세종시 건설에 대한 검토와 대안의 모색 (Consideration for Construction of Sejong City and Alternative)

  • 이 논문은 세종시 건설에 대한 쟁점과 문제점들을 살펴보고 그것의 대안으로서 신행정수도로의 전환을 제안하였다. 그리고 신행정수도로의 전환의 타당성을 행정중심복합도시와 비교, 검토하였다. 현재 추진되고 있는 행정중심복합도시의 경우 행정기능의 지리적 분리로 인한 정부기능의 비효율화를 초래할 뿐 아니라 수도권 분산 효과도 제한될 전망이다. 이에 대해 행정수도 이전은 비수도권 지역에 정치행정의 중심 거점을 창출함으로써 수도권 집중을 억제하는 효과를 발휘할 것이며, 정부 기능이 공간적으로 집적된 정치행정클러스터를 구축함으로써 기능적 효율성을 극대화할 수 있을 것이다. 더하여 신행정수도의 위치를 현재의 세종시에서 KTX의 분기점이 될 오송으로 이전하는 방안에 대해서도 신중히 검토할 필요가 있음을 지적하였다.

광역철도사업의 지정기준 개선방안 연구 (A Study for Revising the Designation Criteria of Metropolitan Railroad Projects)

  • 광역철도사업 추진과 관련하여 분류기준, 지정요건 등이 모호하여 지방정부는 재정지원비율이 높으면서 동시에 운영부담이 없는 국가시행사업으로 요구하게 되는 문제점을 낳았다. 이에 본 연구는 광역철도 사업이 본래의 기능을 충실히 수행할 수 있도록 지정기준을 재정립하였으며, 광역철도 사업의 세부 유형구분, 시행주체, 지정절차 등에 대해서도 규정의 정립을 제안하였다. 인구주택총조사 결과를 이용하여 광역철도의 범위를 정하고, 표정속도를 높여 도시철도와의 차별성을 확보하는 등의 형태로 광역철도 지정요건 개선방안을 마련하였다. 이에 따라 중앙정부의 재정소요를 경감하고 지방정부의 책임성을 높일 것으로 기대된다.

Government-Backed Venture Capital as a Science, Technology and Innovation (STI) Policy Instrument: A Chinese Perspective

  • This paper discusses government-backed venture capital as a science, technology and innovation (STI) policy instrument from the Chinese perspective. China aspires to overhaul its growth model by vigorously promoting technological innovation and entrepreneurship. Like many other countries, however, funding gaps constrain new technology ventures in the early stages of venture development. To plug this gap, China attempts to use government-backed venture capital as a policy instrument. Super-size central government-backed VCs were set up and dozens of similar schemes are in operation at local levels. This paper provides a case study of such government-backed venture capital schemes in China. It documents the background conditions explaining the country's need for public venture capital, describes the distinct features of program design in such schemes, and assesses the impact of government-backed venture capital.

  • The safety of metal cask and concrete cask storage technology has been verified by CRIEPI through several research programs on demonstrative testing for the interim storage of spent fuel. The results have been reflected in the safety requirements for dry casks issued by NISA/METI (Nuclear and Industrial Safety Agency, Ministry of Economy, Trade and Industry) of the Japanese government. On top of that, spent fuel integrity has been studied by the Japan Nuclear Energy Safety Organization (JNES). This paper reviews these research programs. Future issues include the long-term integrity of cask components and high burn-up spent fuel.

지방행정 평가정보 시스템을 활용한 지방자치단체 합동평가 과정의 협력적 거버넌스 분석에 관한 연구 (A Study on Analysis of Collaborative Governance in the Process of Local Government Co-evaluation Based on Virtual Policy Studio)

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

The Role of Public Developer in Urban Regeneration Projects

  • With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

전통문화축제의 내실화방안 연구 (Developing Proposals for Korean Traditional Culture Festivals)

  • Since 1995, the Local autonomy era has opened, local festivals have been increasing throughout the country. Traditional culture festivals are also increasing. Performing traditional culture festivals is effective for maintenance and transmission of traditional culture as well as creation and nurturing of local culture. They are also effective promoting local economy. Depending on realization level of character, place and costume based on historic research, traditional culture festivals are classified as the "Representation event" or the "Reenactment event". But there are two problems. The first is unexacting classification method for festival types made by Central government yearly. The second is unable to meet one of two goals which are protecting traditional culture and stimulating local economy throughout increasing tourists. The purpose of this study is to suggest improvement of classification method for festival types, and to offer two suggestions for ensure successful local festivals. First of all, I suggest advanced classification method for festival types. For more sophisticated collection process of national festival status, local government department should ensure purpose of festivals, and central government department should add 3 steps to existing process. For example professional committee for judgement of festival types should be founded for consulting of local and central government department. The second suggestion is reinforcement of historic research for the Representation of traditional culture event. The representation of traditional culture should focus on protection of tradition, and could be perfect by continuous historic research. The last suggestion is cooperation with local governments each other for the Reenactment of traditional culture event. The Reenactment of traditional culture should focus on promoting local economy by increasing tourists. So local governments who have similar traditional events should cooperate to get preventing loss of resource and overcome weakness of promoting.

A Study on the Development of a Model for Providing Traditional Korean Medicine and Welfare Services for Community Care

  • Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.
