With data of historical spill from vessels occurred in korean coastal waters, the author analyze the causes of spill and evaluate response technique adopted during spill. It is found that the majority of spill caused by operational failure, bad weather, violation of navigation rule and hull defect. As a result of evaluation of response measures, it is suggested that responsible agency establishes criteria for various response options and standards of tier response time and capability according to the size of spill.

Since oil spills discharged by offshore oil production platforms, ship accidents etc., cause many environmental problems, forecasts of drift and spreading of the spilled oil are requested as a basis for oil spill combat management. The numerical approach has been thought as the most effective methods of such forecast. Demand for organic analysis increase as industries are growing and many products are spreaded in the daily life. One of many products is oil spill dispersant. It was used for oil accident in the ocean. When oil spill dispersant spread at the ocean, the petroleum in the ocean is dispersed. The oil spill dispersant is made of non ionic surfactant and petroleum oil. The non ionic surfactant disperse petroleum from oil accident. The other part is petroleum oil which has aromatic hydrocarbon. Because the aromatic hydrocarbon is cancerogenic material, it directly injure animals in the ocean. This cause the second pollution in the human body. Many oil accidents still are controlled by oil spill dispersant. Therefore quality control of the oil spill dispersant become important and this also demand for the exact quantitative analysis of aromatic hydrocarbon. Hereupon the first we develop separate petroleum oil from surfactant. The second standardize analytical method of aromatic hydrocarbon in the separated petroleum oil.
Oil spill accidents can cause various environmental issues, so it is important to quickly assess the extent and changes in the area and location of the spilled oil. In the case of oil spill detection using satellite imagery, it is possible to detect a wide range of oil spill areas by utilizing the information collected from various sensors equipped on the satellite. Previous studies have analyzed the reflectance of oil at specific wavelengths and have developed an oil spill index using bands within the specific wavelength ranges. When analyzing multiple images before and after an oil spill for monitoring purposes, a significant amount of time and computing resources are consumed due to the large volume of data. By utilizing Google Earth Engine, which allows for the analysis of large volumes of satellite imagery through a web browser, it is possible to efficiently detect oil spills. In this study, we evaluated the applicability of four types of oil spill indices in the area of various land cover using Sentinel-2 MultiSpectral Instrument data and the cloud-based Google Earth Engine platform. We assessed the separability of oil spill areas by comparing the index values for different land covers. The results of this study demonstrated the efficient utilization of Google Earth Engine in oil spill detection research and indicated that the use of oil spill index B ((B3+B4)/B2) and oil spill index C (R: B3/B2, G: (B3+B4)/B2, B: (B6+B7)/B5) can contribute to effective oil spill monitoring in other regions with complex land covers.

Oil spills cause huge material damage. Oil and oil products spills may occur at any stage of the offshore oil production and transportation cycle. Therefore taking into account the current trends of oil production, the task of creating a system for shelf and tank fleet monitoring becomes very crucial today. This document describes the technology being implemented to improve oil spill monitoring and surveillance, to ensure SAR data fast acquisition and processing and to develop geographic information systems in support of spill response decision making. The results of technology implementation are also presented below.
IOn 7th of Dec. 2007, large oil spill took place the seas off the Taean coast caused by the collision between VLCC Hebei Spirit and crane floating barge Samsung-1 and a lot of problems were revealed during response to the accident. The author, accordingly, examined to analyze the cause of this accident on the aspect of spill prevention and presented some preventive measures, such as strictness to the current standard for tug operation, expansion of VTS service area and transfer of the VTS responsibility to Korea Coast Guard, designation of appropriate anchorage per ship's type, cargo and visiting purpose, and special management for dangerous goods carriers.
In today's civilization, it can be impossible to prevent disasters that cause large-scale human and material harm, and the environmental industry is not excepted from this. Over the last 50 years, several large and small environmental health catastrophes have occurred in Korea. Notable instances include the phenol pollution accident in the Nakdong River, the Hebei Spirit oil spill in Taean, Chungcheongnam-do, and the humidifier disinfectant disaster. Looking at these instances, it is clear that the government failed to prevent similar incidents and accidents after the tragedies. The government created and executed different policies to prevent such incidents and accidents, but the majority of them were highly fragmented. It is understandable that depending on the political and social level of the society in which the environmental health hazard incident/accident happened, the investigation of the cause, countermeasures, and policy reaction may differ. To put it another way, the more authoritarian and non-democratic a political social system is, the more likely it is to cover up occurrences and accidents without a deep examination. This is in line with the members of society's level of political awareness and acknowledgment of the importance of life and safety. In 1985, when the Onsan pollution disease was discovered, and in 2011, when we recognized the realities of the humidifier disinfectant disaster, South Korea's political and social systems were entirely different.
The purpose of this study is to suggest the analysis of disaster conflict and strategies of Conflict Management based on Case of Hebei Spirit Oil Spill Accident. For accomplishing the purpose, we analyzed process and features of conflict in area of Taean after disaster. When we overview literature study about conflict research of korea society, we know that we have no studying disaster conflict in spite of important cause of regional society conflict. Recently, we have been experienced major disaster every year. When disaster such as Case of Hebei Spirit Oil Spill Accident occurred, it is accompanied with a conflict in disaster area. So, we argue that it is important to analyzed disaster conflict and propose strategies of Conflict Management.

When a riser is damaged, the oil spills to sea. Oil spills cause huge economic losses as well as a destruction of the marine environment. To reduce losses, it is needed to predict spilled oil volume from risers and the excursion of the oil. The present paper simulated the oil spill for a damaged riser using open source libraries, called Open-FOAM. To verify numerical methods, jet flow and Rayleigh-Taylor instability were simulated. The oil spill was simulated for various damaged leak size, spilled oil volume rates, damaged vertical locations of a riser, and current speeds. From results, the maximum excursion of the spilled oil at the certain time was predicted, and a forecasting model for various parameters was suggested.
This paper is to identify the dynamic phenomenon of the marine pollution management that is connected directly or indirectly by using system dynamics analysis. The method used herein is based on system dynamics analysis that analyzed the sub-systems for marine pollution management. Furthermore designed feedback loop between system elements. And made total casual map of marine pollution management. The main results of the paper are the following : 1. It's necessary to equipments and technology development and law revision for feedback loop slump of initial measures delay in oil spill. 2. It should be come up with partnerships and new business for community corrosion non-proliferation caused by social conflicts. 3. Marine pollution management should be an obligation that must be minimized to include social conflicts in the community and national levels besides oil spill response on-site. This model confirmed the hidden cause of delay by existing response plans, manuals and programs. And oil spill response in broader sense is more important from now on. The result can be useful in the guidance of marine pollution and management.
