Individual Values on Childbirth and Social View on Childbirth Encouragement Policy (출산에 영향을 미치는 개인 가치관과 출산장려정책에 대한 사회적 인식)

  • The purpose of this study was to examine whether childbirth encouragement policy is actually helping those childbirth, and also discuss the possible directions of this policy to unfold in the future, should take. For this, We have surveyed 412 married and 437 unmarried men and women in order to investigate the individual values that influence childbirth, From these respondents and we interviewed and surveyed recipients of grants (244people), administrative officers in charge (41people), and experts (34people) to investigate their social view on the Korean government's impact. The results of this study are as follows: Firstly, most of the people (unmarried 70.3%, married 69.1%) surveyed said that important life objectives for them. Secondly, most of the people(male 44.4%, female 73.8%) surveyed said that once married shied away from having babies, (a) due to the finance and childcare burden is heavy of running a family while both parents are fulltime employed (b) because it is difficult to get pregnant due to health problems, and (c) foremost because having several children exacerbates their financial burden. Thirdly, grant recipients(75.4%), administrative officers in charge(65.9%), and experts(53.0%) all said that childbirth encouragement policy currently being implemented has little impact on their childbirth. Finally, it was established that the incentives to encourage childbirth is best suited for individuals that favor having many children.

Family Impact Analysis on the Policies to Low Fertility in Korea (저출산 대책의 가족영향평가 연구)

  • The purpose of this study was to conduct a family impact analysis to examine the effects of policies to lower fertility in families in Korea. Data were collected from a purposive sample of three groups of government officials, family scholars, and staff at family-related organizations and associations. 105 family policy professionals responded to the self-report questionnaire. The family impact analysis scale was formulated by the researcher based on Ooms'(1995)'A checklist for assessing the impact of policies on families' and Lawson & Lawson's(2001)'An example on family impact analysis checklist or inventory.' The results showed there were eight factors in the family impact analysis on the policies to low fertility in Korea; strengthening family membership and stability; providing various convenient public services; recognizing family interdependence; recognizing the efficiency of implementing policies and support of vulnerable families; strengthening the family function of childbirth; recognizing family relationships; preventing family problems and empowering families; and recognizing family diversity. The conclusions and implications of these findings were also discussed.

A Study on Public Data Utilization Method for Housing Decision Making of Single Household (1인 가구의 주거의사결정을 위한 공공데이터 시각화 활용방안에 관한 연구)

  • Recently, the form of traditional families has been disintegrated due to low birthrate, aging, declining marriage, individualism, etc. In particular, the number of single households has increased due to the shift to a low-growth advanced economic structure, women's social participation, diversification of lifestyles, and so on. According to the National Statistical Office, the number of single households living alone by 2015 is estimated to be about 5,060,000 households, which is estimated to account for 34.3% of all households, which has greatly increased compared with about 660,000 (6.9%) in 1985. However, the housing market has not been able to respond to such social changes. Therefore, in this research, we presented a plan to visualize the public data of single household in Seoul city and prediction result of occupancy shape for the purpose of supporting decision making of single household consumers.

Data Analysis Research to Analyze the Cause of Low Birth Rate (저출산 원인 확인을 위한 데이터 분석연구)

  • In Korea, based on the high fertility rate before 1980, the total population has been steadily increasing, and since the mid-1980s, the fertility rate has fallen sharply and has fallen below the level of population replacement. The cause of low birth rate in the region is not voluntary rejection, but rather, it is necessary to find out the cause by identifying the structural causes of the local community from various angles. We collected local Internet news and local representative cafe data, where many mothers participate, based on the budget area with a very low fertility rate among various areas. Factors of childbirth inhibition were analyzed by using the frequency of concurrent words that became issues related to population decline, low birthrate, and child-rearing welfare.

  • 현재 폐교된 학교의 데이터들과 후에 폐교될 위험이 있는 학교들의 데이터를 활용하여, 민간, 국가기관 모두에 유용한 데이터를 제공할 수 있는 시스템을 구축하였다. 사용한 데이터로는 22년도 출산율, 14년도 출산율, 지역별 폐교 이용 현황, 전체 폐교 데이터, 현재 학교 인원 현황에 관한 자료를 활용했다. 이같은 데이터를 통해 현재 운영되고 있는 학교 중 폐교 위험의 범주 안에 들어가 있는 학교를 가중치 전략으로 추출할 수 있게 만들었다. 시스템 예측 결과, 현재까지 폐교된 학교들보다 더 많은 학교들이 폐교위기에 처해있고, 더 많은 학교들이 폐교될 것으로 예상된다. 급감하는 출산률을 보아 폐교되는 추세를 줄일 수 없다. 따라서 정부 차원에서 폐교 대부와 경매, 폐교활용 조건을 완화시키고, 학교 건물들을 대책없이 방치시키는 일을 미리 대비해야 한다고 사료된다.

Sentiment Analysis of Elderly and Job in the Demographic Cliff (인구절벽사회에서 노인과 일자리 감성분석)

  • Social media data serves as a proxy indicator to understand the problems and the future of public opinion in Korean society. This research used 109,015 news data from 2016 to 2018 to analyze the sensitivity of the elderly and employment in Korean society, and explored the possibility of expanding the labor force in Korean society, which is facing a cliff between the elderly and the population. Topic keywords for employment of the elderly include "elderly*employment", "elderly*employment", and "elderly*wage". As a result of the analysis, positive sensitivity prevails for most of the period, and it is possible to expand the working-age population. Positive feelings about expanding employment opportunities for the elderly and negative feelings about low wages have brought to light the reality of the elderly who are still poor despite their work. In this study, social big data was used to analyze the perceptions and sensibilities of Korean society related to the elderly and employment through hierarchical crowd analysis and related text mining analysis.

  • It is true that the digital electronics industry of Korea whose natural resources are very poor, is one of very important fields that can make Korea's ranking rise in global competitiveness. However we already know the actual circumstances that low Korea's birthrate, an ageing population, growing of developing countries, avoiding majoring engineering, etc. can be major obstacles to developing the technology. To overcome these problems, it is very important to turn out better manpower by presenting students an opportunity for creative basic scientific technological education by kindling students' interest. Through this study, I will apply DIKI-3000 developed by KEA(Korea Electronics Association) to the elementary school, compare and analysis the result of special ability and aptitude synthetic test, measure which factors of special ability and aptitude are improved, and search what to modify.

Study on the Catchment Area of Child Care Center by Means of Transportation Mode (어린이집의 통행수단별 이용권 분석)

  • The purpose of this study is to analyze the catchment area of child care centers, which are becoming increasingly important due to social changes such as nuclear family and women's participation in society. In this study, we surveyed 2,174 children in 32 municipal child care centers in Suwon city. As a result, most of infants(0~2years old) were coming to daycare facilities by cars, and its catchment area for 90%ile were about 3km. Next, the catchment area of the children who walk to child care centers is about 500m. When using the car, the catchment area was 1.3km. This study provides the following suggestions. Considering the infant car use area, it is necessary to install more than one child care center per living area. In particular, there is a need to urgently expand daycare centers that provide child care services for infant care. Next, a nursing center-based pedestrian environment improvement project is needed.

Low Fertility Era and Maternal Health Promotion (저출산 시대와 모성의 건강증진)

  • Among OECD countries, Korea is the only country which has continuously recorded total birthrate below 1.3 person for over 10 years. Since 2006, the Korean government has promoted the population policy in full scale. But, the fertility rate which became low has not shown any sign to go up again. Thus, Korea can be understood as having fallen into 'low fertility trap'. Such a low fertility can cause serious problems such as weakening of national competitive power and even survival of the country. In Korea, due to studies and finding jobs among young women, their childbirths are kept being postponed. In some cases, poor working conditions where women work can cause physical conditions not appropriate for pregnancy. Thus, it is very important to let childbearing women, pregnant women take care of their health. Accordingly, conscious of this low fertility era, this study examined major international organizations and countries' health promoting strategies-with focus on motherhood and suggested some methods to effectively improve health for motherhood.

The Marriage Stewardship and the Role and Status of Social Development Network in Singapore (결혼 책임주의와 싱가포르 Social Development Network의 역할과 위상)

  • This paper focuses on how Singapore has adopted the 'Marriage Promotion Policy' for resolving the low birthrate and how it has been using the Social Development Network (SDN) to cope with the problem of low fertility. Social Development Network is an organization that shows Singapore's national stewardship to marriage, and has developed from the beginning to the social phenomenon of increasing number of highly educated women and decreasing fertility. The predecessor of Social Development Network is 'Social Development Unit' (SDU), absorbed the 'Social Development Service' (SDS) that was launched later, and reborn as Social Development Network in 2009. At its inception, Social Development Network has been recruiting and organizing its own memberships without the help of commercial marriage agencies, and since 2006 has been dedicated to delegating dating and matchmaking services to private companies and supporting projects. The purpose of this paper using literature analysis is to analyze the status and role of Social Development Network from the theoretical point of view of marital stewardship to the present, and to suggest meaningful implications for Korea which has the same social experience.
