  • Climate change not only has various impacts such as human shoes, economics, the environment, industry, etc. but the damage caused by this is also increasing, it is expected that severe damage will not occur without efforts to respond to climate change ing. Therefore, as the impact of climate change like the extreme weather phenomenon is dailyized and its strength tends to become stronger, as much as the mitigation measures of climate change, as a comparative effort to reduce the negative impact of climate change, adaptation to climate change is necessary. Especially when the damage caused by climate change (intense heat, torrential rain, cold wave and heavy snow etc.) as an institution responsible for the provision of public services such as public institutions, the socio-economic spread to the nation and the people The effect is very large. We confirmed the level of response to climate change for the entire public institution, and selected climate change risk which is relatively important for specific facilities and business establishments of public institutions, climate change adaptation measures We will try to utilize it as basic material of establishment.

  • Climate change affects human and natural environment. Many countries, including Korea, are trying to develop climate change adaptation strategies to minimize adverse impacts of climate change. To deal with climate change efficiently, decisions have to be made among many options. The objectives of this paper is to analyzes methodologies for prioritizing climate change adaptation measures. Each methodology has strength and weakness and information requirements are differ. We find multi-criteria analysis is one of useful tools considering current level of understanding on climate change adaptation. We suggest climate change risks(timing, likelihood, intensity of climate change impacts), feasibility of policy (equity, main-streaming, democracy), effectiveness (economic effectiveness, co-benefits, propagation effects) of adaptation measures as main evaluation criteria of prioritization.

Speaker Change Detection Based on a Graph-Partitioning Criterion

  • Speaker change detection involves the identification of time indices of an audio stream, where the identity of the speaker changes. In this paper, we propose novel measures for the speaker change detection based on a graph-partitioning criterion over the pairwise distance matrix of feature-vector stream. Experiments on both synthetic and real-world data were performed and showed that the proposed approach yield promising results compared with the conventional statistical measures.

The Comparative Study of Perception of the Public and Stakeholder to Climate Change Adaptation (일반국민 및 이해관계자의 기후변화 적응 인식 비교 연구)

  • The way to respond to climate change is divided into mitigation and adaptation. So far, the response of climate change has been focused on mitigation. The perception of response of climate change also has been focused on mitigation. However, climate change mitigation and adaptation should be highlighted in a comparable concept as a response to climate change. On the other hand, perception of the public on climate change affects the support or opposition of the general public about climate change-related policies. The purpose of this study is to assess awareness of the general public and stakeholders on the subject of climate change adaptation and to present a basis for a future national climate change adaptation policy. Questionnaire on awareness of climate change adaptation were composed of the climate change and climate change response (mitigation, adaptation) understanding and importance, the seriousness of climate change-related adverse climate event, the need for climate change adaptation measures, the degree of implementation, and the level of government effort for climate change response. Climate change adaptation-related awareness survey was conducted for the general public 1,011 people and stakeholders 101 people by telephone interviews. In this study, the perception survey has a difference in aspect of the contents and methodology. And We were able to present the three characteristics of the general public and stakeholders aware of the subject of climate change adaptation. First, the relative importance of climate change adaptation was relatively low. Second level of awareness about climate change response of the public was significantly lower than the stakeholders. Finally, the need to prepare the implementation of the sectoral level, the first adaptation measures was relatively low.

  • In this paper we consider the problem of parameter change based on the cusum test proposed by Lee et al. (2003). The cusum test statistic is constructed utilizing the estimator minimizing density-based divergence measures. It is shown that under regularity conditions, the test statistic has the limiting distribution of the sup of standard Brownian bridge. Simulation results demonstrate that the cusum test is robust when there arc outliers.

  • In this paper, a study of the effenctiveness and convergency of five damage measures for structural damage detection of 2-dimensional truss structure using the extended Kalman filtering algorithm is presented. These damage measures are associated with the change in mode shape and displacement due to structural damage. Damage measures contain the change in natural frequency, mode shape, curvature of mode shape, displacement of static force and curvature of displacement of static force. The effectiveness and convergency of these damage measures by using extended Kalman filtering algorithm are demonstrated with the numerical examples.

  • In the context of the Ministry of Environment's 2022 Climate Change Adaptation Plan for Public Institutions, public sewage treatment plants are one of the important targets for climate change response aimed at sustainable water management. In this study, it is applied a modified methodology to four water regeneration centers (public sewage treatment facilities) in charge of sewage treatment in Seoul to analyze the impacts and risks of climate change and discuss priorities for adaptation measures. The results of the study showed that heavy rains, heat waves, and droughts will be the key impacts of climate change, and highlighted the need for measures to mitigate these risks, especially for facility managers.

Impact of Outliers on the Statistical Measures of the Environmental Monitoring Data in Busan Coastal Sea (이상자료가 연안 환경자료의 통계 척도에 미치는 영향)

  • The statistical measures of the coastal environmental data are used in a variety of statistical inferences, hypothesis tests, and data-driven modeling. If the measures are biased, then the statistical estimations and models may also be biased and this potential for bias is great when data contain some outliers defined as extraordinary large or small data values. This study aims to suggest more robust statistical measures as alternatives to more commonly used measures and to assess the performance these robust measures through a quantitative evaluation of more typical measures, such as in terms of locations, spreads, and shapes, with regard to environmental monitoring data in the Busan coastal sea. The detection of outliers within the data was carried out on the basis of Rosner's test. About 5-10% of the nutrient data were found to contain outliers based on Rosner's test. After removal (zero-weighting) of the outliers in the data sets, the relative change ratios of the mean and standard deviation between before and after outlier-removal conditions revealed the figures 13 and 33%, respectively. The variation magnitudes of skewness and kurtosis are 1.36 and 8.11 in a decreasing trend, respectively. On the other hand, the change ratios for more robust measures regarding the mean and standard deviation are 3.7-10.5%, and the variation magnitudes of robust skewness and kurtosis are about only 2-4% of the magnitude of the non-robust measures. The robust measures can be regarded as outlier-resistant statistical measures based on the relatively small changes in the scenarios before and after outlier removal conditions.

  • In response to climate change under a university level, this study has intended to find carbon-neutral campus development measures for Chungbuk National University (CBNU), which is composed of such facilities as education, research, and residential buildings. To reach this goal, we reviewed related literatures to find development measures for carbon neutral campus, employed a survey method asking students to show their preference and suitability toward provided measures, and statistical analyses to find appropriate measures using factor analysis. We have found the following results. First, based on literature review, we have identified several concepts regarding carbon-neutral city and has found the elements of carbon-neutral campus development. Second, we have drawn carbon-neutral campus development measures of CBNU through factor analysis. Finally, based on the characteristics and the present carbon-neutral campus conditions of the CBNU, we presented development measures.

  • The objectives of this study were 1) to explore the change features of rural development policy system, and 2) to get some policy counter measures for construction of desirable rural development policy system. First, the change features of rural development policy system are 1) to expand the rural development organization of local government, 2) to strengthen the finance basis for rural development policy, 3) to attempt building the cooperation network between the various local groups. And the policy counter measures derived from this study are 1) to convert the rural development policy system to that of local leading system, 2) to expand the actual rural inhabitant participation in policy making & performance process, 3) to prepare the effective governance system in local level.
