BIM 기반 인허가 요구정보 생성 방안 (Methodology for Generating Information Requirements for BIM-based Building Permit Process)

  • Using BIM (Building Information Modeling)-based design information to analyze various engineering processes has been widely adopted in construction projects. However, since typical building permit processes often require traditional 2D-based design information for submission and to obtain building approval, there are some challenges in delivering such data thru BIM-based design information. This paper proposed a methodology to generate and meet information requirements for permit applications and approvals based on BIM-based design information. To that end, we analyzed the required information necessary to make submissions for building approvals using the Seumter system. We then suggested a process to collect the required information from BIM-based data, and classified this into two types: BIM-internal and BIM-external information requirements. In addition, we proposed three algorithms to extract and to match between extracted BIM data and BIM-internal information requirements using IFC(Industry Foundation Classes). The proposed methodology enables to ensure the efficiency and the accuracy when providing data for building permit review and approval.

서술부의 함수체계화를 통한 인허가관련 건축법규의 자동검토 응용방안 (Development of High-level Method for Representing Explicit Verb Phrases of Building Code Sentences for the Automated Building Permit System of Korea)

  • As building information modeling (BIM) is expanding its influence in various fields of architecture, engineering, construction and facility management (AEC-FM) industry, BIM-based automated code compliance checking has become possible prospects. For the automated code compliance checking, requirements in building code need to be processed into explicit representation that enables automated reasoning. This paper aims to develop high-level methods that translate verb phrases into explicit representation. The high-level methods represent conditions, properties, and related actions of the building objects and clarify the core content of the constraints. The authors analyze building permit requirements in Korea Building Code and establish a standardized process of deriving the high-level methods. As a result, 60 kinds of the high-level methods were derived. In addition, method classification, analysis, and application are introduced. This study will contribute to the representation of explicit building code sentences and establishment of the automated building permit system of Korea.

건축허가기준으로서 조경법규에 대한 고찰 (A Study on Landscape Ordinance of the Korean Building Code)

  • Landscaping on building sites has been regulated by Building Code in Korea. By Article 42 of the Code, landscaping is mandated in the process of building construction and people should comply with the code to get the building permit. On the other hand, sustainability tends to be a prime value these days. Because of the intrinsic nature of Korea Building Code, the landscaping was not adequately implemented in reality. After studies on the landscape ordinance, the major problems on the mandated landscaping has been speculated as follows: 1. As far as landscaping has been regulated by single building code, there seems to be a limitation. Urban Planning Code etc. would be another mean to adequate landscaping. 2. Speculations on landscape details associated with landscape plans are needed for building permit process. 3. By any level of law, the landscape should be reinforced for public buildings and developments because of its own publicity. 4. Locally sound landscape would be implemented through Special Architectural District etc.

  • Building Information Modeling (BIM) design has been mandatory in Korea since 2016, and it has been gradually expanding in the industry, with a slow attempt to apply it in remodeling constructions. This is because Korea is facing a situation where many buildings are over 30 years old and require remodeling or reconstruction. The remodeling industry is also a growing market, as it saves construction time and cost compared to reconstruction. BIM is an ideal technology element for a competitive remodeling construction, as remodeling constructions face a complicated construction process from the start, including demolition, maintenance, and reinforcement to save the change process. However, there are still limitations in applying BIM to remodeling constructions, due to considerations of the existing building and the complicated requests of the inhabitants. BIM still has technical and environmental limitations for general use. In this study, I analyzed BIM application cases from existing studies and suggest what improvement points should be strengthened.

도로점용허가 행정업무에 공간정보 활용을 위한 시스템 구축방안 (System Implementation Plan for Applying Spatial Information to Road Occupation Permit Administrative Works)

  • 대부분의 행정업무는 주소를 기반으로 수행하고 있기 때문에, 공간정보는 행정업무 수행에 핵심적인 요소이다. 행정업무에 공간정보를 활용하기 위한 많은 시스템이 구축되어 있으나, 도로점용허가 업무에 공간정보를 활용하기 위한 시스템의 구축에 대한 연구는 이루어지고 있지 않은 실정이다. 본 논문에서는 도로점용허가 행정업무에 공간정보를 활용하는 시스템의 구축방안을 다룬다. 시스템 구축방안은 업무분석, 활용 시나리오 도출, 시스템의 기능도출, 그리고 데이터마트 구축방안을 포함한다. 첫째, 업무편람 분석을 기반으로 도로점용 업무의 프로세스 및 각 프로세스를 구성하는 활동을 정의하고 도식화 한다. 둘째, 도출된 업무 활동 중 공간정보가 활용 될 수 있는 시나리오를 도출한다. 셋째, 도출된 업무 프로세스 및 공간정보 활용 시나리오를 시스템으로 만들기 위한 서비스의 기능을 도출한다. 마지막으로 본 시스템에 사용될 공간정보의 데이터마트 구축방안을 수립한다. 본 연구에서 제안하는 시스템 구축방안은 응용 아키텍처 및 데이터 아키텍처의 일부를 포함한다. 추후 시스템을 구축하려면 하드웨어 아키텍처와 소프트웨어 아키텍처의 구성방안이 추가로 연구되어야 할 것이다.

  • The use of foreign labors was inevitable at the construction site in Korea. Most construction companies are being used them in the workplace due to the cheap labor, but their work ability are insufficient as much as Korean labors. In this paper is expected to confirm the foreign labors' employment conditions and study to analyze the changing of foreign labors' work ability.

건축물에너지절약계획서의 사업계획승인, 건축허가에 따른 적용시점의 타당성 연구 (A Study on the Feasibility of the Timing for the Implementation of Energy-Saving Plan of Buildings Based on the Approval of Business Plan and Construction Permit)

  • 에너지절약에 대한 규제가 심하고 국민 다수가 에너지절감에 대한 관심이 높은 상태에서 사업계획승인을 받은 건축물이 건축허가가 지연되어 주변 신규 사업건과 함께 입주된 지역에서 관리비가 20~30% 차이가 발생한다면 심각한 민원이 될 것이다. 따라서 사업계획승인 시점에 에너지절약계획서를 작성하되 주택법 시행령 제18조로 인한 공사착수가 연장이 되어 2년이 경과 되거나 지연 될 때에는 건축허가 시점에서 현 기준에 의한 에너지절약계획서를 적용하는 것이 국가 에너지계획이나 민원에 대한 미연에 방지책이 될 것이라 생각한다. 에너지절약계획서의 목적과 요소의 기술들이 그 기능을 다하지 못하고 단순히 인, 허가 수순에 지나지 않는다면 많은 인력을 투입하여 검토하고 자문하는 것이 무의미한 시간 손실일 것이다. 정부나 건축주가 에너지 save측면을 공감하고 건물에너지효율을 개선하여야 할 것이다.

소규모 민간건축 시공현장에 있어서 창호에너지 소비효율등급제의 적용 현황에 관한 연구 (A Study on the Application State of the Fenestration Energy Consumption Efficiency Rating System in Construction Field)

  • Up to now, most the fenestration industry is consisted of glazing and window frame in Korea. According to the Fenestration Energy Consumption Efficiency Rating System and Energy Saving Design Standards of Buildings, u-value of fenestration is defined as the value of calculation with glazing and frame. For this reason, when applying for a building permit, in most cases, the official approval test report of the set of windows and doors is used. Nevertheless, in windows construction progresses, most construction manager take delivery of the glazing and frame separately. For those reason, windows and doors are constructed regardless of the report of the Fenestration Energy Consumption Efficiency Rating System in most construction fields. From now on, the research of the connection method between reality of policy and reality of construction fields should be carried out.

This paper discusses the project's structural system, permit process, groundbreaking project specific testing, and several of the challenges the team overcame, all of which open the door to future Mass Timber projects; particularly in the United States.

  • As the life cycle of buildings is expected to increase, new constructions will decrease and the proportion of remodeling and repair will increase. Therefore, there is an increasing need for overall performance management of old buildings. In 2020, the proportion of buildings over 30 years old is expected to reach a half. As a result, the demand for securing and improving the performance in the stage of using the building is increasing due to the change in the demand for the building, such as the decrease in the construction permit and the increase in the use of the existing building. From this perspective, the study sought to consider institutional measures to organize the preventive and conservative maintenance of buildings. For this purpose, the conceptual goals of inspection for building maintenance were set through a literature review, and the status and problems associated with building maintenance were analyzed to suggest ways to improve the inspection system for building maintenance.
