중소기업 정보화역량 강화정책 현안과제와 정책방향 (A Review of Issues and Policy Directions for SME Informatization Policy)

  • 우리나라는 대기업 중심의 산업구조를 바탕으로 현재의 경제성장을 이루어냈다. 그러나 국가경제에서 중소기업이 차지하는 비중은 아주 높으며 정보화를 통해 생산성 제고와 역량강화를 동시에 꾀할 수 있다. 현재 중소기업 정보화 역량 강화를 위한 정책은 국가예산의 감소를 비롯하여 다양한 어려움에 직면하고 있다. 본 논문에서는 중소기업 정보화와 관련된 정책의 현황을 살펴보고 이를 통해 현재 중소기업 정보화 정책의 현안과제를 도출하고자 한다. 그리고 도출된 현안과제를 수요자 중심의 지원정책 다변화, 성과 중심의 지원정책 효율화, 장기적 관점의 성장동력화의 세 가지 관점으로 나누어 정책방향을 제시하고자 한다.

광역시 GIS의 구축현황 및 방향에 관한 연구 (A Study on Implementation and Direction of the Metropolitan Cites' GIS)

  • The purpose of this study is to analyses 7 metropolitan cites on the urban facility data rather than application systems including water, sewer, and roads and to present the best way to reconfigure of the geospatial data in Korea. Data were mainly compiled from the 2nd NGIS(National Geographic Information Systems: 95-00) because the GIS data of this study is relatively important to generate favorable results due to their data precisely examinate by the 1st NGIS evaluated results. In results, GIS data and invested budget of the Seoul metropolitan government were not only covered 25 distracted areas of the fields, but also were overwhelming other six metropolitan government invested budget. Relatively the Daejeon metropolitan government had least invested budget resulted in Jess geospatial data than others. In particularly there were serious geospatial data error occurred even though geospatial data of the urban infrastructures like water, sewer, and roads including the national infrastructure like elec., comm., heat, oil pipes, and gas were facilitated with human habitants, gas and elec. had very high error data nearly two times high than the permitted error in 30cm. Therefore, this paper exhibited a LiDAR technology to regenerate high accuracy geospatial data of the metropolitan governments because of the new technology's extremely accuracy in 20cm in horizontal scale in fields.

  • We are confronted by increase in old people due to the improvement in medical science, public hygiene and socioeconimic status in 20th century. But our medical security system for old people dees not meet the need for medical service of old people. Current medical insurance system restricts term and extent in allowance although the characteristics of the disease of the aged people need medical care of Bong duration and high cost. And in the medicaid system the speciality of the aged people is not recognized and the budget of the government is scanty. In addition many old people to our country are in economic distress due to low income. But the government authority does not give sufficient consideration for eld people in law, policy and budget. To improve social security system for old people it is necessary to increase the budget for the security of old people, to enhance the traditional respect for the aged, to improve medical security system by improving the accessibility to medical service and by expanding the allowance of medical insurance, and to expand the public welfare institutions. And these are roles for all the family. the society and the nation as well as the aged people themselves.

지역적 맥락이 기업가 지향성에 미치는 영향 (A Study on the Effects of Regional Context on Entrepreneurial Orientation)

  • Purpose: The companies must be located in the area, scale up, create jobs, and return to the local economy. This paper attempted to analyze empirically the relationship between regional context and entrepreneurial orientation(EO) in the region of Korea. Methods: This paper analyzed survey data and regional statistics. We measured EO by region and then examined which regional context affect EO. Regional contexts were measured by population, economic size, budget size, firm size, innovation capacity, and education level. EO was measured by innovativeness, risk taking, proactiveness, autonomy, competitive aggressiveness, and need for achievement. Results: EO was high in the region where the budget size per thousand population, the number of manufacturers per thousand population, the number of new corporations per thousand population, the number of R&D personnel per thousand population, and the number of students of higher education institutions per thousand population were high. Conclusion: The implications of this paper are that regional context affect EO, and there are differences in budget scale, firm size, innovation capacity, and education level. In regions with many investment resources for innovation and startups and manufacturers, the number of R&D personnel and students of higher education institutions (future R&D personnel), in particular, determines EO.

HEC-HMS와 HEC-RAS모형의 연계에 의한 댐 유역의 홍수영향 분석 (Flood Effects Analysis of Reservoir Basin through the Linkage of HEC-HMS and HEC-RAS Models)

  • For the effective operation of irrigation reservoirs, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. In this study, the flood effective analysis system was developed through the integration of long-term water budget analysis model, GIS-based HEC-HMS model and HEC-RAS model. The system structure consists of long-term water budget model using modified TANK theory, flood runoff and flood effects analysis model using HEC-GeoHMS, HEC-HMS and HEC-RAS models. The flood effects analysis system simulated the flood runoff from the upstream, downstream flood and long-term runoff of the watershed using the observed data collected from 1998 to 2002 of Seongju dam. The simulated results were reasonably good compared with the observed data. The optimal management method of the reservoir during the whole season is suggested in this study, and the flood analysis system can be a useful tool to evaluate a reservoir operation quantitatively for the mitigation of flood damages of reservoir basin.

  • This paper is intended to analyze and investigate the versity libraries in Korea. Nineteen national col-present status of four-year national college and unileges and universities based on a number of faculty member, enrollment, department, library staff, volumes in library, academic journals, book budget and facilities of library, and so we have to improve and develop a kind of problems with which national college and university libraries are confronted as follows: 1) Establishment of a position for the INFORMATION SPECIALIST. 2) Reorganization of the organization of college and university library. 3) Securing a position for the EDUCATIONAL RESEARCHER. 4) Upgrading a part of temporary employees. 5) Securing a self-control of library's administration. 6) Revising rules for labor employees in library. 7) Revising a STANDARD STATEMENT FOR ESTABLISHMENT OF UNIVERSITY.   • Considering innovation a key to raising living standards, the Ministry of Science and Technology has put in place various measures meeting the needs of the newly promoted Deputy Prime Minister of Science and Technology. Such measures include business process reengineering as streamlining the work process to achieve the improvement in quality and efficiency: building the integrated performance management system to promote performance-or tented environment; and running the 1ifelong learning system for better competitiveness of government officials. Further to the innovation efforts at work, the number of steps of the R&D budget execution is streamlined from eight to five and its payment period is considerably reduced to 15 days from 60 days. In addition, the digitalized R&D budget management systems such as e-Contract System, One-click Processing Monitoring System, and Information Service System through Short Message Service (SMS) will contribute to improving R&D performance. And these systems are efficiently integrated into a portal interface named "Yeon-gu-ma-ru." The Ministry of Science and Technology, spearheading nationwide innovation, will continue efforts to make viable achievements of innovation.

불확실한 상황하에서의 다복적 R & D 투자계획수립에 관한 연구-최적화 기법과 계층화 분석과정의 통합접 접근방안을 중심으로- (Multiobjective R&D Investment Planning under Uncertainty)

  • In this paper, an integration of stochastic dynamic programming (SDP), integer goal programming (IGP) and analytic hierarchy process (AHP) is proposed to handle multiobjective-multicriteria sequential decision making problems under uncertainty inherent in R & D investment planning. SDP has its capability to handle problems which are sequential and stochastic. In the SDP model, the probabilities of the funding levels in any time period are generated using a subjective model which employs functional relationships among interrelated parameters, scenarios of future budget availability and subjective inputs elicited from a group of decision makers. The SDP model primarily yields an optimal investment planning policy considering the possibility that actual funding received may be less than anticipated one and thus the projects being selected under the anticipated budget would be interrupted. IGP is used to handle the multiobjective issues such as tradoff between economic benefit and technology accumulation level. Other managerial concerns related to the determination of the optimal project portifolio within each stage of the SDP model. including project selection, project scheduling and annual budget allocation are also determined by the IGP. AHP is proposed for generating scenario-based transformation probabilities under budgetary uncertainty and for quantifying the environmental risk to be considered.

수산예산의 배분변화에 관한 분석- 지대추구이론을 중심으로 - (Rent-seeking for Budgetary Allocations in Korean Fisheries)

  • In this paper I tried quantitative measures of the rent-seeking for budgetary allocations in Korean fisheries. There is a great deal of ignorance about the level of rent-seeking that takes place as a consequence of government expenditures and the potential for influencing their allocation, and so the attempt by Kats and Rosenberg(1989) to measure this in terms of the extent of annual changes in these allocations was a significant step forward. The opportunity to concentrate net public expenditure benefits within the fiscal function of the state gives rise to rent-seeking by special interest taxpayer-citizens through government budget allocations, special interest groups and coalitions of special interest groups. There are several important implications of budgetary rent-seeking. Budgetary rent-seeking is composed of 'income' and substitution effects, the budgetary 'income' effect is the general increase in government expenditures from one period to another. According to result of this analysis, average expenditures were 17.0% of total fisheries budget in 1966-2005. Therefore, distribution of fisheries budget should be converted by indirect support systems to reduce these rent-seeking behaviors.

산재예방예산-산재율 모델의 감쇠 및 탄성 특성이 제어성능에 미치는 영향 (Effects of Damping and Elastic Nature on the Control Performance of a Safety Budget-Industrial Accidents Model)

  • In this study, the effect of damping and elastic nature on the control performance of a safety budget-industrial accident rate model in Korea is examined first. The effectiveness of such dynamic model in establishing safety policies is shown with a simple proportional-integral(PI) feedback control mechanism. Control performance of the safety system model is explained in view of maximizing the effect of IAPF and minimizing the absolute amount of IAFP. Control performance is then evaluated and proved to be effective to prevent and reduce the industrial accidents. Implications in feedback control of a safety system model suggested to optimization of safety policies are also explored. Without proper restructuring of the safety system, it would not be possible to hit the target industrial accident rate. Even if the control objective is met, the amount of industrial accident prevention fund required to reduce the industrial accident rate from the current level to the target level would be far beyond the social consensus.
