화학물질 취급사업장 대상 물질안전보건자료 제도 이행실태 불시감독 결과 및 시사점 (Results and Implications of Unannounced Supervision of MSDS Implementation Status at Chemical Handling Workplaces)

  • Objectives: Since the material safety data sheets(MSDS) submission and non-disclosure review system was introduced in January 2021, the implementation status of MSDS for chemical manufacturing and importing workplaces being supervised for the first time. Methods: A supervisory team consisting of two labor inspectors and one from the Korea Occupational Safety and Health Agency directly visited the selected workplaces to check compliance with the MSDS system as a whole. Results: As a result of supervising 214 chemical substance manufacturing/importing workplaces, a total of 241 violations of the law were found in 121 workplaces, or 57% of them. In response, the Ministry of Employment and Labor took legal action on 8 cases in 6 locations, imposed a fines totaling of 249.69 million won on 120 chemical handling workplaces, and took action to correct the violations immediately. Conclusions: Major violations were in the order of non-request for warning signs, non-submission of MSDS, non-execution of MSDS training, and non-posting of MSDS. This shows the reality that employers who handle chemical substances are sufficiently communicating chemical information to workers. In the future, the government will actively implement preparation and submission support and system guidance for the implementation of the MSDS system, while making efforts to ensure that the MSDS system works well in the field through thorough on-site supervision in the future.

  • 울산의 한 실험실에서 3년 전에 혼합가스용기(80% 아르곤 20% 산소)가 파열되었다. 그러나 파열의 원인이 명확하게 규명되지 못하였다. 이 논문은 공인 감정기관의 감정서와 경찰의 수사결과보고서를 토대로 사고시나리오를 제시하여 보았다. 폭발은 혼합가스 용기 내에서의 화학반응에 의하여 발생한 것으로 판단된다. 이는 고압산소용기의 파열사고들과 유사한 것으로 사료된다.

A Study on the Importance of Uninsured (Indirect) Cost Item of Workplace Accidents

  • Estimation of accident cost is a sound and great safety indicator on determining accurate occupational safety and health prevention. Just like in Korea, Heinrich ratio analysis of (1:4) between direct and indirect costs has been become widely used in safety management because of its simplicity. In this study four major categories of uninsured (indirect) cost items and 18 sub-categories of uninsured (indirect) cost items were identified. To determine and validate the importance and necessity of the results of a literature review an expert or professional surveyed had been analyses using the SPSS 18.0, where in the participants whose expertize is in the field of compensation and safety. Based on the results of survey all participants all uninsured (indirect) cost items classified was important and necessary when accidents occurred. Despite recognition of expert on the classification of uninsured (indirect) cost items, it is quite difficult to make generalization for all kind of costs in occupational accident case due to different nature of business for each industry.

  • 산업의 발달에 따라 국내에 유통되는 화학물질의 종류 및 취급량이 최근 급증하고 있으며 이에 비례해서 유해화학물질과 연관된 사고 사례도 매년 증가하고 있다(산업자원부, 2001). 이러한 화학사고의 체계적인 대응을 위해 국립환경연구원의 화학물질안전관리센터에서는 2002년 초부터 주요 화학 공단을 중심으로 국가차원의 실시간 화학물질 사고대응 정보시스템 (CARIS : Chemical Accident Response Information System)을 구축하여 유해화학물질을 체계적으로 관리·운영하고 있다 (국립환경 연구원, 2002). 유해화학물질 취급자의 개인보호구 착용에 대한 규정과 그 이행정도 (Regulations on Wearing Personal Protective Equipment by Hazardous Chemical Handlers and Their Implementation)

  • Objectives: The objectives of this study are to introduce the development process of work situations and types in the revised regulations on wearing personal protective equipment (PPE) for hazardous chemical handlers, analyze the implementation of the regulations, and then provide basic data for future education strategies. Methods: The development process of work situations for regulation was explained through a flowchart by year. In 2018, a survey of 30 chemical managers and 201 managers and handlers was conducted based on recognition of work situations and the related regulations. In 2019, 91 chemical managers and 204 handlers were surveyed to find the degree of compliance with regulations, direction for improvement of understanding the regulations, and training methods. Results: Only 78.0% of chemical managers and 66.7% of handlers said they were aware of the regulations (p<0.05). Just 79.0% of handlers knowing the regulations said they would wear PPE in compliance with these regulations. Therefore, the best way to make workers wear proper PPE in accordance with regulations is to strengthen the promotion of education on regulations. In order to improve the quality of education, 51.7% of managers and 33.3% of handlers cited educational content (video, ppt, etc.) as the top priority. Conclusion: This study suggested that more educational opportunities should be provided and educational content should be developed in order for workers handling hazardous chemicals to wear PPE as prescribed in regulations.

화학물질 규제 현실화를 위한 물질안전보건자료 정책 개선방안 (Improvement Plan for Material Safety Data Sheet Policy to Support the Realization of Chemical Regulation)

  • Objectives: After the MSDS submission and non-disclosure review system was introduced in January 2021, there were compliance difficulties in the field. Accordingly, for the establishment of the MSDS system, the government intends to investigate what has been improved and what urgently needs to be improved in the future, and to suggest detailed improvement plans. Methods: The background and problems of urgent difficulties in the field handling chemicals were investigated, and realistic improvement plans were derived through review of other laws related to the MSDS system and overseas cases. Results: In order to guarantee the safety of the public while at the same time promoting corporate R&D, it is necessary to alleviate the non-disclosure screening system for chemical substances for R&D, and to improve the irrationality of failing to implement the non-disclosure screening system due to information on unclassified substances being circulated. For this reason, it seems necessary to ease the requirement to submit all ingredients. In addition, it is necessary to strengthen punishment to raise awareness so that health problems do not occur due to the harmfulness and danger of hidden substances among workers who handle chemical substances and downstream users due to false descriptions in MSDS. Conclusions: All members of our society, including chemical manufacturers/importers and handling companies, academia, civil society, and the government, each subject of chemicals, should take an interest in the entire process from production to disposal of chemicals and work together to prevent harm to the public.

  • The humidifier disinfectant disaster (HDD) was not a simple poisoning accident by biocides, but a singular disaster in history created by chemicals in household products. This disaster was a result of the failure of a system for the management of chemical and product safety. Since the management authority for chemical usage safety is different from those for chemical safety in products, many blind areas for chemical safety management in products still remain. The 'Act on the Registration and Evaluation, etc. of Chemical Substances (ARECS)' or the new 'Biocidal Product Act' must not only address the blind areas in the management system for chemical and product safety, but also prevent a second HDD. To prevent another HDD, an integrated registration, evaluation, and management system for chemicals and consumer products must be incorporated into the 'ARECS' as an essential part for chemical safety in consumer products.

염산 탱크로리 운송 중 누출에 따른 신속 방재방안 연구 (Research on Rapid Disaster Prevention Measures due to Leakage During Transport of Hydrochloric Acid Tank Lorry)

  • 연구목적: 유해화학물질인 염산수용액 운송 탱크로리 누출사고 발생 시 신속하게 누출을 차단하고, 효과적으로 방재작업을 진행하여 누출로 인한 피해를 최소화하는 최적의 방안을 찾고자 하는 데 있다. 연구방법: 염산에 대한 전반적인 특성과 운송 도중 발생했었던 사고사례를 사고 유형별, 원인별로 정리하고, 염산 탱크로리의 누출 상황을 가정하여 실험할 수 있는 소형 탱크를 만들어 누출 상황과 비슷한 환경을 구성하여 여러 가지 방법으로 누출 차단 방법을 실험하여 정리하고자 한다. 연구결과: 실험을 통하여 효과적인 누출 차단 방법을 확인하였다. 누출사고 발생 시 신속하게 차단하는 방안을 정리하여, 사고현장에서 적용할 수 있는 최적의 방재방안을 제시하고자 한다. 결론: 누출 차단은 접착테이프와 자석을 조합하여 사용하는 편이 차단에 효과적인 것으로 확인됐다. 사업장 비상 출동팀 및 제품 운송기사들에게 누출 차단 장비를 적절하게 선택하여 대응하도록 반복 훈련하면 신속한 대응이 가능하다. 향후 다양한 누출 차단 방안에 관한 추가적인 연구의 진행이 필요하다.

  • SiC 섬유강화 복합체는 경수형 원자로의 안전성을 획기적으로 향상시킬 수 있는 사고저항성 핵연료 피복관 소재이다. 지르코늄 합금 피복관 및 금속기반 사고저항성 핵연료 피복관에 비해, 중대 사고 환경에서도 우수한 구조적 안정성을 가지고 부식 속도가 매우 낮아, 사고 시 원자로의 온도를 낮추고 사고 진행을 늦출 수 있다. 본 논문에서는 현재 개발되고 있는 사고저항성 SiC 복합체 핵연료 피복관의 개념 및 가동/사고환경에서의 다양한 특성, 상용화를 위해 해결해야 할 다양한 이슈에 대해서 소개하고자 한다.

  • 국내 화학 산업의 고도화는 보다 크고 많은 시간을 필요로 하는 안전사고 발생의 경향을 나타낸다. 그러한 사고의 증가와 예방을 위해 화학공장에서 공정안전관리제도가 사용되고 있으며 이 연구에서는 공정안전관리제도의 현장 적용과 실행에 대한 영향을 조사하였다. 그 결과로서 공정안전관리제도는 중 소규모 사업장에서 조직의 관심 부족 등으로 효과적인 결과를 얻지 못하고 있다. 자율적 제도로서의 정착과 재해를 예방하기 위한 공정안전관리제도의 효과적인 실행을 위해, 그것은 정부의 적극적 지원과 실행이 포함되어야 하며 무엇보다도 제도의 개선을 위한 새로운 프로그램의 적극적인 교육과 지속적인 개발이 있어야 한다.
