It becomes necessary for engine manufactures to verify whether lots of engines on test bed during shop test are in compliance with NOx Technical Code for marine diesel engines more efficiently on the basis of engine group test concept which contains parent engine and member engines since all the engines are not needed to take NOx measurement. In addition, it becomes more obliged to consider parameters which affect NOx emission level and describe these parameters in NOx technical file as engine information and settings to define engine operation range with tolerance to make sure the engines are still in compliance with NOx emission limit on board after shop test. During preparation of engine group test for 4-stroke marine diesel engines, we evaluated NOx emission value under different engine operating conditions and found that there are certain parameters, for example, Charge air temperature and Max. cylinder pressure which have influence on NOx emission level. The NOx emission shall be satisfied with NOx technical code by means of controlling such parameters.

To develop the Korean standard differentiation of the symptoms and signs for the stroke(KSDS), the committee on Stroke Diagnosis Standardization of traditional Korean medicine(TKM) was organized dy nineteen experts in college of Korean medicine. On July 9th 2005, the second consultation meeting was held in Daejeon, Korea. Fifteen experts of the committee attended the meeting and they discussed the KSDS and came to a consensus. The 15-member committee consensus was as follows: First, board members defined the stroke on the basis of TKM. Second, they divided the symptoms and signs of stroke into five categories- fire and heat, dampness and phlegm, blood stasis, qi deficiency, yin deficiency. Third, the symptom indicator of each differentiation type for the stroke was recommended. KSDS-1 will be applied to the clinical practice and revised.
Objectives: No studies have examined the association between preterm birth rates and socioeconomic factors in Japan using nationwide statistical data. We analyzed the association between preterm birth rates and household occupation using Vital Statistics data. Methods: Aggregated Vital Statistics data from Japan from 2007 to 2019 were obtained from the Ministry of Health, Labour and Welfare. From the data, the number of births according to year, age group, gestational period, number of pregnancies, and household occupation were used in this study. Crude preterm birth rates and preterm birth rates adjusted by maternal age according to household occupation were calculated for each year. Poisson regression analysis was conducted to evaluate the association between household occupation and preterm births. Results: Unemployed households had the highest preterm birth rate, and households with an occupation classification of "full-time worker 2" (an employee at a large company, civil servant, or board member) had the lowest preterm birth rate throughout each period. Poisson regression analysis revealed that unemployed households were statistically significantly associated with a high preterm birth risk. In contrast, the preterm birth rate adjusted by maternal age remained stable throughout each period regardless of household occupation, and preterm birth rates were found not to have increased in recent years in Japan. Conclusions: Unemployed households had higher preterm birth rates than other household occupations. Further studies investigating the characteristics of unemployed households are needed to identify the reasons for this disparity.

This study aims to illustrate T. H. Huxley's life and activities as a pioneer of British school science education which have been relatively little known than other aspects of him (e.g. Darwin's Bulldog). Undoubtedly, Huxley was one of the great scientists of the Victorian era, but he was also an active reformer of scientific enterprises and school science education through his strong engagement in various governmental and non-governmental positions and through his talents of delivering speeches and of writing books. He joined as a member to various royal commissions (esp. Devonshire Commission), became a president of several important scientific societies (e.g. Royal Society, BAAS) and published many well known books (e.g. Science and Culture, Selected Essays). As a science educator, Huxley himself taught biology and physiology for thirty years and known as an excellent teacher, participated in several historical education reform activities (e.g. a member of Devonshire Commission and of London School Board), worked as a science teacher trainer and as a DSA science examiner for the improvement of the quality of science teaching, and wrote a number of textbooks (esp. Physiography, The Crayfish) for various levels of schooling including elementary and secondary, imprinted his new idea on science teaching. His great role as a pioneer of school science education followed by a more professional successor, Prof. H. E. Armstrong who was better equipped with a more theoretical framework on the activities of learning science.
Researchers, Institutional Bioethics Committee(IBC)/Institutional Review Board (IRB) members, Research Institutions that have multiple interests in relation to research should ensure that conflicts of interest(COI) do not arise in making professional judgments. In other words, according to the role that must be performed or the obligation to fulfill it, the primary interest, which must be considered or should be prioritized, should not be affected by the secondary interest. Therefore, standards and methods should be prepared so as to prevent and solve the problems of COI that have arisen, and the basic matters on standards and methods should be clearly defined in terms of the law and policy so that all parties such as Researchers can understand and follow them. In order to establish a more realistic legal policy, it is necessary to grasp the current situation. Therefore, I have reviewed results of the questionnaire survey and interview conducted for the administrative staff of IBC/IRB to confirm their opinions on legal policy problems related to COI and countermeasures for resolving them. Also, I have reviewed the main contents of issued by the US Department of Health and Human Services in order to assist in the preparation of domestic legal policy about conflicts of interest. Finally, I have analyzed the present state of domestic legal policy in relation to the Researcher's COI, the IBC/IRB member's COI, and Institutional COI and suggested way to improve it.
Piracy is a worldwide issue, but the deteriorating security situation in the seas off Somalia, the Gulf of Aden and the wider Western Indian Ocean between 2005 and 2012 and in the increasing number of attacks in the Gulf of Guinea are a major problem. The depth of concern for the problem internationally is amply demonstrated by the levels of co-operation and coordination among naval and other forces from several countries that have assembled in the west Indian Ocean region and the Gulf of Aden to escort ships carrying humanitarian aid to Somalia and to protect vulnerable shipping. Notwithstanding this unprecedented effort, the vast sea area in which the pirates now operate makes it difficult to patrol and monitor effectively, particularly with the limited resources available. More resources, in the form of naval vessels and aircraft, are needed and at every opportunity the IMO encourages Member Governments to make greater efforts to provide the additional naval, aerial surveillance and other resources needed through every means possible. IMO provide interim guidance and recommendations to be taken into account when considering the use of PCASP(privately contracted armed security personnel) if and when a flag State determines that such a measure would be lawful and, following a full risk assessment, appropriate. The interim guidance and recommendations of IMO are not intended to endorse or institutionalize the use of armed guards. Therefore, they do not represent any fundamental change of policy by the Organization in this regard. It is for each flag State, individually, to decide whether or not PCASP should be authorized for use on board ships flying their flag. If a flag State decides to permit this practice, it is up to that State to determine the conditions under which authorization will be granted. Therefore, Korea should be introduced rationally PCASP for safe shipping. PCASP on board ships is much the same to special guard personnel of security services industry act. Act plan of Oceans and fisheries ministry on PCASP collides with special guard personnel system of National Police Agency. Rather than new law making, PCASP regukations have to be included in security services industry act. Management Agency of PCASP is to not Oceans and fisheries ministry, but Central Headquarters Korea Coast Guard of Public Safety and Security Ministry because of specialty and closely connection.
The economic depression during the last decade of the 20th century caused various drastic changes in the social structure, including employment and educational systems. Japanese universities have devoted much effort to research activity and the development of teaching methodology for engineering education was not a major effort for professors. Decrease of 18 years old population, however, forced universities to change this attitude. University education is no more for only elite but is becoming very popular among young people. Another impact came from the 'globalization'of industrial societies such as establishment of WTO and APEC. Japan Accreditation Board for Engineering Education (JABEE) was established to cope with both domestic and international problems in 1999, and JABEE was admitted as a full signatory member of the Washington Accord in 2005. The Professional Engineer Law was amended linked with JABEE. The importance of engineering ethics has been recognized with these social structure changes. Japanese Society for Engineering Education (JSEE) is contributing for reformation of Japanese engineering education through its activities including supporting JABEE. This paper describes the problems now Japanese engineering education is facing and the role of JSEE in order to reorganize the engineering education in Japan.
HPM(History and Pedagogy of Mathematics) become an important issue to us now. Study on old Korean mathematics books were made recently. We study mathematics books in Kyujanggak in this article. Horng Wann-Sheng 洪萬生, an math. historian and a member of editorial board of Historia Mathematica, visited Kyujanggak, the royal library of Joseon Dynasty. After his visit, he published a paper, "The first visit to mathematics books in Kyujanggak 奎章閣收藏算書初訪"(2008 Kyujanggak 32, p. 283-293). In his paper, he also raised several research problems on the history of Korean mathematics. In this paper, we analyze his paper "The first visit to mathematics books in Kyujanggak" and give some answers to those raised problems on Korean mathematics. Also we correct some misunderstanding of Horng on some facts. Especially, we make it clear that the author of SinJungSanSul(New Arithmetics 新訂算術) was not Lee Sang-Seol(李相卨), whom Horng considered as the author, but Lee Gyo-Seung(李敎承) through the correct translation of its preface and an article about its copyright lawsuit. And we added some pathways how Chinese mathematics books were imported by Joseon. We introduce the case of Hong Dae-Yong(洪大容) in detail.
The Accreditation Board for Engineering Education in Korea was founded in 1999 and the first engineering education programs were accredited in 2001. The purpose of accreditation was to attract outstanding students to engineering colleges as well as to raise highly qualified engineers who would be recognized internationally. The accreditation of engineering education has expanded as more and more colleges and programs are asking to participate in this accreditation program. This study examines the current position and future direction of Korean engineering education. To develop further, engineering education in Korea requires more support to attract outstanding students to engineering colleges and to provide high quality education. Also, Korea should become a member of Washington Accord to be recognized as international level of engineering education as well as active cooperation from engineering related organizations, institutions, and businesses.

There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.
