Korean government has planned a large scale multidepartment-participated national R&D program to advance and improve her science and technology and the quality of life In the level of advanced(especially G-7) countries in the forthcoming 21st century. It is called as "Highly Advanced National projects" or "G7 projects", which was initiated in 1991 with 18 sub-programs to date. It has planned to be continued until 2001 with its total fund of 4, 591 billion Won, comprised of 2, 033 billion Won from the public sector and 2, 558 billion Won from the private sector. Evaluation activities, the country has carried out to date, for national R&D programs including HAN projects are focused mainly on the assessment of scientific and technological results to decide that a specific program should be continued, terminated, or modified. Thus, it is necessary for national R&D programs to be evaluated socioeconomically for the purpose of assessing the nationwide economic and social impact from the program. Socioeconomic evaluation would be told how and where the program contributed to the society, and what the socioeconomic impacts are resulted from the program. It would be useful for the means of (ⅰ) fulfillment of public accountability to legitimate the program and to reveal the expenditure of pubic fund, and (ⅱ) managemental and strategical learning to give information necessary to improve the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects. Since the HAN projects consists of 18 subprograms, it is difficult In evaluate all the subprograms simultaneously. Despite, each program is being performed under the category of HAN projects, so the common socioeconomic issues are existing, The followings are main results of the study. First, the hierarchical structure of the socioeconomic evaluation are constructed; Evaluation Perspective, Evaluation Bounds, and Evaluation Aspect. Second, based on the goals of the HAN projects, the evaluation perspectives are established as (ⅰ) the strengthening of industrial competitiveness, (ⅱ) the enhancement of national scientific and technological capability, (ⅲ) the improvement of quality of life. Third, the evaluation bounds for each evaluation objective are defined to specify the affected area. Finally, the evaluation aspects for each evaluation bounds are formulated containing essential elements describing the evaluation bounds.
The major cause of the marine accidents is the collision with a moving object such as ship as well as the fixed object such as breakwater. Therefore, the most effective way to reduce the maritime ship accidents is the prevention of collision. In order to decrease the collision, it is principle that the navigation officer promptly judges the dangerous condition and makes the quick response. The ship does not allow any object or other ships approaching its surrounded area called ship area so that it prevents the collision. Generally, the ship which has high speed or poor maneuvering capability shall be managed from the distance so that the other ship does not invade its ship domains(watching distance, blocking distance). Accordingly, this study sets the navigational risk assessment model by applying ship dynamic domain and collision judgement method considered ship length, speed and navigational capability. It also reviewed the validity of the model and evaluated the perilous water way (Maenggol Channel) and a curved route near Maenggol Channel. As a result, in case of a ship with 100m in length passing Maenggol Channel, it represented "warning" level before 1.5nm to the entry, "dangerous"level 0.75nm before to it and "very dangerous" level 0.5nm before to it and then "dangerous"level again up to the entry. Applying to the curved route also showed the same results as the Narrow Channel or Maenggol Channel. This analysis highly matched with the actual navigation results. In the future, this model will be useful for coastal navigation safety chart development and safety evaluation for route or port development. It also allows to evaluate the dangerous route or the best route by applying the result into ECDIS so that it will finally help to reduce the marine accidents. Eventually the model will be effective for the marine traffic simulation evaluation forced by Maritime Traffic Safety Act.

To complement the method of field-scale seismic ground motion simulations by buried blast techniques, the application and evaluation of the capability of a numerical modeling platform to simulate buried explosion-induced ground motion at a real soil site is presented in this paper. Upon a layout of the experimental setup at a level site wherein multiple charges that were buried over a large-diameter circle and detonated in a planned sequence, the formulation of a numerical model of the soil and the explosives using the finite element code LS-DYNA is developed for the evaluation of the resulting ground motion and surface subsidence. With a compact elastoplastic cap model calibrated for the loess soils on the basis of the site and laboratory test program, numerical solutions are obtained by explicit time integration for various dynamic aspects and their relation with the field blast experiment. Quantitative comparison of the computed ground acceleration time histories at different locations and induced spatial subsidence on the surface afterwards is given for further engineering insights in regard to the capabilities and limitations of both the numerical and experimental approaches.
This paper presents an experimental and analytical study on a steel slit damper designed as an energy dissipative device for earthquake protection of structures considering soil-structure interaction. The steel slit damper is made of a steel plate with a number of slits cut out of it. The slit damper has an advantage as a seismic energy dissipation device in that the stiffness and the yield force of the damper can be easily controlled by changing the number and size of the vertical strips. Cyclic loading tests of the slit damper are carried out to verify its energy dissipation capability, and an analytical model is developed validated based on the test results. The seismic performance of a case study building is then assessed using nonlinear dynamic analysis with and without soil-structure interaction. The soil-structure system turns out to show larger seismic responses and thus seismic retrofit is required to satisfy a predefined performance limit state. The developed slit dampers are employed as a seismic energy dissipation device for retrofitting the case study structure taking into account the soil-structure interaction. The seismic performance evaluation of the model structure shows that the device works stably and dissipates significant amount of seismic energy during earthquake excitations, and is effective in lowering the seismic response of structures standing on soft soil.

In mobile opportunistic networks (MONs), human-carried mobile devices such as PDAs and smartphones, with the capability of short range wireless communications, could form various intermittent contacts due to the mobility of humans, and then could use the contact opportunity to communicate with each other. The dynamic changes of the network topology are closely related to the human mobility patterns. In this paper, we propose a social motivation-aware mobility model for MONs, which explains the basic laws of human mobility from the psychological point of view. We analyze and model social motivations of human mobility mainly in terms of expectancy value theory and affiliation motivation. Furthermore, we introduce a new concept of geographic functional cells, which not only incorporates the influence of geographical constraints on human mobility but also simplifies the complicated configuration of simulation areas. Lastly, we validate our model by simulating three real scenarios and comparing it with reality traces and other synthetic traces. The simulation results show that our model has a better match in the performance evaluation when applying social-based forwarding protocols like BUBBULE.

We propose a new method evaluating the image quality of display devices using the CIECAM02 that is the recently developed CIE color appearance model and provides an extension of the previously recommended CIE color spaces. We develop the evaluation method that quantifies the color reproduction capability, emotional gray scale (gradation), and visual perception contrast (perceptual contrast range) based on the gamut in this model.

Target-tracking algorithm based on ad hoc camera sensor networks (ACSNs) utilizes the distributed observation capability of nodes to achieve accurate target tracking. A compressed sensing-based multiple-target tracking algorithm (CSMTTA) for ACSNs is proposed in this work based on the study of camera node observation projection model and compressed sensing model. The proposed algorithm includes reconfiguration of observed signals and evaluation of target locations. It reconfigures observed signals by solving the convex optimization of L1-norm least and forecasts node group to evaluate a target location by the motion features of the target. Simulation results show that CSMTTA can recover the subtracted observation information accurately under the condition of sparse sampling to a high target-tracking accuracy and accomplish the distributed tracking task of multiple mobile targets.
An efficient soldering process using the longitudinal ultrasonic vibration is introduced in this work for electronic packaging. The effects of the process parameters such as the ultrasonic frequency, amplitude, dimension of the metal bump and solder are analyzed through a viscoelastic lumped model. The viscoelastic properties of the eutectic solder were measured for calculation and evaluation of heat generation capability of the solder. Experiments were conducted to verify the possibility of the proposed ultrasonic soldering method by inserting the Cu and Au bumps into the solder block. Localized heating due to ultrasonic vibration melts the solder near the metal bump, which demonstrates the applicability of the ultrasonic soldering method to the high-density electronic packaging.
Thermal fluid mixing behavior during a postulated medium-size hot leg break loss of coolant accident is analyzed for the international comparative assessment study on pressurized thermal shock (PTS-ICAS) proposed by OECD-NEA. The applicability of RELAP5 code to analyze thermal fluid mixing behavior is evaluated through a simple modeling relevant to the problem constraints. Based on the calculation result, the onset of Thermal stratification is investigated using Theofanous's empirical correlation. Sensitivity calculations using a fine node model and crossflow model are also performed to evaluate the modeling capability on multi-dimensional characteristics related to thermal fluid mixing.
Electric Power Steering (EPS) mechanism has become widely equipped in passenger vehicle due to the environmental consciousness and higher fuel efficiency. This paper describes the development of co-simulation technique and simulation integration technique of EPS control system with dynamic vehicle model. A full vehicle model interacted with EPS control algorithm is concurrently simulated on a single bump road condition. Dynamic responses of vehicle chassis and steering system resulting from road surface impact are evaluated and compared with proving ground experimental data. The comparisons will show reasonable agreement on tie-rod load. rack displacement, handle-wheel torque and tire center acceleration. This developed simulation capability can be used for EPS performance evaluation and calibration as well as for vehicle handling performance integration and synthesis.
