STUDY ON KOMPSAT SATELLITE MISSION LIFETIME FACTORS (다목적 실용위성의 임무수명 인자에 대한 연구)

  • As the satellite system becomes more complex, the probability of unpredictable failures may be increased due to design inadequacy, experience deficiency, lack of problem recognition. Poor quality control, improper testing, and workmanship fault. Consequently, these problems can lead to the reduction or end of the satellite mission lifetime. This article addresses general satellite failure modes and factors influencing satellite mission life. The mission life factors of LEO sun-synchronous KOMPSAT spacecraft are investigated, in which its mission life is predicted based on these factors. Since the end of mission due to random failures is not predictable, the predictable mission life factors such as power budget, propellant budget, battery charging/discharging cycle, radiation effects payload reliability, single point failure, and redundancy are primarily investigated.

Development of a Computer-assisted Cost Accounting System Prototype for Hospital Dietetics (병원 영양과의 재무관리 시스템 전산화 모델에 관한 연구)

  • The purpose of the study were to assist foodservice managers in complex decision making by utilizing computerized cost accounting system and to relieve managers from repetitive and routine tasks so that more adequate patient care and consultation can be provided. The scope of the computer-assisted cost accounting system consists of budget, menu planning, purchasing, inventory, cost control and financial reporting. The content of the computerized system are summarized as follows ; 1) For budgeting monthly income was estimated by calculating unit cost of each meal and forecasting serving numbers. The actual serving numbers for patients and employees were totaled everyday, and utilized as the basic data base for estimating income and planning menu. The monthly lists of meal sensus were generated. 2) for menu planning concersion factors were computed based on the standarized recipe for 50 servings. Daily menus for patients and employees which include total amounts of each ingredient and cost analyzed information were generated. 3) Daily and monthly purchasing report for each food item classified by patient and employee meals were generated. 4) Inventory transactions such as recipts and issues were totalized daily for each stocked item, and monthly inventory reports were generated. 5) Cost analysis reports for each menu item were generated into two ways based on the budget coat as well as the purchasing cost. 6) Editing new recipes and updating food costs change to the data base were carried out. 7) Financial reports were generated monthly, first-half and second-half of the year, and yearly basis.

Analytical Model of Salt Budget in the Upper Indian River Lagoon, Florida USA

  • Effect of freshwater discharge on the long-term salt balance in the Northern and Central Indian River Lagoon (IRL) is successfully simulated by a new analytical solution to a water balance-based one-dimensional salt conservation equation. Sensitivity tests show that the salinity levels drop abruptly even during the dry season (November to May) due to the high surface runoff discharge caused by tropical storms, depressions, and passage of cold fronts. Increasing surface runoff and direct precipitation has risen by ten times, lowering the salinity level down to 12psu in the Northern Central zone, and to 17 psu in the Northern zone. However, the salinity level in the Southern Central zone has decreased to 25 psu. High sensitivity of the Northern Central zone to freshwater discharge can be partially explained by a rapid urbanization in this zone. During the dry season, less sensitivity of the Southern Central zone to the increased surface runoff is attributed to the proximity of the zone to the Sebastian Inlet and a strong diffusion condition possibly resulting from the seawater intrusion to the surficial aquifer at the Vero Beach. During the wet season, however, the whole study area is highly sensitive to freshwater discharge due to the weak diffusion conditions. High sensitivity of the IRL to the given diffusion conditions guarantees that the fresh-water release occurs during strong wind conditions, achieving both flood control in the drainage basin and a proper salinity regime in the IRL.

Promotion Plans for the Maeul-mandeulgi Supporting System in Korea - Focusing on the Comparative Analysis of the systems in Korea and Japan - (국내의 마을만들기 지원제도 활성화방안에 관한 연구 - 한국과 일본의 제도 비교분석을 중심으로 -)

  • This study compares and analyzes the supporting system used in Korea and Japan to facilitate the development of maeul-mandeulgi supporting systems. And the results of comparison and analysis are as follows: First, it needs to establish the separate legal system in the city planning system and to enact the local more local autonomous ordinances to complementarily connect with the administrative system. Second, an exclusive department should be organized under direct control of the local government head. Third, the maeul-mandeulgi support center should hire the full-time employees including the experts and civil officials who are not relevant with administrative works, and the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the maeul-mandeulgi project, and to look for a source of financial resource instead of depending on the budget of the administrative organizations.

Multi-Stakeholders in Public and Cultural Diplomacies as Seen through the Lens of Public-Private Partnerships: A Comparative Case Study of Germany and South Korea

  • With the emergence of partnerships with private actors in public and cultural diplomacies, complexity in the relations among the various stakeholders involved has arisen, and yet the relevant research is insufficient to shed any beneficial light on such issues. By looking at public-private partnerships, the present study determined that resource dependence, trust, and risk are the main factors affecting the feasibility of partnerships, and inductively developed propositions on their effects. In an explorative case study, Germany (decentralized mode of governance) and South Korea (centralized mode of governance) were compared as exemplary contrasting system designs. The results revealed that risk and trust are likely to affect the feasibility of partnerships, whereas resource dependence is not. The following additional findings also were made: (1) there are cultural actors in a 'for profit, but with non-profit purposes' sector; (2) an interpersonal level of trust positively affects partnerships; (3) 'taking risks' brings about 'innovation'; (4) the existence of international commonalities between any two cases depending on the actors' shared role, whether public or private; (5) public actors' emphasis on mutual trust, program budget and execution, innovations coming from taking risks, commitment and ownership, and unexpected situations; (6) private actors' consideration of 'publicness' and grant-seeking or financial support as important incentives, and their desire that public actors to show more trust, professionalism, and ownership with less control over budget execution. With its qualitative approach and in-depth analysis, the present study yielded new insights, notwithstanding the relatively small sample data.

  • In the modern society where information system based on the computer in organization have been developed over again. A decision support system is one of the most popular topics. The computer have been discussed in relation to management strategy between enterprisers and researchers so far, but the accumulation of data resource and communication foundation have not been attended in actuality. The organic connection between business and information technique have been less progressed than our expectation. At this point of time. such a technical restrution getting removed, We have closed a gap between management strategy and computer. Now we are taking a growing interest in computer use for supporting proceedings decision, a lot of strategic marketing decision is wifely used in such a case, and the technical development is comming to advanced. In this study, I Investigate such a new tendency as strategic program and proceedings decision system. I will especially focus my study on a strategic program and a budget control corporation, so to speak, on strategic budget management system. Concretely the purpose of this study is to investigate what functions the proceedings decision support system requires in order to deal with the problem of strategic level and to practically establish the system with the use of DSS GENERATOR/ARISTOTLE in my laboratory.

  • This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

  • The article is devoted to the formation of approaches to improving the system of administration of customs payments in modern conditions. It is established that important components of the administration of customs payments are customs expertise, customs value assessment, and control over the declaration of goods to ensure the completeness and timeliness of customs duties payments to the budget. It is found that the practice of customs administration shifts the emphasis of foreign trade regulation to the use of the principles of work implying the use of the latest technologies for the preliminary electronic exchange of information, remote customs clearance of goods without the physical presence of an official, and consistent application of risk management. It is established that an important place in the structure of the state authorities regulating the foreign economic activity is given to the customs service. Furthermore, the existing problems in the implementation of international trade operations necessitate the improvement of approaches to the customs regulation of export-import activities of enterprises.

  • Word processor having the functions of a typewriter and a computer together have been used as a powerful tools for office automation. The purpose of this study is to find out the possible areas of the word processing a n.0, pplication in the library operations. For the study, the general concept, developmental process, structure, functions, kinds and suggested a n.0, pplicable areas in the library operations of word processor were investigated. Then, the cases of real a n.0, pplications of word processor in the library field were examplified. In conclusion, the areas where word processor can be of benefit to library workers can be summarized as follows, 1) Orders of books and periodical acquisitions, 2) On-line searching, and storage and editing of input as required, 3) Production of catalogues, and abstracting and indexing bulletin, 4) Budget control, circulation control, and serial control.

A study of struvite control using CO2 in sewage treatment process (하수처리공정에서 이산화탄소를 이용한 스트러바이트 제어에 관한 연구)

  • Sludge transporting pipes in wastewater treatment plant are easy to be clogged with struvite when the digested sludge and dehydrated filtrate are transported through the pipes, which lowers the efficiency of sludge treatment system in a WWTP. pH is one of the most important factors in struvite formation, and carbon dioxide separated from biogas can be used to control pH and struvite formation. By controlling pH, the amount of dehydrating agent can be reduced by about 10%, which saves the budget for facility maintenance. As $CO_2$ is reused and dehydrating chemicals are saved, the approach can contribute to global warming gas reduction.
