  • The purpose of this study is to propose new systems for improvement of coastal landscape management in Busan area. The coastal landscape management systems in Busan are divided into urban planning sector, coastal management sector and environmental preservation sector without any comprehensive lay or integrated management system. These findings indicate that the coastal landscape is in need of integrated management in the form of coastal management rather than urban planning because coastal landscape os different from urban landscape by nature. The coastal landcape management ordinance which is based on the Coastal Management Ant should be established and the special zoning system for costal landscape management is to be set up under this ordinance. Then the comprehensive landscape plan for Busan coastal area and the design guidelines for each zone are mandatory. Also Busan city government and the district office must have a responsible department, experts and coastal landscape review committees.

When an urban developmental program is to set up, surveys are carried out only with the respect to electricity, telecommunication, gas, and heating sources. Based on the existing survey results, the problems related to the supply side are being dealt with more importantly and the quantities of those supplies are estimated only by each energy source. The aim of this study is to provide basic information on energy consumption patterns of a diverse comsumer groups including industry, transportation, commerce, public and household to plan diverse energy policies. • PURPOSES : Owing to the growth of income and socio-economic levels, demands from road users have diversified. Accordingly, new road policies are being actively sought. The metropolitan city government of Busan has been focused on constructing and expanding roads to accommodate the increasing traffic demand. Given the increase in functional characteristics, we need to re-evaluate the hierarchy and function of roads, and specifically remodel the road planning and operations that fit into their functions. METHODS : First, this study focuses on introducing the minimum condition required to redefine the hierarchy of the roads. Second, the authors propose a new model that identifies the impact level of road hierarchy adopting discriminated analysis technique. RESULTS : Authors suggest that we redefine the hierarchy of roads in the central business distinct in Busan, and specifically the arterial roads in Busan, namely, Joonang-daero and Gaya-ro. These roads need to be reequipped with cross walks, a lower speed limit, and exclusive bus lanes to improve their accessibility. CONCLUSIONS : The authors found that the sub-arterial and collector roads have been subjected to excessive loads, owing to inappropriate functions being assigned to the main arterial road. Moreover, given that through traffic is concentrated on the sub-arterial and collector roads, over-speeding and other safety issues are consequently created.

  • This study examined resettlement and adaptation condition of North Korean(NK) refugees resettling in local areas and compared the results of the examination to the life conditions for those who are living in Seoul and its vicinities. As the result indicates, the first cohort is currently inferior to their counterpart in labor market activities, life satisfaction, and quantity and quality of resettlement assistance implemented by private voluntary agencies. The reason of selecting Busan as a specific case for this study is that: 1) Busan is the largest city in the number of NK refugees residence except for Seoul, 2) Busan has a couple of community welfare centers which are involved in the work of NK refugee resettlement as well as the reason that Busan provides convenience of conducting a survey to the researcher. The most significant contribution of this study to social work research and practice is that it applied the existing theoretical and practical approach of community resources development and networking of social supports to the field of NK refugee resettlement assistance. Based on the research findings, this study suggests that the roles and functions of Community Associations of NK Refugee Assistance should be more activating and that a community welfare center should a take critical role in organizing and activating the Community Associations. This paper also suggests specific ways of enhancing the role of community welfare centers in NK refugee assistance.
