Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.
Analyzing the effects of carbon emissions trading, which is scheduled to be introduced in Korea in 2015, requires an accurate assessment of $CO_2$ abatement costs by both industries and firms. Firms faced with regulatory constraints are unlikely to minimize their production costs due to rising production costs caused by allocative inefficiency of inputs. The use of a distance function would results in underestimation of $CO_2$ abatement costs, because it fails to capture the allocative distortion costs. Recognizing the disadvantage of the previous approach, first, this paper tests for allocative efficiency of input for the Korean steel industry over the period 1990-2010, then derives the marginal $CO_2$ abatement costs by applying a cost function approach. The hypothesis of allocative efficiency in inputs is rejected and the steel industry pays an annual average cost of 92,000 won in removing an additional ton of $CO_2$ over the sample period.
The Earth's temperature has risen $0.76^{\circ}C$ (degree) during last 100 years which Implies a sudden rise, compare with the 4oC (degrees) rise through out the past 20,000 years. If the volume of GHG (Greenhouse Gas) emission continues at the current level, the average temperature of the Earth will rise by $1^{\circ}C$ (degree) by 2030 with the further implication that the temperature of Earth will rise by $2{\sim}5^{\circ}C$ (degrees) every 100 years. Therefore, as we are aware that the temperature of the glacial epoch was $8{\sim}9^{\circ}C$ (degrees) lower than the present time, we can easily predict that the above temperature rises can be potentially disastrous for human life. Every country in the world recognizes theseriousness of the current climate change and adopted a convention on climate change in June 1992 in Rio. The COP1 was held in March 1995 in Berlin and the COP3 in Dec. 1997 in Kyotowhere the target (2008-2012) was determined and the advanced nations' reduction target (5.2%, average)was also agreed at this conference. Korea participated in the GHG reduction plan which required the world's nations to ratify the Kyoto Protocol. Ratification of the Kyotoprotocol and the followup requirement to introduce an international emissions trading scheme will require severe reductions in GHGs and considerable economic consequences. USA are still refusing to fully ratify the treaty as the emission reductions could severely damage the economies of these countries. In order to estimate the exact $CO_2$ emission, this study statistically analyzed $CO_2$ emission of each country based on the following variables : level of economic power and scientific development, the industrial system, productivity and energy efficiency.
The purpose of this study is to make an economic analysis of power plant utilities by examining electricity generating costs with environmental consideration. Economic growth has caused pollutant emission, and subsequent environmental pollution has been identified as a very real limit to sustainable development. Considering the enormous role of electricity in the national economy, it is thus very important to study the effect of environmental regulations on the electricity sector. Because power utilities need large investments during construction, operation and maintenance, and also require much construction lead time. Economic analysis is the very important process in the electric system expansion planning. In this study, the levelized generation cost method is used in comparing economic analysis of power plant utilities. Among the pollutants discharged of the electricity sector, this study principally deals with the control activities related only to $CO_2$, and $NO_2$, since the control cost of $SO_2$, and TSP (Total Suspended Particulates) is already included in the construction cost of utilities. The cost of electricity generation in a coal-fired power plant is compared with one in an LNG combined cycle power plant. Moreover this study surveys the sensitivity of fuel price, interest rate and carbon tax. In each case, this sensitivity can help to decide which utility is economically justified in the circumstance of environmental regulations.

The main purpose of this study is to analyse economic feasibility of low-carbon-oriented trawl gear. The results of benefit/cost analysis showed that use of the low-carbon fishing gear is economically feasible. Considering the fuel saving and relatively low $CO_2$ emission by reducing the resistance of gear, net present value by such gear improvement was estimated about 2,430~2,853 million won with the benefit-cost ratio 1.65~1.84 and the internal rate of return 29.18~30.48 percent. Development of low-carbon trawl gear would render significant contributions to reducing $CO_2$ emission in fishing operations and lead to reduce fishing costs due to fuel savings.

A few methodologies have been recently developed to estimate the environmental affect when various materials and components are used in building life cycle. The direct survey method has limitations to analyze the environmental problems because of the limit of survey scope and cost. Therefore, another indirect method has been developed as alternatives. The indirect method is represented as input-output analysis. This paper aimed at analyzing the estimation the environmental affect of building materials and works at building construction, utilizing the input-output analysis as a indirect estimation method. The results suggested that the building works is overally responsible for the energy consumption and $CO_2$ emission. In other words, Over the 80% of the total consumption and $CO_2$ emission are resulted at the building work.
This paper presents an optimization of the reinforced concrete ribbed slab in terms of minimum CO2 emissions and an economic justification of the final optimal design. The design variables are six geometry variables including the slab thickness, the ribs spacing, the rib width at the lower and toper end, the depth of the rib and the bar diameter of the reinforcement, and the seventh variable defines the concrete strength. The objective function is considered to be the minimum amount of carbon dioxide gas (CO2) emission and at the same time, the optimal design is economical. Seven significant design constraints of American Concrete Institute's Standard were considered. A robust metaheuristic optimization method called improved dolphin echolocation and ant colony optimization (IDEACO) has been used to obtain the best possible answer. At optimal design, the three most important sources of CO2 emissions include concrete, steel reinforcement, and formwork that the contribution of them are 63.72, 32.17, and 4.11 percent respectively. Formwork, concrete, steel reinforcement, and CO2 are the four most important sources of cost with contributions of 67.56, 19.49, 12.44, and 0.51 percent respectively. Results obtained by IDEACO show that cost and CO2 emissions are closely related, so the presented method is a practical solution that was able to reduce the cost and CO2 emissions simultaneously.
The amount of greenhouse gas emission reduction based on INDCs (Intended Nationally Determined Contributions) submitted to UN by each party is not sufficient to achieve the Paris Agreement's aim to "hold the increase in the global average temperature to well below $2^{\circ}C$ above pre-industrial levels and to pursue efforts to limit the temperature increase to $1.5^{\circ}C$" which was determined in the $21^{st}$ Conference of the Parties to the UNFCCC (COP 21). Accordingly, the emission reduction target of each party will be revised for the $2^{\circ}C$ goal. Among the several options to reduce the carbon emission, CCS (Carbon Capture and Storage) is a key option to curb $CO_2$ emissions from large emission sources such as fossil-based power plants, cement plants, and steel production plants. A large scale CCS demonstration projects utilizing $1^{st}$ generation $CO_2$ capture technologies are under way around the world. It is anticipated, however, that the deployment of those $1^{st}$ generation $CO_2$ capture technologies in great numbers without government support will be difficult due to the high capture cost and considerable increase of cost of electricity. To reduce the carbon capture cost, $2^{nd}$ and $3^{rd}$ generation technologies are under development in a pilot or a bench scale. In this paper, current status of large scale CCS demonstration projects and the $2^{nd}$ and $3^{rd}$ generation capture technologies are summarized. Novel capture technologies on wet scrubbing, dry sorbent, and oxygen combustion are explained in detail for all capture areas: post-combustion capture, pre-combustion capture, and new combustion technologies.
These days, environment has became more and more important global issues including Climate Change Convention which 40 developed countries have to decrease CO2 emission by 5.2% compared with 1990 emission. Rail transport in Korea are becoming more important as a solution for environment and energy owing to high energy consumption country. Rail transport is environment-friendly mode compared with truck mode (energy consumption 14.2 times, CO2 emission 13.4 times), but it has door-to-door problem and "DMT transport system for rail logistics" can be a solution for this problem and this system can lead to environment-friendly transport mode by rail. This study will review the background of worldwide and Korean DMT system, customers' needs, and analyze transport cost with other transport mode. Through theses kinds of review and analysis, this study will propose DMT terminal, DMT rolling stock, and DMT operation system.

Energy is motive power that makes convenient society. But, our country's energy is depending on most import. Also, energy and environmental issue are important problem in community of nations. The purpose of this study is to analysis the energy consumption and environmental load of EHP and GHP in Medium and small-scaled office building. The annual energy consumption used to cooling and heating by EHP was 10 percent more than GHP. And annual energy cost of EHP was 33 percent more expensive than GHP. But, Compared to the annual $CO_2$ emission, EHP was 6 percent less than GHP. Therefore, equipment selection should be consider environmental load as well as energy consumption and cost.
