Development of a Floating Buoy for Monitoring Ocean Environments (해양환경모니터링을 위한 표류부이 개발)

  • The state changes of ocean covered over 70% of earth surface are one of the greatest factor of weather catastrophe. Recently weather extraordinary events are followed by steep increase of sea water temperature and scientists in various fields are studying and warning the weather changes. In this paper, floating buoy is developed to monitor ocean environments via Orbcomm satellite and a method is proposed to increase measurement accuracy of sea water temperature with common low price temperature sensor. Experimental results are presented to illustrate the usability and effectiveness of the developed system. A web-based real time monitoring system is built to monitor ocean environmental information such as sea and air temperature, salinity according to the position of buoy through the internet for user convenience.

  • Postemetic rupture of the esophagus is an intrathoracic catastrophe which is universally fatal if untreated immediately. We have experienced one case of Boerhaave`s syndrome at the Thoracic & Cardiovascular Surgery Yonsei University College of Medicine. He was 56 years old male who complained severe chest-pain, dyspnea with sudden vomiting after alcohol. Esophagogram showed barium leakage through rupture site on lower esophagus into left thoracic cavity. He had taken repair of the rupture site of lower esophagus and wrapping it with the body of the stomach wall because of relatively clean rupture margin even though 48 hours following the rupture. He has been uneventful in post-operative courses & he discharged with good conditions.

  • The construction industry by its nature retains higher level of danger where the smallest of error may lead to a major catastrophe endangering many workers and public safety as well as provoke social criticism. With the aid of quantitative statistical data on safety-related calamity analyzed till this day, this paper handled in depth the analysis of diseases other than the accidents, and selected new variable indexes that influence the indirect sections of calamity that are mostly concealed and incorporated them in a new model. For the factor selection of new calamity evaluation model, FRAT(Frequency, Recency, Amount, Type of merchandise/service)technique of customer-related management in marketing was applied, and as for the significance of each factor in the weight selection of variables. Consequently, considering the graveness of the FRAT itself through safety management experts, the related researches must be expanded.

  • In these days, as the scale of our technology becomes larger and more highly advanced, the magnitude of an accident tends to be large. For this reason, in some systems whose accident may cause a large-scale and long-term catastrophe, a preliminary and quantitative safety assessment has become required before its construction. A method developed for this requirement is risk assessment. In this study, we focused on the methodology of probabilistic risk assessment, which has been developed mainly in the field of nuclear power industry, and considered the process to adopt this method to railway system in order to establish a scientific and comprehensive way of safety assessment.

Interpreting the Korean Crisis of 2008

  • This paper reviews four different kinds of currency crisis models proposed to explain the Korean crisis of 1997 to examine which model is more relevant to explain the Korean crisis of 2008. According to the author's investigation, the 'Frenkel-Neftci' cycle is more relevant model to interpret the Korean crisis of 2008. In 2008, spreads opened due to, first, high interest rate policy by the Korean government aimed to suppress real estate price increase, and, second, the expectation about exchange rate appreciation, and thirdly stock market returns after recovering the crisis. Then the international capital market catastrophe due to the subprime crises produced the sudden change of expectation of the market participants. Huge capital outflows resulted from the credit crunch in the international capital markets, and the possibility of exchange rate depreciation by the Korean government to promote exports in the course of the global recession.

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

  • The sowing campaign is taking place with great difficulty as a result of active military actions in the eastern and southern parts of the country, specializing in the cultivation of grain crops. Seaports are blocked, which creates new threats to global food security. The generalization of analytical data is aimed at characterizing the food security of Ukraine before and during military actions, followed by the designation of possible consequences, including on global food security. The generalizations made prove the need to consolidate the efforts of Ukraine, as one of the world's largest food producers, and international organizations in order to avoid the greatest catastrophe of mankind in its modern history, which will be caused by famine.

  • Catastrophe risk models require the damage functions of each vulnerable item in inventory to estimate volcanic ash losses. The damage functions are used to represent the relation between damage factors and damage and also widely used in engineering and natural hazard studies to calculate the vulnerability. In most cases, damage functions are constructed as fragility or vulnerability curves, and researchers are confused by the similarities between them particularly when they perform interdisciplinary research. Thus, we aim to explain the similarities and differences between fragility and vulnerability curves and their relationship by providing case studies to construct them. In addition, we suggest a simple method to construct the damage functions between damage ratio and volcanic ash thickness using limited damage data. This study comes from the fact that damage functions are generally constructed using damage data. However, there is no available volcanic ash damage data in Korea, and not even enough volcanic disaster data to construct damage functions in the world, compared to other hazards. Using the method suggested in the study and the limited damage data from Japan and New Zealand, we construct Weibull-type functions or linear functions dependent of available data to calculate volcanic ash loss estimation, which we think need to be corrected to make it more suitable for inventory characteristics and environmental conditions in Korea.

Activation Strategies of the Disaster Public-Apps in Korea (국내 재난관련 공공 앱의 활성화 방안 연구)

  • In recent years, a series of large-scale disastrous accidents have been occurred frequently both in public and private sector. Such disasters become catastrophe due to poor early response and delayed prompt rescue. Damage from catastrophe could have been drastically reduced or minimized with effective response and recovery management. The smart phone-based mobile applications have important potentials in providing solutions for the effective response and recovery management. Mobile applications can greatly improve risk communication in case of disasters by integrating process of exchange information and data on risk among risk evaluators, risk managers, and other interested parties. In this light of potentials, this study investigates the measures and management to better manage early responses and to effectively deal with domestic disaster-related of the status of public applications service, and utilization. This study examines how disaster applications can be better used and how effective information dissemination through applications could help the post-disaster management process. Based on this findings, it proposes a guideline of effective disaster-related applications by public sector for the future development of actual services and activation solutions. The results show that "User Promptness Side" and "Content Believability Side" factors found to be the two most significant factors in the disaster-related applications by public sector. Discussion and implications are discussed.

  • In a fast changing postmodern society, contemporary fashion is becoming more complicated and ambiguous along with other genres of art than ever before. This phenomenon reigning as a sociocultural paradigm can be defined as 'indeterminacy' and it means 'undecidability'. The purpose of this study is to clarify and analyze the indeterminate characteristics of contemporary fashion reviewing the theoretical background and the architectural formativeness as a comparative research. The core idea of deconstructivism dismantles a causal relationship between function and form in fashion and the conventional notion about clothes. Complexity theory, which is the study of chaotic dynamical systems, suggests the creative idea and concept of infinite possibilities on a formative method. Meanwhile, catastrophe theory of discontinuous change can be used as interpretative strategies for the process of deconstruction and reconstruction. As a result of this study, the indeterminacy of fashion can be analyzed into five semantic categories: irregularity, immateriality, randomness, complexity and changeability. The intrinsic value of the indeterminacy in contemporary fashion is the interaction with a sociocultural ideology and a technological environment as well as an expansion of formative expression. To conclude, it can be said that the indeterminacy in fashion is a new interpretation of the relationship among body and space, clothes and society.
