According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.
In plants, heteroblasty reflects the morphological adaptation during leaf development according to the external environmental condition and affects the final shape and size of organ. Among parameters displaying heteroblasty, leaf index is an important and typical one to represent the shape and size of simple leaves. Leaf index factor is eventually determined by cell proliferation and cell expansion in leaf blades. Although several regulators and their mechanisms controlling the cell division and cell expansion in leaf development have been studied, it does not fully provide a blueprint of organ formation and morphogenesis during environmental changes. To investigate genes and their mechanisms controlling leaf index during leaf development, we carried out molecular-genetic and physiological experiments using an Arabidopsis mutant. In this study, we identified macrophylla (mac) which had enlarged leaves. In detail, the mac mutant showed alteration in leaf index and cell expansion in direction of width and length, resulting in not only modification of leaf shape but also disruption of heteroblasty. Molecular-genetic studies indicated that mac mutant had point mutation in ROTUDIFOLIA3 (ROT3) gene involved in brassinosteroid biosynthesis and was an allele of rot3-1 mutant. We named it mac/rot3-5 mutant. The expression of ROT3 gene was controlled by negative feedback inhibition by the treatment of brassinosteroid hormone, suggesting that ROT3 gene was involved in brassinosteroid biosynthesis. In dark condition, in addition, the expression of ROT3 gene was up-regulated and mac/rot3-5 mutant showed lower response, compare to wild type in petiole elongation. This study suggests that ROT3 gene has an important role in control of leaf index during leaf expansion process for proper environmental adaptation, such as shade avoidance syndrome, via the control of brassinosteroid biosynthesis.
Purpose - This study was conducted to develop a beekeeping farm management standard checklist. This is essential to increase the competitive power of beekeeping farmers. Checklists in relation to crops and livestock were established by the Rural Development Administration in the 2000s. To date, 60 checklists have been created by crop and livestock experts. However, other farmers outside the 60 checklists are increasing. Therefore, extra development is required for these farmers. This study was conducted to meet farmers' requirements. The special farming dealt with in this study is beekeeping. Such checklists were not developed due to the small number of beekeeping farmers. However, these days, a number of such farmers are emerging. Research design, data, and methodology - Many related experts participated in this study. This study was conducted in four stages. First, a basic outline of beekeeping was created by surveying many kinds of beekeeping experts. The draft of the beekeeping checklist was created by a secondary advisory council. This draft was then sent to 14 beekeeping experts to confirm whether or not it was suitable as a management checklist. For collecting the experts' opinions, a direct visit survey was done through an arranged questionnaire. Additionally, a basic management checklist blueprint was reviewed by many experts. In the third stage, a Delphi survey method was utilized with a special Delphi questionnaire. In this stage, experts who participated in the first and second stages were excluded. As there were uncertain answers among them, a second Delphi survey was done. As a result of this survey, all answers were agreed among them. Results - From the results of this survey, four subjects in the management accomplishment index were determined. These are farming scale, average product per beehive, the sale price of honey (1kg), and the number of bee plates in the beehive. In the case of the management checklist content, five items were determined. These are beekeeping farming facilities, the environment around the farm land and general management, the product management of the beekeeping harvest, the management of the disease and pest, and farming management. This checklist will be utilized for beekeeping farmers to implement in a management situation. Conclusions - These days, the number of beekeeping farmers is increasing. The management checklist for beekeeping farmers will be used to improve their farming situation and marketing. Beekeeping farmers can understand their management by reviewing their checklist. After checking, the situation of management can be analyzed. Farmers can supplement weaknesses with expert advice. This checklist will be used by agricultural technique extension workers for farming management consulting. This checklist has to be complemented by a change in the management of the environment. This checklist will be delivered to beekeeping farmers after a verification survey is done. The result of the checklist score will be utilized for a benchmarking service to be implemented for beekeeping farmers to utilize.
Research has been conducted in various fields on a local fortress (eupseong) in the Joseon Dynasty, but the archaeological research on the prison (獄), which is part of the internal government, has not been conducted properly. Since the prison was first discovered in Gyeongju in 1997, there has been a necessity for research on the deployment and structure of the prison. This includes the office where jailers worked and had night duty and also the enclosure that keeps the prisoners inside. But the research came to a standstill because there was no comparative data. However, compared to the more recent findings of the Yeonil Prison and the Gonju Prison, we can identify that the structure was built during the early to the late Joseon Dynasty. King Sejong designed the standard prison blueprint called Anokdo (犴獄圖) in 1426 to manage prisoners nationwide and revised it once in 1439 to give better treatment during the winter and summer seasons. The Yeonil Prison operated from 1421 to 1743 and shows the structure of the prisons during the early to mid-Joseon period. It was very similar to the Gyeongju Prison on a smaller scale, which was operated until the late Joseon Dynasty with two main structures, one east and one west, and a circular fence. This structure was maintained even in the Gongju Prison during the late Joseon Dynasty, and it remains visible in photographs. The prison of the Joseon Dynasty had a circular fence with an estimated height of 3 meters and two buildings that separated male and female prisoners. The prison was divided into men on the east and women on the west with tile-roofed house structures that were difficult to escape. In front of the circular fence, there was an office with a thatched roof for the jailers and access to the prison was only possible through a double prison gate. The layout of the building reflects the improvements of the king's prison design made during Joseon Dynasty improving the environment of prisoners who are on trial and separating men and women in order to embody humanism.
This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

Particularly, the documents popular during the age of civil wars and the ideas of Jikha scholars were synthesized and specified. Yet, it went beyond simple collection of the thoughts and documents since the ancient times in terms of contents and forms, and the method of 12 months for 1 year was selected and prescript was expanded to the various fields of politics and the society. In the Twelve principle, Yin-yang and the five elements, and the ten celestial stems and the earthly ones were combined, the contradiction from the process was solved, and the Rules of Four Seasons Thought was completed. Therefore, even though some parts of the idea of Yin-yang and the five elements in "Lu's Spring and Autumn" is found here and there from other documents, the unificative systematization of the whole has an important meaning in the history of thought. In summary, it has been proved that the Rules of Four Seasons Thought in "Lu's Spring and Autumn" was not limited to the physical unity of Yin-yang and the five elements of the universe, but qualitatively specified particularly in the aspects of agriculture from the people's side and politics from a leader's position.
This study surveys and reviews political change, economic performance, and regional cooperation that were carried out in 2016 by Southeast Asian countries and ASEAN. This paper reports that what has followed the inauguration of new governments in Myanmar, the Philippines, Vietnam, and Laos fails to live up to the expectation and optimism that arose in the aftermath of elections and party congresses that took place in the first half of the year. In other countries such as Malaysia, Thailand, and Cambodia, where authoritarian regimes are faced with strong oppositions, the prospects for democratic change worsened to a substantial degree, as schisms and internal strives complicated the opposition camp as a result of instigation and intervention by the authoritarian leaders and their followers. In stable political systems, both democratic and authoritarian, no significant changes that may entail serious political implications were noticed. In 2016, the national economy of almost each and every country continued its slow but steady recovery that had started in 2014 and grew by 5% on the average. For 2017 onward, however, the earlier optimism that it would grow at least as fast dimmed down as uncertainty about the world economy looms larger due to the unexpected win by Donald Trump as U.S. president and the expected 'hard landing' of the Chinese economy around 2018. This paper analyzes the changes in financial reform during the Kim Jong-un era based on North Korean literature. We find that North Korea has systematically and functionally separated the central bank from commercial banks since the Kim Jong-un era began. In addition, enterprises have been allowed to withdraw cash from bank accounts and make inter-enterprise cash payments. In other words, nowadays non-cash currencies with passive money can partially serve as active money with purchasing power. With the systematic and functional separation of the central bank and the commercial bank, the issuance of the central bank changed to a money supply method through the commercial bank, and changes in the currency distribution structure have allowed commercial bank's credit creation function to be implemented. This means that the banking system and the monetary·payment system of the socialist planned economy are changing in the way of the market economy. Reforms in the financial sector are believed to have been necessary to support changes in the economic system and to restore the function of the public financial sector. These changes have progressed in terms of the level of reform, but they are still considered similar to the period of the former Soviet Union's Perestroika or to the early period of China's reform and opening. Although North Korea's financial reform is superior in terms of enacting the banking law, it is insufficient in terms of realizing the functions of commercial banks. In addition, it is assessed that institutional constraints such as maintaining a planned economy, and the lack of confidence in public finances limit the effectiveness and development of the financial system. It should be noted that these results are based on literature published in North Korea. In other words, there is a limit in the fact that such recent changes have been carried out on a trial basis in some areas, or have been carried out in a full-scale manner with a blueprint, since Kim Jong-un's inauguration.
