Administrative Leaders and Their Role in Bringing About Development and Organizational Change in Universities (Northern Border University Case Study)

  • The research aims to identify the role of administrative leaders working in universities in the success of organizational development and change, and the extent of the relationship and ability of administrative leaders at all levels of leadership within universities to the effectiveness of the process of development and organizational change at Northern Border University. In addition to presenting some recommendations and suggestions that can contribute to identifying the best leadership styles that contribute to the success of the development process and positive organizational change. Where leadership, whether in the private sector or the public sector, is one of the main functions concerned with the processes of direction, development, and modernization in the performance of the facility and an important element to activate the organizations' ability to perform their role and achieve their goals. The behavior and trends of leaders represent an important indicator in knowing the type of efforts made by them to improve performance and develop organizations and human resources. The research reached many results, perhaps the most important of which is that the dominant leadership style in universities is the democratic style, followed by the bureaucratic leadership style. The results also showed that there is a significant role for administrative leaders in bringing about development and positive change at Northern Border University at the level of individuals, groups, and organizations. And it became clear that there is an availability of leadership capabilities to an acceptable degree in the administrative leaders. The results of the statistical analysis showed a positive relationship between administrative leadership ability and democratic style. In addition to the existence of a negative relationship between the administrative leadership ability and the bureaucratic style and the freestyle. It was also clear that there were no differences in dealing between males and females, as well as age, educational qualification, experience, and job grade, but there were differences in dealing with the job title.

  • In a situation where worldwide free trade between countries has expanded recently, our country is being rapidly pushed FTA agreements with the financial developed countries such as United States, EU. According to the agreement, the user information of foreign financial companies in Korea is expected to be transfered overseas. In this paper, we need to define the scope and the definition about the transfer of information and analyze the relating domestic and foreign laws preparing for Cross Border Financial Information Transfer. Also, we review the expected issues about the transfer of information divided into institutional and technical sectors and arc presented the policy implication such as differentiation of regulatory information, enactment and amendment of Personal Information Protection Law(Draft) and related regulations, ensuring the safety of financial companies, raise the standard guidelines of the transfer of information. We refers to the needs for policy formulation to differentiate our privacy information from financial information to protect the privacy of users. The proposed countermeasures in this paper is expected to be helpful the measures to prepare for other institutions such as banks and supervisory authorities prepare for the future Cross Border Financial Information Transfer according to PTA.

A Parallel Genetic Algorithm for Solving Deadlock Problem within Multi-Unit Resources Systems

  • Deadlock is a situation in which two or more processes competing for resources are waiting for the others to finish, and neither ever does. There are two different forms of systems, multi-unit and single-unit resource systems. The difference is the number of instances (or units) of each type of resource. Deadlock problem can be modeled as a constrained combinatorial problem that seeks to find a possible scheduling for the processes through which the system can avoid entering a deadlock state. To solve deadlock problem, several algorithms and techniques have been introduced, but the use of metaheuristics is one of the powerful methods to solve it. Genetic algorithms have been effective in solving many optimization issues, including deadlock Problem. In this paper, an improved parallel framework of the genetic algorithm is introduced and adapted effectively and efficiently to deadlock problem. The proposed modified method is implemented in java and tested on a specific dataset. The experiment shows that proposed approach can produce optimal solutions in terms of burst time and the number of feasible solutions in each advanced generation. Further, the proposed approach enables all types of crossovers to work with high performance.

  • The 2010 PCRD(Presidential Committee on Regional Development) International Conference aims at designing regional policies to enhance regional growth potential and inter-regional cooperation. Increasing economic interdependence in Northeast Asia in particular among the 3 countries of China, japan and Korea, requires enlightened territorial development policies of each country to accommodate the need for close cooperation and networking across the border. The security problem in the Korean peninsula requires the importance for earnest dialogue and discussion between neighbors about the common future of Northeast Asia. Cross-border cooperation and networking will contribute to enhancing regional stability and development in this era of borderless globalization.

Impact of Environmental Attitudes on the Judgment of Non-Professional Investors in Saudi Arabia

  • This paper aims to study the influence of environmental attitudes on the choice of non-professional investors. It highlights the role of environmental performance assurance on investment judgments. This choice is due to the motivation and importance that investors place on the disclosure of environmental information. The main purpose of the research is focused on the empirical approach justified by the use of a questionnaire addressed to 200 non-professional investors. The results show that attitudes towards the environment do not correlate with the importance that gives this category of investors to the environmental information.. Subsequently, the results prove that the disclosure of an environmental assurance report has a positive impact on investment judgments independently of their appreciation of the environmental information concerning that of financial order.

ON THE DETERMINANTS OF ENTREPRENEURSHIP IN MIDDLE EAST AND NORTH AFRICA

  • The purpose of this study is to examine empirically the short- and long-run determinants of entrepreneurial activity in a sample of 15 the Middle East and North African economies between 2006 and 2018. More specifically, four groups of determinants are considered in the analysis, namely economic, demographic, business environment, and institutional. Given the autoregressive feature of the entrepreneurial activity process, a dynamic panel data model is estimated using the system GMM estimator. Findings reveal that unemployment, trade openness, population density, and economic freedom are the main drivers of new business creation in the short-run, while the cost and number of procedures to start a new business negatively affect entrepreneurship. In the long-run, the same findings hold true. Moreover, education and political stability and the absence of violence/terrorism positively affect entrepreneurial activity. Policy recommendations are accordingly designed.

  • The aim of this paper is to examine the importance of skills development in the process of employee performance. As part of this research, we will seek to determine the nature and extent of skills development impact in improving employee performance. This research project is one of the new themes that some researchers have started in recent years. The novelty of this theme is the inclusion of the skill development factor. This factor is likely to have a positive impact on employee motivation and performance. Some of the factors already known to have an impact on employee performance, such as motivation, career development, training, and experience, will be adopted. It is assumed that the results of this research will have a positive impact on employee performance and employee retention.

  • The Saudi Vision 2030 defined the directions of the national economy and market towards diversifying sources of income, and developing energy to become less dependent on oil. The study sought through a theoretical review to identify the reality of the energy sector and the areas of investment available in the field of renewable energy. Findings showed that investment in the renewable energy sector is a promising source according to solar, wind, hydrogen, geothermal energy and burning waste than landfill to extract biogas for less emission. The renewable energy sector faces challenges related to technology, production cost, price, quantity of production and consumption, and markets. The study revealed some recommendations providing and suggested electronic marketing system to provide investors and consumers with energy available from renewable sources.

Using Hierarchical Performance Modeling to Determine Bottleneck in Pattern Recognition in a Radar System

  • The radar tomographic imaging is based on the Radar Cross-Section "RCS" of the materials of a shape under examination and investigation. The RCS varies as the conductivity and permittivity of a target, where the target has a different material profile than other background objects in a scene. In this research paper, we use Hierarchical Performance Modeling "HPM" and a framework developed earlier to determine/spot bottleneck(s) for pattern recognition of materials using a combination of the Single Layer Perceptron (SLP) technique and tomographic images in radar systems. HPM provides mathematical equations which create Objective Functions "OFs" to find an average performance metric such as throughput or response time. Herein, response time is used as the performance metric and during the estimation of it, bottlenecks are found with the help of OFs. The obtained results indicate that processing images consumes around 90% of the execution time.

  • Discrete event systems interact with the external environment to decide which action plan is adequate. Some of these interactions are not predictable in the modelling phase and require consequently an adaptation of the system to the metamorphosed behavior of the environment. One of the challenging issues is to guarantee safety behavior when failures tend to derive the system from normal status. In this paper we propose a framework to combine diagnose technique with adaptive control to avoid unsafe sate an maintain the normal behavior as long as possible.
