A Study on the Changing Role and Staffing of Catalog Librarian (정리사서의 역할변화와 업무재편에 관한 연구)

  • The purpose of the paper is to review the key factors of automation and information technology which have generally had the first and the most impact on traditional cataloging department and catalogers. Additioansl qualities and skills which the catalogers in this environment will need are indentified. The review is done through the examination of research reports and results of numerous library surveys. The overall climate of change is toward a process of conver gent evolution between catalogers and public service librarians. The heads of technical services departments and several catalogers in eight Korean academic libraries including National Central Library are interviewed to find out the present development of automation and any effect on cataloging staff in terms of work and organizational structure. It is too early to have any such changing impact as the automation is still in its implementing stage. However, they see the future when professional catalogers are expected to serve in much extended role as the automation stages are moving ahead.

The types and expressions of new media fashion film

  • A new form of media is changing the expression and content of fashion. In this paper, fashion films that have appeared since 2010 - when digital fashion communication was increasing - will be discussed and explored to consider how technological transitions in fashion media are changing the appearance and role of fashion. A literature review was conducted to derive characteristics, types, and expressive elements of new media fashion films, which were defined for this study as fashion films produced and distributed since 2010 using digital media. Films were categorized into three types: promotional, editorial, and independent fashion films. Furthermore, elements of the films were identified as fashion mise-en-scene, auditory structure, and content structure. Types and expressions of digital fashion images in 40 fashion films were analyzed according to these elements. The results showed that promotional fashion films maximize various narrative and sensory effects on fashion products, whilst editorial fashion films strengthen the role of entertainment. Independent fashion films expand the area of fashion and promote the diversification of fashion systems. Moreover, the results show that fashion films are not a secondary form of media that just expresses fashion; they provide a tool for the creation of new fashion content. New media fashion films promote the expansion of expressive spectra and boundaries, offering various multisensory experiences of fashion, and enhancing creativity and the aesthetic values of fashion.

Outline of Uminonakamichi Seaside Park Development Project -Urban Resort Area Development by the National Government-

  • The Uminonakamichi Seaside Park is located in Fukuoka and extends over an area of 540 ha. This Park is directly developed and managed mainly by the national government for its use for recreational facilities serving a wide area. It is planned and developed as an urban resort-type park, exploiting the rich natural environment of the area, to serve urban residents in northern Kyushu. The management of the Park is jointly conducted by nine bodies, including the national government and private enterprises. The Park has several functions, ranging form an urban resort to conservation of the natural environment and education. The Park has so far been positively evaluated by its visitors. However, the social background for the Park is changing and the park is now facing changing needs for this type of park, necessitating coordination with the development around the Park and a need to respond to the recent fiscal structural reform. Further improvement of the visitor services and the reconfirmation of the government's role in the development work are essential for the maintenance and enhancement of that attractions of this Park in the coming years.

  • The current is quickly changed to a simple structure in the existing system architecture is complex and diverse structures. Especially due to the new cyber threat is growing more and more system risks. And many kinds of system monitoring and analysis tools are released in order to minimize the risk, but there is a limit to such a system depends on the Partially automated tools. Therefore, to present the role of a system administrator for effectively managing the system for the new changing environment out of the frame of the old system in order to minimize the systemic risk management system in this study.

  • The nature of work which is changing has increased the importance of HRD within organization. Also, these changes are making HRD shift its paradigm : from the segregated, closed, operational & administrative, dependent, utilitarian view to the integrative, open, strategic & facilitative, interdependent, generative view. The shifts of the perspective on HRD cause HRD professionals rethink the purpose and definition of HRD, and the role & competency needed to HRD in 21st century. The findings which are drawn through literature review and researcher’s intuition based on a long field experience are as follows. First, The function of HRD has recently been much more important then that of the past. Second, There is no consensus over the conceptual identity of HRD. Nonetheless, it is apparent that the preferred activities of the HRD function is performance improvement. Third, It is too difficult that we should define clearly the role & competency of HRD because of diverse perspectives on them. But we find much evidence converging to support the fact that the role & competency of HRD should be extended from the sole focus on training & development to adding the additional role & competency of change agent, who includes planning, implementing, and managing change.

  • This article is concerned to investigate the changing nature of the role of the state in relation to industrial policy to foster the IT industry in the Republic of Korea. In doing this, it has started with economic globalization introduced to the Korean political economy since the late 1980s. It has identified in what ways the state responded to the change, and to what extent the role of the state has fundamentally been changed in the context of policy mechanism in the process towards facilitating the IT industry in Korea. In addition, it presented how the state played a role in skill formation in relation to the industrial policy. In consequence, the role of the Korean state in fostering the IT industry has fundamentally changed from that as the developmental state in the industrialization process. In the process, that the strategic co-ordination role of the state and relations between the state and private capitals and societies are very significant to achieve the economic goal is presented as results, as well as some future tensions that would encounter in the way of charting the current policies.

  • As the political arguments on international power concept has gradually been deepened, the role of international regimes, defined as principles, norms, rules, and decision-making procedures around which nation-actors' expectations converge in a given issue-area, has also been reinforced. There are many ways of understanding about international regimes. In terms of realistic theories, international regimes are one of methods of maintaining hegemonic power order of hegemonic nation and in terms of liberalistic theories, international regimes are understood as the products of mutual inter-dependence of nations in changing international society. As a matter of fact, if we take structural causes and regime consequences into severe consideration, we can find not a few characteristics of international regimes, such as security regime, world trade and fiance regime, ocean regime, environmental regime, human right regime, etc. This paper will examine the changing concept of power after World War II in three categories of hard power (military power), meta power (regime creating power), and soft power (advanced in cultural, diplomatical, and technological power). This paper will provide the evidence of why the changing power concepts will be strongly related with the emergence of international regimes. The UN convention on the law of the sea will chosen as a standard case of the ocean regime and it's regime structure and role will also be analysed in both realistic :md liberalistic theories. Futhermore, the nations' interests involved in the UN convention on the law of the sea will be analytically classified and finally a future prospectus of the UN convention on the law of the sea as an ocean regime will be tested.

  • Human resource development(HRD) is one of the important success factors in competitive business circumstance. So many companies are developing HRD system for role based competent person rearing to catch up with fast changing situations. And they are building professional and specific HRD systems, With these trends, this study analyze which are affecting user satisfaction in role based corporate HRD systems. Recognized profit, HRD support situation, and user experiences affect to user satisfaction significantly. And HRD support situation is the biggest affecting factor to user satisfaction.

  • Many organizations have introduced information technology (IT) as an innovation to gain competitive advantages as business environments have become increasingly complex and rapidly changing. Despite the large investment of IT, there have been mixed results about whether IT creates business values. Considering that IT assimilation may play an important role in explaining IT productivity paradox, this study examines the formation of IT assimilation and its effect on the organizational performance. To do so, this study suggests a research model based on Innovation Diffusion Theory by incorporating organization system, communication channel, change acceptability, and innovation factors, and then attempts to empirically explore the role of IT assimilation for enhanced organizational performance using data collected at the organizational level. Structural equation analysis using AMOS provides significant support for part of proposed relationships. Specifically, we have found encouraging results on the role of IT assimilation by identifying its mediating effect on the organizational performance. Theoretical and practical implications of the findings are discussed accordingly.

  • Every assumptions on the importance of urban green space were highly valued by urban and land-scape professionals. This paper, therefore, investigated residents' values on urban green space as a first stage study on the role of green space in metropolitan region. Case study area was Taegu city. Questionnaire was main tool for the investigation. This study discussed operationtional defition of green space and the appropriateness of the hierarchy of green space in order to examine the changing role of urban green space in terms of people's values on green space. The investigation proposed that the people's values were quite different from those of the professionals' and suggested the need of new method which was more suitable to investigate people's emotions and values on the green space in the city.
