Building A Business Model by Applying the Syndication Model to Cadastral Information (신디케이션 모델(Syndication Model)을 적용한 지적정보 활용 비즈니스 모델 수립)

  • With the recent surge of public interests in real estate markets, public demand on cadastral information including cadastral maps has been increasing rapidly. However, the torrent system that provides cadastral information falls far short of meeting public demand due to its main focus on government users. In order to reduce the gap between public demand and supply of cadastral information, a new business model is needed that fulfills public needs and at the same time generates profits for service providers. The main objective of this paper is to identify a potential business model that satisfies the above conditions. To achieve this objective, we have explored the unmet needs of public users in real estate transactions and examined whether the unmet needs can best be served by the resources and capabilities of Korea Cadastral Survey Corporation. Then, we have crafted a detail business model i.e., Syndication model, that includes value propositions, resource maps, and revenue and cost estimations. Finally, a plan is proposed to serve government users better with the financial surplus from the proposed business model. The results of this study can be useful for other similar areas including GIS, ITS and telematics, academically as well as practically.

Actual Condition of Inconsistency at the Boundary Areas of Administrative Districts (행정구역 경계지역에서의 지적불부합지 실태분석)

  • This research is aimed at offering a fundamental data for the adjustment of cadastral inconsistency of administrative boundary areas from this time onward by analyzing actual conditions of cadastral inconsistency at the study areas by the use of digital topographic map and digital cadastral map of si-gun-gu boundary area. As a result of examining the actual condition of cadastral inconsistency at the surveyed areas, the extent of cadastral inconsistency of the neighboring administrative boundary areas was assessed as ${\pm}3.15m$ of RMSE on X coordinates and also assessed as ${\pm}2.85\;m$ of RMSE on Y coordinates; in addition, RMSE of the neighboring district of the administrative boundary areas on X coordinates was assessed as ${\pm}1.33\;m$, and ${\pm}0.75\;m$ of RMSE on Y coordinates respectively-thus, this research could suggest the fact that there has arisen a lot of cadastral inconsistency areas at administrative boundary areas.

  • This study aims to show why we have to introduce SOA paradigm in the Cadastral Information System for coping with domestic and foreign IT environments flexibly and strengthening inner capability. We search the trend of up-to-date IT paradigm such as Enterprise GIS, SOA and etc. from this, we worked out the concept of Cadastral Information System. we also could see the introduction case of the domestic and foreign next generation Cadastral Information System, there is implications for us. also, we analysis the general condition about information system which KCSC(Korea Cadastral Survey Corporation) own in a general way and estimate the SOA level degree for each information system. and on that base, we set up SOA loadmap for implementation the next generation of Cadastral Information Service. This is an important step for building ideal future information systems which KCSC hope to be. For realizing this, we focus our inner capability on integration without duplicate and re-using the inner information infra.

A Study on the Unified Method of Coordinate Registration in Cadastral Map Information (지적도면정보 좌표등록의 통일화 방안 연구)

  • Cadastral map information is created by registering parcel information such as location, lot number, land category and boundary through the cadastral survey. However, with regard to boundary point coordinate, computerized cadastral information data was registered to either two decimal places (unit in centimeter) or three decimal places (unit in millimeter) so that a confusion in cadastral administration and cadastral survey has been caused. Therefore, the purpose of this study is to look for a method of matching two different coordinate systems through the consideration of registration of cadastral information data and area calculation. In conclusion, the result of the investigation not only shows that areal change and the creation of minute polygons resulted from land alteration could be solved by changing boundary point coordinate from two decimal places to three decimal places, but also suggests that the related laws and regulations to register boundary point coordinate to three decimal places should be institutionally corrected and applied.

  • A computerization project was completed in Korea to computerize the paper cadastral maps in sheet and tile format in 2003. There were errors, which had not been found during the computerization project, as a part of efforts to implement the cadastral database. The drawing mismatching one of those errors, which has caused inconvenience to surveyors in providing the survey results in the cadastral survey. This study suggested the plan for the preparation of the accurative continuous cadastral mapping by field surveying eliminating the drawing mismatching, which may cause inconvenience to surveyors during the field surveying.

Extraction of Spatial Characteristics of Cadastral Land Category from RapidEye Satellite Images

  • With rapid land development, land category should be updated on a regular basis. However, manual field surveys have certain limitations. In this study, attempts were made to extract a feature vector considering spectral signature by parcel, PIMP (Percent Imperviousness), texture, and VIs (Vegetation Indices) based on RapidEye satellite image and cadastral map. A total of nine land categories in which feature vectors were significantly extracted from the images were selected and classified using SVM (Support Vector Machine). According to accuracy assessment, by comparing the cadastral map and classification result, the overall accuracy was 0.74. In the paddy-field category, in particular, PO acc. (producer's accuracy) and US acc. (user's accuracy) were highest at 0.85 and 0.86, respectively.

  • Recently, in a field of cadastre, a computerization of cadastral map is in progress with great growth of GSIS field. Also, the needs for the integration of land and building information are widely increasing for integral-management and its application of various land related information. Through a revision of cadastral laws to replace the existing 2D-Cadastre with the 3D-Cadastre, a legal basis to register the position of buildings and facilities is prepared in the governmental or civil fields. This paper presented 3D-Cadastre theory that has been studied on Europe and surveyed building position directly with Totalstation at cadastral control point after choosing pilot test area, Also, the most efficient surveying method of registering building in a cadastral map is presented with comparing and analyzing building position after surveying digital orthophoto and digital map.

  • The purpose of this study is to create address standardization through an Algorithm based on cadastral maps, as well as to establish a method of transforming one information area to all of the domestic areas in relation to the geographic information system. To do this, it analyzed the current level of e-government cadastral data and their integration strategy with addresses of both the administrator and the cadastral data. This study will provide a more efficient method for co-operative work between private sector and public sector. In addition, we can expect that the information strategy of local government will become more active.

Modeling temporal cadastre for land information management

  • Time is regarded as an essential feature of land information enabling to track historical landmarks of land uses, ownerships, and taxations based on cadastral maps. Object-oriented temporal modeling helps to simulate and imitate time-varying cadastral data in a chronological and persistent manner. The aim of study is to analyze the role of temporal cadastre tracing footprints of foregoing events in response to various needs and demands associated with historical information of cadastral transactions. In this paper, temporal cadastral object model (TCOM) is proposed to delineate object version history. As an evidence of a new approach and conceptual idea for the importance of temporal cadastre, a part of spatio-temporal processes is illustrated to explain major changes of cadastral map. The feasibility and application of the approach is confirmed by proof-of-concept of temporal cadastre in land information management.

  • The cadastral rehabilitation project, which has been implemented since 2012, is a project to re-examine the national land that is not in conformity with the cadastral map, There is a lot of trouble in securing financial resources for business execution. This study examines the utility of UAS(Unmanned Aerial System) image - based cadastral demarcation as an alternative to budget reduction in the current state of cadastral rehabilitation, reasonable boundary adjustment, UAV(Unmanned Aerial Vehicles) is used to create 3D models and orthoimages of business districts, and to check accuracy by superimposing and comparing with digital maps of NGII(National Geographic Information Institute). As a result of the study, the accuracy of the 3D model and the orthoimage through the SfM(Structure-from-Motion) - based image interpretation of the digital map of the NGII were derived. In particular, we confirmed the similarity of UAS-based orthoimage with the cadastral boundaries affirmation, It is anticipated that the cost saving effect of current survey and boundary survey can be expected. In addition, it is easy to prepare a report to reduce civil complaints, which is a problematic element of the adjustment.
