화학공장의 안전 설비 투자를 위한 비용$\cdot$편익 분석 시스템 개발 (Development of the Cost-Benefit Analysis System for the Investment of Safety Facilities in Chemical Plant)

  • 본 연구에서는 화학설비의 취약점을 파악하여 안전성을 경제적으로 확보할 수 있는 대안에 대한 설비별 안전투자비용과 그에 따른 편익을 산출하고, 분석함으로써 경제적인 안전 투자 대안을 제시할 수 있는 시스템을 개발하였다. 이를 위해 화학설비의 위험성을 정량적으로 평가하기 위한 사고 빈도 분석 모듈과 사고 피해 예측 모듈을 개발하고, 중대산업사고 사례 및 선진국(네덜란드, 호주, 미국, 영국, 독일 등)의 사회적 위험성을 비교 $\cdot$ 분석하여 국내 현실에 반영할 수 있는 사회적 위험성(societal risk : F-N Curve) 기준을 제시하였다. 또한, 현장 방문을 통하여 공정에 대한 투자비용과 그에 따른 편익 항목을 분석$\cdot$선정하여 앞의 결과들을 통하여 화학설비에서 발생하는 비용$\cdot$편익에 대한 안전투자대안의 순현재가치(NVP, Net Present Value)를 도출하여 안전성을 향상시킬 수 있는 대안들을 분석하고 비교할 수 있는 시스템을 개발하였다.

  • 정부는 해양쓰레기에 대한 모니터링 및 환경영향평가 등 과학적인 연구사업을 통해 해양쓰레기의 영향을 저감시키고 체계적으로 관리하기 위한 해양쓰레기 오염대응 기술개발사업의 시행을 고려하고 있다. 이에 본 연구에서는 이 사업에 대한 경제적 타당성을 분석함으로써 정책판단에 있어서 유용한 정보를 제공하고자 한다. 이를 위해 경제성 분석 지표인 순현재가치, 편익/비용 비율, 내부수익률을 분석하여 제시한다. 분석결과 순현재가치, 편익/비용 비율, 내부수익률은 각각 457억원, 2.72, 17.12%로 산정되어 각각 0, 1.0, 5.5%를 상회하므로 해양쓰레기 오염대응 기술개발사업은 비용-편익 분석을 통과한다. 따라서 해양쓰레기 오염대응 기술개발사업을 시행하는 것은 사회적으로 바람직하다.

  • 본 연구는 공공도서관의 가치평가를 위한 새로운 접근방법을 모색하였다. 기존에 사용되던 가상가치평가법의 한계점을 지적하였으며, 아울러 이를 개선하기 위한 대안으로 Dissonance Minimizing(DM) 포맷을 적용한 가상가치평가법을 제시하였다. 가치평가의 도구로는 비용편익분석이 사용되었고 비용에는 서비스에 투입된 총 비용을, 편익에는 서비스에 대한 이용자의 지불의사금액 (willingness to pay)을 적용하였다. 그리고 사례분석을 통해 'J 공공도서관' 의 가치를 추정하여 DM 포맷이 공공도서관의 가치를 평가하는데 어떻게 사용되어지는지 보여주었다.

  • 이 연구는 부산시 금정구 금샘도서관(가칭) 건립 타당성 조사 연구의 일부로서, 도서관 건립의 경제적 타당성 분석에 대한 결과를 검토하는 데 그 목적이 있다. 이러한 목적을 위하여, 이 연구에서는 도서관 건립에 대한 정책적 타당성 분석, 수요조사, 경제적 타당성 분석의 결과를 살펴보았다, 경제성 분석 도구로 비용편익비율, 순현재가치, 내부수익률을 활용하여 경제적 타당성을 분석하였으며, 조건부가치측정법을 활용하여 편익을 추정하였다. 연구의 결과, 금샘도서관 건립의 비용편익비율은 1.28로 나타났으며, 도서관 건립은 경제적 타당성을 확보한 것으로 분석되었다.

가로수 조성 유형에 따른 비용편익 비교 분석 (Cost-Benefit Analysis for Planting Type of Street Trees)

  • The objective of this study is to estimate the cost and benefits of street trees for their planting types, specifically, single row, single row+bottom, double row, double row+bottom. Different planting types are compared and analyzed by using Net Present Value (NPV) and benefit-cost ratio (BCR). Existing data are collected from the literature reviews for the use of meta-analysis method for estimating cost and benefit. The elements for analyzing costs are management and planting costs, and benefits are air purification, energy saving and landscape view. The discount rate is applied at a minimum of 3% and a maximum of 5.5%. The unit used in this calculation is km/year. The result shows that the net benefit is highest in double row, followed by single row, double row+bottom, and single row+bottom. The BCR is the highest in double row, followed by single row, double row+bottom, and single row+bottom. The BCR reaches the break-even point from 9 to 17 years depending on the planting types.

농업인건강관리실 사업의 비용편익 분석 (Cost-Benefit Analysis of the Farmer's Health Center Project (FHCP) in Rural Korea)

  • This study aims to examine the operating status of the Farmer's Health Center Project and the validity of its business using the benefit-cost analysis. As the pilot project of the Rural Development Adminstration from 1996, a total of 884 Farmer's Health Centers were established until 2004. Internal information of the RDA management unit was used for the analysis. A questionnaire with an interview was also performed with 70 over 468 Centers that had been established from 2001 to 2004. Results were as follows. 1) The Center was mainly used by elderly over 60 years, which took 71.4%. Winter was the most popular season for visiting. 2) Approximately 71% of the manager of the Center pointed out the deficiency of fuel cost as the most difficulty in operating the Center. 3) Users were moderately satisfied with facility and the effect of its use, which took 3.5 point over 5 scale. 4) For the cost-benefit analysis on the Centers, both 5% of social discount rate and 15 years of use term were assumed. Subsequently, the Net Present Value was 3,134 million won, which certified the validity of the business.

자연생태공원 조성의 경제적 타당성 분석 - 영천자연생태공원을 사례로 - (Economic Feasibility Analysis of Constructing an Ecological Park - A Case Study of Yeongcheon Ecological Park -)

  • The purpose of this study is to analyze the economic feasibility of the construction of a new ecological park, based on the case of a plan in Yeongcheon City. For fulfilling the purpose of this study, questionnaire survey was conducted in Yeongcheon City. Based on the survey data, cost-benefit analysis is conducted. For this study, costs and benefits of the project are estimated. Then, using NPV, IRR, and B/C ratio criteria, cost-benefit analysis for this study is conducted. from the empirical cost-benefit analysis, NPV of the proposed project is estimated at 5,420 million Won, IRR is estimated at 12.16%, and B/C ratio is estimated at 1.44. Thus, it is found that the construction of a new ecological park in this area would be feasible from the economic point of view.

어업 외 투자효과 및 투입산출분석 : 태안시범바다목장사업을 중심으로 (The Economic Effect of Besides Fisheries Profit and Input-Output Analysis: ocused on the Tae-an Trial Sea Farm Project)

  • This paper is to estimate the economic effect of benefits of the R&D and recreational fishing as well as input-output analysis in the Tae-an Trial Sea Farm Project(TTSFP). We use B/C model to indicate the effects of economic valuation. B/C analyses model consists of Benefit Cost Ratio(BCR), Net Present Value(NPV) and Internal Ration of Return(IRR). Using 5.5% discounting rates and the survey data, the sub-models show economically feasible in the all of analysis and analyzed the results as follows. NPV is 42,147 million won, BCR is 3.29 and IRR is 34.30%. This study attempts to apply input-output(I-O) analysis in connecting the economic effect of TTSFP. I-O model was constructed, focusing on three effects; the production-inducing effect, the value-added-inducing effect and employment-inducing effect. There are positive effects on economic value and job creation in Tae-an and Nation.

여행비용접근법(TCM)에 의한 관광효과 추정 - 대호농어촌관광휴양단지를 중심으로 - (An Economic Estimation of Tourism Effects by Travel Cost Method -Application for Daeho Rural Tourism & Leisure Complex-)

  • Since 1989, 9 major complex have been invested with government funds, for the purpose of developing agricultural tourism to increase agricultural income and job opportunity, as well as providing urban population leisure opportunity. However, systematic and comprehensive approaches were rarely done in analyzing its economic impacts. This study, therefore, focuses on analyzing tourism effect and its economic value and implication for a representative rural tourism site,"Daeho rural tourism complex". To analyze travel pattern, expenditure pattern, and degree of satisfaction from travel to Daeho complex, Travel Cost Method(TCM) was employed based on survey method. Results from linear model with statistical significance implies that tourism benefit for each visitor is 28,373 won and total annual benefit for the Daeho site is 7 billion won. Considering annual benefit stream, the present value of total benefits are 132.9 billion won and 70 billion won at 5% and 10% of discounting rate, respectively. Using the values of benefit estimated from this study and investment cost, B/C ratio, IRR, and NPV were calculated to be 1.01, 1.67 billion won, and 5.19% at 5% of discounting rate. These results could be directly compared with the previous analyses.

행위별 수가 지불제도 하에서의 사례관리시스템 개발 및 경제성 분석 (Development of Case Management System and Analysis of Economic Feasibility under the Fee-For-Service Reimbursement)

  • Background : Recently, we have experienced various changes in the healthcare environment. Healthcare organizations are facing a financial crisis due to more competitive relationships among themselves as well with low health insurance fees. The purposes of the current study were: (1) to develop a data warehouse-based system for evaluating and monitoring the case management activities, and (2) to measure and analyze its effects. Methods : In order to collect the data for the study, the database on discharged patients was utilized at a university hospital located in Seoul from June 1, 2002 through December 31, 2002. Initially, a data warehouse was built for the case management system. The case management activities were analyzed using structured methodology to establish the case management system. Results : The findings of this study were as follows: (1) A case management system was developed to make it possible to monitor of healthcare quality and resource utilization. The Case management System included monitoring functions regarding utilization reviews, critical pathways, and clinical indicators. (2) Utilizing the case management system, unplanned readmissions were documented among total discharged patients during two months from November 1, 2002 through December 31, 2002. The unplanned readmission rate was 2.3%(276 patients) in total of 11,960 discharged patients. Among them 81 patients(0.7% of total discharges, 29.3% of unplanned readmission) were readmitted to the same physician in charge under the same diagnosis. No significant differences were found in the demographic variables such as gender and age among the patients. (3) After implementing the case management system, 2.9% of average length of stay reduced. Applying cost-benefit analysis, the 2.9% reduction of length of stay represents net profit of ${\backslash}$ 279,592,000 in the year of 2004. In addition, applying value acceleration analysis, cumulative net benefit of ${\backslash}$ 1,481,000,000 was expected by the year of 2007. Also we were able to expect ${\backslash}$ 247,800,000 of cumulative benefit for the prospective 5 years in value linkage analysis. It represents average ${\backslash}$ 787,700,000 of pure net benefit a year. Conclusion : The value of present study would be not only implementing the knowledge management system into the existing case management activities, but also evaluating its effects and estimating its financial benefits. This study suggested that the case management system would be a supportive tool for monitoring and improving the quality of healthcare, and a cost-effective tool for increment of healthcare organization's financial benefit.
