  • The purpose of this study is to describe the roles of carbon dioxide in the climate change, and carbon dioxide reduction policies in some countries. In addition, ways to cope with climate change in Korea are also discussed. Currently, global temperatures are rising due to the carbon dioxide produced by human beings. Global temperatures will rise approximately $6^{\circ}C$ until 2100 if we emit carbon dioxide at a present rate. Temperature rise will affect the terrestrial and oceanic resources, and ultimately influence the socio-economic structures including political stability. Most of the carbon dioxide comes from fossil fuels. Therefore, it is urgent to reduce the use of energy, which comes from fossil fuels. Solving the climate change due to the increases in carbon dioxide is a global problem. Korea should participate in the international community and cooperate with each other in order to reduce the carbon dioxide concentration. No policy was announced for the reduction of carbon dioxide so far. Korea should make a policy for the reduction of carbon dioxide in a specific year compared to that of certain standard year such as 1990 or 2005. Making policy should be based on the scientific result of the amount of carbon dioxide emitted and absorbed. Germanwatch announced the Climate Change Performance Index (CCPI) in order to evaluate an effort to reduce the carbon dioxide for 56 countries which emits 90 % of global carbon dioxide. Ranking for Korea is 51 among 56 countries. This clearly indicates that the appropriate carbon dioxide reduction has not been exercised yet in Korea. Researchers have a moral responsibility to provide updated new ideas and knowledges regarding climate change. Politicians should have a sharp insight to judge the ideas provided by researchers. People need an ethics to reduce the carbon dioxide in every day's life. Scientific research should not be influenced by stress caused by external budget and negative impact of capitalism. Science should be based on the pure curiosity.

  • Air pollution problems are serious and present significant challenges to the engineering research community. EPA's engineering research programs have shifted from a primary focus on $SO_2$ and NOx pollution control to more complex and more difficult problems such as indoor air quality, air toxics, and global climate change. EPA research engineers are working closely with other research organizations in both the private sector and other federal research organizations to identify, evaluate, and develop cost-effective engineering solutions. The APPCE works closely with the EPA regulatory and regional offices to ensure that the best engineering information is utilized to formulate and implement the Agency's environmental protection program.

  • Using air conditioner has been increased in home or office buildings in summer. Also various problems related to air conditioning such as disease induction happened by using air conditioner excessively and operating long. Active operation control is needed for occupant's health when air conditioner operates long. We should think ahead to acquire thermal comfort of occupants which represents psychological and physiological reaction for this operation. Research has been progressed to observe activity of autonomic nervous system by trying to quantitate change of thermal comfort. In this study, questions of the subject and change of body's autonomic nervous system were chosen to evaluate thermal comfort during operation of air conditioner for a long time. Electrocardiogram and questions of the subject which is the progress of changing TSV and CSV by occupants indoor were measured when room air conditioner is operated for a long time, and an air-conditioned adaptability of human body was evaluated by acquiring the change rate of autonomic nervous system through analyzing HRV. As a result of the evaluation, change rate of body's autonomic nervous system corresponded to votes of the subject's question generally, but was distinguished from analysis result of warm-cold sensation in a low temperature area.

  • In January 1997, there was a change in agricultural extension system enrolling the provincial and county level extension personnel in local government. They were previously enrolled in central government. Even though the extension agents' status were secured, but there were some complaints from the extension personnels until now. The purpose of this study was to examine the possibility to improve the extension service after the change. Some of the tasks for improvements from the change were as follows; 1) Revision of the laws related to rural development to protect against side effects on the localization, 2) Revision of the provisions to interchange personnels between the central and local extension service, 3) Provisions for organizing county level agricultural extension committee, and 4) Central government's support for the personnel expenses of local extension agents. Though there were such several improvements, some extension personnel still raise objection to the change as following; (1) the right of personnel management mandated partially from the chief of local government to the chief of the extension office, (2) substantial raising of the extension agents' pay, and 3) promotion in rank of extension educators.

  • Vietnam is conducting an export-led growth model and labour-intensive industries contributing majorly to the total export value. In the context of Industry 4.0, the labour-based industries are significantly affected; hence, enhancing productivity is the key measure to maintain these industries. The garment industry contributes significantly to the total export value of Vietnam. Based on meta-frontier framework, the approach of data envelopment analysis is used to measure technical efficiency of Vietnamese garment firms and the global Malmquist TFP index is utilised to identify productivity change and its components including efficiency, technology and technical gaps between different groups of firms. The data of Vietnamese garment firms from 2013 to 2018 collected from the Vietnam General Statistic Office is used in this study. The results show that: (i) The total factor productivity of Vietnamese garment firms growth, technical progress is the main contributor; (ii) The private garment sector is the leading group; (iii) There is a large technological gap among Vietnamese garment sectors. The private and FDI garment firms have experienced a growth in all components of total factor productivity change. Meanwhile, technological progress change is the main reason to constrain the productivity growth of state-owned garment firms.

  • This study investigates the course of transformation of the capital city of the Korean Empire into a colonial city during the Japanese rule by focusing on state-owned lands at and near #193, 2nd jeongmok(丁目), Hwanggeum-jeong(黃金町) in Keijo(京城). The study reveals that although the colonial rulers had made it apparent that they acted in the benefit of the Korean Empire, in reality, they had taken dexterous and gradual steps to change the purpose of the lands in order to utilize them as desired. Briefly, the usage of the lands was changed several times from Daedong-gurakbu(大同俱樂部) to Gyeongseong Exposition(京城博覽會) and to Nongsanggongbu Office(農 商工部) up until the Japan-Korea Annexation Treaty. Following this, the lands were bestowed upon the pro-Japanese, including Guijokhoigwan(貴族會館), as a means of Japan's assimilation policy. The changes in the usage of the buildings on the lands and the land use show how the rulers' intentions were reflected in the space of the ruled.

  • In the present study we examined clothing expenditure patterns and related variables in Korea. In addition we analyzed the differences of clothing expenditure patterns between overall overspenders and non-overspenders. We use the Family Income and Expenditure Study published by the National Statistical Office of Korea. Double logarithm functional forms were used to adjust the normality of sample distribution and multiple regression analyses and t-test were utilized as a statistical tools. The present study was divided into four folders. First the income elasticity of clothing expenditures was examined by different groups such as age job and education levels of households as percentage change of clothing expenditures to a percentage change of income. Second to analyze the effects of demogtraphic and socio-economic variables on clothing expenditure we utlized the standardized coefficients in the separate regression equation by demographic and socio-economic variables. Third using spending to income ratio we investigated the differnces of the clothing expenditure patterns between overall overspenders and non-overspenders. Fourth the effects of independent variables by ovespenders and non-overspenders werediscussed.
