A Bilateral Symmetry Average Method for Robust Face Detection against Illumination Variation (조명 변화에 강인한 얼굴 검출을 위한 좌우대칭 평균화 기법)

  • In a face detection system based on template matching, histogram equalization or log transform is applied to an input image for the intensity normalization and the image improvement. It is known that they are noneffective in improving an image with intensity distortion by illumination variation. In this paper, we propose an efficient image improvement method called as a bilateral symmetry average for images with intensity distortion by illumination variation. Experimental results show that our method delivers the detection performance better than previous methods and also remarkably reduces the number of face candidates.

  • A 78-year-old woman presented with weakness of the extremities, dysarthria, dizziness, and sensory impairment. Magnetic resonance imaging showed acute bilateral medial medullary infarction. Contrast enhanced magnetic resonance angiography demonstrated stenosis or occlusion of both intracranial vertebral arteries. We present a rare case of bilateral medullary infarction seen on diffusion-weighted imaging.

  • An 18-day-old male HanWoo calf was presented to the Animal Medical Center of Jeonbuk National University with a history of bilateral blepharospasm and epiphora. The calf was infected with rotavirus and was severly dehydrated. On ophthalmic examination, enophthalmos was noticed and the calf was diagnosed with bilateral upper eyelid entropion and resultant trichiasis. As a treatment, skin staples were applied, and the entropion was successfully corrected. Further, entropion has not recurred through the follow-up period.

Inherited retinal degeneration in a Bengal cat

  • A 2-year-old intact female Bengal cat was presented with a 6-month history of visual impairment. The cat manifested bilateral negative menace responses and dazzle reflexes and sluggish pupillary light reflexes. Bilateral fundus changes included generalized tapetal hyperreflectivity, advanced retinal vascular attenuation, and increased pallor of the optic disc. A diagnosis of bilateral retinal degeneration was made. The clinical findings suggest that the investigated Bengal cat was most likely to have an inherited retinal degeneration. Further studies of the Bengal cat breed are needed to determine the prevalence of inherited retinal degeneration in this breed in Korea.

  • This paper traces the trajectory of a variety of complicated economic and political developments between China and India - the world's most ancient civilizations connected by rich history. These recent developments, which are heavily acrimonious and include military clashes involving loss of lives, have greatly damaged bilateral relations. The paper examines the reasons behind the bilateral relations dipping to new lows. Aside from specific bilateral disputes like outstanding border problems, China-India relations have been affected by global and regional developments. The paper identifies rising tensions between the U.S. and China, the evolution of the Belt and Road Initiative, and the growth of the Indo-Pacific construct, as the reasons that have expanded distance and mistrust between the two countries. Both China and India are now part of country coalitions aiming to marginalize each other's strategic influences. The paper argues that such efforts by them are going to impact countries in their neighbourhood - such as in Central Asia - by forcing them to make complex choices in the areas of trade engagement and technological development.

An Analysis of the Effects of Establishing Multilateral FTA on the R&D Investment of Exporting Firm (다자간 FTA의 형성이 역내 수출기업의 R&D 투자에 미치는 경제적 효과 분석)

  • We compared and analyzed the effects of establishing multilateral FTA and bilateral FTA on the R&D investment of exporting firms when they compete in Cournot fashion and when the government of the importing country acts strategically. In the short run, we found that the importing country prefers to enter into a bilateral FTA with each exporting country separately for maximizing its welfare. However, we also found that, in the long run, it is more welfare-enhancing policy for importing country that entering into a multilateral FTA with all of the exporting countries simultaneously because it helps facilitate the R&D investment of exporting firms. But once entering into a multilateral FTA, the exporting firms would be faced with more intensive R&D investment competition and hence they would suffer severe welfare loss.

  • Vestibular dysfunction has rarely been reported in MELAS syndrome. A 40-year-old male with long-term diabetes and hearing loss experienced a stroke-like episode with hemisensory disturbance and lactic acidosis. Brain MRI showed temporo-parieto-occipital cortical lesions, and a final diagnosis was made of MELAS syndrome with the mitochondrial 3243A>G mutation. Neuro-otologic evaluations revealed anterior-canal-sparing bilateral impairments of the vestibulo-ocular reflex in the video head impulse test and no caloric paresis. This unique pattern of vestibular dysfunction may aid in diagnosing MELAS syndrome.

  • Foreign body (FB) aspiration remains a serious health problem, particularly in children. The complications due to occlusion by FB or related to procedures for removal can lead to morbidity and mortality. Most of the FBs are located in the unilateral bronchus, however, the organic FB can be multiple or bilaterally located when children chewed the FB. Here, we present a case of successful retrieval of bilateral bronchial FBs. Preoperatively, FB in the left main bronchus was diagnosed, however, FB of the right upper bronchus was not definitive on X-ray and CT scan. During the rigid bronchoscopy, occult FB in the right upper bronchus was detected and successfully removed.

  • China and Korea are good neighbors and partners. Since the establishment of diplomatic relations in 1992, the two countries have made promising achievements in political, economic, and humanistic exchanges for over three decades. In particular, bilateral economic and trade relations have yielded fruitful results, attracting worldwide attention. There are also unavoidable issues in the rapid development of bilateral trade and economic cooperation. And it is of great significance to look back on the past and look forward to the future on the 30th anniversary of the establishment of diplomatic ties between China and the Korea. With the upgrading of China's industrial structure and technological level, the bilateral trade relationship has gradually shifted from a complementary one to a competitive one. It is essential that both countries keep in mind the mutually beneficial nature of their relationship and make due contribution to the development of the Northeast Asian region and the world economy.

The Impacts of China's Belt and Road Initiative (BRI) on the Trade Patterns of Tanzania (중국 일대일로 정책이 탄자니아 무역패턴에 미치는 영향)

  • The Belt and Road Initiative (BRI) is designed to intensify bilateral trade between China and the BRI countries through the improvement of transportation connections. However, little research has empirically investigated the impacts of this policies on the trade patterns. This paper attempts to evaluate the impacts of BRI on the trade patterns of Tanzania. Our study extends the original gravity model of bilateral trade by adding GDP per capita, population and proximity as the explanatory variables. According to our research, we observed that the BRI significantly impacted the Tanzania's trade patterns, as it led to the increase of bilateral trade flow between Tanzania and China more importantly between Tanzania and its adjacent countries. It indicates that the Belt and Road Initiative (BRI) has boosted Tanzania's trade exclusively, hence the Tanzania's export sector earns greater trading potential with the adjacent countries.
