Estimating the repair and reinforcement (R&R) costs for each bridge member is essential for managing the life cycle of a bridge using a bridge management system (BMS). Representative members of a bridge were defined in this study, and detailed and representative R&R methods for each one were drawn in order to develop a systematic maintenance cost model that is applicable to the BMS. The unit cost for each detailed R&R method was established using the standard of estimate and historical cost data, and a systematic procedure is presented using an integration program to enable easy renewal of the R&R unit cost. Also, the average unit cost of the representative R&R methods was calculated in the form of a weighted average by considering the unit cost and application frequency of each detained R&R method. The appropriateness of the drawn average unit cost was reviewed by comparing and verifying it with the previous historical unit cost. The suggested average R&R unit cost can be used to review the validity of the required budget or the appropriateness of the R&R performance cost in the stage to establish the bridge maintenance plan. The results of this study are expected to improve the reliability of maintenance cost information and the rationality of decision making.

The paper aims at evaluating effects of preventive maintenance on life cycle cost(LCC) reduction of bridges. The preventive maintenance activities capable to delay bridge deteriorations can reduce overall maintenance costs and extend service life of a bridge by regularly providing maintenance activities and avoiding larger maintenance(repairs or rehabilitations) costs. Couple of prediction models were proposed in order to calculate LCC of a typical bridge: a health score model and repair rehabilitation cost model. In addition, the maintenance activities such as wash and painting were also suggested in order to consider effects of preventive maintenance in the analysis based on literature reviews. According to analysis results, new maintenance strategy(reactive maintenance + preventive maintenance) can save \0.5 billion per bridge for future life-cycle costs over 100 year analysis or \184 billion for entire HBMS(Highway Bridge Management System) inventory over 20 years. Small investments for preventive maintenance in improved bridge management can have a very significant return when considering the large bridge inventory.

The periodic maintenance of bridges is necessary once they have been constructed and its cost depends on various factors, such as their condition, environmental conditions and so on. To make a decision support system, it is essential to establish a basic reconstruction cost model. In this study, a regression model is suggested for calculating the reconstruction cost for typical cases and influential factors, depending on the type of bridge and its components, by analyzing the basic bridge specifications based on the data of the Bridge Management System (BMS). The details for each case were estimated in consideration of the cost calculation variables. The details for each case were estimated in consideration of the cost calculation variables. The cost model for the new construction of the superstructure, substructure and foundation and the temporary bridge construction and demolition costs were drawn from the regression analysis of the estimation results of typical cases according to the cost calculation variables. The reconstruction costs for different types of bridge were obtained using the cost model and compared with those in the literature. The cost model developed herein is expected to be utilized effectively in maintenance decision making.

The road user cost in indirect costs as well as direct costs such as the inspection/ diagnosis cost and the repair/reinforcement cost should be considered as one of the important items in the life-cycle cost-effective design and maintenance of the bridges. To estimate the road user cost, this paper formulates the road user cost as a sum of the user delay cost and the vehicle operating cost considering the detour effect. A numerical traffic simulation and a regression analysis are performed to develop a regression model due to a time delay. The proposed regression model is applied to the generation of the maintenance strategy based on the life-cycle cost and performance, and its effectiveness and applicability is investigated. The road user cost has a great influence on establishing the maintenance strategy, and the proposed regression model could be successfully utilized to estimate the road user cost of a bridge.
This paper presents a method for stochastic modelling of fatigue crack growth and optimising inspection and maintenance strategy for the structural members of steel bridges. The fatigue crack evolution is considered as a stochastic process with uncertainties, and the Gamma process is adopted to simulate the propagation of fatigue crack in steel bridge members. From the stochastic modelling for fatigue crack growth, the probability of failure caused by fatigue is predicted over the service life of steel bridge members. The remaining fatigue life of steel bridge members is determined by comparing the fatigue crack length with its predetermined threshold. Furthermore, the probability of detection is adopted to consider the uncertainties in detecting fatigue crack by using existing damage detection techniques. A multi-objective optimisation problem is proposed and solved by a genetic algorithm to determine the optimised inspection and maintenance strategy for the fatigue affected steel bridge members. The optimised strategy is achieved by minimizing the life-cycle cost, including the inspection, maintenance and failure costs, and maximizing the service life after necessary intervention. The number of intervention during the service life is also taken into account to investigate the relationship between the service life and the cost for maintenance. The results from numerical examples show that the proposed method can provide a useful approach for cost-effective inspection and maintenance strategy for fatigue affected steel bridges.

To maintain traffic safety during the target lifetime of bridges, it is essential to secure an appropriate maintenance budget and allocate that budget appropriately. This paper proposes a reasonable budget allocation system that considers various impact factors to improve the conventional budget allocation method simply considering the bridge scale. The maintenance action rate model and the unit cost model based on the prior maintenance history were developed to allocate appropriately the bridge maintenance budget for the total bridges of the management organization with the target management level. A method to determine the optimal budget allocation ratio for each management subject was proposed and case analysis was conducted using the proposed model. Proper budget allocation was made considering the bridge types, current safety level, and service life as well as the bridge size as an impact factor of the budget allocation of the bridge. The developed method can prevent budget waste and provide a rational basis for budget allocation by implementing the rational budget distribution.

Recently, the number of bridges and tunnels in railway is increasing due to the super high-speedy of train. Also, because of successively accidents of civil structures such as bridges and dams, the importance of maintenance become influential. The purpose of this study is to show the probabilistic life cycle cost analysis technique(PLCC) of the railroad bridge as pubic-infrastructures, and reasonably to indicate the economy in life cycle cost(LCC) through a case study. Rationally for life cycle cost analysis, the data gathered through many materials considered the uncertainty such as covariance. As a result, it is indicated that prestressed concrete bridge is pretty more cost-effective during life-cycle than preflex as well as steel box bridge. In future, if the construction of database and maintenance materials for railroad infrastructure is actualized, the life cycle cost analysis for railroad can be conducted easily and practically.

The importance of the life cycle cost analysis for construction projects of bridge has been recognized over the last decades. Accordingly, theoretical models, guidelines, and supporting softwares have been developed for the life cycle cost analysis of bridges. However, it is difficult to predict life cycle cost considering uncertainties precisely. This paper presents methodology for optimal design of substructure for a steel box bridge. Total life cycle cost for the service life is calculated as sum of initial cost, damage cost considering uncertainty, maintenance cost, repair and rehabilitation cost. The optimization method is applied to design of a bridge substructure with minimal cost, in which the objective function is set to life cycle cost and constraints are formulated on the basis of Korean Bridge Design Specification. Initial cost is calculated based on standard costs of the Korea Construction Price Index and damage cost on the damage probabilities to consider the uncertainty of load and resistance. An advanced first-order second moment method is used as a practical tool for reliability analysis using damage probability. Maintenance cost and cycle is determined by a stochastic method and user cost includes traffic operation costs and time delay costs.

This research presents a new maintenance planning method for deteriorating bridges considering simultaneously the minimization of the maintenance cost and maximization of the bridge performance. Optimal maintenance planning is formulated as a multi-objective optimization problem that treats the maintenance cost as well as the bridge performance such as the condition grade of the bridge deck, girder and pier. To effectively address the multi-objective optimization problem and decision making process for the obtained solution set, we apply a genetic algorithm as a numerical searching technique and adopt a preference-based optimization method. A numerical example for a typical 5-span prestressed concrete girder bridge shows that the maintenance cost and the performance of the bridge can be balanced reasonably without severe trade-offs between each objectives.

As aged infrastructures have been increased, the importance of accurate maintenance costs and proper budget allocation for infrastructure become prominent under limited resources. This study proposed a mapping algorithm between representative defects, repair methods, and the estimated maintenance costs for concrete bridges. In this regard, using BMS (Bridge Management System) data analysis, bridge repair methods were classified and matched with defects according to their locations, types, and sizes. In addition, the maintenance costs were estimated based on the amount of work-load and quantity per unit using CSPR (Cost Standard Production Rate). As a result, the level of accuracy was an average of 85.1 % compared with the actual bill of quantity for Seoul bridge maintenance. The accuracy of maintenance costs is expected to be enhanced by considering the various site conditions such as pier height, extra charge conditions, additional equipment, etc.
