This study aimed to evaluate the spatial variability of downstream river flow resulting from the operation of the Gimcheon Buhang Dam in the Gamcheon watershed. The dam's effects on flood reduction during the flood season and on increasing streamflow during the dry season-two main functions of multipurpose dams-were quantitatively analyzed. Streamflow data from 2013 to 2021 for the study waterhsed were simulated on a daily basis using SWAT-K (Soil and Water Assessment Tool - Korea) model. Comparison of the simulated and observed values found goodness of fit values of 0.75 or higher for both the coefficient of determination and the Nash-Sutcliffe model efficiency coefficient. The spatial analysis of the dam's effect on flood reduction focused on the annual maximum flood: rates of flood reduction at the four stations ranged from 8.5% to 25.0%. The evaluation of streamflow increase during times of low flow focused on flow duration curves: in particular, compared to the case without an upstream dam, the average low flow at the four sites increased from 33% to 198%.

The government of the Republic of Korea is conducting quality management of public open data by conducting a public data quality management level evaluation. Public open data is provided in various open formats such as XML, JSON, and CSV, with CSV format accounting for the majority. When diagnosing the quality of public open data in CSV format, the quality diagnosis manager determines and diagnoses the domain for each field based on the field name and data within the field of the public open data file. However, it takes a lot of time because quality diagnosis is performed on large amounts of open data files. Additionally, in the case of fields whose meaning is difficult to understand, the accuracy of quality diagnosis is affected by the quality diagnosis person's ability to understand the data. This paper proposes a domain discrimination model for public open data in CSV format using field names and data distribution statistics to ensure consistency and accuracy so that quality diagnosis results are not influenced by the capabilities of the quality diagnosis person in charge, and to support shortening of diagnosis time. As a result of applying the model in this paper, the correct answer rate was about 77%, which is 2.8% higher than the file format open data diagnostic tool provided by the Ministry of Public Administration and Security. Through this, we expect to be able to improve accuracy when applying the proposed model to diagnosing and evaluating the quality management level of public data.
Objectives: This retrospective observational study aimed to investigate the efficacy and safety of Cheongpebaedok-tang, a traditional Korean herbal medicine, provided via telemedicine to patients with asymptomatic to mild COVID-19 in Korea. Methods: From February to April 2020, a retrospective analysis investigated COVID-19 patients treated via Korean telemedicine. The study involved asymptomatic to mild cases receiving Cheongpebaedok-tang more than three times, along with continuous Korean medicine care in convalescence. Diagnoses and treatment adhered to the telemedicine guidelines of the Association of Korean Medicine, with varied Cheongpebaedok-tang prescriptions based on symptom severity. Symptom evaluation involved a detailed assessment using a 15-item tool at initial and final sessions. Results: The study included 27 patients, with a mean age of 48.7 ± 2.3 years (mean ± standard error). Patients began self-administering oral Cheongpebaedok-tang for an average of 19.4 ± 1.8 days after the date of COVID-19 diagnosis confirmation and continued the medication for 15.8 ± 1.2 days. The reported side effects of the Cheongpebaedok-tang included palpitations (11.1%), insomnia (7.4%), dizziness (3.7%), and diarrhea (3.7%). All side effects disappeared after adjusting the prescription according to standard treatment guidelines. The occurrence of all COVID-19-related adverse symptoms, except fatigue and myalgia, decreased. Fatigue was the most common chronic symptom persisting after 6 months (51.9%), followed by ocular symptoms (37.0%) and sore throat (22.2%). Conclusions: This study implies Cheongpebaedok-tang may offer a potentially safe, symptom-alleviating approach for managing mild COVID-19 cases via telemedicine, although further comprehensive research is warranted.

This study investigates the effectiveness of Building Information Modeling(BIM) software, specifically SketchUp and Revit, in reducing errors during quantity take-off(QTO) for complex building elements. While 3D modeling offers advantages, existing software may not fully account for manufacturing discrepancies, such as variations in concrete cover thickness and reinforcing bar radius. To address this limitation, this research proposes a BIM-based QTO method for high-insulation wall panels with intricate details. The method utilizes a BIM family library, focusing on key parameters like concrete cover thickness and inner radius of shear reinforcement. A case study compared the cross-sectional details of a wall panel modeled in Revit with the actual manufactured specimen. The analysis revealed a 12% reduction in modeled concrete cover thickness and a 1.27 times larger modeled inner radius of the shear bar compared to the real-world values. The proposed method incorporates these manufacturing variations into the Revit model of the high-insulation wall panel. Software like Navisworks facilitates the identification and correction of any material interferences arising from these adjustments. Furthermore, the method employs a unit wall concept(1m2) to account for the volume of various materials, including insulation and splice sleeves at joints. This allows for the identification of a similar existing family within the BIM library(e.g., "Double RC wall with embedded insulation") that reflects the actual material quantities used in the wall panel. By incorporating these manufacturing-induced variations, the proposed method offers a more accurate QTO process for complex high-insulation wall panels. The "Double RC wall with embedded insulation" family within the Revit program serves as a valuable tool for material quantity estimation in such scenarios.
The stress experienced by employees on international deployment has serious implications for their physical and mental health as well as their work performance. This study aimed to investigate the impact of resource-oriented music listening on work-related stress among employees on international deployment. The study recruited 10 participants of varying ages and occupations who had worked abroad for at least three years and conducted five personalized resource-oriented music listening sessions along with interviews. The Global Assessment of Recent Stress Scale (GARS) and Job Stress Scale (JSS) were used to measure stress levels before and after the intervention. Results showed that participants' work-related stress and perceived stress were significantly reduced following the music therapy intervention. The study also found that "awareness of own's life situation" and "self-acceptance of here and now emotional challenges" were factors that reduced regulatory stress among employees on international deployment. This study highlights the potential of resource-oriented music listening as a useful tool for managing workplace stress and promoting the well-being of expatriate employees.

Innovation means the creation of new value by changing existing things. Dyson's Cyclone vacuum cleaner, a representative innovative product, eliminated the dust filter that had existed in vacuum cleaners for over 100 years. Instead of directly improving the dust filter that reduces suction power, this product was invented by asking the essential question, 'How do we separate dust in the air?' Creative innovation happens when the essence of the problem is properly understood. TRIZ(Theory of Inventive Problem Solving) analyzed numerous invention patents and discovered that innovative results in problem solving appear depending on the existence of contradictions in the problem and how to creatively overcome the contradictions. Based on this, it was systematized into a methodology along with other powerful principles of problem solving. Therefore, TRIZ is a powerful tool for creative and innovative problem solving. However, for creative innovation, it is not easy to properly identify the contradictions in the problem and apply them to solve the problem. However, for creative innovation, it is not easy to properly identify the contradictions in the problem and apply them to solve the problem. In addition, depending on which contradiction is selected, not only the direction of problem solving but also the final solution varies, but researches on this are very lacking. To overcome these difficulties, this study first introduced the concepts of existence contradiction and state contradiction, presented a new problem-solving process, and verified its validity by applying it to toothbrush patent cases. Although there are limitations in applying it to various cases, we hope that the new concept of contradiction presented for the first time in this study and the problem-solving process through it will contribute to producing innovative results.
Since the seminal publication of Joseph Nye's Soft Power, soft power became the central concept to public diplomacy. However, over-emphasis on soft power, which is still controversial, deterred academics from producing valuable knowledge that can be applied to practices in the field. Soft power is a cause and effect at the same time and thus it makes systematic analysis almost implausible because it is not only a tool for successful public diplomacy, but it is a result of successful diplomacy. This study aims at offering a theoretical framework linking soft power and public diplomacy by including various factors that may affect the outcomes of effective public diplomacy. This theoretical framework assessing the effectiveness of public diplomacy will make it possible to explore how and when new public diplomacy was adopted in a certain country and examine hard and soft power resources. The model also includes political system variables such as ideas and values, institutions, governance, leadership, and communication system, which are expected to influence public diplomacy effectiveness rather than soft power itself. The model yields the effectiveness of public diplomacy by assessing outcome and impact relative to input and output that are applicable to practices. The model is expected to enable both quantitative and qualitative studies generating possible propositions from the model with some preliminary outcomes of comparative case studies.
Motivation and activities for technological learning, entrepreneurship, innovation, and creativity are driving forces of economic development in Asian countries. In the early stages of technological development, technological learning and entrepreneurship are efficient ways in which to catch up with advanced countries because firms can accumulate skills and knowledge quickly at relatively low risk. In the later stages of technological development, however, innovation and creativity become more important. This study aims to identify a) the factors (learning capabilities) that influence technological learning performance and b) barriers to enhancing innovation capabilities for the creative economy and organizations. The major part of this study is related to learning capabilities in the post-catch-up era. Based on a literature review and observations from Korean experiences, this study proposes a technological learning model composed of various influencing factors on technological learning. Three hypotheses are derived, and data are collected from Korean machine tool manufacturers. Intense interviews with CEOs and R&D directors are conducted using structured questionnaires. Statistical analysis, such as correlation and ANOVA are then carried out. Furthermore, this study addresses how to enhance innovation capabilities to move forward. Innovation enablers and barriers are identified by case studies and policy analysis. The results of the empirical study identify several levels of firms' learning capabilities and activities such as a) stock of technology, b) potential of technical labor, c) explicit technological efforts, d) readiness to learn, e) top management support, f) a formal technological learning system, g) high learning motivation, h) appropriate technology choice, and i) specific goal setting. These learning capabilities determine firms' learning performance, especially in the early stages of development. Furthermore, it is found that the critical factors for successful technological learning vary along the stages of technology development. Throughout the statistical and policy analyses, this study confirms that technological learning can be understood as an intrinsic principle of the technology development process. Firms perform proactive and creative learning in the late stages, while reactive and imitative learning prevails in the early stages. In addition, this study identifies the driving forces or facilitating factors enhancing innovation performance in the post catch-up era. The results of the preliminary case studies and policy analysis show some facilitating factors such as a) the strategic intent of the CEO and corporate culture, b) leadership and change agents, c) design principles and routines, d) ecosystem and collaboration with partners, and e) intensive R&D investment.
The major objective of this research is to identify those hospital characteristics that best explain cost variation among hospitals and to formulate linear models that can predict hospital costs. Specific emphasis is placed on hospital output, that is, the identification of diagnosis related patient groups (DRGs) which are medically meaningful and demonstrate similar patterns of hospital resource consumption. A casemix index is developed based on the DRGs identified. Considering the common problems encountered in previous hospital cost research, the following study requirements are estab-lished for fulfilling the objectives of this research: 1. Selection of hospitals that exercise similar medical and fiscal practices. 2. Identification of an appropriate data collection mechanism in which demographic and medical characteristics of individual patients as well as accurate and comparable cost information can be derived. 3. Development of a patient classification system in which all the patients treated in hospitals are able to be split into mutually exclusive categories with consistent and stable patterns of resource consumption. 4. Development of a cost finding mechanism through which patient groups' costs can be made comparable across hospitals. A data set of Medicare patients prepared by the Social Security Administration was selected for the study analysis. The data set contained 27,229 record abstracts of Medicare patients discharged from all but one short-term general hospital in Connecticut during the period from January 1, 1971, to December 31, 1972. Each record abstract contained demographic and diagnostic information, as well as charges for specific medical services received. The 'AUT-OGRP System' was used to generate 198 DRGs in which the entire range of Medicare patients were split into mutually exclusive categories, each of which shows a consistent and stable pattern of resource consumption. The 'Departmental Method' was used to generate cost information for the groups of Medicare patients that would be comparable across hospitals. To fulfill the study objectives, an extensive analysis was conducted in the following areas: 1. Analysis of DRGs: in which the level of resource use of each DRG was determined, the length of stay or death rate of each DRG in relation to resource use was characterized, and underlying patterns of the relationships among DRG costs were explained. 2. Exploration of resource use profiles of hospitals; in which the magnitude of differences in the resource uses or death rates incurred in the treatment of Medicare patients among the study hospitals was explored. 3. Casemix analysis; in which four types of casemix-related indices were generated, and the significance of these indices in the explanation of hospital costs was examined. 4. Formulation of linear models to predict hospital costs of Medicare patients; in which nine independent variables (i. e., casemix index, hospital size, complexity of service, teaching activity, location, casemix-adjusted death. rate index, occupancy rate, and casemix-adjusted length of stay index) were used for determining factors in hospital costs. Results from the study analysis indicated that: 1. The system of 198 DRGs for Medicare patient classification was demonstrated not only as a strong tool for determining the pattern of hospital resource utilization of Medicare patients, but also for categorizing patients by their severity of illness. 2. The wei틴fed mean total case cost (TOTC) of the study hospitals for Medicare patients during the study years was $11,27.02 with a standard deviation of $117.20. The hospital with the highest average TOTC ($1538.15) was 2.08 times more expensive than the hospital with the lowest average TOTC ($743.45). The weighted mean per diem total cost (DTOC) of the study hospitals for Medicare patients during the sutdy years was $107.98 with a standard deviation of $15.18. The hospital with the highest average DTOC ($147.23) was 1.87 times more expensive than the hospital with the lowest average DTOC ($78.49). 3. The linear models for each of the six types of hospital costs were formulated using the casemix index and the eight other hospital variables as the determinants. These models explained variance to the extent of 68.7 percent of total case cost (TOTC), 63.5 percent of room and board cost (RMC), 66.2 percent of total ancillary service cost (TANC), 66.3 percent of per diem total cost (DTOC), 56.9 percent of per diem room and board cost (DRMC), and 65.5 percent of per diem ancillary service cost (DTANC). The casemix index alone explained approximately one half of interhospital cost variation: 59.1 percent for TOTC and 44.3 percent for DTOC. Thsee results demonstrate that the casemix index is the most importand determinant of interhospital cost variation Future research and policy implications in regard to the results of this study is envisioned in the following three areas: 1. Utilization of casemix related indices in the Medicare data systems. 2. Refinement of data for hospital cost evaluation. 3. Development of a system for reimbursement and cost control in hospitals.
in a software development, the design or architecture prior to implementing the software is essential for the success. This paper presents a case that we successfully designed a software architecture of radiation monitoring system (RMS) for HANARO research reactor currently operating in KAERI by applying the quality attribute-driven design method which is modified from the attribute-driven design (ADD) introduced by Bass[1]. The quality attribute-driven design method consists of following procedures: eliciting functionality and quality requirements of system as architecture drivers, selecting tactics to satisfy the drivers, determining architectures based on the tactics, and implementing and validating the architectures. The availability, maintainability, and interchangeability were elicited as duality requirements, hot-standby dual servers and weak-coupled modulization were selected as tactics, and client-server structure and object-oriented data processing structure were determined at architectures for the RMS. The architecture was implemented using Adroit which is a commercial off-the-shelf software tool and was validated based on performing the function-oriented testing. We found that the design method in this paper is an efficient method for a project which has constraints such as low budget and short period of development time. The architecture will be reused for the development of other RMS in KAERI. Further works are necessary to quantitatively evaluate the architecture.
