Risk Management for Casuality Accident at Urban Railway Stations (도시철도 역사 내 철도안전사상사고 위험도 관리 방안)

  • The paper suggests risk management methodology for alleviating casuality accidents at urban railway stations. Risk management deals with countermeasures for reducing accident probability or consequences to reach at the certain level of risk. First of all, Economic evaluations using cost and benefit for all the alternatives are performed. The alternatives exceeding B/C ratio greater than 1, each alternative is applied in the order of higher B/C ratio. this process is repeated when the level of risk is reduced as low as reasonably practical (ALARP). In order to determine the level of ALARP, Level of Service (LOS) for casuality risk at urban railway stations is proposed. The ALARP level is set to the LOS "C". Finally, a case study is applied to the Jongno 3-ga station, which is a highest risky station among all the stations operated by Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT).

FEEDING RICE STRAW SUPPLEMENTED WITH UREA-MOLASSES LICK BLOCK TO LACTATING COWS IN BHUTAN

  • Twelve cross bred cows ($300{\pm}20kg$) were fed a basal ration consisting of 1 kg concentrate and untreated or urea treated rice with or without urea-molasses-wheat bran lick block supplementation. The lick blocks were prepared locally using cement as a binding agent. The experiment lasted for 48 days consisting of a preliminary period of 14 days and a measurement period of 34 days. Daily dry ma tter intake (DMI) of straw and lick block, and daily milk yield were recorded during the measurement period. Intake of lick block when fed with untreated straw (US) was significantly higher (p < 0.01) than with urea treated (TS) straw (397 vs 307g $100kg^{-1}$), but lick block supplementation did not significantly affect the in take of US (1.80 vs 1.83kg $100kg^{-1}day^{-1}$) or TS (2.27 vs 2.17kg $100kg^{-1}day^{-1}$). Both urea treatment and lick block supplementation significantly increased (p < 0.01) the milk yield of cows, and the increase due to urea treatment was higher than that due to lick block supplementation. Benefit/cost ratio obtained for feeding US or TS with 1 kg dairy concentrate was similar (5.4), but the marginal return favours TS (5.4:1.0). The benefit/cost ratio for US and TS supplemented with lick block was 3.4 and 3.7. respectively, but the marginal return with US was higher than with TS (1.6:1.0 and 0.9:1.0, respectively).

  • This study undertakes a simulation analysis for evaluating the benefits and costs of smart grid hub project. The purpose of the study is to explore extensively the alternatives for infrastructure configurations and identify the best scenarios that can satisfy all the stakeholder needs. We consider 19 parameters for configurating a smart grid hub city, and take a strategy of exhaustive search to find configurations that meet the two criteria simultaneously: each stakeholder's B/C ratio should be equally distributed and the B/C ratio of the entire city should be maximized. The results offer some meaningful implications for building a successful deployment strategy that can facilitate the diffusion of smart grid technologies.

Economic Analysis of Growing Ginger (Zingiber officinale) Under Teak (Tectona grandis) Canopy in Southwest Nigeria

  • Multiple use forestry is capable of generating income for forest based communities through Non-Timber forest products (NTFPs) which provide food, medicine, materials for domestic use and cash income for communities adjoining forest areas in developing countries. This study evaluates the economics of producing ginger rhizomes under teak canopy in a multiple land use system during 2007 and 2008 in even aged teak plantations in Ibadan and Ife, Nigeria. Twelve $6m^2$ sample plots were randomly selected in Completely Randomized Block Design within and outside the plantation. Average ginger rhizome of (50-60 g) were planted on the slightly tilled soil. NPK 15:15:15 was applied at 180 kg/ha on a split unit dose. ANOVA, Profitability, Benefit-Cost (B/C) ratio were used to analyze data. Results showed no significant differences between sites in ginger rhizome yield, (0.089 and 0.718, ${\rho}{\leq}0.05$) in 2007 and 2008 respectively. Average yield were higher outside teak canopy in both sites and treatments, (Ibadan -40.05 g>32.9 g, Ife -67.6 g>25.2 g and Ibadan -41.3 g>31.5 g, Ife -66.8 g>25.0 g) with and without NPK respectively. NPK had no effect on yields within teak plantation, (Ibadan -31.5<32.9 g, Ife -25 g<25.2 g). Ginger rhizome production was viable financially without inorganic fertilizer during second cropping season within and outside plantation (B/C=1.02, 1.09) respectively. Ginger could be raised profitably under teak canopy, however, studies on insolation requirement of ginger under teak canopy and other tree plantations are recommended.

An Analysis of Economic Evaluation Related to Lane Departure Warning System (주행로이탈예방지원기술 관련 경제성평가 분석)

  • Continuous increase of traffic demand has caused confirmed congestion, fuel consumption, emission, safety, etc. as serious social problems at the present time. The Smart Highway Project has been conducted by the supervision of Ministry of Land, Transport and Maritime Affaire to solve such problems since 2007. The Smart Highway Project includes LDWS (Lane Departure Warning System), a system to prevent broadside collisions and accidents, as a sub-technology of road-vehicle associating technologies. This system warns drivers when their vehicle deviates from the lane where they are traveling at high-speed on the highway. In this paper, the LDWS was evaluated using CBA to analyze the socio-economic consequences. Estimated benefits include reduction of accidents and convenience of drivers. In addition, the economics according to the distribution rate is various when it comes to Lane Departure Warning Technology, the economics of both cases - positive scenario and negative scenario, which was analyzed. As a result, the Benefit-Cost ratio(B/C) of negative scenario showed 0.97 in 2020 and 1.36 in 2030 while B/C ratio of the positive scenario showed 1.04 in 2020 and 1.59 in 2030, which indicated that the higher distribution rate is, the higher the economics generates. Therefore, it is judged that the introduction of Lane Departure Warning Technology will result in high economics.

Profitability Analysis of Yield Net in Chestnut Harvest (밤 수확망 이용의 투자수익성 분석)

  • This study was carried out for preliminary feasibility review to investigate work efficiency of chestnut harvest using yield net and to find a way to reduce the cost for purchasing and managing yield net. To this end, we conducted a survey of 6 forest farm houses in Cheongyang, Gongju and Buyeo regions where yield nets are being used efficiently. Cost-benefit analysis based on Net Present Value and Benefit Cost Ratio was used to examine the investment profitability. While regions of Cheongyang A, Cheongyang B and Buyeo A are profitable in spite of no subsidy for purchasing yield net from the government, the regions of Gongju A, Gongju B and Buyeo B are not profitable without subsidy. When an 80% of subsidy for purchasing yield nets is provided, the forest farm houses in Cheongyang A, Cheongyang B, Buyeo A and Gongju B regions are found to be profitable while those in Gongju A and Buyeo B regions are still not profitable. We consider that the different results come from the differences in the planting method of chestnut, labor efficiency, labor skill and the orchard conditions such as slop. Finally, several efforts for government and cultivator are suggested to expand the use of yield net; planting chestnut in line, establishing installation and management methods, supporting the cost for purchasing yield net and studying detailed effects besides profitability issue.

A Convergence Study on Feasibility of Expanding Establishment of Public Postpartum Care Centers: Benefit-Cost Analysis (공공산후조리원 확대의 타당성에 관한 융합 연구: 편익-비용 분석을 중심으로)

  • The purpose of this study is to analyze the economic feasibility of public postpartum care centers established for health care of low-income postpartum mothers. 6 of 8 public postpartum care centers were used to verify the economic feasibility and research data were collected through the centers. A sensitivity analysis was performed with the bed turnover rate, assuming that users in a postpartum care center will be decreased. As a result, B/C ratio was estimated to be 1.50 and the net benefit was estimated to be KRW 186,557 in million. A sensitivity analysis showed that B/C was 1.42 at 17.4 of bed turnover rate and 1.26 at 15.4 which indicates the lowest bed turnover rate among subjects. A public postpartum care center was evaluated as economically feasible as public works. Therefore it is necessary that the public postpartum care centers operated by local governments should be expanded through legal amendment.

A Study on the Fiscal Efficiency of the Early Scrappage Support System for Aged Diesel Vehicles (노후 경유차 조기폐차 지원제도의 재정 효율성에 관한 연구)

  • This study analyzes the financial efficiency of the early scappage support system using the benefit and cost analysis. To do so, we use comprehensive administrative data on the early scrappage of old diesel vehicles. The result shows that the benefit-cost ratio was greater than 1 before 2020, but it appeared to be less than 1 after 2020. This indicates that despite recent reforms to increase the subsidy of early scrappage of old diesel vehicles, the rate of the benefit of air quality improvement is not as fast as the increase in system operation cost of this system. The benefit of air quality improvement depends on how much the operating period is shortened due to early scrappage support system. The earlier this period is brought forward, the more likely it is that the benefits of early scrappage will exceed the costs. Upon examining the results of this study, it was found that when the scrappage timing is brought forward by 5 years, the B/C for 98% of the samples becomes 1, greatly securing financial efficiency. Therefore, it is important for the government to reform the system so that it can influence the decision of old diesel vehicle owners on the timing of scrappage.

Economic Valuation of the Off-Shore Fisheries Stock Enhancement Project (근해 수산자원 증대사업의 경제적 타당성 평가)

  • This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government's policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.
