A Study on Improving the Navy PQS system to Advance the Navigational Quality (해기능력 향상을 위한 해군 PQS 제도 발전에 관한 연구)

  • This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.

  • Marine accidents related to the tug-barges are frequent recently, such as oil spill caused by collision between oil tankers and tug-barges. There are many causes of these accidents, but poor working condition of operators takes up a considerable part of most causes. That is, the danger of accidents caused by fatigue accumulation exists in tug-barges of less than 200 gross tonnage engaged on near-coastal voyages or short shipping, because of the long-distance navigational watch by only one master. This paper aims to deduce problems of human element part out of the plan of sqfe navigation, and to propose legal amendments for preventing marine accidents by tug-barges.

  • In this paper, mandatory minimum requirements for certification of officers in charge of a navigational watch on ship by international convention on STCW (standards of training certification and watchkeeping for seafarers) were investigated. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. As a result, we have confirmed that junior naval officers from Korean midshipmen had the navigational competence based on the STCW convention by analyzing the courses of Korea naval academy, midshipmen life, training exercise systems, and so on. OCS and NROTC provided a curriculum that did not quite meet the standard of the STCW convention. However, it was sufficient for nurturing basic abilities for navigation safety.
