ISO9000 Certification Effect: Evidence from China

  • As a sign of international quality system, ISO9000 certification has been adopted by more and more enterprises. In recent five years, there have been 560,000 certified companies in Europe and America, and there have been more than 390,000 ones in China. It has being attracted many quality scholars' attentions whether ISO9000 certification can bring more benefits to certified companies or not. This paper investigates the ISO9000 certification effect on market performance by the samples from Chinese list companies in shanghai stock exchange. Considering ISO9000 certification as an event, a certification effect model will be set up by means of the event study method, which takes abnormal return rate as a basic indicator to measure the ISO9000 certification effect on Chinese market performance in different event times. Investigation results show that the Chinese certified companies have some positive effects on market performance in the short term. From a long standpoint, the relation between certification and performance has a positive trend.

친환경학교시설의 인증제도와 실태에 관한 연구 -생태환경을 중심으로- (A Study on the Actual Condition and Environment-Friendly Architecture Certification System of the School Facilities -Focused on Ecological Environment-)

  • The purpose of this study is to clarify the actual condition of real certification schools of environment-friendly architecture per ecological environment elements through extracting ecological environment elements which is possible to analyze in quantity certification standards of environment friendly architecture. As the method of this study, firstly, certification as an examination on certification system of environment-friendly architecture, summary of certification system of environment-friendly architecture and eco-school pilot model project, ecological environment elements which is possible for quantitative analysis of ecological environment certification standards were extracted. Secondly, actual condition of ecological environment elements per school grade by collecting actual data of certification schools environment-friendly architecture were analyzed. As a result, total 35 environment-friendly school facilities are clarified that the average composition ratio of ecological area ratio is 23.0% in case of this certification regardless of school grade and region.

전자무역에서 전자인증제도의 문제점과 개선방안 (The Some Problems and Improvement Scheme of Electronic Certification System in International Electronic Commerce)

  • International electronic commerce is different with international commerce in the aspect using electronic media and non-face transaction so there are some problems as authentication, integrity and non-reputation. These problems of electronic document and signature are resolved from electronic certification system. To introduce and develop the electronic certification in the international electronic commerce, it needs to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it needs to compare each nation's law or guideline. In conclusion, to resolve problems of certification and develop certification system in the international electronic commerce, we make uniform rule of international electronic certification and harmonize the technology of electronic certification.

ASP 인증제도 개발 : 어플리케이션 인증 (Development of Certification Program for Application Service Provider : Application Certification)

  • The issue of using information system to ensure competitive power in the market is rising. The outsourcing methods that entrust activities of information system of companies to other expert agencies are increasing as the enterprises make a lot of efforts to put their resources to their heart of business in the process of adopting information system. Recently, ASP (Application Service Provider) as new information technology outsourcing method appears due to development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for ASP certification program is proposed. This paper presents application certification as the part of ASP certification program.

요양병원 인증제도의 현황과 방향에 대한 연구 (A Study on the Status and Direction of the Nursing Hospital Certification System)

  • 본 연구는 요양병원 1주기 인증과 2주기 인증을 간단히 비교해 보고, 또 2주기 인증과 3주기 인증의 변화 및 성과를 검토하고, 인증 3주기를 준비하는 과정에서 당면과제와 해결방안을 사례로 살펴봄으로써 요양병원 실무자들에게 시사점을 주고 인증제도의 발전에 기여하고자 한다. 본 연구에서는 다음과 같이 제언한다. 첫째, 정부가 의도하는 인증의 실질적인 효과를 보기 위해서는 인증 전 단기간에 준비하는 전시성 행정이 아니라 항상 인증을 전문적으로 관리하고 모니터링하는 직원을 두거나 기존의 환자안전관리 담당자 등을 통하여 항상 의료의 질향상을 대비하는 시스템을 만들도록 제도적인 규정이나 지원이 있어야 한다. 둘째, 요양병원 인증제 시행 이후 의료기관인증제도가 병원성과에 미치는 연구가 질적/양적인 측면에서 부족한 상황이다. 따라서 인증제에 대한 효과를 보기 위해서는 이에 대한 연구가 활발히 진행될 수 있도록 다양한 연구적 지원도 필요하다. 셋째, 인증에 대한 표준지침이 크게 변경되지 않도록 장기적인 관점에서 인증 표준 지침서를 설계하고, 지침서 뿐만 아니라 의료기관에서 활용할 수 있는 표준 개별 규정, 양식도 인증원에서 제작하여 배포하고 각 의료기관에서는 현장에 맞게 수정만 할 수 있도록 한다면 의료기관들의 부담은 훨씬 줄어들 것이다. 넷째, 4주기 인증에서는 감염관리와 격리병동 운영지침 등에 대한 정확하고 현실감 있는 지침이 개발되어야 한다. 코로나 등으로 앞으로는 감염병 관리에 대한 중요성이 더욱 부각될 것이다. 다섯째, 의료기관에서는 단기간의 인증 준비가 아닌 평소의 활동들을 인증 기준에 맞추어 실행한다면 요양병원의 의료의 질을 향상시킬수 있고 경쟁력을 가질 수 있어 성과에도 영향을 미칠 것이다. 여섯째, 요양병원 관계자들은 인증을 준비함에 있어서 과거처럼 단기적으로 서류를 정리하거나 행정적으로 처리하기에는 문제가 있다. 이것 또한 역시 평소의 업무 프로세스를 인증기준에 맞춰 설계하여야 하며, 대부분의 업무 절차를 규정하고 지표화하여 관리하는 방식으로 변화하여야 한다고 생각한다.

녹색건축 재인증제도의 개선방안에 관한 연구 (Needs for the Improvement of Green Building Re-certification System)

  • The present duration of 5 years in the Korea Green Building Certification(G-SEED) should be re-set taking into account with the needs for renewal of re-certification criteria. This study methods is to analyze the differences between the characteristics of the certification system of green building of domestic and foreign and to seek the improvement to derive the problem of detailed evaluation items of the examination. The purpose of this study is to identify some problems of re-certification criteria in the G-SEED System and to propose the renewal of certification system. Analysis of the rating criteria with a few re-certified examples of office buildings have been made. Some measures to improve the re-certification have been suggested as follows; (1) it is strongly suggested to establish re-certification rating systems that is not yet made, (2) the new criteria of re-certification bring into focus on whether buildings maintain the environmental performances of the initial status certified, and (3) thus the effective duration of re-certification needs to re-set flexibly in a way to confirm to the initial environmental performances and maintenance conditions certified.

친환경건축물인증학교의 생태환경요소에 대한 실태조사 (Survey of actual status of ecological environment elements of certification schools of environment friendly architecture)

  • The purpose of this study is to suggest improvement of certification standards of environment friendly architecture in ecological environment field by surveying and analyzing actual status of actual certification schools of environment friendly architecture per ecological environment elements through extracting ecological environment elements which is possible to analyze in quantity certification standards of environment friendly architecture. As contents of the study, first, certification as an examination on certification system of environment friendly architecture, summary of certification system of environment friendly architecture, ecological environment elements which is possible for quantitative analysis of ecological environment certification standards were extracted. Second, actual status of ecological environment elements per school grade, region, and population increase by collecting actual data of certification schools of environment friendly architecture. Third, using analysis data of ecological environment elements, ecological area ratio of certification schools of environment friendly architecture per weighted values of space types was calculated and the results were analyzed as the follows. (1) In case of preliminary certification out of total objects of investigation schools was average 34.06% but in this case of certification, it was reduced to 33.07%. However, it is difficult to make judgment as actual evidence data since ecological area ratio of actual preliminary certification is data based on drawing planes. Therefore, in case of this certification, elementary schools was investigated at average 33.11%, middle schools 34.81%, and high schools 31.28% and middle school showed the highest relatively. (2) Besides, average composition ratio of ecological area ratio was 63.04% in case of this certification regardless of school grade and region and it was analyzed that about 70% of ecological area ratio is composed of the natural based green area including pure natural based green land and 6.89% of ecological learning institute.

  • With the expansion of E-commerce, Public Key Infrastructure (PKI) solutions are requited to resolve Internet security problems. But the certification mechanism for each organization has been independently developed under its own circumstances, so the cooperation of heterogeneous certification mechanisms must be carefully taken into account. In this paper, we propose an efficient protocol for the cross certification based on the path validation. The proposed “cross certification gateway” provides flexibility and convenience with the initial establishment protocol for the cross certification among different certification domains.

공동주택 친환경건축물인증 사례를 통한 평가항목 비교분석 (Comparative Analysis of Evaluation Items in Green Building Certification Case of Apartment Housing)

  • The government has enforced the Green Building Certification System since 2002 to resolve environmental pollution from building construction projects. The Green Building Certification System offers additional financial incentive worth 3% of basic apartment unit construction cost for apartment housing projects that have passed preliminary certification and has been revitalized drastically since 2006. However, after the system was put in place, comparative analysis of each item in certification criteria has not been performed yet in reference to actual certification cases. This paper aims to provide a comparative analysis of such evaluation items by studying green building certification cases involving apartment housing. Conclusions drawn herein are expected to provide a framework of continued advancement for the certification system subsequently.

산업용 위험기계·기구 의무 및 임의 안전인증의 효과 및 균형 (Effectiveness and Balance of Compulsory and Voluntary Safety Certification of Industrial Machines and Devices)

  • This study first focuses on the quantitative evaluation of both compulsory and voluntary safety certification of industrial machines and devices. Based on the results of statistical analysis, effectiveness of those safety certifications were confirmed. In order to reduce both the frequency and the strength of industrial accidents associated with industrial machines and devices, major target of safety regulations needs to be shifted from users to manufacturers. Adjustment of industrial machines and devices which are subject to compulsory safety certification and implementation of risk assessment are further suggested. As for the voluntary certification, reestablishment of the concept of voluntary safety certification and balance between compulsory and voluntary certifications is discussed. Voluntary safety certification is further suggested as a mean to manage safety of industrial machines and devices which are not subject to any safety regulations.
