The National Pension of Korea is a public social security system designed to alleviate social risks and poverty that has had a major impact on the quality of life for the aging population. However, a rapidly aging population and low fertility threaten the sustainability of national pension in Korea. The National Pension Research Institute publishes a nancial projection every ve years; consequently, the government has lowered the entitlements for the sustainability of national pension based on the projection results. The current reform of the pension system that arbitrarily reduces the entitlements might detract from the income security role of the national pension for pensioners without accounting for the highest elderly poverty rate in the OECD countries. We first discuss methods for the financial projection of the national pension in terms of population, subscribers, and pensioner projections in order to estimate the pension reserve fund and the financial depletion year. We also conduct a sensitivity analysis for population variables, institutional variables, and economic variables based on pension reserves and the financial depletion year. We evaluate intergenerational fairness between the income hierarchy by conducting a money's worth analysis. Finally, we investigate the possibility of the sustainability of national pension by adjusting pension contributions and entitlements (income replacement rate). A new dependency ratio shows that a simple reform of the national pension does not secure the sustainability of the national pension without adapting a pay-as-you-go system.
Despite the most severe weather and geological conditions, Korean people in earlier times were successful in maintaining sustainable water supplies because they understood the importance of rainwater management, and developed technologies and a philosophy which were needed to live under such circumstances. Recently, the Korean people have suffered frequent incidence of flood damage and drought, and have gradually started to remind themselves of the lessons of the past, which can be described as proactive, multipurpose rainwater management. Most of the problems associated with water and energy can be solved by the integration of rainwater management practices. The concept of multipurpose rainwater management and two examples of its practice are discussed. One is a design for a multipurpose rainwater tank which has been used in a building project, and is based on Korean philosophy. Secondly, a regulation was promulgated recently in Seoul that requires the building of rainwater tanks in new buildings over a certain size. The primary purpose is for the prevention of flooding, but water conservation is a secondary intention. Two examples of proactive rainwater management are discussed, one being public involvement in rainwater management, and the second being the rainwater piggy bank microcredit project. In order to maintain sustainability, to meet the requirements of the Millennium Development Goals, and to be prepared for the effects of climate change, it is expected that multipurpose and proactive rainwater management will be a very effective approach for both developing countries and developed countries. A worldwide network of scientific researchers, as well as a great number of professions, has suggested the promotion of rainwater management.

The purpose of this paper is to investigate the determinants of the Operational Self-Sustainability (OSS) of Vietnamese microfinance institutions (MFIs). This research uses both qualitative and quantitative research methods: (i) qualitative research was via in-depth interviews with ten microfinance practitioners, policymakers and researchers; (ii) quantitative research was conducted by using panel data of 34 MFIs in the period 2011-2015 with binary logistics and OLS regressions. Results are as follows: (i) MFIs' OSS in Vietnam are mainly determined by five key factors: portfolio at risk (PAR>30), capital structure, gross loan portfolio, scope of activities and legal form; (ii) OSS are most affected by legal status (social organizations have better OSS than formal MFIs or programs/projects), location (MFIs focus in one province have higher OSS than working nationwide or just in one district), capital structure (MFIs with more equity proportion have higher OSS); (iii) surprisingly, average loan size per borrower and age of MFIs do not have statistically significant correlation with OSS. The key recommendations are: (i) MFIs should focus on its professionality and increase its equity; (ii) related stakeholders such as State Bank of Vietnam should promote the enabling ecosystem for microfinance development to enhance poverty reduction and economic development.

Discussions for water resources vulnerability and index development with sustainable concept are actively being made in recent years. Based on such index, water resources vulnerability of present and future is determined and diagnosed. This study calculated the water resources vulnerability rankings by 152 nations, using indicator related to water resources assessment that can be obtained from World Bank, VRI (Vulnerability Resilience Indicator), ESI (Environmental Sustainability Index). In order to quantitatively assess of water resources vulnerability based on this indicator, TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) technique was applied to index water vulnerability and to determine the rankings by nations. As a results, South Korea was ranked as the 88th among the 152 nations including Korea. Among the continents, Oceania was the least vulnerable and Afirica was the most vulnerable in continents. WUnited State, Japan, Korea and China were vulnerable in order among the major countries. Therefore, water resources vulnerability rankings by nations in this study helps us to better understand the situation of South Korea and provide the data for water resources planning and measure.

Total debt in the People's Republic of China surged to nearly 290% as a ratio to GDP by the second quarter of 2016, mostly on account of non-financial corporate debt. The outpouring of credit to stem the impact of the global financial crisis accentuated industrial overcapacity in traditional sectors, such as steel, cement, and energy, while feeding asset bubbles in the property, equity and bond markets. At the Chinese corporate level, this has translated into weakened fundamentals and a fall in industrial profits, particularly of SOEs. As debtors struggle to service interest payments, non-performing loans (NPLs) have been on the rise. This paper assesses the financial fragility of the Chinese economy by looking at risk factors in the non-financial sector. We apply quantile regressions to a dataset containing all Chinese listed companies in Standard & Poor's IQ Capital database. We find higher sensitivity over time of corporate leverage to some of its key determinants, particularly for firms at the upper margin of the distribution. In particular, profitability increasingly acts as a curb on corporate leverage. At a time of falling profitability across the Chinese non-financial corporate sector, this eases the brake on leverage and may contribute to its continuing increase.

This paper examines the extent to which the Mekong River Basin countries have achieved socioeconomic benefits based on regional cooperation through the Greater Mekong Subregion (GMS) Program, focusing on hydropower development and the Mekong Power Grid. This study pays attention to the time period from 2012 to 2022. The benefit sharing approach is employed to evaluate the extent to which hydropower development and the Mekong Power Grid have contributed to the regional energy trade in the GMS program. The GMS program was launched by the Asian Development Bank (ADB) in 1992, and the Chinese provinces of Yunnan and Guangxi, Myanmar, Lao PDR, Thailand, Cambodia, and Vietnam have taken an active part in the program. The goals of the GMS program are to achieve poverty alleviation, economic development, and regional cooperation in various sectors, including energy, tourism, and transportation. The GMS Economic Cooperation Program Strategic Framework 2030 (GMS-2030), in 2021, provides a new framework for prosperous and sustainable development in the river basin. In the energy sector, the GMS program has been instrumental in facilitating hydropower development and creating the Mekong Power Grid with the Regional Grid Code (RGC), contributing to economic benefits and promoting regional trade of hydroelectricity. It is argued that the GMS program has enhanced regional cooperation between the riparian countries. Despite such achievements, the GMS program has faced challenges, including the gap of economic development between the riparian countries, socioeconomic and environmental concerns regarding hydropower development between the Upper and Lower Mekong countries, and geopolitical tensions from the US-China rivalry. These challenges should adequately be addressed within the program, which can guarantee the sustainability of the program for the river basin.

The exchange rate is an important macroeconomic variable that influences internal and external balances. Nepal follows a dual exchange rate such that the Nepali rupee (NPR) is pegged with the Indian rupee (INR) but floats with the United States dollar (USD) and all other currencies. There have been very few studies on the exchange rate of Nepal, of which the majority focus on the bivariate relationship between exchange rate and another variable. However, this paper analyses the multivariate relationship between the USD-NPR exchange rate and major macroeconomic variables. Determinants of Nepal's exchange rate have been derived with multiple regression using the ordinary least square (OLS) approach. Since the explanatory variables could not significantly capture the movement of the dependent variable, a long-run relationship between Nepal and India's exchange rate has been analyzed using Engle-Granger cointegration to establish a relationship as suggested by a graphical representation. This explains that Nepal's exchange rate long run is determined by India's exchange rate than its own fundamentals. In addition, the macro-linkages of Nepal's macroeconomic variables have been analyzed using Standard Vector Autoregressive models followed by impulse response analysis which is useful for policy decisions. Some policy implications indicating the sustainability of Nepal's pegged regime have been drawn based on the empirical analysis.

Transparency and independence of the Bank of Russia, Czech Republic, Poland, in my view, should be an important factor in achieving these goals. The countries of Czech Republic, Poland have already made a number of steps to bring the status of their banks to the European standards. Many other developing countries are also in the process of reforming their central banks and the improving conditions of their functioning. However, despite the fact that as a model for reform used by the central banks of countries with developed market economies, central banks in developing countries are still yet deprived of the legal, economic and political independence. A different situation exists in transition space. Because of significant differences in the views of the authorities in transition republics at the necessary level of independence of central banks and the exchange rate and monetary policy reform of monetary management in these countries led to different results.

The study attempts to examine the effect of the capabilities of banking companies, namely the dynamic and unique capabilities, on the implementation of GCG in Indonesia. The effect of organization capabilities on the implementation of GCG is essential since both of them can demonstrate the quality of the company's ability to compete and innovate. This study will also examine the influence of moderating variables, namely the fit and proper test. The methodology used in this study is the structural equation methods and using primary data with board of directors of commercial bank in Indonesia. The test results suggest the positive direct effect of unique capabilities on GCG. The findings show that the capabilities of the top management, both unique and dynamic capabilities, influence the implementation of GCG. Then, the variable of fit and proper test can also strengthen the relationship between them. Both unique capabilities and fit and proper test have a strong and positive impact on GCG. Meanwhile, dynamic capabilities have a negative impact on GCG even though it's not significant and contradictive with earlier studies. In the context of the banking industry growth and sustainability, this matter is important to examine. Top management behavior in operating their organization is important to be investigated.
