자체기동 보조서비스의 가치평가 산정 방안 (An Approach to Assessment of the Value of Black Start Service)

  • For the power system to keep in a stable operating state, sufficient ancillary services must be available to respond to credible contingency events and return the power system to a satisfactory operating state in the case of contingencies as well as blackout events within specified predefined limits. The logical and reasonable bases of valuing and pricing the ancillary services are required to reach the common ground among market participants. The total amount of black start service transactions is quite small compared to the total ancillary service transactions as well as energy market transactions. Black start services must be provided as one of the ancillary services in the deregulated electricity market. In order to procure and remunerate black start services, it is necessary to quantify the value of the black start sources within the power system. In this paper, an approach to assess the value of the black start service is presented based on the cost-of-service solution. Financial simulation of the influence on market participants for the proposed approach on the service is carried out. The cost of the black start service is allocated in accordance with the principle of "causer pays", and the cost is shared by the producers and consumers equally that created the requirement for the service. Under the present electricity market, the mechanism to recover the cost is not implemented, a new approach to the ancillary services to provide incentive for the service providers has to be studied in the near future.

  • Service restoration following a complete or partial collapse starts with reenergize a transmission line from black-start generators. Voltage problems can arise by Ferranti effect as unloaded transmission line is reenergized. This paper presents analytical results on the primary restorative transmission system focused on the voltage problem during the early restoration process. Methodologies to handle load pick-up compensating Ferranti effect. and terminal voltage and reactive capability limitation of black-start generators about self-excitation are presented. An algorithm for static analysis about these methodologies is developed, and EMTDC simulation for verifying the efficiency of the algorithm is performed.

자동차의 블랙박스 와이어링 화재 위험성에 관한 연구 (A Study on the Fire Risk of Black Box Wiring in Motor Vehicle)

  • According to the National Fire Data System (NFDS), more than 5,000 vehicle fires have occurred every year for the last 10 years. Vehicle fires are primarily caused by mechanical (breaking system and engine), electrical (wiring and battery), and chemical (oil and fuel gas leakage) problems. The electrical factor has increased with the installation of driver convenience equipment. For example, today, the black box is widely used to provide video data recording of motor vehicle accidents. The black box consists of a front camera, rear camera, and wires. The black box wires are directly connected to the junction box or fuse box from the start battery that operates to provide normal on power supplying for engine stop. It is extremely dangerous when the wires short circuit due to insulation aging, mechanical and electrical stress, etc. In this study, the black box wiring fire risk have been analyzed and investigated when the steady state and abnormal operations, and under the following conditions: wiring arrangements with a high temperature condition, insulation aging, poor contact, and short circuits. The results showed that black box wiring short circuits had a higher fire risk than the other fire hazard elements. To prevent fire hazards caused by black box wiring, the black boxes must be installed by qualified service personnel. Do not modify the wiring, remove the fuse and secure the wiring using cable ties or insulation tape.

TCP Accelerator for DVB-RCS SATCOM Dynamic Bandwidth Environment with HAIPE

  • A high assurance IP encryption (HAIPE) compliant protocol accelerator is proposed for military networks consisting of red (or classified) networks and black (or unclassified) networks. The boundary between red and black sides is assumed to be protected via a HAIPE device. However, the IP layer encryption introduces challenges for bandwidth on demand satellite communication. The problems experienced by transmission control protocol (TCP) over satellites are well understood: While standard modems (on the black side) employ TCP performance enhancing proxy (PEP) which has been shown to work well, the HAIPE encryption of TCP headers renders the onboard modem's PEP ineffective. This is attributed to the fact that under the bandwidth-on-demand environment, PEP must use traditional TCP mechanisms such as slow start to probe for the available bandwidth of the link (which eliminates the usefulness of the PEP). Most implementations recommend disabling the PEP when a HAIPE device is used. In this paper, we propose a novel solution, namely broadband HAIPE-embeddable satellite communications terminal (BHeST), which utilizes dynamic network performance enhancement algorithms for high latency bandwidth-on-demand satellite links protected by HAIPE. By moving the PEP into the red network and exploiting the explicit congestion notification bypass mechanism allowed by the latest HAIPE standard, we have been able to regain PEP's desired network enhancement that was lost due to HAIPE encryption (even though the idea of deploying PEP at the modem side is not new). Our BHeST solution employs direct video broadcast-return channel service (DVB-RCS), an open standard as a means of providing bandwidth-on-demand satellite links. Another issue we address is the estimation of current satellite bandwidth allocated to a remote terminal which is not available in DVBRCS. Simulation results show that the improvement of our solution over FIX PEP is significant and could reach up to 100%. The improvement over the original TCP is even more (up to 500% for certain configurations).

  • Various kinds of accessories(e.g., clock, radio, automatic door locks, alarm devices, etc.) or unit components (e.g., black box, navigation system, alarm, private audio, etc.) require dark current even when the vehicle power is turned off. However, accessories or unit components can be the causes of excessive dark current generation. It results in battery discharge and the vehicle's failure to start. Therefore, immediate detection of abnormal dark current and response are very important for a successful repair job. In this paper, we can increase the maintenance efficiency by presenting a standardized diagnostic process for the measurement of the dark current and the existing problem. As a result of the absence of a system to block the dark current in a vehicle, diagnosis and repair were performed immediately by using a standardized dark current diagnostic process.

지역별 시송전선로 검토 및 검증방안에 관한 연구 (A study on the investigation and the verification method of the regional restorative transmission)

  • Service restoration following a complete or partial collapse starts with reenergizing a transmission line from black-start generators. Voltage problems can arise from Ferranti effect as unloaded transmission line is reenergized and has to be required to consider it when KPX makes a restorative plan on the massive blackout. This paper presents the investigation of seven regional blackstart lines which are chosen by KPX restorative plan and suggests the verification method for the new designed line according to the system modification.

반달가슴곰 동면일과 기온 분포에 관한 연구 (Study of Asiatic Black Bear(Ursus thibetanus ussuricus) Hibernation Day and Temperature Distribution)

  • 이 연구는 지리산에 서식하는 반달가슴곰의 동면일과 동면기간 동안의 기온과의 관계를 밝히기 위해 조사되었다. 조사 결과, 동면 시작일은 평균 12월 7일이었으며, 동면 해제일은 4월 20일로 나타났으며, 출산한 암컷의 동면일은 $167.8{\pm}22.6$일이었다. 동면 5일 전의 기온은 $0.6{\pm}4.1^{\circ}C$였고, 동면 기간 동안 기온은 $1.3{\pm}2.6^{\circ}C$, 동면 해제 5일 전의 기온은 $12.6{\pm}3.1^{\circ}C$이 있다. 수컷과 출산을 하지 않은 암컷의 동면일은 각각 $113.6{\pm}25.8$일, $120.4{\pm}25.7$일이었으며, 이들 그룹의 동면 5일 전의 평균 기온은 각각 $-1.8{\pm}3.9^{\circ}C$, $2.1{\pm}4.2^{\circ}C$, 동면기간의 기온은 $-0.4{\pm}2.4^{\circ}C$, $-0.2{\pm}1.6^{\circ}C$, 동면 해제 5일전의 기온은 $7.8{\pm}4.4^{\circ}C$, $7.8{\pm}3.6^{\circ}C$였다. 이러한 결과로 볼 때 새끼를 출산한 암컷은 출산을 하지 않은 암컷과 수컷에 비해 동면 일수와 기온은 높은 것으로 나타났는데 이는 동면기간 새끼를 양육하는 과정에서 발생한 것이라 판단된다. 생애주기별 그룹에 대한 동면일수와 평균기온은 각 그룹간의 평균적인 차이가 없는 것으로 나타났다. 이번 연구를 통해 지리산에 서식하는 반달가슴곰의 구체적인 동면시기와 동면기간의 기온에 대해서 파악할 수 있었으며, 기온에 따른 성별, 출산한 암컷, 생애주기 그룹간의 어떠한 차이가 있는지 등 동면기 고유 행동특성이 밝혀졌다는 점에서 연구의 의의가 있다. 이러한 결과는 국제적 멸종위기종인 반달가슴곰의 겨울과 봄 시기에 인간과의 충돌방지와 보전 관리계획 수립 시 널리 활용될 것이다.

부수적 서비스 제공에 따른 양수발전소 수차의 캐비테이션 및 피로에 대한 가속효과 평가 (Evaluation of Acceleration Effect of Ancillary Services on Cavitation and Fatigue of a Water Turbine in Pumped-Storage Plants)

  • 런너, 흡출관 등 양수발전소 수차 부속기기들에 캐비테이션 침식과 피로 균열 등의 손상 발생과 관련하여 많은 정비 사례들이 보고되고 있다. 양수발전소는 급전, 전력계통 안정 등과 같은 부수적 서비스를 제공한다. 이러한 부수적 서비스는 가이드 베인을 작게 열고 운전하는 저개도율 운전을 반복적으로 자주 수행하게 한다. 이러한 저개도율 운전은 수차 부속기기의 손상을 가속시키는 것으로 경험적으로 알려져 있다. 본 연구에서는 양수발전소의 가이드 베인 저개도율 운전이 수차의 캐비테이션과 피로를 가속시키는 효과를 유한요소 유동/응력 해석 및 피로 해석을 통해 정량적으로 평가한다. 평가 결과, 가이드 베인 개도율이 작을수록 캐비테이션 발생 가능성과 수차 효율 저하 가능성이 증가하며, 런너 블레이드 루트부에 최대 응력값을 증가시킴에도 불구하고 저개도율 운전이 피로수명에 미치는 영향은 미미함을 확인하였다.

  • "Federal investments into the future of a region" - pushing economy in the right direction or throwing tax money into a black hole? Hot-headed contentions keep circulating within politics and economy discussing the effect of technology centers and their sustainability within a region. Start-up support and technological infrastructure with the auxiliary service of well developed sector-oriented clusters as a fertile soil for successful networks are an undeniable advantage of well organised technology centers. Sceptic contemporaries still hold against that in order to implement such a center millions of federal funds for infrastructure and operation are invested. What output of this tax money is verifiable in the long run? The case of Dortmund provides substantial food for this necessary and relevant discussion. Now, after 27 years of history of the TechnologieZentrumDortmund, TZDO for short, a positive balance can be drawn. This is not just a matter of personal belief and stance. Fortunately, a recent study on the economic effects of the TZDO on the whole region was performed by the Center of Applied Economy Research M$\ddot{u}$nster, Germany (Gundel and Luttmann 2008). The result is clear and measurable: the TZDO has shown to be of great impact on the positive development of a whole region. This paper presents an account of the approach of the TechnologieZentrumDortmund and its current strategy and mode of operation to reach an utmost of effectiveness of personal and pecuniary input in establishing economic success for the region of Dortmund. An immense change of minds, employment opportunities and a massive structural change of the whole region were some of the ambitious aims that had to be reached and that are achieved to a large extent.
