Critical Factors on Forest Land Management in Vietnam

  • The study aims to determine the influencing factors and their impact on the management of the forest land used for production allotted to peasant households and proposes solutions to improve its management. Secondary data was calculated until the end of 2019 at state agencies. The primary data was collected through 2 steps. To determine the factors influencing forest land management for production, step one involved a survey of 100 households that were given access to forest land. Step 2 involved a survey of 215 households to determine how factors impacted the Likert scale's five levels. The study also used a multivariate regression model and SPSS24.0 software to determine the impact rates of factor groups. The study indicated 43 factors that belong to 11-factor groups affecting the management of forest land for production. The policy and legal factors group is the most influential, with an impact rate of 12.72%, followed by 10 other factor groups with impact rates ranging from 4.08% to 11.74%. The solutions include improving policies and laws, strengthening the dissemination of policies and laws; encouraging investment, completing cadastral work, intensifying inspection, examination, and sanctioning of administrative violations of land, upgrading the infrastructure system, and ensuring enough human resources to manage forest land.

A Basic Study for Forest Landscape Fragmentation Monitoring (산지경관 파편화 모니터링을 위한 기초연구)

  • This study proposed a forest landscape (patch) fragmentation monitoring framework using a cadastral forest land dataset and validated the feasibility of such monitoring. The following results were found. First, the forest landscape has fragmented too quickly. Hence, immediate national monitoring and management are required. Second, forest landscape monitoring should be linked to other survey frameworks. Horizontal fragmentation monitoring based on the forest landscape (geographic information system [GIS] polygons) is insufficient to determine ecological processes. Third, precautionary principle regulation to link forest landscape fragmentation monitoring to assessment systems such as environmental impact analysis or disaster impact analysis should follow.

National Datum Transformation Parameters of South Korea Using Weighted Parameter Constraints (가중변수법에 의한 국가좌표계 변환요소의 산정)

  • The need of transformation parameters from local geodetic datums to a geocentric coordinate system is becoming more common, with the increasing application of satellite positioning techniques to LIS/GIS survey with cadastral management. In this paper, the national transformation parameters between the Korean geodetic coordinates which is based on the Bessel 1841 ellipsoid and the WGS84 ellipsoid are determined by the least square methods with weighted parameter constraints. Three-dimensional geocentric coordinates are based on GPS observation at 31 stations in the geodetic network, the datum parameters are computed within a standard deviation of less than 1 meter. In South Korea, the national transformation parameters with Bessel geoid-heights are useful for GPS baseline processing and for middle-scale map/database transformation.

Development of Soil Analysis System for Land Readjustment Using GIS (GIS를 이용한 경지정리 토양처리 분석시스템 개발)

  • It has been a common practice to use manually processed soil maps in planning of land readjustment. This study is intended to develop a geographic information system for computerized processing of soil maps. The pilot region of land readjustment for this study was set at a mountain area with diverse formation of soil. Cadastral maps were employed for the basis map, and the main map was prepared using the information obtained from in-situ soil survey and laboratory tests. The detailed soil maps were drawn using the geographic information system, and analyzed and compared with manually processed maps. The soil maps, in conjunction with a computer program of land readjustment design, can be applied in estimation of soil works appropriate for the given soil condition, and also in selecting the efficient construction equipments.

  • The emergence of the Global Positioning System(GPS) with its benefits of speed and economy now offers an opportunity to analyse, strengthen, densify and constitute the control network, in addition to providing mapping, cadastral and engineering control under the unfavorable conditions. This research aims at the using of GPS compared to conventional geodetic positioning techniques in Korean primary control networks. A GPS test network of 10km baselines, which is measured and analysed by Wild GPS-System 200, are compared to the distances from EDM and official coordinates, and relative GPS heights are transformed to the height differences on the mean sea level. The results of this study confirms that using GPS merely as a new type of instrument is the most powerful method for the densification of the control points retaining existing networks and existing computational procedures.

  • This paper deals with a fundamental study for '$Tonhobeondo$統戶番圖-making' of Hanseongbu(modern Seoul) before the Japanese colonial period. '$Tonhobeondo$統戶番圖-making' will be accomplished through analysis on Kwangmu-census光武戶籍 as a map of address-system in the Joseon period. It is possible to consider the urban changes of Hanseongbu(modern Seoul) because of '$Tonhobeondo$統戶番圖' reflects a urban situation from the 1897 to 1906. At present, an address-system of Korea was made by the cadastral survey in the 1914. By the way, new address-system was a completely different from traditional address-system of Joseon period. Consequently, different two address-system caused a lot of difficulties the study on the urban changes. For such a reason '$Tonhobeondo$統戶番圖-making' is very important. If '$Tonhobeondo$統戶番圖-making' would be accomplished, it will be used by a field of urban, architectural and historical science study besides.

  • A traditional settlement, in a long history establishment, is appeared to be configured of the people and their life in the areas. This is, a positive aspects, compared to most of the city in these day which is monotonous aspects. The purpose of this research deals what is the formation process and spatial character in urban settlement of Naju city, and how to applicate in a modern city context. For the research goals, it analyse an old Naju Castle area, transformation of the land use through the cadastral survey, and spatial character through step by step in chronical approach. The process of change can be seen in the devide pattern in a lot, formation and extension of a private road, and formation and change of the road; This shows how to changes traditional settlement in a old urban areas of Naju city. A now road system in old area, as a conflict, push the change of the spatial organization, and the balance of the identity of a traditional settlement and a new change as a convenient needs, it is a key point to get ideal settlement.

Usefulness Assessment of VRS for Topographic Surveying (지형현황측량을 위한 VRS 방식 GPS의 활용성 평가)

  • The classical RTK System requires that GPS data is transmitted from a single reference receiver to one or more roving units. But its error increase due to distance between reference and rover. VRS(Virtual Reference Station) system, a network of reference stations can be used to isolate the components of these systematic errors and use the resultant corrections to create Virtual Reference Stations at any location within the network. Use of a VRS significantly reduces the effects of systematic errors and improved accuracy. In this study, Network-RTK survey using VRS serviced by NGII(National Geographic Information Institute) was performed and the results were compared with results of total station surveying and notified coordinates of cadastral control points for utilization assessment of VRS.

  • Korea's Spatial Information Policy has been institutionalized based by "National Spatial Data Infrastructure Act", "Act on Land Survey, Waterway Survey and Cadastral Records", "Spatial Data Industry Promotion Act". In year 2015, These acts were modified with new names and contents. It is critical that the definition of spatial information ought to be generalized. In addition, it is of paramount importance to review factors those contribute to the systematic development on coherent relation between Spatial Information Act and other acts. Examples of improvement area may include: Categorization of Spatial Information Concept, Systematization of Spatial Data Related Legislation, and Enhancement of Organization Specializing in Spatial Information. Furthermore, Legislation & Policy case of Germany, France and the United States were used as a basis for improvement.

Utilization of Space based Digital Information for Land Information around the Acreage of a Lot (필지 중심 토지정보화를 위한 공간기반 수치정보의 활용방안)

  • It is necessary to arrange and analyze the collected research date to get regularity such as characteristics, merits and demerits, and possibility in city when constructing land information by analyzing linkage and utilization of cadastral information as the fundamental data for land information around the acreage of a lot and by expressing the purpose of each digital data construction with map. In short, that is the work to classify data, to make chart or map, or to analyze using statistical technique. Some information in land utilization had been used by computerization, but several problems were found in common use of total divisions. The most important problem is, in the case of drawing information, that topographical map with building boundary and land registration map with acreage boundary cannot be used together. In the case of property information, common utilization of property information that is basically needed and standard measurement of usage classification are necessary. The characteristics of the land usage data by the rearrangement of the cadastral information. etc. is presented as the basic data for the land information orientation, and the analyzing result of the data should be expressed and controlled on the map as the fundamental survey for the establishment of the land information oriented planning supports the physical space planning of the land cadaster finally. In this research, the problem in establishing current land information around acreage of a lot was found to research data to be needed in land information for utilizationof space based digital information, and was studied the method in relation to GIS.
