Since Ballast Water Management Convention has been effected, BWTS, applied to new-building vessels and existing vessels, have been developed from many countries with various treatment methods. However, BWTS is mainly typed Electrolysis, Ozone and UV type. Approximately 70 products have been type approved by the Flag Administrations. For the new-building vessels, the vessels' design and construction have been considered for arrangements and installations for BWTS. However, existing vessels which already construction had finished have problem with selection of BWTS type for installation and arrangement. The selection of the most economized BWTS system is important though, CAPEX has not been made any significant differences. However, OPEX is more important factor. Consequently, detail analysis of OPEX is the key to the selection of the most economized BWTS system and also it can be the purpose of this study. The feasibility study on the main three type of BWTS (Electrolysis, Ozone and UV type) for 175K Bulk Carrier and 57K Cargo ship has been conducted for this study. Because, these three type of BWTS have been the most frequently installed and used and the two type of object vessels are consist of the 40% of the world merchant ship market. For this study, interest rate, project duration (operation time after installation), maintenance cost and fuel oil price are considered as major factor of feasibility study. In addition, expecting Interest rates to sensitivity analysis conducted for more accurate feasibility study. For 175K Bulk carrier, ozone treatment system is more economical than other types. For 57K cargo ship, UV type is considered more economical than other types. However, it is concluded that electrolysis type is more suitable compare to installation space, total weight and electrical power consumption.

The steel cargoes as the core raw materials for the manufacturing industry have important roles for increasing the handling volume of the port. In particular, steel cargoes are fundamental to vitalize Port of Incheon because they have recognized as the primary key cargo items among the bulk cargoes. In this respect, the IPA(Incheon Port Authority) ambitiously developed the port complex facilities including dedicated terminals and its hinterland in northern part of Incheon. However, these complex area has suffered from low cargo handling records and has faced operational difficulties due to decreased net profits. In general, the import and export steel cargo volumes are sensitively fluctuated followed by internal and external economy index. There is a scant of research for forecasting the steel cargo volume in Incheon port which used in various economy index. To fill the research gap, the aim of this research is to predict the steel cargoes of Port of Incheon using the well established methodology i.e. System Dynamics. As a result, steel cargoes volume dealt with in Incheon port is forecasted from about 8 million tons to about 10 million tons during simulation duration (2011-2020). The Mean Absolute Percentage Error (MAPE) is measured as 0.0013 which verifies the model's accuracy.

In this paper, we analyze accident factors that occur in the unloading of steel cargoes and try to derive priority of importance among factors. The Fuzzy-AHP, which enables hierarchical analysis through pairwise comparison of factors, is used to derive priorities of safety factors to consider when unloading steel cargo. In the top factor analysis results, weights were ranked in order of human factors, safety education, equipment and facilities, and business environment. The purpose of this paper is to contribute to the improvement of the safety consciousness of the field workers and enterprises and to reduce the incidence of accidents in the unloading and unloading operations by deriving the relative importance between the factors. In the future, it is necessary to study the cargoes of other disasters such as container cargo as well as steel cargo.

This study analyzes the optimal location of gas detectors through the gas dispersion in a cargo compressor room of a 174K LNG carrier equipped with high-pressure cargo handling equipment; in addition, we propose a reasonable method for determining the safety regulations specified in the new International Code of the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC). To conduct an LNG gas dispersion simulation in the cargo compressor room-equipped with an ME-GI engine-of a 174 K LNG carrier, the geometry of the room as well as the equipment and piping, are designed using the same 3D size at a 1-to-1 scale. Scenarios for a gas leak were examined under high pressure of 305 bar and low pressure of 1 bar. The pinhole sizes for high pressure are 4.5, 5.0, and 5.6mm, and for low pressure are 100 and 140 mm. The results demonstrate that the cargo compressor room will not pose a serious risk with respect to the flammable gas concentration as verified by a ventilation assessment for a 5.6 mm pinhole for a high-pressure leak under gas rupture conditions, and a low-pressure leak of 100 and 140 mm with different pinhole sizes. However, it was confirmed that the actual location of the gas detection sensors in a cargo compressor room, according to the new IGC code, should be moved to other points, and an analysis of the virtual monitor points through a computational fluid dynamics (CFD) simulation.

A new method for ship Inner Shell optimization, which is called Parametric Inner Shell Optimization Method (PISOM), is presented in this paper in order to improve both hull performance and design efficiency of transport ship. The foundation of PISOM is the parametric Inner Shell Plate (ISP) model, which is a fully-associative model driven by dimensions. A method to create parametric ISP model is proposed, including geometric primitives, geometric constraints, geometric constraint solving etc. The standard optimization procedure of ship ISP optimization based on parametric ISP model is put forward, and an efficient optimization approach for typical transport ship is developed based on this procedure. This approach takes the section area of ISP and the other dominant parameters as variables, while all the design requirements such as propeller immersion, fore bottom wave slap, bridge visibility, longitudinal strength etc, are made constraints. The optimization objective is maximum volume of cargo oil tanker/cargo hold, and the genetic algorithm is used to solve this optimization model. This method is applied to the optimization of a product oil tanker and a bulk carrier, and it is proved to be effective, highly efficient, and engineering practical.

According to SOLAS Regulation XII/6.5.3 and IMO GBS functional requirement(IMO, 2010), the structural redundancy of multi-bay stiffened panel in cargo area of bulk carrier should be provided enough in order to endure the initial design load though one bay of the stiffened panel is damaged due to plastic deformation or fatigue crack. To satisfy structural redundancy, Harmonized Common Structural Rules (hereinafter CSR-H, IACS, 2014) proposed to use 1.15 instead of 1.0 for buckling usage factor of stiffened panel in cargo area. This paper shows that buckling usage factor in CSR-H for structural redundancy is somewhat conservative considering the ultimate strength calculated by using nonlinear FEA for the damaged condition which is only one bay's plastic deformation due to colliding by weigh object like a bucket. Also, this paper presents that increasing of plate thickness only is more effective to get enough structural redundancy.

Gamcheon Harbor was developed as a multipurpose port to mix processing functions of exclusive piers for bulk cargo such as marine products. domestic cargo. Since the container terminal was opened in 1997. maximum $40,000{\sim}50,000$ DWT containership have been incoming and outgoing. However, because [he breakwater entrance in Gamcheon Harbor is narrow and the crossed passing of ship is ever-present at breakwater front, marine accident danger is high that grasping traffic characteristics is required in reply. Therefore marine traffic characteristics were analyzed for Gamcheon Harbor, included the track and traffic volumes of peak hours period in inbound/outbound and front sea area of the harbor in present.

As a consequent result of our previous paper, "Development of Automatic Data Generation Program for Finite Element Structural Analysis of Oil Tankers"[1], the objective of this paper is to develop an automatic modeling program for the three-dimensional finite element structural analysis of hull modules of general commercial ships, especially oil tankers, bulk carriers, and container ships. Based on the proposed algorithm in [1], the followings are newly added: general applicability for three ship types, automatic mesh division interface with MSC/NASTRAN, direct wave load calculation interface, and Graphic User Interface technology in the process of input data preparation. It is necessary to develop a bridgehead port for trading with northern countries to promote trade through the East Sea because the East Sea Rim economic bloc around the Northeast Asia including South Korea, China, Russia, Japan, and North Korea has a high growth potential in the future. Therefore, this study aims to suggest a strategic direction to enhance the competitiveness of Donghae Port through reinforcement of container cargoes by conducting Importance-Performance Analysis (IPA) for stakeholders of Donghae Port. The analysis results suggest that it is necessary to improve the five evaluation factors: attractiveness of container and bulk volumes, appropriate ratio of export/import container quantities, frequency of vessel entry and diversity of sea routes, convenience of complex linked transportation, and competitiveness of cargo handling equipment. The implications of this study are as follows. First, it is necessary to continuously research the current status of container and bulk cargo volumes of the port and ways to increase the absolute cargo volume. Second, we need to consider realistic alternatives to improve the ratio of export/import container quantities. Third, in terms of network, we should establish a service improvement plan to increase the frequency of port calls and the diversity of sea routes. Furthermore, incentives should be provided to increase the trade volume of Donghae Port through strengthened complex linked transportation function. Finally, it is urgently necessary to provide investment support for container handling equipment as an essential requirement for the activation of the container cargoes in Donghae Port.
The case, Papera Traders Co. Ltd. and Others v. Hyundai Merchant Marine Co. Ltd and Another(The Eurasian Dream), was occurred on July, 1998 when the ISM Code became mandatory under SOLAS and from that date it applied to oil tankers, chemical tankers, gas carriers, bulk carriers and cargo high-speed craft of 500 gross tonnage and above. On July 23, 1998, a fire started on the deck of pure car carrier Eurasian Dream while in port at Sharjah. The source of fuel was the stevedores action of pouring petrol or transferring fuel in some way - refueling or pouring into a carburettor. The fire eventually destroyed or damaged the vessels cargo of new and second-hand vehicles and rendered the vessel itself a constructive total loss. Justice Cresswell held that the fire that destroyed or damaged the cargo was due to the unseaworthiness of the vessel they have the burden of proving that the vessel was unseaworthy before and at the beginning of the voyage and that the loss or damage was caused by that unseaworthiness. This case was a dispute between dependent and claimant alleging that the carrier should provide "properly man, equip and supply the ship and keep the ship so manned" under Hague-Visby Rules. Although ISM code was not officially applied to the carriage by car carriers until July 2002, a rule based on the code had customarily been employed as a mean for international dispute resolution. Examining the above case closely, the purpose of this study is to explore the relation of ship management and obligation to exercise due diligence in making the vessel seaworthy.
