중장기 투자계획을 위한 의사결정지원 시스템의 설계 (The design of Decision Support System for mid-and long-range investment planning)

  • Decision Support System(DSS) is an advanced information system concept prevailing since 1980s. It supports managers' decision making activities by providing not only information but decision alternatives. It essentially consists of the components of database, modelbase and dialogue systems. With the development of its databases, POSCO needs a number of modelbases in establishing DSSs in various areas such as production planning and investment. This research particularly focuses on establishment of a mid-and long-range investment DSS and investigates the necessity and the problems of an investment DSS and the decision criteria for investment priority. We (1) propose a modelbase which uses the concepts of Analytic Hierarchy Process(AHP) and Zero-Base Budgeting(ZBB), along with an appropriate scoring method, database and dialogue system to support the investment manager in evaluating investment proposals ; (2) implement the system using relational database management system ; and (3) discuss the results of implementing the investment DSS.

한강수계 논의 순별 단위용수량 변환계수 (Conversion Factors for Ten-Day Irrigation Duties of Paddy Rice in the Han River Basin)

  • Seasonal water requirements by paddy rice is important to water budgeting for the water resources planning at a basin scale. This paper compares the water requirements resulting from different approaches for the Han River Basin. The demands from the drought years of 1967 and 1968 were found to be significantly less than the irrigation standards. This may result in significant underestimation of the basin-wide water demands. A conversion factor method is proposed to define seasonal irrigation demands. The factor is defined from the ratios of the standards for each growing stage to the drought year demands. The results were compared satisfactorily with those from the irrigation standards, and readily applicable to the water resources planning.

  • In this study, It is suggested how to utilize hardware capacity sizing system for WEB, WAS, OLTP server's CPU, memory, and disk capacity by its user reasonably. To achieve goal of this study, we presented specific approaches in aspect of institutional viewpoint. The result of this study can be reflected gradually in the guideline of informatization related budgeting by MPB(Ministry of Planning and Budget) and e-government supporting program.

국방 AI 소요의 중복 최적화를 위한 AI 능력(Capability)의 역할 개념모델 연구 (A study on a conceptual model of AI Capability's role to optimize duplication of defense AI requirements)

  • Multidimensional efforts such as budgeting, organizing, and institutionalizing are being carried out for the adoption of defense AI. However, there is little interest in eliminating duplication of defense resources that may occur during the AI adoption. In this study, we propose a theoretical conceptual model to optimize duplication of AI technology that may occur during the AI adoption in the vast defense field. For a systematic approach, the JCA of the US DoD and system abstraction method are applied, and the IMO logical structure is used to decompose AI requirements and identify duplication. As a result of analyzing the effectiveness of our conceptual model through six example defense AI requirements, it was found that the amount of requirements of data and AI technologies could be reduced by up to 41.7% and 70%, respectively, and estimated costs could be reduced by up to 35.5%.

국방 군사시설의 BIM적용 및 활성화 방안 연구 (Research of Application and Facilitation of BIM on Military Facilities)

  • Since its beginning the military has continued updating its equipments and facilities by modernizing and expanding them. However, with rapidly growing technologies and business management skills, the time for military facilities' evolvement seems unavoidable. The Defense Installations Agency (DIA) has come to a conclusion that application of BIM is necessary. Since its decision, the DIA has been researching the use of BIM and developing guidelines for its application. Nevertheless, the speed of instructions and practical implementation of its model have been behind its plan due to various reasons. To overcome its limitations, the DIA has come up with three-step-solution: basic experience, budgeting, and expansion. Due to numerous number of projects of BIM, it is almost impractical to implement all of them concurrently. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts' opinions. By applying the Delphi survey method, the first round of the survey drew lists of constraints, BIM application scenarios as well as BIM promotion measures. Afterwards, at the second round of the survey, criticality of each item collected at the 1st round was analyzed to reach a conclusion. Finally, constraints against BIM application were analyzed, and BIM application scenarios and promotion measures for the BIM were introduced.

Evaluating the Investment in the Malaysian Construction Sector in the Long-run Using the Modified Internal Rate of Return: A Markov Chain Approach

  • In capital budgeting practices, investment project evaluations based on the net present value (NPV) and the internal rate of return (IRR) represent the traditional evaluation techniques. Compared with the traditional methods, the modified internal rate of return (MIRR) gives the opportunity to evaluate an investment in certain projet, while taking the changes in cash flows over time and issuing shares such as dividing shares, bonuses, and dividend for each end of the investment year into account. Therefore, this study aims to evaluate an investment in the Malaysian construction sector utilizing financial data for 39 public listed companies operating in the Malaysian construction sector over the period from Jan 1, 2007, to December 30, 2018, based on the MIRR method. Stochastic was studied in this study to estimate the estimated probability by applying the Markov chain model to the MIRR method where the transition matrix has two possible movements of either Good (G) or Bad (B). it is found that the long-run probability of getting a good investment is higher than the probability of getting a bad investment in the long-run, where were the probabilities of good and bad are 0.5119, 0.4881, respectively. Hence, investment in the Malaysian construction sector is recommended.

  • Optimal fleet management in the planning stage is one of the most critical activities that guarantee successful construction projects. In South Korea, the construction standard production rate database (CSPRD) is normally employed. However, when it comes to a trade-off problem that involves decision-making on optimal sets of equipment to perform a certain task, the method will require the planners' in-depth knowledge and experience regarding the target process and a time consuming estimation of the performance of every possible scenario must be conducted for the deduction of the optimal fleet management. On this account, this research paper proposes a lightweight method of using mixed integer nonlinear programming (MINLP) in multi-objective problems based on CSPRD-based mathematical equations to assist planners in the preplanning stage of choosing the optimal sets of types and size machinery to efficiently arrange the construction scheduling and budgeting.

대표물량 기반의 도로공사 설계단계의 개략공사비 예측모델 (Quantity-based Early Cost Estimation Model for Road Construction Projects)

  • 건설 프로젝트에 있어 공사비 산정은 예산편성, 대안검토, 입찰, 공사수행 등의 각 단계에 따른 의사결정 과정의 주요한 근거가 된다. 이에 따라 사업 초기 단계에서 보다 정확한 사업비를 산정하기 위하여 다양한 방법들이 적용되어 왔으며, 여러 연구를 통해 각 단계의 특성에 적합한 예측 방법론이 필요하다는 문제인식이 이루어져 왔다. 도로공사의 경우, 특히 타당성 조사 및 설계 초기단계에서 기준의 부재 등으로 정확한 사업비 산정에 어려움이 있는 것으로 분석되었다. 본 연구는 이러한 노선결정 이전까지의 단계를 대상으로 설계 초기단계에 적합한 대표공종의 물량 예측에 기반한 공사비 산정체계를 제시하였다. 이를 위하여 87건의 실시 설계 데이터를 분석하여 대표공종을 도출하고, 전체를 토공, 배수공, 포장공, 기타공종으로 구분하여 각 공종별 특성에 기반한 예측모델을 제시하였다. 도출된 공사비 산정모델의 검증을 위하여 9건의 추가 데이터의 공사비 예측결과를 실시 설계 공사비와 비교하여 평균 8% 수준의 오차율을 얻었다. 현행 단위길이당 공사비 기준을 적용한 산정결과와 비교할 때, 본 연구모델의 활용을 통해 설계단계 개략공사비 산정업무의 정확성 및 신뢰성을 향상시킬 수 있는 결과를 제시하였다고 할 수 있다.

  • 전기 동력 수직 이착륙 도심 항공 모빌리티 (eVTOL UAM)의 실현 가능성이 커짐에 따라 다수의 기업과 연구소에서 많은 연구가 진행되고 있다. 항공기 개발 과정에서 비용 예측은 예산 및 상업성 분석 측면에서 필수적인 요소이다. 그러나 형상의 다양성과, 비용 정보의 비공개 등의 이유로 eVTOL UAM의 비용 예측에 어려움이 있다. 따라서 본 연구에서는 기존 항공기 비용 예측 방법을 수정 및 보완하여 다양한 형상을 고려할 수 있는 eVTOL UAM의 항공기 비용 예측 방법을 제시한다. 방법의 이해를 돕기 위해 Wisk Cora의 항공기 비용을 예시로 계산하였다. UAM 분석 보고서와 6종의 대표 eVTOL UAM 가격의 상대적인 비교를 통해 제시된 방법의 타당성을 간접적으로 검증하였다.

내장형 시스템을 위한 Budgeted 메모리 할당기 (Budgeted Memory Allocator for Embedded Systems)

  • 내장형 시스템의 설계 유연성을 높이고 예측하기 어려운 입력과 출력을 다루기 위해 동적 메모리 할당기가 사용된다. 일반적으로 내장형 시스템은 사용 기간 동안 계속 수행되기 때문에 메모리 할당기를 설계하는데 있어서 단편화 문제가 중요한 고려 사항 중 하나이다. 본 논문에서는 미리 구분된 객체들에 대한 전용 영역을 활용하여 단편화를 최소화시키기는 budgeted 메모리 할당기를 제안한다. 최신의 메모리 할당기를 사용하는 대신 budgeted 메모리 할당기를 사용하면 필요한 힙 영역의 크기를 최대 49.5% 감소시킬 수 있었다. 힙 영역의 크기가 16KB 이상이면 budgeted 메모리 할당기를 사용함으로 늘어나는 코드의 크기를 줄어든 단편화로 보상할 수 있다.
