화학물질의 효율적 안전관리 방안에 관한 연구 (A Study on the Safety Management Measures Efficient Chemical Substances)

  • It is not an exaggeration to say that modern chemicals take a leading place in our life, and people live with the chemicals, having a huge impact on their daily life. The chemical industry in South Korea, ranked seventh in the world, is one of the key industries that are forming greater part of Korean economy. The actual state of the chemical industries, however, is that over 14 tons of hazardous chemicals are being discharged annually and threaten people's lives with a lack of knowledge of its potential danger. In this way, not only beneficial to us, some of these substances, All chemicals, but also present a threat fundamentally our living environment to hazards to human health and the environment, accidents such chemicals, unlike accidents general understanding the scale of damage and propagation velocity has a complex very difficult risk profile, that can occur during deployment of an accident type is also very diverse. Is the actual situation of public concern against harmful chemicals management's is amplified by the chemical accident in the wake such accidents, government and corporate and reactive system and management system prior to the chemical accident the need for communication to exchange ideas with each other between residents, providing information is important. Therefore, the government departments and corporations, which manage variety of chemicals, ought to contribute toward a development of national security by rigid control over the Hazardous chemicals.

식수품질 저해요인 중 관리 우선순위 도출에 관한 연구 (Managerial Priority Derivation for Pollutants in Drinking Water)

  • The main purpose of this study was to derive managerial priority for pollutants in drinking water using the Delphi technique and analytic hierarchy process (AHP) method. We collected fundamental existing items based on a literature review for water pollutants, and deduced a total of 36 sub-items from nine core sectors, as follows: organic matter; inorganic substances; pathogenic organisms; chemicals; heavy metals; radioactive substances; sediment deposits; heat; and oil, and then conducted the first round of an expert study to ensure that objective indicators properly evaluate major issues for management of for drinking water quality. In the following round, the necessity and importance assessments of adjusted items were implemented using a content validity ratio index. Finally, items modified by Delphi surveys were applied to AHP. We computed weighted values by pair-wise comparison of sub-items and each of five sectors modified by the second round. According to the results of AHP, the managerial priority for pollutants in drinking water was as follows; while heavy metal placed first in importance, pathogenic organisms came second, followed by inorganic substances, organic matter and chemical substances from the sector perspective.

중대산업사고 고위험 사업장에서의 화학사고위험경보제의 효과 (Effects of Chemical Accident Risk Warning System in High Risk Workplaces of Major Industrial Accidents)

  • The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.

  • This study analyzed the factors affecting the effectiveness of the Chemical Hazard Risk Management (CHARM). A survey was conducted on 104 learners who participated in the Risk Assessment training course at Occupational Safety and Health Training Institute. Through a self-administered questionnaire, the effect of personal characteristics, corporate characteristics, and safety and health level of the company on the effectiveness of chemical risk assessment was investigated. As a result of statistical analysis, the safety and health level of the company had a positive (+) effect on the effectiveness of Chemical Hazard Risk Management(CHARM), but personal characteristics and corporate characteristics had no relation to it. This study can be used as basic data for further research related to chemical risk assessment in workplaces.

대기중 유해 화학 물질의 인체 위해도 우선순위 선정 연구 (Human Health Risk based Priority Ranking for Hazardous Air Pollutants)

  • Although it is suggested that risk -based management plan is needed to manage air pollution effectively, we have no resources enough to evaluate all aspects of substances and set priorities. So we need to develop a logical and easy risk-based priority setting method. However, it if impossible that only one generic system that is consistent with all the use is developed. In this study, we proposed a human health risk based priority-setting method for hazardous air pollutants, and ranked priorities for this method. First of all, after investigating previous chemical ranking and scoring systems, we chose appropriate indicators and logics to goal of this study and made a chemical priority ranking method using these. As results, final scores in priority ranking method were derived for 25 substances, and ethylene oxide, acrylonitrile and vinyl chloride were included in high ranks. In addition, same substances were highly ranked when using default values like when using no default, but the scores of hydrofluoric acid and ryan and compounds were sensitive to default values. This study could be important that priorities were set including toxicity type and quality and local inherent exposure conditions and we can set area-specific management guidelines and survey plans as a screening tool.

유독물지정제도에 대한 유해화학물질관리자 및 전문가의 인식도 분석 연구 (An Analysis of the Gap in Recognition between Managers and Experts regarding the Poisonous Substances Designation System)

  • Objectives: Poisonous substances experts engage in policymaking regarding poisonous substances, whereas poisonous substances managers perform legal duties related to poisonous substances management systems at worksites. To understand and improve poisonous substances designation systems, it is necessary to distinguish the roles of these experts and managers. We further aimed to identify problems with poisonous substances appointment systems and provide basic data for their improvement by investigating the knowledge and recognition of the need for system improvement among managers and experts. Methods: To determine the $subjects^{\circ}{\emptyset}$ awareness of poisonous substances designation systems, a selfadministered questionnaire comprised of items on general characteristics and knowledge and recognition of the need for system improvement was issued. Data were analyzed via t-tests and ANOVA using SPSS v 16.0 Results: Regarding system comprehension, managers (n=213; mean 3.28, SD 0.63) significantly differed from experts (n=35; mean 4.08, SD 0.59) (P<0.001). No differences were found in recognition of need for improvement between managers (mean 3.11, SD 0.34) and experts (mean 3.24, SD 0.31). Significant differences in comprehension were found among managers by education level (P<0.05) and company size (P<0.05). Regarding industry type, comprehension was greater in the electrical/electronic and chemical/environmental industries compared to in other industries (P = 0.066). Comprehension was higher among those with five years or more of experience compared to those with less than five years. Regarding recognition of need for improvement, managers showed significant differences by company size (P<0.05). $Experts^{\circ}{\emptyset}$ comprehension showed no differences by general characteristics, while need for improvement differed according to work experience (P<0.001). Conclusion: The study found that the bigger the company size, the higher the level of comprehension by managers and the experts. In the case of both groups, where a higher comprehension of the poisonous substances designation system was evident, they recognized the necessity of its improvement.

PSM 제출대상 독성물질의 규정량 합리화에 대한 연구 (A Study on Reforming Threshold Quantities of Toxic Substances in Process Safety Management)

  • 화학사고의 발생을 감소시키고, 예방하기 위한 공정안전관리(PSM) 제도는 우리나라의 경우 1996년부터 시행되었다. 그러나 PSM 제출대상인 기존 21종 물질에 대한 규정량과 새로이 추가된 브롬화수소 등의 독성물질의 규정량에 대한 타당성 검토가 미흡하여 많은 문제점이 발생되고 있다. 본 연구에서는 25종의 PSM 제출대상독성물질의 규정량을 국내 외 공정안전관리제도와 관련된 규정량과 비교 검토하였다. 그리고 흡입독성, NFPA 지수 등으로 구성된 독성 유해 위험성 식을 제안하여 고위험, 중위험, 저위험의 3등급으로 독성물질을 분류하고, 규정량의 조정에 반영하였다. 본 연구결과의 규정량 개선안은 유사 공정안전관리제도의 규정량 차이로 인한 사업장의 혼란과 부담 완화 및 합리적 개선에 도움을 줄 것으로 기대된다.

잔류성.생물축적성 물질 피해저감을 위한 미세플라스틱(Microplastic) 관리방안 (Microplastic Management for Preventing Risk of Persistent/Bioaccumulative Substance)

  • 해양환경의 플라스틱은 풍화작용에 의해 매우 작은 크기로 부서지는데, 이를 미세플라스틱이라고 한다. 해수에 오염된 잔류성이 크거나 생물축적성이 있는 유기물질은 미세플라스틱에 잘 흡착되며, 이들 물질이 흡착된 미세플라스틱을 해양생물이 섭취하면 먹이사슬을 통해 점차 생물축적된다. 이는 결국 해양생태계의 건강성을 파괴하고 사람을 포함한 상위포식자에게 피해를 끼친다. 해양 오염물질의 흡착제로서의 역할뿐 아니라, 미세플라스틱 그 자체에서 내분비계 교란물질이 용출되어 해양생물에 피해를 입히기도 한다. 우리나라는 잔류성이나 생물축적성이 큰 물질에 대해서는 화학물질 측면에서 규제하고 있으나, 이는 육상에서의 관리에 국한되어 있다. 만약 이들 물질이 해양생태계로 유입되면, 결국 미세플라스틱 흡착 여부에 의해 그 피해가 증가하게 된다. 이에 해양생태계 내에서의 잔류성 생물축적성 물질의 피해를 저감하기 위해서는 우선 미세플라스틱의 관리가 엄격해야 할 것이다. 이에 미세플라스틱 자체를 유해물질로 지정하여 엄격히 관리하거나, 생분해성 플라스틱 이용 확대, 재활용 및 재사용 촉구, clean-up 프로그램의 확대 등을 통해 해양생태계 내로의 플라스틱 유입을 저감하는 노력이 요구된다.

생활화학제품의 알레르기반응가능 향료성분 함유 현황 및 동시 출현 패턴 조사 (Characteristics and Co-Occurrence Patterns of Fragrance Allergens in Consumer Chemical Products)

  • Background: Fragrance substances in consumer products can cause adverse health effects such as contact allergy. In South Korea, consumer chemical products must list 26 known fragrance allergens on product labels when they contain more than 0.01%. Fragrance substances are mostly used in combination, so co-exposure can occur via use of a consumer chemical product. Co-exposure to fragrance allergens may show a synergistic effect on the human body. Objectives: The aims of the study were to analyze the characteristics of fragrance allergens in consumer chemical products available on public websites and to identify the co-occurrence patterns of fragrance allergens. Methods: The chemicals in 1,443 ingredient disclosures for consumer chemical products were collected through the Ecolife database. The 26 labelled fragrance allergens were identified by category of consumer chemical product. The co-occurrence patterns of the 26 labelled fragrance allergens were analyzed by frequent pattern mining. The unlabelled fragrance allergens presented by European Union Scientific Committee on Consumer Safety were also identified. Results: Consumer chemical products contained an average of 5.3±4.2 substances among the 26 labelled fragrance allergens. More than 85% of air fresheners, deodorizing agents, and fabric softeners contained at least one of the 26 labelled fragrance allergens. The most frequently contained fragrance allergens were limonene (50.5%), linalool (49.9%), hexyl cinnamal (34.0%), and citronellol (28.3%). 16.7% of consumer chemical products showed a co-occurrence of limonene, linalool, hexyl cinnamal, and citronellol. Thirty-eight unlabelled fragrance allergens were found in the consumer chemical products, with hexamethylindanopyran (25.2%) being the most frequently contained substance. Conclusions: The characteristics and co-occurrence patterns of 26 labelled fragrance allergens would be useful information for the management of co-exposure to fragrance allergens in consumer chemical products. It is necessary for attention to be paid to unlabelled fragrance allergens.

Decision support systems for the management of hazardous materials in aquatic ecosystems

  • Many aquatic ecosystems suffer from anthropogenic disturbances, including the introduction of damaging levels of toxic substances. The effects of disturbances include complex relations with various components involved in the systems, and can include physical, chemical, and hydrological disruption depending of the contaminant. Decision Support Systems (DSSs) are developed to help decision makers to deal with complex management crises, through the systematic structuring and evaluation of decisions, and through providing easy-to-use and integrated tools for information elaboration and display. We reviewed various DSSs developed for toxic substances in aquatic ecosystems, and suggested a conceptual framework which is best suited to the management of such issues within Korea. It may assist stakeholders with their decision making process, and in the achievement of a consensus on water management solutions.
