History and Trends of Data Education in Korea - KISTI Data Education Based on 2001-2019 Statistics

  • Big data, artificial intelligence (AI), and machine learning are keywords that represent the Fourth industrial Revolution. In addition, as the development of science and technology, the Korean government, public institutions and industries want professionals who can collect, analyze, utilize and predict data. This means that data analysis and utilization education become more important. Education on data analysis and utilization is increasing with trends in other academy. However, it is true that not many academy run long-term and systematic education. Korea Institute of Science and Technology Information (KISTI) is a data ecosystem hub and one of its performance missions has been providing data utilization and analysis education to meet the needs of industries, institutions and governments since 1966. In this study, KISTI's data education was analyzed using the number of curriculum trainees per year from 2001 to 2019. With this data, the change of interest in education in information and data field was analyzed by reflecting social and historical situations. And we identified the characteristics of KISTI and trainees. It means that the identity, characteristics, infrastructure, and resources of the institution have a greater impact on the trainees' interest of data-use education.In particular, KISTI, as a research institute, conducts research in various fields, including bio, weather, traffic, disaster and so on. And it has various research data in science and technology field. The purpose of this study can provide direction forthe establishment of new curriculum using data that can represent KISTI's strengths and identity. One of the conclusions of this paper would be KISTI's greatest advantages if it could be used in education to analyze and visualize many research data. Finally, through this study, it can expect that KISTI will be able to present a new direction for designing data curricula with quality education that can fulfill its role and responsibilities and highlight its strengths.

  • South Korea has the most advanced technology in the Fourth Industrial Revolution era because of its high-speed Internet commercialization. However, the industry is shrinking due to its various regulations in building and its utilization of personal information as big data. Currently, South Korea's personal data utilization business is in its early stages. In the era of the 4th Industrial Revolution, it is difficult for startups to use data. There are various causes here. Above all, legal regulations to protect personal information are emphasized. This study confirms that transactions of personal medical records through My Data can be made. Moreover, it confirms that there is a need for a mediating role between stakeholders. This study lacks statistical access in the process of performing stakeholder roles. However, personal medical records will be traded safely in the future, and new subjects will enter the market. Furthermore, the domestic bio-industry will develop. Through this study, various problems were derived in establishing Medical MyData in Korea. Moreover, it looks forward to continuing various studies in the health care sector in the future.

  • Big data-related research that deals with the amount of explosive information in the era of the Fourth Industrial Revolution is actively underway. Big data is an essential element that promotes the development of artificial intelligence with a wide range of data that become learning data for machine learning, or deep learning. The use of deep learning and big data in various fields has produced meaningful results. In this paper, we have investigated the use of Big Data in the cultural arts industry, focusing on video contents. Noteworthy is that big data is used not only in the distribution of cultural and artistic contents but also in the production stage. In particular, we first looked at what kind of achievements and changes the Netflix in the US brought to the OTT business, and analyzed the current state of the OTT business in Korea. After that, Netflix analyzed the success stories of 'House of Cards', which was produced / circulated through 'Deep Learning' cinematique, which is a prediction algorithm, through accumulated customer data. After that, FGI (Focus Group Interview) was held for cultural and artistic contents experts. In this way, the future prospects of Big Data in the domestic culture and arts industry are divided into technical aspect, creative aspect, and ethical aspect.

Utilization of SNS Review Data for a Comparison between Low Cost Carrier and Full Service Carrier (SNS 리뷰데이터의 활용 : 저가항공사와 대형항공사를 중심으로)

  • There exist a number of studies pertaining to the determinants of customer satisfaction between low-cost and full-service carriers in the airline industry. Most studies measured service quality using SERVQUAL based on a survey method. This study offers a new perspective by employing a big data analytic approach using SNS data, which reflects the immediate response of customers as well as trends in real time. This study chose eight factors from TripAdvisor's customer review site as determinants of customer satisfaction and compared the differences between low-cost and full-service airlines. The factors analyzed were seat comfort, customer service, cleanliness, food and beverage, legroom, entertainment, value for money, and check-in and boarding. Additionally, ratings from domestic and foreign customers were compared. The findings show that customer service and value for money are significant factors in satisfaction with low-cost airlines while all variables except legroom and entertainment are significant for full-service airlines. The results show that SNS-based data and analysis of big data are important for improving decision-making effectiveness and increasing customer satisfaction in the airline industry.

Comparative analysis of model performance for predicting the customer of cafeteria using unstructured data

  • This study aimed to predict the number of meals served in a group cafeteria using machine learning methodology. Features of the menu were created through the Word2Vec methodology and clustering, and a stacking ensemble model was constructed using Random Forest, Gradient Boosting, and CatBoost as sub-models. Results showed that CatBoost had the best performance with the ensemble model showing an 8% improvement in performance. The study also found that the date variable had the greatest influence on the number of diners in a cafeteria, followed by menu characteristics and other variables. The implications of the study include the potential for machine learning methodology to improve predictive performance and reduce food waste, as well as the removal of subjective elements in menu classification. Limitations of the research include limited data cases and a weak model structure when new menus or foreign words are not included in the learning data. Future studies should aim to address these limitations.

A Study on the Use of Criminal Justice Information Big Data in terms of the Structuralization and Categorization (형사사법정보의 빅데이터 활용방안 연구: 구조화 범주화 관점으로)

  • In the era of the 4th Industrial Revolution, the importance of data is intensifying, but there are many cases where it is not easy to use data due to personal information protection. Although criminal justice information is expected to have various useful values such as crime prediction and prevention, scientific investigation of criminal investigations, and rationalization of sentencing, the use of criminal justice information is currently limited as a matter of legal interpretation related to privacy protection and criminal justice information. This study proposed to convert criminal justice information into 'crime data' and use it as big data through the structuralization and categorization of criminal justice information. And when using "crime data," legal issues, value in use, considerations for data generation and use were verified by experts, and future strategic development plans were identified. Finally we found that 'crime data' seems to have solved the privacy problem, but it is necessary to specify in the criminal justice information related law and it is urgent to be organized in a standardized form for analysis to use big data. Future directions are to derive data elements, construct a dictionary thesaurus, define and classify personal sensitive information for data grading, and develop algorithms for shaping unstructured data.

A Study on the Public Interest of Collected Information (수집된 정보의 공익성에 관한 고찰)

  • With the advent of the data economy, interest in using big data has increased, but conflicts with protecting personal information have been also steadily raised. In this regard, major countries are accelerating use of big data by exempting de-identified, pseudonymous personal information from protection. However, these policies have been made without the understanding that the economic value of personal information has been actually changing slowly. This paper presents the concept of 'collected information' and defines it as having public interest and therefore, not the exclusive property of the collector of such information. The paper shows the collected information has public interest in terms of personal information protection, connectivity, and universal service and public goods. It also specifies that the 'data governance' cannot be applied to the current data utilization framework that depends upon the holder's consent; rather, it raises the need to improve the practices of information provision consent or provide the beneficiary right of information use to the information holder in order to ensure the proper 'data governance' that will turn market failure into success.

  • Recently, A study is actively underway to apply to various industries, which are one of the major changes in the key drivers of the industry 4.0.. The data generated by the ship include various indicators such as the fuel volume, engine power, ground speed, speed, speed, main engine rpm, DFOC, SFOC, and FOC. This paper analyzes the sensitivity of the Gathering data and analyzes the impact energy efficiency of the vessel operation by analyzing the influence among each parameter, using the mathematical models, you create an surrogate model using the math model, comparative analysis of actual measurement data and predictive results were analyzed. Through the use of big data analysis technology, it is possible to identify the sensitivity between the energy efficiency related variables of the ship, The possibility of utilization of fuel efficiency indicators using of the surrogate model is identified.

Prediction model for dental implants utilization in the elderly after the national health insurance coverage of dental implants: focusing on socioeconomic factors (치과 임플란트 국민건강보험 급여화 이후 노인의 치과 임플란트 이용에 대한 예측 모형: 사회경제적 요인 중심으로)

  • Objectives: The demand for dental care is expected to increase as the population ages. This study aimed to predict the utilization of dental implant care following the expansion of national health insurance benefits for dental implants. Methods: Multiple linear regression analysis was performed on HIRA big data open portal data and DNN-based artificial intelligence models to forecast the utilization of dental care in relation to the national health insurance coverage for dental implants. Results: National health insurance coverage of dental implants was found to be associated with the number of patients using dental implant services and demonstrated a statistical significance. The dental implant services utilization increased with the increased dental implant health insurance benefits for the elderly population, increased mean by region, increased number of dental institutions by region, and increased health insurance coverage rate for dental implants. However, the dental implant services utilization decreased with the increased number of older people living alone and increased size of dental institutions. Conclusions: With the expansion of the national health insurance coverage for dental implants, it is predicted that the utilization of dental implant medical services will increase in the future.

Proposed Data Literacy Competency Framework through Literature Analysis

  • With the advent of the Fourth Industrial Revolution and the era of big data, the ability to handle data has become essential. This has heightened the importance and necessity of data literacy competencies. The purpose of this study is to propose a framework for data literacy competencies. To achieve this goal, data literacy frameworks from eight countries and twelve pieces of literature on data literacy competencies were analyzed and synthesized, resulting in five categories and twenty-three competencies. The five categories are: data understanding and ethics, data collection and management, data analysis and evaluation, data utilization, and data governance and systems. It is hoped that the data literacy competency framework proposed in this study will serve as a foundational resource for policies, curricula, and the enhancement of individual data literacy competencies.
