  • 기업 비즈니스를 위한 업무절차와 문서/데이터에서의 일관성 확보를 통한 비즈니스 프로세스의 표준화는 기업 내부적으로 효율적으로 개선된 프로세스에 기반한 정보화시스템의 구축뿐만 아니라, e-비즈니스 환경에서 기업간 협업체계로의 적용을 통해 새로운 기업가치의 창출을 목적으로 한다. 본 연구에서는 중소 규모의 업체에서 자사 비즈니스 프로세스를 분석 및 모델링하고 공개된 표준적 모델을 참조하여 자사 프로세스를 표준화하기 위한 방법론을 제시하고 있다. 즉, 기업이 유사 업종의 선진적인 표준모델을 참조 및 비교함으로써 프로세스 개선기회를 손쉽게 파악하고 자사 업무환경을 고려하여 프로세스 표준화의 구체적인 실행계획을 수립하기 전 단계까지의 과정에 대한 방법론의 개발을 목표로 하고 있다. 본 연구의 결과물은 표준모델의 참조를 통한 비즈니스 프로세스 표준화의 방법론으로 중소업체에서 효과적으로 활용될 수 있으며, 업종 특성을 고려한 표준모델의 공개 및 보급과 함께 프로세스 표준화를 유도함으로써 기업내부 정보화뿐만 아니라 산업 전반에 걸친 정보화 및 e-비즈니스 환경의 구현을 촉진시킬 것으로 기대된다.

A Model of Strategic Management for Local Government : With Special Reference to Long-Range Development Plan. (지방자치단체의 전략적 관리 모형에 관한 연구: 장기발전계획을 중심으로)

  • Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

The Impact of Using Information Technology Architecture on IT Capability and IT Performance : Focused on Public Agencies (정보기술아키텍처 활용이 조직의 정보기술역량과 정보화성과에 미치는 영향관계 : 공공기관을 대상으로)

  • As the amount of IT investment and the complexity of information systems in public agencies have been increased, efficient and structured management of IT systems is more emphasized. For the Korean government. ITA (Information Technology Architecture) is one of the core parts of the e-Government initiative. Also introducing and managing ITA in organizations is mandated by law in Korea. The objective of the paper is to study whether using ITA in public agencies is related with their IT capability and IT performance or not. A questionnaire had been designed for the purpose, and a survey had been performed on Korean public agencies. The survey results show that using ITA has influence on relation and technology capability. However, ITA does not influence on human capability and IT performance. The reason why using ITA is linked to relation and technology capability is that ITA includes relationship between both business and technology. Also ITA provides a technical reference model (TRM) and standard profile (SP), so it has influence on technology capability.

  • Nowadays, public domain software CALS/EC projects give their attention to the importance of test and evaluation (T&E). This article proposed a survey on T&E procedures of the international standards ISO 9000-3, ISO/IEC 9126 and ISO 14598, and of the U.S. Army pamphlet as well as that of MIL-STD-498. And features of testing tools such as their characteristics were reviewed for a reference in selecting appropriate one. Large-scale software projects often encounter with problems during T&E, when they become close to the end of development cycle. The problems generally act as a bottleneck of a project, leading to slippage of the entire schedule. This article tried a close look at the problems and solution alternatives of the T&E policy, management, and technical issues, and proposed a T&E model to support a variety of software development environment.

  • 정보통신 기술의 발전에 따라 전자 거래를 위한 다양한 기술들이 개발되어 왔다. 그러나 전자 거래에서 사용되는 국제 표준 문서, 국내 표준 문서, 지침서 등과 같은 정보를 체계적으로 관리 및 제공할 수 있는 표준화 된 방법이 개발되어 있지 않다. 따라서 이 논문에서는 전자 거래 관련 정보의 효과적인 관리 및 서비스를 위한 레지스트리 모델을 제안한다. 이를 위하여 관리 모델의 가장 기본적인 정보모델인 ISO/IEC 11179 메타데이터 레지스트리를 참조하여 전자 거래 분야의 표준 참조 시스템 관리 레지스트리 정보 모델을 정의한다. 제안모델은 체계적인 표준 관리 및 상호 연계를 통하여 거래 기업이나 개발 업체에서 전자 거래 시스템 도입 및 구축 시 참조할 종합적인 표준정보 제공을 가능하게 한다.

Research on the Environmental Effects and Green Development Path of South Korean Foreign Trade

  • Purpose - This paper aims to examine the environmental effects of South Korean foreign trade, and the changing relationship between industrial "three wastes" emissions and foreign trade. Design/methodology - Based on time series data of South Korean foreign trade and industrial "three wastes" from 2009 to 2019, a VAR model was used to analyze the long-term internal links and dynamic changes between foreign trade and environmental pollution. Findings - Variance decomposition analysis shows that for the three types of pollutants, self-impact contributes the most to the variance decomposition. It follows that South Korean foreign trade has a certain negative impact on the environment, and this impact has a certain sustainability. Originality/value - This paper contributes to the study on the relationship between foreign trade and environmental pollution. It theoretically proposes a coordinated development path for foreign trade development and green development based on the environmental impact of foreign trade, to provide a reference for the development of collaborative promotion.

  • Many government offices have been proceeding a development of Enterprise Architecture(EA) according to apply Government-wide Enterprise Architecture'. Each office and working-level officials have had a hard time because of no guides related to a EA development method such as the Framework, Standards, Principle, Reference Model, Etc. This paper propose a method for developing e-Government Enterprise Architecture considered a characteristic of public institutes through analyzing existing cases. The method for development e-Government EA includes the EA Performance Management Model to monitor objectively each office's long-term business promotion because the e-Government EA development is a job of long duration and cooperation with many institutes. This method also combines the EA Change Management Activities for the officials to improve general knowledge about EA's idea and EA's value, etc. We show the EA case study of the Ministry of Government Administration and Home Affairs to demonstrate feasibility of our approach. As a result, public offices will carry out their BPR(Business Process Re-engineering) and ISP(Information Strategy Planning) more efficiently based on this EA development method.

Limitations of Applying Land-Change Models for REDD Reference Level Setting: A Case Study of Xishuangbanna, Yunnan, China (REDD 기준선 설정 시 토지이용변화 예측모형 적용의 한계: 중국 운남성 시솽반나 열대림 사례를 중심으로)

  • This paper addresses limitations of land-change modeling application in the context of REDD (Reducing Emissions from Deforestation and forest Degradation). REDD is an international conservation policy that aims to protect forests via carbon credit generation and trading. In REDD, carbon credits are generated only if there is measurable quantied carbon sequestration activities that are additional to business-as-usual (BAU). A "reference level" is defined as simulated baseline carbon emissions for the future under a BAU scenario, and predictive land-change modeling plays an important role in constructing reference levels. It is tested in this research how predictive accuracies of two land-change models, namely Geographic Emission Benchmark (GEB) and GEOMOD, vary with respect to different spatial scales: Xishuangbanna prefecture and Yunnan province. The accuracies are measured by Figure of Merit. In this Chinese case study, it turns out that GEB's better performance is mainly due to quantity (e.g., how many hectares of forest will be converted to agricultural land?) rather than spatial allocation (e.g., where will the conversion happen?). As both quantity and allocation are crucial in REDD reference level setting it appears to be fundamental to systematically analyze accuracies of quantity and allocation independently in pursuit of accurate reference levels.

A Efficient Network Security Management Model in Industrial Control System Environments (산업제어시스템 환경에서 효과적인 네트워크 보안 관리 모델)

  • The industrial control system (ICS) has operated as a closed network in the past, but it has recently been linked to information and communications services and has been causing damage due to cyber attacks. As a countermeasure, the Information Communication Infrastructure Protection Act was enacted, but it cannot be applied to various real control environments because there is only a one-way policy-from a control network to a business network. In addition, IEC62443 defines an industrial control system reference model as an international standard, and suggests an area security model using a firewall. However, there is a limit to linking an industrial control network, operating as a closed network, to an external network only through a firewall. In this paper, we analyze the security model and research trends of the industrial control system at home and abroad, and propose an industrial control system security model that can be applied to the actual interworking environments of various domestic industrial control networks. Also, we analyze the security of firewalls, industrial firewalls, network connection equipment, and one-way transmission systems. Through a domestic case and policy comparison, it is confirmed that security is improved. In the era of the fourth industrial revolution, the proposed security model can be applied to security management measures for various industrial control fields, such as smart factories, smart cars, and smart plants.

A Study on Eco-Efficiency in Public Sector Using Decision Tree and DEA Analysis (의사결정나무와 자료포락 분석을 이용한 공공기관 유형별 환경효율성에 대한 연구)

  • This study aims to provide public sectors with eco-efficiency information. To implement the purposes of the study, environmental and economic variables of Eco-Efficiency were identified through decision tree model, then the relative Eco-Efficiencies of 243 public sectors were evaluated through input-oriented DEA (Data Envelopment Analysis) model. Specifically, the amount of public purchasing per a staff and the amount of energy use per a staff were considered as input factors. Sales per a staff was considered as output factor. The result shows that most of the public sectors (94.2%) were evaluated as "inefficient" taking into consideration of average value, 0.501 from market-based public corporations, 0.288 from local public corporations, 0.28 from quasi-market-based public corporations, 0.269 from fund-management-based quasi-governmental institutions, 0.09 from non-classified public institutions, and 0.078 from commissioned-service-based quasi-governmental institutions. Furthermore, it is possible to establish a plan for internal Eco-Efficiency improvement based on information of the reference set. In order to improve the Eco-Efficiency in the public sectors in the long term, environmental impacts of the overall public sectors' operations (e.g., energy saving, water saving, waste reduction, and purchasing of green products) needs to be properly proposed in consideration of BSC (Balanced Scorecard) indicators of public sectors.
