Plan for Improvement of Local Governments' Roles for Effective Countermeasures for Disasters - Centering on Comparison with USA and Japan - (효율적 재난대응을 위한 지방정부 역할 개선방안 - 미국, 일본과의 비교를 중심으로 -)

  • In this study, in order to grope for local governments' roles for effective countermeasures for disasters, the researcher did comparative research on such roles of local governments of the USA and japan. In case of the USA and japan, their local governments take the 1st responsibility for quick countermeasures for disasters and cope with disasters in cooperation with central government and NGO, etc. In conclusion, in order to make Korea's system to cope with disasters more effective, first it is necessary to readjust roles of central government and local governments. In other words, in case of the USA and japan, law provides that initial responsibility for coping with disasters lies in local governments. Accordingly, when disaster happens, initial countermeasures are quickly made by local governments. It is also possible for local governments to secure organizations, tools and manpower in their own ways. Therefore, in case of Korea, it is also urgently required to divide roles for disaster management between central government and local governments. Second, it is necessary to establish local disaster management system per type that is proper for regional characteristics and situations. Third, it is necessary to form organic networks between civic groups, local private enterprises, and central government. Fourth, informatization of local disaster management system must be prepared quickly. Finally, in order to do local governments' activities to cope with sites smoothly, specialization of manpower is required. Accordingly, it is necessary to train professional manpower of local governments for disaster management and to develop programs to improve specialty.

  • This paper considers a periodic review, two-echelon inventory system with one central warehouse and several re-tailers facing normally distributed demand. The goal is to attain target fill rates, while the systemwide total holding costs are minimized. An important aspect of this problem is material rationing in the case of shortages. If a central warehouse has insufficient inventory to deliver all replenishment orders to retailers, all order quantities are should be adjusted according to some rationing rule. A simple but efficient rationing rule is proposed and compared with the Balanced Stock (BS) rationing as introduced by Heijden which is known to be the best rationing policy in the literature. Numerical results show that the proposed rationing rule is more cost effective than BS rationing, especially for the differences in holding costs between retailers are large.

  • In this paper we are to explain the development of circuit breaker characteristic tester for 25.8kV Gas Insulated Switchgear. Because of hermetically sealed cubicle, we have the difficulties of installation and usage of tester. Therefore we developed measuring tester and software. This tester can measure CB close/trip time, coil current, stroke, chattering time. And it has CB positive/ negative discrimination program, trend management program, DB management program.

  • Expanded muti-source Weber problem (EWP), which introduced in this paper, is a reverse logistics network design problem to minimize the total transportation cost from customers thorough regional center to central center. Decision factor of EWP are the locations of regional centers and a central center. We introduce a GRASP heuristics for the EWP. In the suggested GRASP, an expanded iterative location allocation method (EILA) is introduced based on the Cooper's iterative location allocation method[3]. For the initial solution of GRASP, allocation first seed (AFSeed) and location first seed (LFSeed) are developed. The computational experiment for the objective value shows that the LFSeed is better than the AFSeed. Also the calculating time of the LFSeed is better than that of the AFSeed.

  • Korea Water Resources Corporation (KOWACO), the only organization specialized in water resources management in Korea, is planning to establish a centralized control system for a related operation. in the central control room, of decision making as to water management and electric power generation. This plan is intended to convert the existing on-site operation system in each multi-purpose dam across the nation into a central operation system in the Corporations head office, for which Generation Integrated Operating System (GIOS) will be established control center in the Corporations head office and modernized nine (9) power stations. substations (RDAC). This article discusses realization of GTOS, especially real-time operation of hydropower plants and a specific architectural features for system communication.

  • The purpose of this study were to establish the concrete function of Metro Healthy-Families-Center and to find out the function of evaluation for Healthy-Families-Center. For this study the data was collected from the 10 interviewees. The findings were: 1) the major functions of Metro Healthy-Families-Center are the connection between the Central and Basic Center of Healthy Families, support for the Basic Center. 2) the evaluation for Metro and Basic Center is referred as the function of Central Center of Healthy Families. 3) the evaluation-support function of Metro Healthy-Families Center is emphasized. To the further related studies the development of programs corresponding to the functions is suggested.

  • The purpose of this study is to define the role of a T. Q. C. engineer in the plant engineering activities. A "plant engineering" moves to complete a new project through a series of stages such as: 1. Research & Development stage. 2. Economic evaluation & engineering design stage. 3. Erection & start up stage. 4. Final production & control stage. This suggests that the plant engineering project should be carried out with a wide variety of tasks, as well as a central control. For a successful completion of the project, a T. Q. C. engineer is required, in practice, either as a central activity creator or as a key advisor in each task.

  • Biotechnological research and development are moving at a very fast rate. The subject has assumed greatest importance in recent years in the development of agriculture and human health. The science of biotechnology has endowed us with new tools and tremendous power to create novel genes and genotypes of plants, animals and fish. The application of biotechnology in the fisheries sector is a relatively recent practice. Nevertheless, it is a promising area to enhance fish production. The increased application of biotechnological tools can certainly revolutionise our fish farming besides its role in biodiversity conservation. The paper briefly reports the current progress and thrust areas in the use of synthetic hormones in fish breeding, production of monosex, uniparental and polyploid individuals, molecular biology and transgenesis, biotechnology in aquaculture nutrition and health management, gene banking and the marine natural products.

  • National Knowledge and Information Resources of KADO(Korea Agency for Digital Opportunity and Promotion) were distributed to the several data centers. The metadata for the resources was the conceptual level recommended standard. It was not for the integration, but the retrieval. So it is not easy to integrate to the central metadata DB or connect metadata among the data centers. In this paper, we analysed the metadata of the several data centers and provided the integrated standard model for the central metadata DB.

A Study on Applying Social Network Centrality Metrics to the Ownership Networks of Large Business Groups (사회네트워크 중심성 지표를 이용한 기업집단 소유네트워크 분석)

  • Large business groups typically have central firms through which their controlling families establish (or acquire) new firms and maintain control over other member firms. Research on corporate governance has developed metrics to identify those central firms and investigated an impact of the centrality on ownership structure and firm's financial performance. This paper introduces centrality metrics used in social network analysis (SNA) to measure how crucial a role each firm plays in the ownership structure of its business group. Then, the SNA centrality metrics are compared with the metrics developed in corporate governance field. Also, we test the relationship between the SNA centrality metrics and firm's value. Experimental results show that the SNA centrality metrics are closely correlated with the centrality metrics used in corporate governance and are significantly correlated with firm's value.
