Port-City and Local Population Relationship: the Perception of Busan Citizens of the Port

  • Ports play a key role in international trade, as integral hubs where passengers and cargoes are loaded, discharged, and transshipped. However, the function of ports is becoming more diversified, expanding on roles as industrial clusters, as well as logistical centers. Such roles combined, reap numerous and significant benefits, mainly with growth of jobs and wealth creation, for the local population living in the city, and beyond. Citizens' awareness of the function and value of ports may not be positive, because of a range of negative factors such as emissions, noise, and road congestion, which can influence their perception. This study's contribution focuses on empirically evaluating the perception of Busan citizens of the local port, by applying Q methodology. The links connecting the port-city and local population, are assessed by identifying: 1) The level of awareness of the Busan citizens of the port; 2) Factors perceived as positive as well as factors perceived as negative by Busan citizens. There are four main factors, derived from the analysis: 1) Port functional knowledge; 2) Lack of social connectedness port-city; 3) Environmentally concerned and; 4) Absent port's ripple's effect. Policy recommendations suggest focusing on improving citizens' perception of the port, for each of the four main factors derived from the analysis.

A Study on the Perception of Hospice Palliative Care and what Constitutes a Good Death of the Citizenry of Busan (부산시민이 인식하는 좋은 죽음과 호스피스에 대한 연구)

  • Objectives : In this study, the awareness of hospice and the perceptions on the need for visiting palliative care and what constitutes a good death of the citizens of Busan were investigated. The purpose of this study was to develop a hospice system based on the needs of the citizenry of Busan by seeking solutions for current hospice strategies. Methods : One thousand Busan citizens from 20 to 80 years of age were surveyed in this study. Results : Busan citizens defined a good death as spending less than one month of time in the actual process of dying at home between the ages of 80-89 years. They knew about hospice a little and were aware of its necessity. They also knew about the necessity of visiting palliative care and were interested in receiving it when appropriate but did not know much about it. Conclusions : First, there is a large difference between Busan citizens' expectations on what constitutes a good death and what a good death really is. Second, Hospice palliative care should be provided to the community. Third, the older the patient is, the more palliative care visits are necessary. Fourth, 40s and 50s must make preparations for hospice palliative care in their future.

Estimation of citizen's willingness to pay for water quality improvement on urban rivers (도시하천 수질개선을 위한 시민의 지불의사액 추정 연구)

  • Urban rivers and their surrounding environments have been altered due to factors such as rapid economic growth and urban development. This alteration have caused the rivers to lose their original value and become exposed to various pollution, resulting decrease in citizens' quality of life. This study aims to estimate citizens' Willingness To Pay (WTP) for water quality improvement in Suyeong River in Busan. To estimate the non-market value of the Suyeong River, the WTP of Busan citizens for water quality improvement was estimated, applying Contingent Valuation Method (CVM). The WTP for improving the water quality from Grade 4(polluted water) to Grade 2(game fish like bass can live in it) was estimated using the water quality ladder concept of the US Environmental Protection Agency, assuming annual donations for five years. For the CVM, the logistic distribution and Spike Model were adopted. As a result, citizens residing in the surrounding area of Suyeong River expressed a higher WTP. Considering more than half of the Busan citizens are aware of the "conservation of nature and ecosystems" as a major function of the Suyeong River, this higher WTP could serve as a basis for improving the value of urban rivers.

A Study on the Realities and Vitalizing Plan of Ocean related Lifelong Education in Busan (부산의 해양관련 평생교육 실태 및 활성화 방안 탐색)

  • The purpose of this study was to investigate realities and find vitalizing plan of ocean-related lifelong education in Busan area. 190 staff members of lifelong education institutes in Busan were participated in questionnaires for investigating this topic. The results of research were as follows. Firstly, staff members of lifelong education institutes recognized that citizens were needed to expand ocean consciousness. Secondly, they recognized that ocean-related lifelong education had to be conducted for inspiration of ocean consciousness. Thirdly, 65.8% of them had practice will to manage ocean-related lifelong education program in the future. Based upon these results, our suggestions for strategies to revitalize ocean-related lifelong education in Busan were as follows. Firstly, a customized program of ocean-related lifelong education for citizens of Busan, ocean city, has to be developed and come into wide use. Secondly, the regional characteristics of Busan have to be taken into consideration in utilizing learning material. Thirdly, systematic support plan for ocean-related lifelong education has to be needed. Lastly, participants' network for ocean-related lifelong education has to be established.

The Influence of Busan Fish Cakes' Quality and Brand on Customer Preferences (부산어묵의 품질과 브랜드가 소비자 기호도 만족에 미치는 영향)

  • This study determine the influence of the quality and brand factor of fish paste on the customer preferences with the aim of promoting marine products in the Busan region and especially of expandong the base of the fish paste market. A sample survey was conducted to analyze the customers among Busan citizens who purchase fish paste. The result showed that the quality and brand factor of fish paste have a significantly positive (+) influence on the customers' preferences.

Public Art and Urban Reimagineering : An Evaluation of Busan Biennale 2006 (공공예술과 도시 재이미지화 : 2006 부산 비엔날레 평가)

  • Busan Biennale, began from 2000, has been argued that it would improve 'intrinsic introspection related to localism' against 'a lifestyle forced by capitalism in a global dimension', by promoting urban esthetic imagination in the public sphere of the city and reflecting it upon exhibited artworks. But Busan Biennale seems to reflect partly an attempt for new place marketing or urban reimagineering as a part of postmodern culture, even thought it has been planned to be an authentic stage or public-place art for citizens. This paper is to examine Busan Biennale 2006, held from Sep.16 to Nov.25 in Busan main theme of which is 'everywhere', constituted with three major projects: the Contemporary Art Exhibition, Sea Art Festival, and the Busan Sculpture Project. Ths paper considers first some implications of the transformation of modem to postmodern city, focusing on spatial representation of the city and public place art, and then tries to evaluate whether Busan Biennale is really embedded in the local authenticity and esthetic imagination for citizen or not. As concluding remarks, this paper suggests that Busan Biennale would be continuously developed, when it is oriented more towards local public-place art for citizens with their active participations rather than towards urban reimagineering strategy to make and promote an image of Busan as a global city.

Environmental Capacity Assessment of Busan City (부산시 환경용량평가에 관한 연구)

  • Environmental capacity assessment of Busan city was conducted to provide basis for planning on sustainable development and growth of the city. Using Onish model, assessment was carried out on amenities and service facilities for the citizens of Busan city. Ecological Footprint model was used to judge if the city exceeds the its environmental capacity and to estimate the extent of the excess if it exists. The analysis using Onish model revealed that the citizens of Busan city are generally well supported by the infrastructure and service facilities of the city. Water treatment and supply facilities have enough capabilities to support the city, whereas the relatively low rate of sanitary sewer supply (78%) suggests the need for further improvement in the wastewater area. The capacities of sanitary landfills are found sufficient enough to support the city for the next 10 years. The high value for the line length served per capita in the subway sector hints on certain inconvenience of commuters. All the air quality indicators meet the Korean and WHO standards except for $NO_2$. The ecological footprint model analysis produced EF indicators for Busan city of 3.04 ha/person and 2.54 ha/person for the years of 1993 and 2003, respectively. The decrease of the indicator from 1993 to 2003 is mainly due to the incorporation of Gijang area by Busan city in 1995, suggesting the importance of the ecologically productive area in the evaluation using this model. The analysis on the ecological deficit that is based on ecologically productive land shows that the consumption by Busan city exceeds its ecologically available production by 19,600% as of 2003. The area needed to support the consumption of Busan city in 2003 is 123 times as large as the present area of Busan city, which is substantially lower than the multiplier (742) obtained for Seoul city in 1997 but is higher than those observed for Chongju city (71 in 1999) and Ulsan city (39 in 2001).

A Study on Impact of Topographic Characteristics and Land use and Transport Characteristics of Residential Area On the Average Trip Distance of the Senior Citizens: for Busan Metropolitan City (행정동별 주거지의 지형적 특성과 토지이용·교통특성이 고령자의 평균통행거리에 미치는 영향 분석 - 부산광역시를 대상으로 -)

  • This study aims to empirically analyze the impacts of the topographic characteristics of residential areas and the characteristics of land use and transportation on average trip distance of the senior citizens in Busan Metropolitan city. Multiple regression is conducted to accomplish the purpose of this study, and the conclusions and policy implications of the analysis are as follows. First, the average and standard deviation of the residential areas are significantly related to average trip distance of the senior citizens. Thus, urban transportation policies need to take account of the topographic characteristics of the residential areas. Second, average distance from the nearest subway station and density of bus stops have positive and negative association respectively. Mobility improvement polices for senior citizens should consider urban spatial structure and different approach processes to transportation facilities by modes. Third, mobility and residential environment improvement policies for senior citizens should take into account different sociodemographic characteristics by locations. This shows that the mobility convenience policy for senior citizens is more necessary than any other policy for administrative dong, where traffic access is relatively low and the single senior citizen population is concentrated.

A Study on Public Information Service using Twitter - Focused on Twitters of Major Metropolitans - (트위터를 활용한 공공 정보서비스 연구 - 주요 광역도시 트위터들을 중심으로 -)

  • This study investigates the contents of twitters serviced by metropolitans and citizens' questions to propose improvements. Using content analysis as a research method, this study recorded and analyzed all the tweets of six metropolitans (Seoul, Busan, Daegu, Incheon, Daejeon, Gwangju) for three months. As the results, the frequency analysis of tweets revealed that Busan posted more tweets than other cities, and Seoul posted the highest number of tweet using URL link. The results of content analysis showed that the most frequently provided information from tweeters was about convenience of citizens living. Tweets using URL link were focused on information about citizen living, prize contest, and service announcement. Citizens had a request for information about their life and traffic. For public information service using tweeter in the future, this study provided several important suggestions.
