Economic benefits and management implications of reducing the harvest of juvenile mackerel in Korea

  • It is essential to provide good environment for juvenile fish to grow and spawn in order to keep reproduction mechanism of fisheries resources. However, harvesting juvenile fish deprives adult fish of the opportunity to reproduce, thereby changing self-regulating renewable resources into non-renewable ones and preventing sustainable harvesting as well as reducing fishers' income. We reviewed the catch status of Korea on juvenile mackerel and analyzed how reducing the catch ratio of juvenile mackerel may affect the spawning stock and Korean fishermen's revenue. In addition, we analyzed the problem of caching juvenile mackerel in Korean fisheries and current efforts to protect and reduce the catch ratio of juvenile mackerel in Korea. Furthermore, we suggested future efforts to protect juvenile mackerel. The result of the study showed that reducing the catch ratio of juvenile mackerel from 44.4% to 30.0% would increase fishers' revenue by 60.6 billion KRW. We suggest the changing of purse seine fishery's catching methods from night operation to day operation, relocation of fishing vessels to move to other fishing grounds when fishing vessels meet high density of juvenile mackerel, and consumers' clever choice of consuming adult mackerel in order to accelerate the move toward protecting juvenile mackerel in Korea.

생분해성 꽃게 통발의 어획 성능 (Catching efficiency of biodegradable trap for swimming crab (Portunus trituberculatus) in the western sea of Korea)

  • To investigate the catching efficiency of a biodegradable round trap for a swimming crab (Portunus trituberculatus), four types of material (two types of biodegradable net, one type of biodegradable plus polyethylene net and one type of polyethylene net) for traps were used in the field test, and the field tests were carried out 11 times in the Boryeong fishing ground of Korea, 2012~2013. The catching efficiency of four type traps was analyzed by catch per trap, weight per trap and mean weight per individual of small and large size swimming crab. Statistical Kruskal-Wallis test was carried out to verify the significant difference for the efficiency between types of material. The catch in number of swimming crab was 9,015 and formed about 94.3% of total catch. In the results of catching efficiency of traps, there was a little difference in catch per trap, weight per trap and mean weight per individual of swimming crab in-situ data. But there was no significant difference in catching efficiency between the biodegradable traps and the PE trap (P>0.05), so it's needed to use widely a biodegradable trap for the conservation and sustainable management of swimming crab resources.

과학옵서버 조사에 의한 인도양 수역 한국 다랑어 선망선 FAD 조업의 부수어획실태 (Characteristics on bycatch in Korean tuna purse seine fishery associated with FAD in the Indian Ocean by scientific observer programs)

  • In order to understand characteristics on bycatch of Korean tuna purse seine fishery, especially operations associated with Fish Aggregating Device (FAD) in the Indian Ocean, we conducted analyses related to bycatch by school association type (unassociated school, FAD associated school and log associated school) using the data collected by scientific observers from 2016 to 2018. The FAD used by Korean tuna purse seine fishery in the Indian Ocean was a drifting FAD, which belongs to non-entangling FADs according to the category proposed by the International Seafood Sustainability Foundation (ISSF). The target species of Korean tuna purse seine fishery are skipjack, yellowfin and bigeye tunas, accounting for 99% of the total catch. The ratio of bycatch was 0.97% in total catch and the discard accounted for less than 1%, indicating that most catch was retained on board. In terms of bycatch ratio by school association type, it accounted for 0.12% for unassociated school, 1.09% for FAD associated school and 1.25% for log associated school. As for the catch proportion of shark species by school association type, it accounted for 0.01% for unassociated school, 0.11% for FAD associated school and 0.10% for log associated school, which showed that unassociated school type was the lowest to affect bycatch of non-target and shark species. Given the proportion of bycatch compositions, however, it is considered that FAD associated school of Korean tuna purse seine fishery has less caught bycatch species of non-target and shark, compared to other fleets operating in the Indian Ocean.

새우 통발의 침지시간에 따른 어획 특성 (Catch characteristics of shrimp trap by submerged time)

  • Cast fishing gear needs some time for fishing progress, and catches and their composition by submerged time can change by several cause. Therefore, it is very importance to study fishing capacity of fishing gear by submerged time. This study is to investigate catches and their composition of shrimp trap, that is used in the coastal of the East Sea, and to find the fittest lifting time of trap. Experimental term are September 2006 and August 2007, the location is the coastal of Oho, Goseong, Gangwondo, Korea and one hundred trap is used at each casting and lifting of gear. For convenience of description, survey of 2006 and 2007 are dented as experimental code 1 and 2, and submerged time 21hr, 43hr and 66hr are dented as code A, B and C. The result of obtained from the above approach are summarized as follows: Many Northern shrimps(Pandalus eous), dominated 96.36%, are only catched in experimental code A, and in code B and C, some of coonstripe shrimp(Pandalus hypsinotus) and few morotoge shrimp(Pandalopsis japonica) are catched. CPUE of code 1A, 1B and 1C per trap were 21.67g, 29.51g and 28.48g, and those of code 2A, 2B and 2C per trap were 25.44g, 32.93g and 33.36g. Therefore, 24.66% of catch increased according as submerged time passes from 1 day to 2 days, and almost no change of catch was to be -1.1%. Carapace length of code 1A, 1B and 1C were 23.77mm, 25.00mm and 25.57mm, and those of code 2A, 2B and 2C per trap were 23.83mm, 24.95mm and 25.45mm. Thus, the more submerged time is, the less catch of small fish is and the more catch of large fish is. Consequently, fit lifting time of shrimp trap is after 2 days, and if considered trouble of fishing gear and condition of catch, the fittest lifting time is the third successive day of casting date.

베링공해 명태 트롤어업의 국가별 어획량, CPUE 및 월별 어장 (Analysis on the national catch, CPUE and monthly fishing grounds of walleye pollock, Theragra chalcogramma by the trawl fishery in the high seas of the Bering Sea)

  • Annual and monthly pollock catches, CPUE and fishing grounds in the high seas of Bering Sea between 1984 and 1992 were analyzed for centroid distribution and bivariate ellipses of trawlers of South Korea, Japan, Poland and China. The catch amount differed by country as 56.1%, 21.7%, 20.4% and 1.8% were caught by Japan, Korea, Poland and China respectively. Japan recorded the highest mean CPUE at 5.7 ton/hour while it was 4.3 ton/hour for Poland, 3.9 ton/hour for Korea and 2.4 ton/hour for China. Cumulative catch varied by month, with the minimum of 137,000 ton in March and the maximum of 848,000 ton in December. Monthly mean of CPUE was the lowest in February (2.0 ton/hour) and the highest in November (6.3 ton/hour). The centroid distribution of monthly fishing ground was located at a southern spot ($56^{\circ}$ 05'N, $178^{\circ}$ 55'E) in January, and it moved anti-clockwise toward $56^{\circ}$ 37'N, $178^{\circ}$ 24'E in December. Fishing grounds were scattered more by the east-west direction than by the south-north direction. The fishing grounds were similar for Korean, Japanese and Polish trawlers, but Chinese trawlers that fished only from July to December showed distinctively different fishing grounds from the others.

  • This paper investigates the two academic revolutions of the Korean higher education system. Since economic catch-up began in the 1960s, Korea has strongly encouraged the activities of its higher education system to serve industrial development as it has progressed through various developmental stages. At the 'strong regulation' stage, universities focused on the provision of technicians. As the need for higher education grew, the 'massive expansion' stage emerged. Finally, most recently, university research and its direct contribution to the economy have been invigorated by strong governmental support. Possibly, this is due to the fact that the Korean government has strongly controlled not only industry but also academia. As long as other East Asian universities have similar conditions to those of the development of Korean universities, we can generalise this model not only to universities in other East Asian countries, but also to universities in other rapid catch-up countries.

우리나라 연안어업생산에 있어서 인적요소의 영향분석 (The Effect of Person-Specific Factors on Coastal Vessel Fishing Catch in Korea)

  • This study is conducted to apply the insight of Johnson and Libecap(1982) to Korea's coastal vessel fishing. According to Johnson and Libecap(1982) the differences in fishing ability are largely attributed to acquired knowledge and innate skills. Since those skills are unlikely to be readily transferable assets, economic rents exist in the fishery, even under open access conditions. Therefore the paper tries to examine whether the acquired information from fishing experience and innate skill could also have an effect on catch variation of coastal vessel fishing in Kyung-Nam province. To do so, the paper is performing the analysis by establishing econometric model. Results show us that the acquired information from fishing experience have a significant effect on catch variation, but the innate skill does not.

스프링그물통발의 입구 크기에 따른 붕장어 어획성능과 혼획 (Fishing capacity and bycatch on spring net pot for conger eel by entrance size)

  • This study was conducted to analyze fishing capacity and bycatch by mesh size and entrance size of spring net pot conducted by water tank and field experiment. The water tank experiments were conducted by using traps with mesh size of 22 mm and entrance size of 120 mm and 140 mm, respectively in the water tank of NIFS. The field experiment was conducted using 5 kinds of spring net pot with mesh sizes of 20 mm, 22 mm, 35 mm and entrance size of 120 mm, 130 mm, 140 mm, 360 mm by coastal trap fishery vessel operating around the area of Geoje island. In the result of water tank experiments, the catch of conger eel was 1.5 times higher when using trap with entrance size of 140 mm than that of 120 mm. In the field experiment, when using same mesh size, the larger the entrance size, the higher amount of conger eel catch, bycatch and number of bycatch species. When using the same entrance size, the larger the mesh size, the lower amount of conger eel catch and number of bycatch species, whereas the amount of bycatch showed increasing trend.

Performance of an Active Stimulating Device Using a Rope Kite or Array in the Cod End to Reduce Juvenile by-catch

  • An active stimulating device (ASD) using a rope apparatus may operated by the flow of turbulence inside a cod end, generating variable stimuli in addition to flow-related effects to minimize the by-catch of juvenile fishes. Preliminary testing involved a hydrodynamic effect inside the cod end with a rotating rope kite or conical rope array to generate variable stimuli (visual stimuli, water flow, or physical contact with fish) to change fish position. The experimental rope kite offered more choice in rotating period and range of sweeping action; adjusting the towing line or flow velocity helped to drive fish toward the net panel and encouraged escape. The conical shape of the rope array in the cod end helped to clear a path for fish by disturbing the rigging and providing more contrast between objects, preventing an optomotor response. This enabled more black porgy to be herded toward the net at an early stage of towing. Therefore, either a conical rope array or a rotating rope kite can be used as an effective ASD to prevent juvenile by-catch.

자망 선택성에서 다항식을 사용한 경우의 Kitahara에 의한 최소제곱법과 최우법의 차이 (The difference of selectivity of gill net between least square method with polynomials in Kitahara's and maximum likelihood analysis)

  • This paper showed the difference between the selectivity of gill net by least square method with polynomials in Kitahara's and that by maximum likelihood analysis for Japanese sandfish and Korean flounder. Catch experiments for Japanese sandfish using commercial vessels off the eastern coast of Korea were conducted with six different mesh sizes between October and December 2007 and those for Korean flounder with five different mesh sizes between 2008 and 2009. The mesh size of 50% probability of catch corresponding to biological maturity length of fish was not different between that by least square method and that by maximum likelihood analysis for Japanese sandfish, however, a little different for Korean flounder, that is, those mesh sizes of 50% probability of catch for biological maturity length of Korean flounder were 10.6cm and 10.1cm by least square method and maximum likelihood analysis, respectively.
