Why Do Government Policies Fail in Boosting Independent Retailers?

  • Purpose: It is necessary to look at the reasons why the Korean government has failed in boosting mom and pops, even though many aid programs for independent retailers have been introduced. Furthermore, this research will provide policy makers and practitioners with new insight to improve the performance of government policies. Research design: the researcher has had an interview with the 26 practitioners to gather the right information. Furthermore, interview results have been categorized into the government-related issues, support programs and shop owner-related issues, from a practitioner's perspectives. Results: The researcher found that the confusion of governmental support organization, the lack of retail marketing experts, frequent job rotation, the lack of cooperation between bureaucrats and associations, concerned about the governmental-related issues, are failure reasons. In terms of support program issues, the research found the following reasons: no blueprint, the lack of retail experts, relevance to budget scale, and the complexity of budget implementation. Associated with shop owner-related issues, the author found that the causes of failure are closely related to aging shopkeepers, the absence of a successor and increasing dependence on a government. Conclusions: The author proposes that a government has to rebuild existing support programs for small shop owners.

발사체 개발의 연차별 비용 추정을 위한 비용모델 개발 (Cost Model for Annual Cost Spread Estimation of Space Launch Vehicle Development)

  • 성공적인 발사체 개발을 위해서는 개발비용을 정확하게 추정하는 것도 중요하지만 연차별 예산 배분을 적절히 계획하는 것도 중요하다. 본 논문에서는 통계적 기법을 이용하여 개발기간 중 연차별 예산 배분에 대하여 분석하였다. 연차별 비용 모델링을 위해서 통계적 모델의 분석을 통해 적합성을 판단하여 베타분포모델을 선택하였고, 프로젝트의 설계와 기술의 성숙도로 추정이 가능한 모델을 개발하였다. 연차별 비용 모델의 타당성을 검증하기 위하여 우주왕복선 주 엔진(Space Shuttle Main Engine)의 실제 개발비용 분포와 본 모델을 통한 개발비용 분포의 비교 연구를 통해 적합성을 확인하였다. 또한, 본 논문의 개발 비용 모델을 한국형발사체 개발에 적용하여 연차별 소요 비용을 추정하였다. 본 논문에서 제시하는 연차별 분포 모델은 발사체뿐만 아니라 다른 대형복합시스템의 개발에도 활용이 가능할 것으로 예상된다.

Variability in group size and daily activity budget of family groups of the gelada baboon (Theropithecus gelada) at Guassa Community Conservation Area, Central Ethiopia

  • Background: The gelada baboon, Theropithecus gelada Ruppell, 1835, is an endemic primate of the central and western highlands of Ethiopia occurring between altitudes of 1800-4400 m. Variability in activity time budget between the two gelada social units, i.e., one-male units (OMUs) and all-male units (AMUs), has not been studied previously. Thus, the present study was an effort to understand intra- and inter-variations in group size and daily activity time budget in gelada baboon OMUs and AMUs at Guassa Community Conservation Area, Central Ethiopia. The instantaneous sampling method was used in the data collection. Results: Both OMU and AMU groups allocated more time for feeding (OMUs = 36.96%; AMUs = 35%) followed by moving (OMU = 25.8%; AMUs = 27%). Grooming was the most frequent social activity in both family groups (OMUs = 8.56%; AMUs = 11.81%). OMUs and AMUs did not show significant variation between themselves in the time budget and temporal distribution of their daily activities. However, the overall variation in the time budget allocated for daily activities within OMUs and AMUs was statistically significant (p < 0.05%). The different age and sex groups in OMUs (i.e., immature, sub-adult females, subordinate males, adult females, and alpha males) showed statistically significant variation in their time budget allocation for the daily activities (p < 0.05) except for feeding and moving. Alpha males had the highest proportion of resting (32.14%) and aggression (31.92%). Immature individuals were responsible for > 90% of the time budget recorded for playing while adult females showed the highest frequency of grooming. Group size of OMUs ranged between 5 and 15 individuals (mean ± SD = 11.25 ± 1.95). Adult females comprised the highest number within OMUs (mean = 4.5) followed by immature individuals (mean = 3). The group size of AMUs ranged from 4 to 8 (mean ± SD = 6.6 ± 1.5). Conclusion: Our results showed that the gelada baboon spent less time on foraging compared to previous studies at the Simien Mountains and Debre-Libanos area. We suggested this variation could be explained based on higher forage quality at Guassa Community Conservation Area resulting from better conservation of the habitat.

  • An investigation of the TMR(Track Misregistration) requirements to achieve the capacity of 80GBytes/Platter in 7200rpm disk drive system is reported. This paper also gives an overview of the PES(Position Error Signal) characteristics in the 57,500TPI disk drive to estimate the required 95,000TPI-system PES. The TMR measured by PES are presented and decomposed in order to identify the portions and their contributions of the spindle-disk system vibration and HSA(Head-Stack-Assembly) system vibration respectively. A comprehensive review on the servo system is also presented to provide the practical limits of the modem servo architecture into TMR budget design. The decomposed PES energy distribution shows that the spindle-disk pack vibration is one of the top-ranking sources of the total TMR budget and its percentage contribution is about 50% considering all the other TMR sources.

도시 근로자가계의 가족생활주기별 소비지출 분석 (Consumption Expenditure Patterns and Family Life Cycle)

  • The purpose of this study is to analyze consumption expenditure patterns over family life cycle. The data used in the study is the 1994 Survey data from Annual Report on the Family Income and Expenditure Survey. The study sample included 26,980 salary and wage earners’ households living in cities. The family life cycle was classified into six stages and items of expenditure were classified into 12 categories. Frequency distribution, mean, one-way ANOVA, Scheff test, and regression analysis were used to analyze the data. The major findings of this study are as follows : First, the average consumption propensity differs among family life cycle. Second, the amount and budget share of consumption expenditure for each expenditure category differ significantly among family life cycle in all expenditure categories. Third, family life cycle is found to be a significant factor on expenditure of food and education, and also on budget share of education.

Probabilistic Approach on Railway Infrastructure Stability and Settlement Analysis

  • Railway construction needs vast soil investigation for its infrastructure foundation designs along the planned railway path to identify the design parameters for stability and serviceability checks. The soil investigation data are usually classified and grouped to decide design input parameters per each construction section and budget estimates. Deterministic design method which most civil engineer and practitioner are familiar with has a clear limitation in construction/maintenance budget control, and occasionally produced overdesigned or unsafe design problems. Instead of using a batch type analysis with predetermined input parameters, data population collected from site soil investigation and design load condition can be statistically estimated for the mean and variance to present the feature of data distribution and optimized with a best fitting probability function. Probabilistic approach using entire feature of design input data enables to predict the worst, best and most probable cases based on identified ranges of soil and load data, which will help railway designer select construction method to save the time and cost. This paper introduces two Monte Carlo simulations actually applied on estimation of retaining wall external stability and long term settlement of organic soil in soil investigation area for a recent high speed railway project.

일본의 ICT 국가연구개발 예산의 배분체계 고찰 (Investigation of the Japanese ICT R&D budget distribution system)

  • 일본은 과거 수십 년간 구조적 저성장을 경험하고 있으며, 한국도 최근 들어 이와 유사한 상황에 접어들고 있다. 일본 정부는 국가 연구개발 혁신정책을 통하여 저성장 경제를 극복하기 위한 노력을 기울이고 있다. 본고는 일본의 국가 연구개발 혁신정책과 이를 수행하기 위한 국가 연구개발 예산의 편성체계의 변화를 조사 분석함으로써 한국의 상황에 적용할 수 있는 정책적 시사점을 도출하는 것을 목적으로 한다.

Project Priority for Community Focusing on the Residents

  • The purpose of this study is to explore the factors affecting the community well-being of residents through empirical analysis. Rather than just identifying the variables that promote residents' subjective happiness, we focused on factors affecting residents' living condition. In order to empirically investigate the influencing factors, we constructed the analysis data using the Gyeonggi-do survey. We analyzed it by using linear regression analysis. Through the effects of influencing factor analyzed, we could find implications for public project's priority in budget distribution. It could be suggested that local public projects for residents should be focused on improving programs such as job satisfaction, resident health, and neighborhood relations in order to effectively raise community well-being level.

디지털 MMDS 방식의 국내환경에서 기지국 송신출력에 따른 링크버짓 및 셀 간섭 분석 (Cell Interference Analysis and Link Budget for Output Power of Base Station in KOREA Environment of Digital MMDS)

  • 본 논문은 무선인터넷서되스의 기반기술인 무선CATV 시스템 방식중에 디지털 MMDS(Multipoint Multichannel Distribution System)의 시스템 파라미터에 따른 링크버짓 분석과 송신 출력과 변조방식에 따른 셀반경을 제시한다. 또한, 본 논문에서는 셀 분할에 따른 C/I와 가입자수를 제시한다. 본 논문에서, 디지털 MMDS의 시스템 파라미터에 따른 링크버짓 분석한 결과를 토대로 0dBW에서 -9dBW가지 송신출력과 QPSK, 16QAM, 그리고 64QAM 변조방식에 따라 구한 결과의 셀 반경은 최대 134km에서 최소 4.3km가지 가능했다 또한, 본 논문에서, 4섹터, 6섹터 그리고 8섹터 셀에서, 편파, 주파수 대역, 주파수 재사용 빈도, C/I에 따라 구한 결과의 가입자수는 최대 5,200DSI(Digital Subcriber Interface)에서 최소 1,300DSI까지 가능했다.

체육발전을 위한 체육재정의 효율적 지원 방안 (Measure of sports financing efficiency for sports development)

  • 본 연구는 생활체육 및 전문체육이 균형 있게 발전하기 위한 체육재정의 확보와 지원의 효율화 방안을 제시하는데 그 목적이 있다. 연구의 방법은 체육재정과 관련된 선행연구를 고찰한 후 문헌자료를 통해 그 실태를 파악하였다. 연구의 내용 및 범위는 첫째, 중앙 및 지방정부 체육부문 예산을 검토하였고 둘째, 지방정부의 재정자립도를 파악하였으며 셋째, 지방정부의 체육부문 예산을 파악하였다. 이상의 고찰을 통해 도출한 결과는 다음과 같다. 첫째, 체육진흥기금 중 수익금 배분의 개선을 통한 체육재정의 추가적 확보가 요구된다. 둘째, 재정자립도를 기준으로 스포츠이벤트 개최 이후에 활용도를 높일 수 있는 충분한 지원이 필요하다. 셋째, 각 단체를 평가할 수 있는 공정한 평가기준을 확립하고 이에 따른 전략적 지원과 체육재정의 확보가 요구된다. 넷째, 각 지역에 대한 충분한 사전조사를 통해 양적 지원을 벗어나 실제 사용가치를 높일 수 있는 질적 지원이 이루어지도록 해야 한다. 다섯째, 체육부문별 지원 규모에 대한 심층 연구를 통하여 다양한 사업에 대한 공정한 분배가 이루어져야 한다.
