Circling to land is a relatively dangerous maneuver. It contains the worst elements of IFR flight. There is a minimum obstruction clearance, a limited space in which to maneuver, an absence of visual reference, and trying to keep the runway in sight while preparing to land. At night it is quite a bit more than dangerous. The required continuous turn in marginal conditions that keeps the airport in sight is hazardous. Therefore, this paper proposes an application of GNSS to circling approach to reduce or remove chances of accidents which may occur under such unfavorable flight conditions. The study reviews relevant documents published by ICAO and FAA and provides scenarios for non-precision and precision approaches and circling approach based on the GNSS for Kimhae airport. Also requirements for the ground facility design are studied and provided.

  • After a thorough investigation of aviation accidents involving Korean national carriers both inside and outside of Korea and also after reviewing catastrophic events involving foreign carriers in Korea, we found numerous accidents that caused fatalities and serious personal injuries. Although the aircrafts involved were found to have no specific defects, many of the accidents were caused by the pilot's misjudgement according to previous studies. Our research is to find an new procedure to help the prevention of similar accidents by focusing particularly on CFIT accidents during the procedural operations of Non Precision Approach, Circling Approach and Visual Approach. Therefore, we emphasize the significance of this research on the development of the new checklist that will help achieve a safe and effective procedural operation for non precision approaches.

  • Aviation industry is growing rapidly, and this growth is expected to continue. However, aircraft accident rate is still high, and 65 percent of accidents occur during landing phase due to unstable approach. Therefore, this research analyzed causes and countermeasures of unstable approach. In order to derive countermeasures, this study selected P International Airport as an example case. In addition, this research analyzed A airline's FOQA data, regional Standard Operating Procedures, and 5 years of environmental factors to identified correlation of those contributing factors. In conclusion, his research concluded following results. First of all, because of P International Airport's geological features, pilots are required to conduct Circling Approach, and this advanced maneuver increases workload at the final stage of flight. Secondarily, meteorological factors such as crosswind, seasonal rain front, local visibility contributes unstable approach. Lastly, these geological and meteorological factors are interrelated, and this uncommon environment can decrease circumstantial judgement ability of pilots and jeopardize aviation safety. As a consequence, it is recommended to reinforce the Crew Resource Management and Threat & Error Management systems so that pilots can perceive identical safety target.

  • 국적기의 사고 및 국내에서 발생한 사고를 분석해보면 많은 인명 피해가 발생된 사고의 유형들을 접할 수 있다. 운항중인 항공기에 특별한 결함이 없었음에도 불구하고 조종사의 잘못된 판단에 의한 사고는 선행연구들의 결과와 같이 많은 부분들을 차지하고 있다. 특히 비 정밀접근(Non Precision Approach)의 선회접근(Circling Approach) 및 시계접근(Visual Approach)절차에서 자주 발생되는 지상충돌 사례들을 과학적이고 객관적인 방법을 바탕으로 분석하여 유사사고 재발 방지를 위한 대안을 찾고자 한다. 이를 위해 조종사의 입장에서의 교육 및 절차에 관해 분석하여 비 정밀 접근 절차 수행의 기준을 제언하고자 한다.

Visual contact with the runway is necessary while conducting a circle to land maneuver. This research is to develop a new warning system based on a conventional marker system which alerts pilots to watch out for exceeding the circling approach area. The airborne system also uses the same receiver unit without any new installations. The objective of this research is to design and develop a Yagi antenna in a special form. The research includes computer simulations to determine the size of antenna radiation pattern and to compute an expected flight path in case of alarm to validate effectiveness of the system.

Paragon of people circling the pagoda of Woljeongsa Temple and performance of its cultural inheritance (월정사 탑돌이의 전형과 공연문화)

  • Task of circling the pagoda of Waljeongsa(Woljeongsa Tabdori) is the major intangible cultural heritage with representativeness and historical meaning as a Buddhism culture, one of the Buddhism folk plays, which was firstly played after the liberation. Woljeongsa Tabdori holds significant designation importance in terms of Buddhism folklore heritage with Korean unique tradition and identity of Gangwon-do province. Temples are demonstrating Tabdori nationwide but Woljeongsa Tabdori is the unique case that systematically inherits the culture based on the designation of being intangible cultural heritage. That is why it is needed to focus on the cultural and internal value of Woljeongsa Tabdori. Tabdori is the integrated symbol of Buddhism respect and worship to the Buddha and pagoda. It is hard to presume the originality of Woljeongsa Tabdori: given the history of Woljeonsa temple, it lies into Goguryeo traditional play and Bokhui(Pagoda circling folk play) in Silla era. It fits into the courtesy of Circumambulating Stupa considering Moon in Goguryo mural, background of Odaesan Hwaeom thought/tripitaka and essence of Octagonal 9-story stone pagoda. At the first stage of Tabdori, Buddhist musical instruments such as Buddhism temple bell, singing bowl, cloud-shaped gong and wooden-fish. However, later, Samhyeon Yukgak has been added and then, Boyeom and Bakpaljeongjinga were singing: it could be interpreted that it was a pure Buddhist ceremony but it has become to have traditional aspect and been spread to the public. The origin of Woljeongsa Tabdori is related to the explanation of Circumambulating Stupa that experiences the glory of the ending ceremony. When a temple has a rite, the Buddhists make an offering to the Buddha. At that time, Buddhist prayer, sermon and chant are followed. After the rite, the Buddhists are circling the pagoda with the monks while praying for Buddhist charity and making their own wishes. It prays not only going after death to Nirvana of the one but also national prosperity and the welfare of the people for peaceful reign. As the temple holds bigger rites, many Buddhists gather and the Tabdori was a success. The scene of circling the pagoda and making own wishes in line with the Buddhist sermon was solemn. The idea on changes and convergence of Woljeongsa Tabdori requires strategic inheritance to promote the transmission while maintaining the paragon and purpose of designating the cultural heritage and reviving its identity. Korean Tabdori was held in Buddha's birthday in April and the mid-autumn day. Tabdori is a memorial service type Buddhist ceremony that once the monk holds the Buddhist rosary, circles the pagoda and sings the great mind and charity of the Buddha, Buddhists follow the step, lighting the lantern, circling the pagoda and praying for the gentle and easy death. Transmission education of the successor, diversified approach of the expert's advice and discourse on the revival of the origin should be reinforced in phases.

The Study on Common Factors of Typical CFIT Accident with Go-around Failure and Go-around Gate Operation of Foreign Carriers (An Analysis of Korean CFIT Accidents through TEM) (복행실패로 발생한 CFIT사고의 공통요인 및 외항사 복행게이트 운영 실태에 대한 연구 (한국 대표적 CFIT사고의 TEM 분석을 중심으로))

  • There have been CFIT(Controlled Flight Into Terrain) accidents that can be prevented if the crew executed go-around. This study is to analyse the common factors of three typical CFIT accidents of Korea in TEM(threat and error management) frame, and the examples of go-around gate and the countermeasures of eight airlines through the survey facilitating go-around to prevent CFIT. The common factors found in three typical CFIT accidents occurred in Korea or by Korean carriers turned out to be in mountainous terrain, in bad weather while in non-precision approach or circling approach by captain as PF(Pilot Flying) when crew make monitoring errors and communication errors. It also turned out that the crew in all three typical tragic CFIT accidents did not execute go-around in unstabilized approaches. The captains did not respond immediately when first officers advised them to go-around until it is too late. Seven out of eight Airlines answered that they use stabilized approach height as 1,000 feet to be stabilized earlier to have more safety margin by enhancing go-around gate regardless of the weather to prevent CFIT in the survey.
