Containers are fitted with various placards on the surface to indicate the risk of cargo. If the containers are loaded with dangerous goods, care should be taken in handling the containers. Therefore, as part of the port automation system, there is a demand for automatic placard recognition. In this paper, proposed is a method to extract placard areas from a container image, which is the first part of the placard recognition system. The fact that placards are of various types but all have a diamond shape can be an advantage in recognition. However, it is a disadvantage in recognition that the placards can be distorted in various ways because the container surface is not flat. When the proposed method was applied to actual images, type I error did not occur. In addition, since the shape feature of the object and basic image operations are used to extract regions of interest, it can be applied to various shape-based region extraction problems.
The demand for eco-friendly energy is expected to increase due to the recently strengthened environmental regulations. In particular, the flow inside the pipe used in a cargo handling system (CHS) or fuel gas supply system (FGSS) of hydrogen transport ships and hydrogen-powered ships exhibits a very complex pattern of multiphase-thermal flow, including the boiling phenomenon and high accuracy analysis is required concerning safety. In this study, a feasibility study applying the boiling model was conducted to analyze the multiphase-thermal flow in the pipe considering the phase change. Two types of boiling models were employed and compared to implement the subcooled boiling phenomenon in nucleate boiling numerically. One was the "Rohsenow boiling model", which is the most commonly used one among the VOF (Volume-of-Fluid) boiling models under the Eulerian-Eulerian framework. The other was the "wall boiling model", which is suitable for nucleate boiling among the Eulerian multiphase models. Moreover, a comparative study was conducted by combining the nucleate site density and bubble departure diameter model that could influence the accuracy of the wall boiling model. A comparison of the Rohsenow boiling and the wall boiling models showed that the wall boiling model relatively well represented the process of bubble formation and development, even though more computation time was consumed. Among the combination of models used in the wall boiling model, the simulation results were affected significantly by the bubble departure diameter model, which had a very close relationship with the grid size. The present results are expected to provide useful information for identifying the characteristics of various parameters of the boiling model used in CFD simulations of multiphase-thermalflow, including phase change and selecting the appropriate parameters.

Busan New Port, under construction aiming for the hub of Northeast Asia and Partly in operation, had damaged up to 48 billion Won due to Typhoon 'maemi' in 2003. The present criteria of domestic harbor design only describes about the critical wave height with respect to the size of vessel for harbor tranquility. The berth operation ratio which represents the annual available berthing days is depending on the efficiency of cargo handling work and this depends on the motion of the moored vessel due to the wave action and the characteristics of cargo gears. The motion of moored vessel might be related not only to the wave height but also to wave period. Furthermore, the berth operation ratio relies on external forces such as currents and winds, including the characteristics of mooring system and the specification of the moored vessel. In this study we only deal with berth operation ratio in normal sea state, considering wave and current by measured data and numerical calculation. Especially we tried to evaluate the berth operation ratio for each berth adopting the variation of dredging and reclamation plan and the change of wave environment during the process of the new port construction. For better understanding and analysis of wave transformation process, we applied the steady state spectral wave model and extended mild-slope wave model to the related site. This study summarizes comparisons of harbor responses predicted by two numerical predictions obtained at Busan New port site. Field and numerical model analysis was conducted for the original port plan and the final corrected plan.

This study analyzed the state of the vessels which were using the berth for dangerous goods more than its carrying capacity in the major dangerous cargo handling port of Ulsan in Korea, The result of the analysis showed that a ship which has 3 times more than the maximum berthing capacity was moored at berth. Accordingly, a simulation model for 50,000 DWT berth was built and carried out the mooring safety analysis with 50,000 DWT, 70,000 DWT and 100,000 DWT vessels by mooring assessment program. The evaluation was carried out according to the standard environment presented in OCIMF standards. 50,000 DWT vessel was evaluated to meet the acceptable criteria but, 70,000 DWT and 100,000 DWT vessels exceeded the acceptable limit as per external conditions. Consequently, safe mooring guidelines were suggested and also proposed the building of common 'Mooring safety guideline' for port with assessment of different cases.

Today, harbor oscillation problems are the most significant factor to consider when designing harbors serving very large ships. In coastal harbors, large vessels moored in the elastic hawsers are often displaced due to the resonance between long period waves and mooring systems. As a result, cargo handling may be interrupted and the hawsers may be broken, especially when the amplification becomes extreme. The most significant harbor confronted with harbor oscillation problem in Korea is Pohang New port. Many cases of problems are being reported by the pilot association and the local office of MOMAF (Ministry of Maritime Affairs and Fisheries). However, it is difficult to prevent the arrival of long waves causing oscillation within this harbor. Moreover, the Korean government has already started a new port plan at the mouth of Yeongil Bay without addressing the problems that have occurred in Pohang New port. This study deals with the variation of harbor oscillation due to the construction of a 4.1 km breakwater at the bay mouth including the arrangement of the new berths. Numerical methods used are in fairly standard form from the extended mile slope equation. The obtained numerical results were compared with field measurement from the previous and this will bring a certain level of discussion and consideration of variation to the future port development.

Scientific and technological progress is also fundamental to the evolving merchant shipping industry, both in terms of the size and speed of modern ships and in the level of their technical capabilities. While the freight performance of ships is growing, the number of crew on board is steadily decreasing, as more work processes are being automated through the implementation of information technologies, including ship management systems. Although there have been repeated appeals from international maritime organizations to focus on building effective maritime security defenses against cyber attacks, the problems have remained unresolved. Owners of shipping companies do not disclose information about cyberattack attempts or incidents against them due to fear of commercial losses or consequences, such as loss of image, customer and insurance claims, and investigations by independent international organizations and government agencies. Issues of cybersecurity of control systems in the world today have gained importance, due to the fact that existing threats concern not only the security of technical means and devices, but also issues of environmental safety and safety of life at sea. The article examines the implementation of cyber risk management in the shipping industry, providing recommendations for the safe ship operation and its systems in order to improve vulnerability to external threats related to cyberattacks, and to ensure the safety and security of such a technical object as a seagoing ship.

Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.
Purpose - The Garak agricultural wholesale market ('Garak Market') plays a central role in the distribution of agricultural products in Korea and is important in connecting consumers with producers. However, problems regarding inefficiencies and the high-cost structure of the wholesale market's distribution/logistical system are being raised in relation to severe competition among retailers. Furthermore, the service needs of retailers and market users are not being fulfilled due to the inconsistency of the wholesale market's functions and facilities, thus reducing the competitiveness of the market. In this regard, innovative changes are being requested of the agricultural wholesale market according to changes in the agricultural product distribution environment. In particular, the lack of unloading facilities and the outdated unloading system of the wholesale market must be improved to enhance system efficiency. Research design, data, and methodology - This study observed the problems of the unloading system of the agricultural wholesale market in order to present relevant measures for improvement. The need for unloading auctions was also researched in this study. The survey of 70 forwarders belonging to the producing district distributor association of the Garak market was conducted by post. Additionally, 20 auction dealers and 59 shippers and transporters were individually interviewed. The survey on the need for unloading auctions used five-point Likert Scales. The statistical analysis was conducted with SPSS WIN 12.0 software. Results - First, the wholesale market must employ members of the unloading labor union to allow these employees to directly manage the unloading process. Second, it is crucial to revise regulations to ensure that the principal agent pays the unloading cost according to the standard unloading cost system. Third, the vehicle auction carried out for certain vegetable products must be converted to the unloaded auction system. According to the related interviews with the wholesale market's distribution agents, whereas shippers and transporters recognized the need for unloaded auctions, auction dealers tend to have a negative view of this system. Furthermore, the stated reasons in favor of unloaded cabbage, radish, and other vegetable auctions were prevention of constraint, creation of transparent trade conditions, and reduction of corrected seller tickets. Many of the respondents answered that the transport cost reduction rate in unloaded auctions must be below 20%. Fourth, the unloading system must be mechanized and a detailed, reasonable plan must be provided to settle the existing conflict with the unloading labor union. Conclusions - The proposals in this study are expected to play an important role in improving the cargo handling system of the wholesale agricultural product market in the future. Improving the system is expected to help shore up the competitiveness of the industry. If all the related bodies closely cooperate with each other and work harder, taking advantage of the synergies created by the facility modernization project, the Garak market will play a pivotal role in the distribution of agricultural products.

Present state of nationwide marine facilities reported to Minister of Land, Transport and Maritime Affairs{MLTM} in Korea for two years 2008 and 2009 was analyzed, and management plan was proposed in this study. As of the end of 2009, total number of nationwide marine facilities was reported to be 672 and to be scattered along the coasts all over the nation. 124 marine facilities reported to Masan regional maritime affairs and port office occupied 18.5% of total nationwide number. 69 marine facilities reported to Mokpo regional office and 69 marine facilities reported to Pohang regional office occupied 10.3%, respectively. 181 marine facilities reported to Busan and Masan regional offices occupied 26.9%, meaning that about a quarter of total nationwide marine facilities concentrated in Southeastern Sea of Korea centering around Busan and Masan. 320 oil and noxious liquid substances storage facilities occupied 47.6% of total nationwide number. 11 pollutant storage facilities occupied 1.6%. 178 ship construction, repair and scrap facilities occupied 26.5%. 7 cargo handling facilities occupied 1.0%. 12 waste storage facilities occupied 1.8%. none of marine facilities for tourism, housing and restaurant were reported. 88 water intake and outlet facilities occupied 13.1%. 37 fishing spots at play occupied 5.5%. 13 other marine facilities occupied 1.9%. 6 integrated marine science base facilities occupied 0.9% of total nationwide number. The guidance and the public relation for national report system of marine facilities, the improvement of national report system and management plan, the advancement and complement of national report affairs-handling guides, and the voluntary participation in national report system and the performance of duties by the owners of marine facilities were proposed for better management plan of marine facilities.
