공공기관 업무관리시스템 성과평가 모형 개발에 관한 연구: 청와대 업무관리시스템(e지원시스템)을 중심으로 (A Model to Measure the Success of a Web-based Information System at a Government Agency - the Chungwadae Case)

  • Introduction The e-government is concerned with using Internet and Web technologies to exchange information and services with citizens, businesses and other related organizations, and it centers on three functions, namely informational, interactive, and transactional [UN, 2001]. Many developed countries like the U.S. have been actively involved in e-government projects, since they enable both more effective public services for citizens and more efficient internal operations. Korea is among these leading countries that are planning to leverage computer and communication technologies to provide for integration of work processes and information as well as convenient access to information and services. For this reason, evaluating e-government projects is becoming a crucial issue for both researchers and policy-makers. However, most research to date has primarily focused on a model of success of an e-government system designed for citizens, overlooking internal systems specifically created for employees working in a public organization. This paper is intended to propose a model to measure the success of a Web-based information system designed for use by internal users at Chungwadae, the executive branch of Korea's central government. The paper is also aimed at applying the model to the assessment of the present system being used at Chungwadae in comparison with the preceding system. Evaluating an e-Government System The most widely cited model of information systems success today is that of DeLone and McLean[1992, 2003, 2004]. The original model states that the success of an information system can be measured using six dimensions, including system quality, information quality, use, user satisfaction, individual impact, and organizational impact. Although the ultimate success of an information system may be reflected in the impact that the system has upon individuals as well as an organization, aspects of using the system such as system use and user satisfaction can play an important role in determining the system success, because the system would be a sheer failure if users don't like and use the system. As a response to criticisms given by numerous researchers, the authors adapted their model to fit the emerging Web-based environment. The revised model[DeLone and McLean, 2003] they offered included an additional quality dimension, namely service quality, and combined individual and organizational impacts into net benefits which can also influence user satisfaction. The e-government system success model can be built around this updated model. Our model incorporates information quality, system quality, and service quality as in the DeLone and McLean model. However, the 'system use' dimension has been replaced by perceived usefulness, as suggested by Seddon[1998]. In addition, because the e-government systems that this paper focuses on are internal public systems used in government agencies, the 'net benefits' dimension has been replaced by perceived work efficiency. Based on the proposed model, a total of nine hypotheses have been formulated which we tested using an empirical analysis. Methods A questionnaire form has been created with items that are designed to examine the relationships among the variables in the model. The questionnaire has been handed over, in person, to 65 members of Chungwadae staff who are now actively using the E-Support System, the present information system created to support internal work at Chungwadae. We made arrangements to meet with each individual who agreed to participate in our survey, and helped to fill out the survey form with explanations. Of the 65 copies that were delivered, only 33 were returned, and 30 responses of these have been adopted for our analysis, since three were not valid. The extremely small sample size was due to the limited number of staff members who had adequate experience required of this study. Results We gathered data from the questionnaire survey and analyzed them using a regression analysis to test the hypotheses. As shown in the table below, the results indicated that all three dimensions of an information system’s quality are positively related to user satisfaction. However, information quality and system quality were found to be positively related to perceived usefulness, while service quality was not. In addition, perceived usefulness is not positively related to user satisfaction, implying that a user may find a system useful, but may not be satisfied with it. Finally, user satisfaction and perceived usefulness both are positively related to perceived work efficiency. This suggests that workers' positive experience with the system is important to guarantee favorable work efficiency. Conclusions We conclude that the proposed model proved useful in measuring the success of an internal information system used by a government agency. To demonstrate the applicability and usefulness of the model in the paper, we applied the model to the assessment of the present internal system used at Chungwadae in comparison with the preceding system. The results showed that the present system outperforms the preceding one in a statistically significant way. Future research will have to focus on applying the model to Korea's governmental agencies other than Chungwadae and examine whether it proves applicable in different types of governmental organizations.

일본의 세계자연유산 관리 체계에 관한 사례 연구 (A Case Study on the Management System of World Natural Heritage in Japan)

  • 본 연구는 올해 제정된 '세계유산의 보전·관리 및 활용에 관한 특별법'의 효율적 시행을 위한 시사점 도출을 시도한 연구이다. 시사점 도출을 위해 일본의 세계자연유산지역 4곳을 사례연구 대상지로 선정하여 연구를 진행하였다. 그 결과를 정리하면 다음과 같다. 첫째, 중앙행정부처 및 지자체가 소통할 수 있는 논의의 장을 설치하는 것이 필요하다. 일본의 경우에는 대상지 4곳이 모두 국유림의 비율이 매우 높으며, 천연기념물이 있고, 국립공원으로 지정된 곳도 3곳이었다. 따라서, 관할 부처인 환경성, 임야청 및 문화청의 중앙부처와 지자체가 참여하는 회의를 설치함으로서 서로 긴밀한 소통을 바탕으로 세계자연유산의 효율적 관리를 위한 시스템을 갖추고 있었다. 또한, 지역에서 활동하는 NPO, 관광협회 등 실질적인 활동 주체들도 회의에 참여하고 있었다. 둘째, 학술전문가로 구성된 위원회의 설치이다. 일본의 경우, 과학위원회는 연락회의의 주체가 관리계획을 수립함에 있어서 과학적 근거를 제공하고 있다. 특히, 지속적이며 정기적인 위원회 활동과 주제별로 소분과를 설치할 수 있는 등 능동적인 체제를 구축하고 있었다. 이를 통해 지자체 등에서는 세계자연유산을 지역활성화 관점에서 관리계획을 수립할 수 있으나, 이를 방지하는 기능을 갖추고 있다고 생각된다. 특히, 자연유산의 특성상 지속적이며, 종합적인 관점에서의 생태계 관리가 매우 중요하기 때문에 우리나라에도 도입이 꼭 필요한 제도로 생각된다. 셋째, 지속인 모니터링 및 이에 기반한 관리계획의 수립과 구체적인 운영계획의 필요성이다. 일본의 야쿠시마에서 등재 이후 등산객의 증가로 인한 환경훼손이 일어났으며, 이 훼손으로 인한 등산객이 감소하는 등의 악순환이 발생하였다. 따라서, 초기 단계에서부터 지속적인 모니터링을 통해 관리적 측면과 활용적 측면을 모두 고려한 계획을 수립하는 것이 필요하며, 오가사와라제도의 사례에서 알 수 있듯이, 관리계획을 체계적으로 실행할 수 있는 구체적인 가이드라인도 마련하는 것이 자연유산의 체계적이며 지속적인 관리를 위해서는 필요하다고 생각되어진다.

기록관리전문직의 핵심역량에 관한 인식 연구 (A Study on Core Competencies of Archivists & Records Managers)

  • 본 연구는 인적자원개발에 유용한 역량을 중심으로 기록관리전문직의 인식을 분석하는 데 그 목적이 있다. 이를 위해서 역량을 직업적 역량인 직무, 지식, 기술과 내면적 역량인 흥미, 성격, 가치로 나누고 O*NET(미국직업정보시스템)을 중심으로 역량 요소를 도출하였다. 도출된 55개의 역량 요소를 바탕으로 국가기록원, 중앙행정 기관, 지방자치단체, 교육청, 대학교 소속의 기록물관리를 담당하는 전문가를 대상으로 설문 조사를 실시하였으며 회수한 설문 응답은 PASW 18.0을 이용하여 중요도와 보유수준 및 그에 따른 차이를 분석하였다. 분석 결과를 통해 기록관리전문직이 인식하는 역량의 중요도와 보유수준 및 이 양자의 차이를 제시하였으며, 소속기관과 경력에 따른 유의미한 차이도 제시하였다. 또한, O*NET에 나타난 역량의 중요도 순위와 비교하여 미국과 한국 기록관리전문직의 인식 차이를 제시하였다.

북한의 「자연보호구법」을 중심으로 한 자연환경보호제도 고찰 -경제분석의 한계 (Natural Environmental Protection System in North Korea-Economic and Legal Perspectives)

  • Natural environmental protection system in North Korea is rarely understood mainly because of lack of information in scientific and legislative fields. Legislation is very important to achieve goal for protected areas, which are described in "Natural Protected Area Law(NPAL)". Cabinet of North Korea has authorities to lead the Central Agency for Land and Environment Conservation(CALEC). Designation and managements of natural protected areas are regarded as CALEC and local governments responsibilities. There are many differences between South and North Korea. Especially legislation system has many differences. North Korea's Labor Party is superior to the Government and Labor Party's order has at least the same authority to regulate and manage the national policy and means. With NPAL, CALEC organizes the national plan for natural protected area and regulate the activities of the Agencies for Land and Environment Conservation in the aspects of action plan, budget and other resources. For the reunification in the future, legislation system of North Korea should be understood.

Development of a Nowcast System for the Taiwan Strait (TSNOW): Numerical Simulation of Barotropic Tides

  • A fine-grid (3 km ${\times}$ 3 km), three-dimensional nowcast system of sea levels, currents, temperature, and salinity is being developed for the Taiwan Strait. The project takes a balanced approach relying equally on models and observations, will have the capacity of real-time data assimilation, and is aimed at both practical and scientific applications. To determine boundary conditions and verify model results, eight coastal tide-gauge stations were first established along both sides of the strait. Strait-wide hydrographic surveys were conducted by research vessels. Currents are being measured using bottom-mounted ADCP moorings in a meridional deep channel off southwest Taiwan and along a traverse section in the central part of the strait. In addition to a fine-resolution three-dimensional model of the Taiwan Strait, an adjoint model and a larger-domain two-dimensional model were used to better determine boundary conditions in the northern and southern boundaries of the strait. In the first stage of model development, barotropic tides were successfully simulated in a hindcast mode. The protocol product has been released to general public, including government agencies, universities and general users.

준현용 기록관리 표준화의 평가 (An Evaluation of the Standardization of Records Management)

  • 공공기록관리 혁신의 일환으로 표준화 정책이 수립된 이후 지난 4년간 기록관리 전 영역에 걸쳐 55개의 표준화 과제가 추진되었다. 이 연구는 그동안 추진된 기록관리 표준화 정책과 추진내용을 평가하여 중장기 표준화 전략 재구축에 시사점을 제공하고자 한다. 평가는 표준화 관련 정책 문서와 중앙행정기관 기록관리 실무자들과의 면담을 기반으로 수행하였다. 표준화 대상 선정의 적절성, 표준의 질적 수준, 표준화 절차, 표준화 정책 등 4개 영역으로 범주화하여 평가 기준을 설정하고 이에 따라 정성적 평가를 실시하였다.

『경국대전』의 기록관리 규정 (A Study on Records Management System through Kyeonggukdaejeon(經國大典))

  • 이 글에서 필자는 조선시대 기록관리체계는 어떠하였는가라는 문제의식을 지니고 "경국대전"의 전체 규정을 기록관리의 관점에서 검토하였다. 생산과 관리라는 두 단계의 기록관리로 나누어 검토하였는데, 생산단계는 기록생산자에 의한 생산 및 관리가 이루어지는 단계이고, 관리단계는 사관(史官)에 의한 기록관리가 이루어지는 단계이다. 생산단계의 기록은 기본적으로 원본이지만 관리단계에서 기록관리는 원본의 '찬집'으로 나타난다는 차이점이 있다. 생산단계의 공기록 규정인 생산 관리 규정, 발송 발급 규정, 업무 담당자 규정에 대한 검토를 통하여, 생산단계의 공기록은 자체적인 체계를 갖추고 생산 관리되고, 발송 발급 등의 경로로 행이(行移)되고, 보관 이용된 것으로 드러났다. 관리단계의 공기록 규정인 관리 조직 인력 업무 규정에 대한 검토를 통하여, 공기록 관리조직으로서 춘추관은 일정한 정규관원으로 구성된 단일조직이 아니라 15개 중앙행정관서의 관원들이 겸임으로 참여하는 복합조직이었다는 점, 사관의 담당 업무인 사초 작성과 시정기 찬집을 통해 드러나듯이 중앙행정기록을 생산하는 조직으로서의 성격과 관리하는 조직으로서의 성격을 함께 지니고 있었다는 점, 국왕중심역사(왕조실록)편찬의 중심조직이라는 점이 드러났다. 영구보존기록으로서 실록은 기본적으로 접근이 금지된 기록이라는 점에서 현대의 '이용을 위한 보존기록'의 성격과는 다르며, 또한 원본을 폐기하고 내용을 남긴 점에서 현대의 원본 중심의 기록관리체계와는 근본적으로 성격이 다른 것으로 파악되었다.

일개 보건소 방문간호사업의 업무 분석 (A Study for Reorientation of Home Care Service at Community)

  • The purpose of this study is to evaluate the community based home care service, and make reorientation for better service. The data was collected from the public health center, which was operated for one year, 1997. This case is evaluated and reoriented according to five elements of public health care system; system of resources for public health, organization and administration, health care delivery system of financing, management. In resources for public health, available health personnels are 15 physicians, 17 nurses, 11 nurse aides and 2 other persons. One professional health personnel take care of 609 clients, The equipments used for elderly and the disabled are 6 wheelchairs, 4 walkers, 1 hairwashers and 30 viberations. But these equipments are not enough to deal all clients. In organization and administration, planning and setting goals for community home care are made by the director, supervisor of family department and public health nurse. So there is no regular commitee for home care services in this community. The form of delivery of health care is focused on preventive health care. The important works of public health nurse are health education, preventive care for hypertension, D.M. and vaccination of communicable desease. In finaning system, funds come from central government(8.3%), local goverment(16.7%) and health center itself(3.8%), The services consist of health education, vaccination, clinical test and equipment. There are several local volunteers, which are local hospitals, a college, a christian association, a catholic association, a drivers association and a disabled association. The volunteer groups give physical and mental support to the clients. In management, this health center has three evaluation methods. One is done by local government, one is done by health center itself, and the other is done by clients with questionair. But the evaluation tools are deferent between agency. Home care services must be planned and evaluated. This public health center has to have more personnel, equipments, education for professional kowledge and meetings with community volunteer agencies.

전자정부 추진과 기록관리방안 (A Study on the Promotion of Electronic Government and Plans for Archival Management)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

한국중재의 영역확대 방안에 관한연구 (A Study on the Expansion of Arbitration's Area of Coverage in Korea)

  • From the review of Korean arbitration systems with the comparison of those of other countries, we can summarize some issues to be tackled as follows: First, Korean arbitration system started with the purpose of export promotion. This may be the main reason that various domestic disputes have not been resolved by arbitration. Second, the Korean Arbitration Law applies to private disputes. The Law's arbitration scope is wider than that of China and France, but narrower than that of the U.S.A. that encompasses a variety of disputes in the filed of consumer, labor, medical services, patents, etc. Third, active judges or public officials in Korea can not be arbitrator and there is no arbitration court. However, if chief judge allows the necessity, court's judges in the UK can be arbitrator with the mutual agreement of the parties and also arbitration system is operated in the court. Fourth, the Korean Commercial Arbitration Board(KCAB), the only representative institution for arbitration in Korea, is under the Ministry of Knowledge Economy(MKE). This makes it difficult for the KCAB to handle other disputes related to the Ministry of Health and Welfare, the Ministry of Strategy and Finance, the Ministry for Food, Agriculture, Forestry and Fisheries, the Ministry of Employment and Labor, etc. Fifth, as mentioned, the KCAB is the unique institution for arbitration by the Law in Korea, while other countries allow have a diversity of arbitration agencies such as maritime arbitration organization, consumer arbitration institution, arbitration court, etc. Therefore, we suggest some ideas to expand the arbitration's area of coverage in Korea as follows: First, there should be more active policies that promote various domestic disputes to be settled by the arbitration system. Second, it is quite needed to expand the scope of arbitration to cover many disputes in the fields of consumer, labor, medical service, advertising, fair trade, etc. Third, there should be discussions to allow court judges as arbitrator and to introduce the arbitration court. Fourth, the KCAB should strengthen its status and roles as general arbitration organization to overcome the limited scope of commercial disputes. For this, there should be the strong support and coordination among the MKE and other government agencies. Fifth, to reduce the burden of the court's complicated and expensive procedures, more efficient disputes resolution systems should be established on the basis of the parties' free will. Each central government agency should streamline the legal barriers to allow industrial organizations under its control to establish their own or joint arbitration system with the KCAB.
