Strategies for Multilateral Development Banks Utilization to Enhance International Construction Competitiveness (해외건설 수주경쟁력 강화를 위한 다자간개발은행 활용 방안)

  • Korean construction companies have maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasing global economy uncertainties. However, Korean construction companies have relied heavily on the general types of projects in Middle East and Asia although the portion of different types of projects such as Build-Transfer-Operate (BTO), Build-Transfer-Lease (BTL), and Public-Private-Partnership (PPP) has been increasing in the market. When delivering huge projects requiring contractors deal with activities from project planning to operation, securing finance sources and profitability is deemed critical. Therefore, Korean construction companies need more attentions on the construction market supported by Multilateral Development Banks. However, Korean construction companies have not utilized effective strategies for the market entry and also government supportive policies are not useful enough to help construction companies. This study aims both to analyze the contract structure of Korean construction companies for presenting critical factors that need to be prepared and to suggest various methods that can be applied to support construction companies that have much interest in the Multilateral Development Banks. According to the results of study, it is important that Korean government provide structural information system, make a specialized organization, prevent over-heating among Korean construction companies, and collaborate with Official Development Agency. In addition, it appeared that the fairness and financial stability of project have recognized main advantages of the Multilateral Development Banks.

  • This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.

  • According to revision of Construction Technology Management Act (2005), the government ordering construction which cost is more than 10billion won should investigate the value engineering(VE) of a construction. In this sense, the government actively promote plans in 2008 after identifying the examining standards of the investigation on the VE(2007). It is substantial issue to introduce Pre-Qualification(PQ) in oder to restrain unlicensed VE consulting companies or VE consultants. This system will contribute to the quality and the settlement of the value engineering in our country. The reason why the Korea VE Society founded in 2006 is one of the afore-mentioned reasons. Therefore, we try to establish the value engineering of Build-Transfer-Lease Scheme by providing the practical application of construction value engineering and definite procedures through the example of Andong Culture and Art Center's research in one of the various construction fields.

  • In China, the enhancement of water services has become the most crucial issue confronted with the rapid urbanization and industrialization process. A huge financial gap to meet the demand for water infrastructure and need for adopting advanced operation technology precipitated the rapid growth of PPP over the last 10 years. Diverse schemes of PPP such as TOT, Divestiture, and Management Contract and Lease have been practiced. Local governments and private investors/operator have adjusted their objectives and strategies to avoid potential pitfalls behind BOT projects in China. However, current academic research outcomes do not properly reflect important issues of BOT projects or related case studies in China. This limitation has brought in the lack of assessment of important risks and success factors required for the improvement of the body of risk management. In this regard, this study uses the market analysis method to identify major schemes of PPP water projects and conducts case studies on five PPP projects to identify key risk and success factors in association with each different scheme. It is expected that the risk and success factors identified from the cases will be used as reference to Korean companies which plan to enter the Chinese water market.

Improvement of Infiltration Performance Measurement in BTL (Build-Transfer-Lease) Sewer Rehabilitation Projects - Focusing on Jeju Special Self-Governing Province - (하수관거정비 임대형민자사업에 있어 침입수 성과지표의 개선에 관한 연구 - 제주특별자치도를 중심으로 -)

  • The purpose of this study is to improve project performance analysis indicators for BTL sewer rehabilitation projects. Among the assessment indicators for BTL sewer rehabilitation projects, an infiltration assessment indicator is given a high score of 17.5 points as a single assessment item. This infiltration assessment indicator is assessed focusing on the amount of infiltration, and presently calculated according to 'Nighttime Domestic Flow Evaluation' method. However, this assessment indicator's failure to reflect the geological features of Jeju region is emerging as a problem in the operational stage. Thus, this study intended to compare and analyze the calculation result depending on the assessment indicators and the actual amount of infiltration, centering on Jeju region. To this end, this study analyzed the amount of infiltration in five areas of Jeju Province calculated according to 'Nighttime Domestic Flow Evaluation' method. Also, a complete enumeration survey was carried out about the conditions for actual infiltration occurrence. According to the results of this survey, ground water level is distributed lower than the level of sewer pipes. The results of a sewer pipe function test show there was no infiltration occurrence caused by sewer pipe defect. So, it is concluded that 'Nighttime Domestic Flow Evaluation' method, which is utilized for the current assessment indicator, is not appropriate to apply to Jeju region, and it is thought that there is a need to establish infiltration criteria specialized for Jeju region.
