  • The purpose of this study is to improve the current vessel departure control regulations to prevent traffic congestion after the lifting of vessel departure controls due to restricted visibility. AIS data was collected to analyze the traffic volume of normal traffic flow and after departure control. A statistical test was conducted to confirm the difference in traffic volume at peak hours according to whether or not departure control was used. The results of the t-test showed that there was a significant difference in traffic volume among groups of less than 10,000 tons in gross tonnage. However, the Mann-Whitney test showed no difference in traffic volume regardless of vessel control. Small and medium-sized vessels of less than 10,000 tons after departure control increased in traffic volume by 142% over normal traffic, and it was concluded that traffic congestion resulted as these small and medium-sized vessels were departing at the same time as large vessels of more than 10,000 tons. In order to prevent vessel collision accidents due to traffic congestion, it is suggested that the navigability of vessels less than 160 m or less than 10,000 tons should be improved.

  • In Korea MVNO was introduced in 2011 when twenty seven years had passed since Korea Mobile Telecom started mobile phone service in 1984. Whithout having its frequency bands and network facilities MVNO can resell the mobile telecom services to the consumers by purchasing MNO's service. That can bring competition more efffective that can lower communication costs through the alternatives. In the early 2000s, the need for the introduction of the MVNO has been raised already by scholars in Korea. But it wasn't until the late 2000s, rate cuts appeared to be a major policy issue, and in 2011 Korean government begin to try to introduce its own MVNO's. In may 2014, MVNO's mobile communication market share reached 6%, but Korea dose not have a firm system yet. However, if government authorities did not insist 3 mobile telecom companies system and recognize global MVNO flow quickly the national cost would be significantly reduced. In the mean time mobile telecom companies have maintained similar billing system and level of service but competed to attract consumers only. It looks like some level of mutual collision and the government cannot help recognizing the situation but it did not do any effective policy improvement effort and government only levied penalties.

  • This paper was prepared to investigate the behavior of fragments in underwater torpedo explosion beneath a frigate or surface ship by using an explicit finite element analysis. In this study, a fluid-structure interaction (FSI) methodology, called the multi-material arbitrary Lagrangian-Eulerian (MM-ALE) approach in LS-DYNA, was employed to obtain the responses of the torpedo fragments and frigate hull to the explosion. The Euler models for the analysis were comprised of air, water, and explosive, while the Lagrange models consisted of the fragment and the hull. The focus of this modeling was to examine whether a worst-case fragment could penetrate the frigate hull located close (4.5 m) to the exploding torpedo. The simulation was performed in two separate steps. At first, with the assumption that the expanding skin of the torpedo had been torn apart by consuming 30% of the explosive energy, the initial velocity of the worst-case fragment was sought based on a well-known experimental result concerning the fragment velocity in underwater bomb explosion. Then, the terminal velocity of the worst-case fragment that is expected to occur before the fragment hit the frigate hull was sought in the second step. Under the given conditions, the possible initial velocities of the worst-case fragment were found to be very fast (400 and 1000 m/s). But, the velocity difference between the fragment and the hull was merely 4 m/s at the instant of collision. This result was likely to be due to both the tremendous drag force exerted by the water and the non-failure condition given to the frigate hull. Anyway, at least under the given conditions, it is thought that the worst-case fragment seldom penetrate the frigate hull because there is no significant velocity difference between them.

  • Several studies investigating the prevention and treatment of external parasites in farmed olive flounder Paralichthys olivaceus have found that the anticoccidial agent toltrazuril sulfone is an effective antiparasitic. Prior to undertaking a full-scale study, we developed analytical methods to detect the levels of toltrazuril and toltrazuril sulfone in farmed flounder samples using liquid chromatography-electrospray ionization tandem mass spectrometry (LC-MS/MS). This analysis showed that LC-MS/MS changed the mobile phase and collision energy of toltrazuril and toltrazuril sulfone. This was validated using established conditions. Sample pre-treatment for this process involved extraction with dichloromethane and purification by liquid-liquid extraction in formic acid, acetonitrile, and h-hexane, followed by determination of all compounds by LC-MS/MS. Separation was achieved within 10 min by gradient elution using a Capcell Pak C18 ($3.0{\mu}m$, $100{\times}2.0mm$) analytical column (Shiseido UG 120V) with a mixture of 0.1% (v/v) formic acid and acetonitrile. Multiple reaction monitoring was used for selective detection of toltrazuril and toltrazuril sulfone. This method yields satisfactory results for linearity, precision, and limits of quantification. Therefore, the method established in our study will serve as a basis for further research on parasite control by toltrazuril and toltrazuril sulfone.

  • The research was conducted with the purpose of providing effective safety and quality control system for assistive products for handicapped those are used extensively. Assistive products couldn't be classified independently due to collision with the act of medical device and lack in legal basis. The issues about safety and quality have been solved by other legal frames on a case by case basis. We couldn't find any abroad case of independent safety and quality control policy. For the practical solution, this article suggested hybrid classification system mixed with existing policies. Each classified branches are allocated to the appropriate policy of safety and quality control so those are ease of understanding and prospect. And also a delicacy process was suggested not to leave off any assistive products. Through these suggests of the improvement it is expected that blind areas of safety and quality control for assistive products for handicapped could be solved and identity of assistive products could be established to provide product safety for handicapped and boost relevant industries.

  • The biggest obstacle in the nuclear power generation is the high level radioactive waste such as the spent nuclear fuel. High level radioactivities and generated heat make the safe treatment of the spent nuclear fuel very difficult. Nowadays, the only treatment method is a deep geological disposal technology. This paper treats the structural safe design problem of the spent nuclear fuel disposal canister which is one of the core technologies of the deep geological disposal technology. Especially, this paper executed the nonlinear structural analysis for the stresses and deformations occurring in the canister due to the impulsive force applied to the spent nuclear fuel disposal canister in the case of an accidental drop and ground impact event from the transportation vehicle in the repository. The main content of the analysis is about that the impulsive force is obtained using the commercial rigid body dynamic analysis computer code, RecurDyn, and the stress and deformation caused by this impulsive force are obtained using the commercial finite element static structural analysis computer code, NISA. The analysis results show that large stresses and deformations may occur in the canister, especially in the rid or the bottom of the canister, due to the impulsive force occurring during the collision impact period.

  • The safety interval to prevent collision between trains in a train control system is based on the braking distance according to the emergency braking of the train. The evaluation of the braking performance is based on the longitudinal train dynamics or the commissioning test in the test track, but since the conditions such as the weakening of the adhesion coefficient between the wheel and rail can not all be considered, these conventional methods are not sufficient to design of the train control systems. Therefore, in this study, the Monte Carlo Method (MCM) which can consider various environments is used to analyze braking performance and limitations. The braking model is based on the air braking used in the emergency braking and is modeled to take into account the braking pressure, efficiency, friction coefficient, adhesion condition, and vehicle mass distribution. It is confirmed that braking performance can be improved by controlling the quality of braking device. In addition, the change of the braking performance was confirmed according to the vehicle constituting the train. The results of this study are expected to be used as basic information for designing safety clearance for the train control systems and as a basis for improving the braking performance of railway vehicles.

  • Collaborative Cyber-Physical Systems (CCPS) are those systems that contain tightly coupled physical and cyber components, massively interconnected subsystems, and collaborate to achieve a common goal. The safety of a single Cyber-Physical System (CPS) can be achieved by following the safety standards such as ISO 26262 and IEC 61508 or by applying hazard analysis techniques. However, due to the complex, highly interconnected, heterogeneous, and collaborative nature of CCPS, a fault in one CPS's components can trigger many other faults in other collaborating CPSs. Therefore, a safety assurance technique based on fault criticality analysis would require to ensure safety in CCPS. This paper presents a Fault Criticality Matrix (FCM) implemented in our tool called CPSTracer, which contains several data such as identified fault, fault criticality, safety guard, etc. The proposed FCM is based on composite hazard analysis and content-based relationships among the hazard analysis artifacts, and ensures that the safety guard controls the identified faults at design time; thus, we can effectively manage and control the fault at the design phase to ensure the safe development of CPSs. To justify our approach, we introduce a case study on the Platooning system (a collaborative CPS). We perform the criticality analysis of the Platooning system using FCM in our developed tool. After the detailed fault criticality analysis, we investigate the results to check the appropriateness and effectiveness with two research questions. Also, by performing simulation for the Platooning, we showed that the rate of collision of the Platooning system without using FCM was quite high as compared to the rate of collisions of the system after analyzing the fault criticality using FCM.

  • The impact protection system consists of an arrangement of circular sheet pile cofferdams-denoted dolphin structuredeeply embedded in the seabed, filled with crushed rock and closed at the top with a robust concrete cap. Centrifuge model tests were performed to investigation the behaviors of dolphins in this study. Total 7 quasi-model tests and 11 dynamic model tests were performed. The main experimental results can be summarized as follows. Firstly, The experimental force-displacement results for quasi-static tests show a limited influence on the initial stiffness of the structure from the change in fill density and the related change in the stiffness of the fill. And by comparing the dissipation at the same dolphin displacement it was found that the denser fill increase the dissipation by 16% for the 20m dolphin and by 23% for the 30m dolphin. The larger sensitivity for the large dolphin is explained by a larger contribution to the dissipation from strain in the fill. In low level impacts the dynamic force-response is up to 26~58% larger than the quasi-static and the dissipation response is showed larger in small displacement. Hence, it is concluded conservative to use the quasi-static response characteristics in the approximation of the response, and it is further concluded that the dolphin resistance to low level impacts is demonstrated to be equivalent and even superior to the high level impacts.

  • Preneel, Govaerts, and Vandewalle considered the 64 basic ways to construct a collision resistant hash function from a block cipher. They regarded 12 of these 64 schemes as secure, though no proofs or formal claims were given. Black, Rogaway, and Shrimpton presented a more proof-centric look at the schemes from PGV. They proved that, in the black box model of block cipher, 12 of 64 compression functions are CRHFs and 20 of 64 extended hash functions are CRHFs. In this paper, we present 64 schemes of block-cipher-based universal one way hash functions using the main idea of PGV and analyze these schemes in the black box model. We will show that 30 of 64 compression function families UOWHF and 42 of 64 extended hash function families are UOWHF. One of the important results is that, in this black box model, we don't need the mask keys for the security of UOWHF in contrast with the results in general security model of UOWHF. Our results also support the assertion that building an efficient and secure UOWHF is easier than building an efficient and secure CRHF.
