  • Recently, all-electric house technology became one of the green growth technologies and is integrated with various areas such as electricity, machinery, architecture, material, and etc. Fossil fuel energy is used for heating and hot water supply in the conventional houses but electricity is adopted in the new conceptual houses to maximize advantages of electricity such as amenity, safety, cleanness, and so on. In this paper, an economic analysis is carried out when LED lightings are adopted using the California Standard Practice Test which has been used to estimate the effects of existing DSM (Demand Side Management) programs. The results are able to contribute to the diffusion of all-electric houses and the establishment of basic data and planning for DSM policies.

  • Construction of power plants and T&D facilities is so difficult because of the civil complaints and the additional cost according to the concerning field conditions. Therefore, various researches and methods have been considered to get solutions in the demand side and energy storage systems have been in the spotlight because of the various functions such as peak shaving, load shifting, and power system stabilizing, and so on. Residential small size batteries are considered in this paper and the economic analysis is carried out to evaluate the reasonable subsidy levels for the deployment of energy storage systems. Various economic parties are considered to find reasonable subsidy level comparing each other, which parties consist of utilities, participants and non-participants in general. The evaluation is based on California Standard Practice Test and the results are able to be used as subsidy guidelines.

  • The importance of using materials cost effectively to enhance the strength and reduce the cost, and weight of earth fill materials in geotechnical engineering led researchers to seek for modifying the soil properties by adding proper additives. Lightweight fill materials made of soil, binder, water, and Expanded polystyrene (EPS) beads are increasingly being used in geotechnical practices. This paper primarily investigates the behavior of sandy soil, modified by EPS particles. Besides, the mechanical properties of blending sand, EPS and the binder material such as fly ash and cement were examined in different mixing ratios using a number of various laboratory studies including the Modified Standard Proctor (MSP) test, the Unconfined Compressive Strength (UCS) test, the California Bearing Ratio (CBR) test and the Direct Shear test (DST). According to the results, an increase of 0.1% of EPS results in a reduction of the density of the mixture for 10%, as well as making the mixture more ductile rather than brittle. Moreover, the compressive strength, CBR value and shear strength parameters of the mixture decreases by an increase of the EPS beads, a trend on the contrary to the increase of cement and fly ash content.

  • A region-based video codec based on the H.263+ standard is examined and its associated novel rate control scheme is proposed in this work. The region-based coding scheme is a hybrid method that consists of the traditional block DCT coding and the object-based coding. Basically, we adopt H.263+ as the platform, and develop a fast macroblock-based segmentation method to implement the region-based video codec. The proposed rate control solution includes rate control in three levels: encoding frame selection, frame-layer rate control and macroblock-layer rate control. The goal is to enhance the visual quality of decoded frames at low bit rates. The efficiency of proposed rate control scheme applied to the region-based video codes is demonstrated via several typical test sequences.

  • Purpose: Since 1994, Asian Health Services, the Korean American Community Advisory Board, and the Center for Family and Community Health (University of California at Berkeley) have conducted periodic, population-based surveys on Korean American community health in Alameda County, California. The present study examines changes in health care access and utilization between 1994 and 2002 among Korean American adults in Alameda County, California. Method: We reanalyzed data from the 1994 and 2002 Korean Health Surveys. The primary variables of interest, health care access and utilization, were operationalized in terms of health insurance coverage, routine check-ups, a usual source of health care and reported barriers to health care. The frequency distribution of each indicator was calculated and its standard error was estimated using SUDAAN. The differences between 1994 and 2002 were examined with chi-square test. Results: Compared to 1994, Korean Americans in Alameda County were more likely to have health insurance coverage in 2002 (74.0% vs. 82.7%). Korean Americans in Alameda County were more likely to have received a recent (prior two years) routine health checkup in 2002 (50.4% vs. 57.2%). Health checkups increased over time for males, for adults with more than 12 years of education, and for employed adults. Also, compared to 1994, employed adults were more likely to have a usual source of health care in 2002 (66.5% vs. 78.4%). In both 1994 and 2002, high cost (58.0% vs. 47.8%) was the most commonly cited barrier to health care, and the next most frequently cited barriers were language (29.2% vs. 27.7%) and no time (29.2% vs. 30.3%). Conclusion: To improve health care utilization and health conditions, it is important to investigate factors related to health care and to monitor changing trends. Ongoing surveillance of health-related factors can contribute to the development of health education programs to reduce morbidity and mortality due to chronic disease, and thereby lead to improvements in health status among Korean Americans.

  • In order to compare the diagnostic value of Modified California Mastitis Test (MCMT), Modified Whiteside Test (MWT) and Resazurin Reduction Test (RRT) using the direct microscopic leucocyte count (DMLC) as standard, a total of 739 quarter milk samples were examined. The results obtained were as follows: 1. Of the 739 samples, 24.4% had positive DMLC value (over 500,000 leucocytes per mI.), 32.6% positive MCMT reaction, 34.9% positive RRT reaction and 39.9% positive MWT reaction. 2. The identical ratings of the three mastitis screening tests with DMLC values were 60.7% (MWT), 61. 8% (MCMT) and 72.1% (RRT). 3. The mean reaction values of the predicted mastitis screening tests were $1.09{\pm}0.01$ (MWT), $1.12{\pm}0.06$ (MCMT) and $1.25{\pm}0.40$ (RRT). The efficiency ratings of them were 34.8% (MWT), 49.3% (RRT) and 55.0% (MCMT) respectively.

  • In this paper, a new demand-side evaluation for the technical potential of lighting dimming control and its applications in electricity markets have been presented. The California standard practice test has been widely used to estimate the economic value of demand-side resources. However, as the advent of deregulation and restructuring of power industry, the California test has been facing some limitations to adopt in the new market environments. In particular the conventional DC test is appropriate for the traditional vertically integrated utility, not for the restructured unbundled utility. Thus, this paper presents a new method to evaluate the economic value of demand-side resource, especially of controllable lighting dimming resource in terms of the energy service provider in market environments. We, therefore, first estimate the technical potential of the lighting dimming control and evaluate the value of the lighting dimming control based on the Korean electricity market data in 2006. The study result shows that the lighting dimming control is a cost effective option for the energy service provider.

  • This paper presents the evaluation procedures and the estimation method for the estimation of optimal rebate level for EE(Energy Efficiency) programs. The penetration amount of each appliance is estimated by applying price function to preferred diffusion model resulted from model compatibility test. To estimate the optimal rebate level, two objective functions which express the maximum energy saving and operation benefit are introduced and by multi-objective function which can simultaneously consider two objective functions the optimal rebate level of each appliance is estimated. And then, using the decided rebate level and each penetration amount, the priority order for reasonable investment of each high-efficiency appliance is estimated compared to the results of conventional method. Finally, using a benefit/cost analysis based on California standard practice manual, the economic analysis is implemented for the four perspectives such as participant, ratepayer impact measure, program administrator cost and total resource cost.
