The current tariff return system requires tax officials to calculate tax amount by themselves and pay the tax amount on their own responsibility. In other words, in principle, the duty and responsibility of reporting payment system are imposed only on the taxee who is required to calculate and pay the tax accurately. In case the tax payment system fails to fulfill the duty and responsibility, the additional tax is imposed on the taxee by collecting the tax shortfall and imposing the tax deduction on For this reason, item classifications, together with tariff assessments, are the most difficult and could pose a significant risk to entities if they are misclassified. For this reason, import reports are consigned to customs officials, who are customs experts, while paying a substantial fee. The purpose of this study is to classify HS items to be reported upon import declaration and to indicate HS codes to be recorded on import declaration. HS items were classified using the attached image in the case of item classification based on the case of the classification of items by the Korea Customs Service for classification of HS items. For image classification, CNN was used as a deep learning algorithm commonly used for image recognition and Vgg16, Vgg19, ResNet50 and Inception-V3 models were used among CNN models. To improve classification accuracy, two datasets were created. Dataset1 selected five types with the most HS code images, and Dataset2 was tested by dividing them into five types with 87 Chapter, the most among HS code 2 units. The classification accuracy was highest when HS item classification was performed by learning with dual database2, the corresponding model was Inception-V3, and the ResNet50 had the lowest classification accuracy. The study identified the possibility of HS item classification based on the first item image registered in the item classification determination case, and the second point of this study is that HS item classification, which has not been attempted before, was attempted through the CNN model.
As the Reublic of Korea revised the Commercial Code including 40 articles of air transport enacted newly on May 23, 2011, so Korea became first legislative examples in the Commercial Code of the developed and developing countries. I would like to explain briefly the main contents of my paper such as (1) history of enacting newly Part VI (air transport) in the Korea's revised commercial law, (2) legal background enacting newly Part VI (air transport) in the Korea's revised commercial law and the problems on the conditions of air transport, (3) every countries' legislative examples on the civil liability of aircraft's operator, (4) unlawful Interference Convention and general risk convention of 2009, (5) main contents and prospects of the revised Commercial Code for the liability of aircraft's operator etc as the followings. Meanwhile as the Aviation Act, Commercial Code and Civil Code in Korea and Japan did not regulated at all the legal basis of solution on the disputes between victims and offender for the amount of compensation for damage due to personal or property damage caused by aircraft accidents in Korea and Japan, so it has been raised many legal problems such as protection of victims, standard of decision in trial in the event of aircraft accident's lawsuit case. But the Korean Revised Commercial Code including Part VI, air transport regulations was passed by the majority resolution of the Korean National Assembly on April 29, 2011 and then the South Korean government proclaimed it on May 23 same year. The Revised Commercial Code enforced into tothe territory of the South Korea from November 24, 2011 after six month of the proclaimed date by the Korean Government. Thus, though Korean Commercial Code regulated concretely and respectively the legal relations on the liability of compensation for damage in the contract of transport by land in it's Part II (commercial activities) and in the contract of transport by sea in its Part V (marine commerce), but the Amended Commercial Act regulated newly 40 articles in it's Part VI (air transport) relating to the air carrier's contract liability on the compensation for damage caused by aircraft accidents in the air passengers and goods transport and aircraft operator's tort liability on compensation for damage caused by the sudden falling or collision of aircraft to third parties on the surface and so it was equipped with reasonable and unified system among the transport by land, marine and air. The ICAO adopted two new air law conventions setting out international compensation and liability rules for damage caused by aircraft to third parties at a diplomatic conference hosted by it from April 20 to May 2, 2009. The fight against the effects of terrorism and the improvement of the status of victims in the event of damage to third parties that may result either from acts of unlawful interference involving aircraft or caused by ordinary operation of aircraft, forms the cornerstone of the two conventions. One legal instrument adopted by the Conference is "the Convention on Compensation for Damage to Third Parties, Resulting from Acts of Unlawful Interference Involving Aircraft" (Unlawful Interference Convention). The other instrument, "the Convention on Compensation for Damage Caused by Aircraft to Third Parties" (General Risk Convention), modernizes the current legal framework provided for under the 1952 Rome Convention and related Protocol of 1978. It is desirable for us to ratify quickly the abovementioned two conventions such as Unlawful Interference Convention and General Risk Convention in order to settle reasonably and justly as well as the protection of the South Korean peoples.
The structure of the actual detector was computed using the code of the PENELOPE. Using the standard mixed sources (450, 1,000 ml), compare the effectiveness of each energy according to various densities and height of the PENELOPE computer simulation, and calculate the effectiveness of the various environmental specimens and apply them to various environmental specimens to determine the lower limit. To reveal and classify site characteristics in densely populated areas in Chuncheon, Korea, Rayleigh-waves were recorded at 50 sites including four sites in the forest area using four 1-Hz velocity sensors and 24 4.5-Hz vertical geophones during the period of January 2011 to May 2013. Dispersion curves of the Rayleigh waves obtained by the extended spatial autocorrelation method were inverted to derive shear-wave velocity ($v_s$) models comprising 40 horizontal layers of 1-m thickness. Depths to weathered rocks ($D_b$), shear wave velocities of these basement rocks ($v_s^b$), average velocities of the overburden layer ($\bar{v}_s^s$), and the average velocity to a depth of 30 m ($v_s30$), were then derived from those models. The estimated values of $D_b$, $v_s^b$, $\bar{v}_s^s$, and $v_s30$ for 46 sites at lower altitudes were in the ranges of 5 to 29 m, 404 to 561 m/s, 208 to 375 ms/s, and 226 to 583 m/s, respectively. According to the Korean building code for seismic design, the estimated $v_s30$ indicates that the lower altitude areas in Chuncheon are classified as $S_C$ (very dense soil and soft rock) or $S_D$ (stiff soil). To determine adequate proxies for $v_s30$, we compared the computed values with land cover, lithology, topographic slope, and surface elevation at each of the measurement sites. Due to a weak correlation (r = 0.41) between $v_s30$ and elevation, the best proxy of them, applications of this proxy to Chuncheon of a relatively small area seem to be limited.
Purpose: The purpose of this study is to examine the relationship between the income level and the healthcare utilization by health insurance type in all cancer patients in year 2005. Methods: The target population was cancer patients with health insurance who used healthcare as a diagnosis code (C00-C97) from January 1 to December 31 of 2005. The Korea Central Cancer Registry Center's Cancer Patient Registry Data, the list of cancer patients of the National Health Insurance Corporation, and the claim data of the Health Insurance Review & Assessment Service were used. The I was the wealthiest, followed by II, III, IV. The V was the poorest in this study. For the analysis, the $x^2$-test, ANOVA (and Kruskal-Wallis test), and regression were used. Results: Outpatient and hospitalization medical expenses, and outpatient visit days of cancer patients with self-employed health insurance were highest in I (p<.001, respectively), and the hospitalization days were the highest in II (p<.001, respectively). Outpatient and hospitalization medical expenses, and outpatient visit and hospitalization days of cancer patients with occupational health insurance were the highest in I (p<.001, respectively). Outpatient and hospitalization medical expenses, and outpatient visit and hospitalization days in cancer patients were higher in I compared to V, and higher in II and III, IV compared to V (p<.001, respectively). Conclusion: Supporting plan for cancer patients' outpatient healthcare utilization are necessary. Moreover, we should make specialized strategy for low income cancer patients with self-employed health insurance when we develop quality improvement policy for inpatient service.

We propose optimal interference rejection weight for multistage parallel nulling (MPN) partial parallel interference cancellation (PPIC) receiver previously proposed to enhance the performance of V-BLAST for downlink multiple-input multiple-output (MIMO) multicarrier (MC)-code division multiple access (CDMA) systems. MPN-PPIC method proposed in [1] was based on the parallel interference cancellation (PIC) with fixed interference rejection weight obtained experimentally. However, the fixed weight can not be adapted to various systems efficiently, thus we proposed method for the optimal interference rejection weight based on the received signal to interference and noise ratio (SINR), and the performance of the proposed method was evaluated through computer simulation comparing with the previous method. We obtained performance gains of 2.5 dB ~ 5 dB for BER of 10$^{-3}$ .
In DAB+, HE-AAC v2 codec is applied for the fixed rate transmission of audio stream. In case that xHE-AAC codec including USAC, a more efficiency is expected when the variable frame is used in a given same bandwidth compared to the fixed frame transmission. For this to be realized, audio streams need to be multiplexed in a sub-channel before transmission, then a method is required to identify the border of each audio frames. In this paper, the toggled sync byte and additional identification field being sequentially placed between AU borders are proposed in order to deal with the AU border identification. In addition, the Reed-Solomon based error correction code which is compliant to DAB+ is proposed.
Equilibrium concentrations of major elements in an underground repository with a capacity of 100,000 drums have been simulated using the geochemical computer code (EQMOD). The simulation has been carried out at the conditions of pH 12 to 13.5, and Eh 520 and -520 mV. Solubilities of magnesium and calcium decrease with the increase of pH. The solubility of iron increases with pH at Eh -520 mV of reducing environment while it almost entirely exists as the precipitate of Fe(OH)$_3$(s) at Eh 520 mV of oxidizing environment. All of cobalt and nickel are predicted to be dissolved in the liquid phase regardless of pH since the solubility limit is greater than the total concentration. In the case of cesium and strontium, all forms of both ions are present in the liquid phase because they have negligible sorption capacity on cement and large solubility under disposal atmosphere. And thus the total concentration determines the equilibrium concentration. Adsorbed amount of iodide and carbonate are dependent on adsorption capacity and adsorption equilibrium constant. Especially, the calcite turns out to be a solubility-limiting phase on the carbonate system. In order to validate the model, the equilibrium concentrations measured for a number of systems which consist of iron, cement, synthetic groundwater and radionuclides are compared with those predicted by the model. The concentrations between the model and the experiment of nonadsorptive elements cesium, strontium, cobalt nickel and iron, are well agreed. It indicates that the assumptions and the thermodynamic data in this work are valid. Using the adsorption equilibrium constant as a free parameter, the experimental data of iodide and carbonate have been fitted to the model. The model is in a good agreement with the experimental data of the iodide system.

In this study, we have established the design techniques, with which we can design and evaluate performance of blades on a horizontal axis current turbine, by application of blade element momentum theory considering the blade tip's loss model, and finally developed the domestic software(MCT-blade V2.0). We have designed and evaluated performance of blades for the 2MW class by using of the software, and confirmed its calculation results from BEMT by comparing those results from commercial code of ANSYS FLUENT. In a state of rated velocity 2.5m/s, the mechanical power from BEMT is calculated as 2,121kW, which is considered to satisfy the electrical power, but the value from CFD is calculated as 1,901kW, which is considered a little deficient for the target output.

The 14 MeV neutron generator facility is being developed by the Institute for Plasma Research India to conduct the lab scale experiments related to Indian breeding blanket system for ITER and DEMO. It will also be utilized for material testing, shielding experiments and development of fusion diagnostics. Occupational radiation exposure control is necessary for the all kind of nuclear facilities to get the operational licensing from governing authorities and nuclear regulatory bodies. In the same way, the radiation exposure for the 14 MeV neutron generator facility at the occupational worker area and accessible zones for general workers should be under the permissible limit of AERB India. The generator is designed for the yield of 1012 n/s. The shielding assessment has been made to estimate the radiation dose during the operational time of the neutron generator. The facility has many utilities and constraints like ventilation ducts, accessible doors, accessibility of neutron generator components and to conduct the experiments which make the shielding assessment challenging to provide proper safety for occupational workers and the general public. The neutron and gamma dose rates have been estimated using the MCNP radiation transport code and ENDF -VII nuclear data libraries. The ICRP-74 fluence to dose conversion coefficients has been used for the assessment. The annual radiation exposure has been assessed by considering 500 h per year operational time. The provision of local shield near to neutron generator has been also evaluated to reduce the annual radiation doses. The comprehensive results of radiation shielding capability of neutron generator building and local shield design have been presented in the paper along with detailed maps of radiation field.
