Economic Feasibility Analysis of Developing Marine Environmental Risk Assessment and Management Technology (해양환경 위해성 평가 및 관리 기술개발사업의 경제성 분석)

  • A project of developing marine environmental risk assesment and management technology was proposed to improve the level of marine environmental management research. This paper attempts to measure the non-market benefits of the project. To this end, the dichotomous choice contingent valuation method is used. In particular, recently proposed one and one-half bounded model is applied. The model can reduce the potential for response bias comparing to the double bounded model while maintaining much of its efficiency. Moreover, in order to deal with zero WTP observations, a spike model is adjusted for our data. A survey of randomly selected 600 households was implemented and the respondents were asked in person-to-person interviews about how they would be willing to pay for implementing the project. Respondents overall accepted the contingent market and were willing to contribute a significant amount (2,663 won), on average, per household per year. The aggregate value of the project in the nation amounts to approximately 46.3 billion won per year. The figure 2.16 of cost-benefit ratio shows that economic validity of this technical development.

  • This study aims to grasp how to understand the difference in return on investment (ROI) or the cost-benefit ratio in forty-two domestic and overseas studies of library valuation, using a meta-analytical review method. Meta-analysis, a quantitative analysis on the findings of previous studies, was conducted to gather the general findings and lessons from prior empirical research. The results of meta-regression analysis indicate that the pattern of findings is consistent with our expectations regarding the effect of benefit scope and per capita GDP included in the ROI figure. This study appears to be the first meta-analytical review conducted on library valuations and the findings provide strong implications for the policy-making process.

  • This study analyzed the amount of carbon dioxide reduction and economic benefits of detailed processes of CO2 6,000 tons plant facilities with mineral carbonation technology using carbon dioxide and coal materials emitted from domestic circulating fluidized bed combustion power plants. Coal ash reacted with carbon dioxide through carbon mineralization facilities is produced as a complex carbonate and used as a construction material, accompanied by a greenhouse gas reduction. In addition, it is possible to generate profits from the sales of complex carbonates and carbon credits produced in the process. The actual carbon dioxide reduction per ton of complex carbonate production was calculated as 45.8 kgCO2eq, and the annual carbon dioxide reduction was calculated as 805.3 tonCO2, and the benefit-cost ratio (B/C Ratio) is 1.04, the internal rate return (IRR) is 10.65 % and the net present value (NPV) is KRW 24,713,465 won, which is considered economical. Carbon mineralization technology is one of the best solutions to reduce carbon dioxide considering future carbon dioxide reduction and economic potential.

An Economic Effect of the selective breeding program on the Oliver flounder Aquaculture (넙치양식 선발육종사업의 경제효과)

  • This study is aimed to analyze the economic feasibility of the selective breeding program on the Oliver flounder aquaculture. First of all, in order to evaluate this program, we review the concept and research trend on the selective breeding. The objective of this research is the selective breeding program on the Oliver flounder aquaculture in the Genetics and Breeding Research Center, NFRDI. It was conducted to investigated economic effects of three factors of the selective breeding program on the Oliver flounder aquaculture such as fast growth, disease resistance and increase exports. The results of economic analysis of the selective breeding program on the Oliver flounder aquaculture are as follows; First, there were the significant meaning of the economic effects on the technology of the selective breeding program by fast growth, disease resistance and increase exports. Second, we analyzed in the economic feasibility of the selective breeding program on the Oliver flounder aquaculture from 2004 to 2020, internal rate of return(IRR) was 419%, a benefit-cost ratio was shown to be 24.92, net present value(NPV) was 989,942,464 thousand won, which indicates the economic feasibility of the selective breeding program is very high. Finally, in order to improve the economic feasibility, there is need to be focused on the efficient the selective breeding program on the Oliver flounder aquaculture.

Review on the Pertinent Discount Rate for the Public Investment Project (공공투자사업(公共投資事業)의 적정(適正) 할인율(割引率) 검토(檢討)에 관(關)한 연구(硏究))

  • For the pre-feasibility study and project evaluation, the discount rate or cutoff rate should be given by the government authority. To get the Benefit/Cost Ratio, NPV(Net Present Value) and IRR(Internal Rate of Return) of the public investment projects, the pertinent and realistic discount rate should be determined to be suitable to the present time period. The cut-off rates in Korea were equivalent to 15% in 1970's, 10% in 1980's and 8% in 1990's. The prevailing rate of discount as 8% is considered not to be suitable for the 2000's public project appraisal considering the present interest rates on deposit and national bonds. To determine the socio-economic feasibility of the public projects, the IRR should be bigger than the present cutoff rate. When we still use the high old rate of discount, the analytical results of project appraisal will show always economically unfeasible. Therefore the new rate of discount suitable for present time should be determined by the government. The public projects to be implemented in 2000 year onward are recommended to be adapted 5% of cutoff rate for the project appraisal and evaluation according to the results of reviewing the tendency of discount rates and market rates of interest in Korea.

Yield Loss in Mulberry Due to Sucking Pest Whitefly, Dialeuropora decempuncta Quaintance and Baker (Homoptera: Aleyrodidae)

  • The whitefly, Dialeuropora decempuncta Quaintance and Baker (Homoptera : Aleyrodidae) causing considerable damage to mulberry, Morus alba. Crop loss caused by the whitefly was estimated in mulberry. Quantitative yield loss was estimated on the basis of harvest data from both sprayed and unsprayed plots. Data on pest incidence has been recorded at weekly intervals in both sprayed and unsprayed plots from 30 th day of plant age till harvesting i.e., 60 days after pruning in August October season. An attempt has been made to establish a relationship between whitefly population and percentage of crop loss due to it. Percentage of crop loss due to whitefly has got a linear relationship with the whitefly population. An initial population of 24 adults/top leaf would be able to cause 24% loss (l,630 Kg leaf/ha ) in a period of 30 days. Economic analysis postulates that application of pesticide can stove a net amount of 1,630 Kg leaf/ha which is sufficient to produce 67.65 Kg of additional multivoltine cocoons. This determines the cost/benefit ratio which will enable to workout the economics of management practices.

Economic Analysis on the Small & Medium Business Public e-Procurement Information System Project (중소기업 공공구매 판로지원 종합정보시스템 구축사업의 경제성 분석)

  • This study performed an economic analysis and tested the viability of a public computerization project to create a comprehensive information system for public e-procurement for small and medium-sized businesses (SMBs). The study found that the estimated costs of the project included 4.3 billion won to build the system and 710 million won per year to maintain the system once it is built. The project's estimated total benefits amounted to 6.66 billion won per year, including 5.871 billion won per year in increased convenience for SMBs that use the system, 406 million won per year in benefits for public institutions, and 383 million won per year in benefits for the institution "A" to adopt the system. We used the contingent valuation method (CVM) to estimate the benefits to SMBs, which would be the main participants of the project. The survey found that the SMBs were willing to pay an average fee of 170,136 won. we conducted an economic analysis by applying a 5.5% social discount rate over an analysis period of 10 years and found a benefit-cost ratio of 5.02 and a net present value of 40.201 billion won, which indicated a very high economic viability of the project. The results of this study can be an important reference when deciding whether to pursue computerization projects in the public sector.

Automatic Multileaf Collimation Quality Assurance for IMRT using Electronic Portal Imaging

  • More complex radiotherapy techniques using multi leaf collimation(MLC) such as intensity-modulated radiation therapy(IMRT) has been increasing the significance of verification of leaf position and motion. Due to the reliability and robustness, quality assurance(QA) of MLC is usually performed with portal films. However, the advantage of ease of use and capability of providing digital data of electronic portal imaging devices(EPIDs) have attracted many attentions as alternatives of films for routine quality assurance in spite of the concerns about their clinical feasibility, efficacy, and the cost to benefit ratio. In our work, the method of routine QA of MLC using electronic portal imaging(EPI) was developed. The verification of availability of EPI images for routine QA was performed by comparison with those of the portal films which were simultaneously obtained when radiation was delivered and known prescription input to MLC controller. Specially designed test patterns of dynamic MLC were applied to image acquisition. Quantitative off-line analysis using edge detection algorithm enhanced the verification procedure in addition to on-line qualitative visual assessment. In conclusion, the EPI is available enough for routine QA with the accuracy of portal films.

  • In this paper, for minimizing the real-time operating load losses of the power transformer, a SCADA optimum operating system was developed, and the economic analyses on the test operation were performed. Transformer loss DB which reflects the economic integration operation criteria was constructed by referring the transformer manufacturer's loss data(iron loss, copper loss). Based on the loss DB, each substation transformer real-time loss was calculated according to the size of the transformer loads, and if integration or separation transformer operating conditions minimizing the loss are met, then a window pops-up and the dispatcher performs the substation equipments operation according to the procedure provided by this system. With the existing SCADA main program, the relation database of the substation facilities and integration/separation operation algorithm were developed and applied to Auto MTR Processor and pconn Processor Task module. Seven stations test data for seven months were analyzed for the economic analyses, and the results showed that Cost-Benefit ratio was 2.64, and IRR(Internal Rate of Return), 36%, which asserted the economic justification of the proposed system.

ZnO films grown on GaN/sapphire substrates by pulsed laser deposition

  • Both ZnO and GaN have excellent physical properties in optoelectronic devices such as blue light emitting diode (LED), blue laser diode (LD), and ultra-violet (UV) detector. The ZnO/GaN heterostructure, which has a potential to achieve the cost efficient LED technology, has been fabricated by using radio frequency (RF) sputtering, pyrolysis, metal organic chemical vapor deposition (MOCVD), direct current (DC) arc plasmatron, and pulsed laser deposition (PLD) methods. Among them, the PLD system has a benefit to control the composition ratio of the grown film from the mixture target. A 500-nm-thick ZnO film was grown by PLD technique on c-plane GaN/sapphire substrates. The post annealing process was executed at some varied temperature between from $300^{\circ}C$ to $900^{\circ}C$. The morphology and crystal structural properties obtained by using atomic force microscope (AFM) and x-ray diffraction (XRD) showed that the crystal quality of ZnO thin films can be improved as increasing the annealing temperature. We will discuss the post-treatment effect on film quality (uniformity and reliability) of ZnO/GaN heterostructures.
